Command Center 112 is well known as an emergency service program in Surabaya City with an effective and efficient system that has won several awards. This achievement prompted this research to obtain adequate information about the street level bureaucrats of Command Center 112. The purpose of this research is to describe the portrait of accountability through the meaning of roles to the orientation of street level bureaucrat accountability involved in the 112 Command Center service of Surabaya City. The researcher attempted to solve the problem with a descriptive qualitative research method using interview, observation, and literature study techniques. The results of this research showed that street level bureaucrats carry out their accountability through two types of accountability, namely Public-Administrative Accountability and Participatory Accountability, thus increasing job pressure and encouraging the occurrence of role conflict dilemmas. The conflict experienced by street level bureaucrats in this research is a policy vs societal conflict. Furthermore, accountability orientation can be reviewed through its actions in overcoming dilemmas that lead to centrist policies. Centric policies are also referred to as center-based policies which uphold applicable service operational standards. This can be observed through the actions of emergency telephone receivers in carrying out their duties to prioritize compliance with the tasks contained in policy rules rather than the wishes of the community. Recommendations that can be given include affirming the SOP for the community as a reporter, providing measures and understanding of emergencies, adding service infrastructure, and updating data every month.

Perumda Air Minum Tirta Rangga Subang Regency is a Regional-Owned Enterprise that is responsible for organizing regional government affairs and is obliged to provide clean water supply services to the community. This research aims to analyze organizational performance as well as the driving and inhibiting factors of organizational performance of Perumda Air Minum Tirta Rangga Subang Regency. This research method is descriptive qualitative with data collection techniques through observation, interviews, and documentation. Data analysis techniques carried out by data reduction, data presentation, and conclusion drawing. Sampling techniques with purposive sampling and data validity through source triangulation. The results showed that the performance of Perumda Air Minum Tirta Rangga Subang Regency was not optimal, especially in the phenomenon of productivity in providing clean water services to the community was not successful because the effectiveness did not reach the target. Aspects of service quality in the form of timeliness in handling complaints and community complaints also cannot be carried out optimally. Factors that hinder the performance of Perumda Air Minum Tirta Rangga Subang Regency are personal factors and system factors. Suggestions that researchers can convey are Perumda Air Minum Tirta Rangga Subang Regency can increase productivity by evaluating the effectiveness of services in achieving customer targets, standardizing employee recruitment, and increasing timeliness in handling complaints and community complaints.

Dalam rangka mengurangi volume sampah yang akan diangkut ke TPA Jatibarang, Pemerintah Kota Semarang melalui Dinas Lingkungan Hidup (DLH) Kota Semarang menerapkan sistem pengelolaan sampah terpadu melalui Tempat Pengelolaan Sampah Terpadu (TPST) yang berada di wilayah kecamatan di Kota Semarang. Kelompok Swadaya Masyarakat (KSM) adalah kelompok masyarakat yang menyatukan diri secara sukarela dalam kelompok dikarenakan adannya kepentingan dan kebutuhan yang sama, sehingga anggota-anggota dalam kelompok tersebut memiliki kesamaan tujuan yang ingin dicapai. Kelompok Swadaya Masyarakat (KSM) yang menangani pengelolaan sampah di Kelurahan Bulu Lor adalah KSM Karya Bakti. Pola kerja dalam pengelolaan sampah oleh Kelompok Swadaya Masyarakat (KSM) Karya Bakti yang masih menerapkan sistem angkut-buang sampah dimana sistem ini sampah-sampah masyarakat hanya diangkut dan dibuang di TPS terdekat. Untuk itu, kinerja KSM Karya Bakti menjadi hal yang perlu ditinjau kembali sebagai bentuk pertanggungjawaban KSM dalam pengelolaan sampah di Kelurahan Bulu Lor. Artikel ini bertujuan untuk menganalisis kinerja KSM karya Bakti serta faktor pendorong dan penghambat didalamnya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan fokus penelitian kinerja dalam KSM Karya Bakti di Kelurahan Bulu Lor, dengan hasil penelitian ini didapatkan indikator yang telah menunjukkan baiknya kinerja KSM Karya Bakti adalah Kualitas Pelayanan, Responsibilitas, dan Akuntabilitas. Sedangkan yang menjadi faktor pendorong adalah Beban Tugas, Paradidma Bekerja, Unsur 3P (Personalia), dan Niat/Kemauan serta faktor penghambat yang ditemukan adalah pada faktor Unsur 3P (Pembiayaan dan Prasarana/Sarana). Rekomendasi dari penelitian ini adalah dilakukan pengelolaan sampah bekerlanjutan untuk meningkatkan produktivitas KSM Karya Bakti.

Semarang City's efforts to overcome poverty are by issuing Semarang City Regional Regulation Number 12 of 2016 concerning Poverty Alleviation in Semarang City. One of the innovative efforts made by the Semarang City Government is the establishment of thematic villages. The problems found were lack of use of marketing infrastructure, facilitators shifting responsibilities to each other, poor archivists, lack of active participation and sense of ownership of community programs, lack of facilitator support, community groups not yet integrated, less than optimal income from home industry. This study uses a qualitative method. The technique for determining informants is snowball sampling. Data collection methods through interviews, observation and documentation. The research results show that the socialization stage does not involve an adequate socialization process. In the empowerment process stage, there are obstacles and efforts to resolve problems that have not been carried out. The stage of independence has not been reached because the awareness of taking advantage of opportunities has not been achieved. There are still results and outputs that are not capable of equalizing the welfare of the target community according to the output of Semarang Mayor Regulation Number 22 of 2018 concerning Guidelines for Implementing Thematic Villages. The obstacles found were lack of community participation, limited managerial ability, and lack of ability to manage market opportunities. The advice given is that it is necessary to change the bureaucracy's attitude regarding the nature of empowerment and the nature of its relationship with the target community by changing the perspective of the project and strengthening the potential of the community.

Perkawinan usia anak masih menjadi masalah serius di Kabupaten Lamongan karena cenderung naik dari tahun 2020 hingga tahun 2022, sejak disahkannya Undang-Undang Nomor 16 Tahun 2019 atas Perubahan Undang-Undang Nomor 1 Pasal 1 Tahun 1974 tentang Perkawinan. Berawal dari permasalahan tersebut, Pemerintah Kabupaten Lamongan yang diinisiasi oleh USAID ERAT sebagai Lembaga Swadaya Masyarakat (LSM) bersama DPPPA (Dinas Pemberdayaan Perempuan dan Perlindungan Anak) melakukan upaya pencegahan perkawinan usia anak dengan melibatkan aktor multi sektoral. Proses tersebut melahirkan kondisi yang saling mempengaruhi karena adanya ketergantungan dalam mencapai tujuan bersama yang disebut network governance. Penelitian ini bertujuan menganalisis struktur network governance serta faktor pendorong dan penghambatnya dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan menggunakan teori dari Klijn dan Koppenjan (2016) yang meliputi 4 indikator, yaitu kontak, kepercayaan, berbagi informasi, dan pertukaran sumber daya. Penelitian menggunakan metode kualitatif deskriptif dengan pengambilan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa struktur network governance dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan yang meliputi indikator kontak, kepercayaan, berbagi informasi dan pertukaran sumber daya sudah dilaksanakan secara maksimal oleh aktor-aktor. Koordinasi di dalamnya menggunakan tipe jaringan mutual adjustment. Upaya network tersebut memberikan pengaruh terhadap penurunan angka perkawinan usia anak sebanyak 33%. Beberapa faktor yang masih menjadi penghambat adalah belum adanya keterlibatan dari sektor swasta dan minimnya partisipasi dari pihak akademisi, kurang maksimalnya anggaran, serta minimnya pemahaman masyarakat mengenai dampak negatif dari perkawinan usia anak. Adapun faktor pendorongnya, yaitu adanya tujuan yang sama antar aktor, adanya pemetaan peran aktor, dan keterlibatan organisasi mitra (LSM) yang aktif dalam membantu upaya pencegahan perkawinan usia anak di Kabupaten Lamongan

Efforts to develop the Betawi Cultural Village Setu Babakan Tourist Area in South Jakarta by implementing the Revitalization Policy. The revitalization policy has been in place for five years and no policy evaluation has been carried out. The aim of this research is to analyze the evaluation of revitalization policies at the Setu Babakan Betawi Cultural Village. With a descriptive qualitative research method tested through policy evaluation theory by W. Dunn including Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness, and Accuracy and data collection through observation, interviews, literature study and documentation. The results of this research found that the implementation of the Setu Babakan Betawi Cultural Village area revitalization policy implemented by the Area Management Unit was going well with the results of the revitalization still being slow in development, the adequacy of facilities being poor, the distribution of information both vertically and horizontally. Based on these six indicators, things are still found that need to be improved in the formulation of the implementation of revitalization policies. The highest result based on the policy evaluation theory test using six indicators is Effectiveness, Responsiveness and Accuracy carried out by the Setu Babakan Betawi Cultural Village Management Unit in South Jakarta, namely "Good". Analysis related to inhibiting factors in managing tourist areas is based on research results, namely communication, resources, community participation and the bureaucratic structure of the Area Management Unit. The development of revitalization results continues and is considered slow by the management. Improvements in communication and management of human resources and costs are needed for the next revitalization policy at the Setu Babakan Betawi Cultural Village.

Community empowerment through Balkondes Karangrejo is the programs of Ministry of BUMN that uses CSR funds in the context of local economic development by utilizing the potentials that exist in the village environment. The Karangrejo Village community has received benefits from the existence of Balkondes Karangrejo, including an increase in income through PADes, the appointment of local potential, and the construction of facilities and infrastructure. The purpose of this research is to analyze the stages of community empowerment as well as the driving and inhibiting factors in the implementation of community empowerment through Balkondes Karangrejo. This research uses a descriptive method with a qualitative approach. The site of this research is Karangrejo Village which is located in Borobudur District, Magelang Regency. Data collection techniques in this study were through in-depth interviews, observation, and documentation. The results of the research are seen from the three stages of community empowerment, namely the stages of awareness, capacity building, and empowerment at Balkondes Karangrejo have not run optimally as evidenced by the obstacles still found at each stage of community empowerment. The driving factors of community empowerment through Balkondes Karangrejo are motivation and government policies, while the inhibiting factors of community empowerment through Balkondes Karangrejo are resources and availability of infrastructure and access.

Driver training is a program aimed at enhancing the skills, knowledge, and safety awareness of Bus Rapid Transit (BRT) Trans Semarang. Training for drivers are necessary to improve the safety and service quality of BRT Trans Semarang in accordance with the Minimal Service Standards. However, in reality, there are still many complaints from the community regarding Trans Semarang BRT drivers. The purpose of this research is to understand the training of Trans Semarang BRT drivers and the influencing factors. This research uses a descriptive qualitative method with data collection techniques in the form of interviews and literature studies. The results of the study show that the training of Trans Semarang BRT drivers have been quite good, but there are still some dimensions that need improvement. Supporting factors influencing the training of Trans Semarang BRT drivers include top management support, the commitment of specialists and generalists, technological advancements, and learning styles. Meanwhile, inhibiting factors include organizational complexity.

The aim of this research is to analyze the quality of service in making Unable Certificates (SKTM) for the Social Assistance Program in Bulakan Sub-District, Sukoharjo Subdistrict. This research uses Zeithaml's theory which consists of the dimensions of Tangible, Reliability, Responsiveness, Assurance, and Empathy, GAP Model, and Importance Performance Analysis (IPA). This type of research uses a quantitative approach with descriptive research type. The population of this study was all visitors to Bulakan Sub-District, Sukoharjo Subdistrict using a purposive sampling technique of 96 respondents. The results of the research show that the overall service in making Unable Certificates for the Social Assistance Program in Bulakan Sub-District, Sukoharjo Subdistrict has an average level of service performance and an average level of service expectations which shows that the services provided are included in the category good. Based on the five dimensions of service quality, there is one dimension that is not optimal, namely the Responsiveness dimension.

Artikel ini bertujuan untuk mengetahui bagaimana pentingnya peran stakeholder dalam pelaksanaan kebijakan pengelolaan sampah. Seperti kita ketahui bahwa sampah merupakan masalah ekologi berskala global yang harus ditangani secara komprehensif. Pemerintah dan pemerintahan daerah bertugas menjamin terselenggaranya pengelolaan sampah yang baik dan berwawasan lingkungan sebagaimana tujuan dari kebijakan pengelolaan sampah adalah untuk meningkatkan kesehatan masyarakat dan kualitas lingkungan serta menjadikan sampah sebagai sumber daya. Maka dari itu, perlu peranan dari pemerintah dan masyarakat dengan menggunakan pola pendekatan kemitraan dan kerja sama dalam menerapkan kebijakan pengelolaan sampah. Tulisan ini merupakan penelitian kualitatif deskriptif dengan menggunakan berbagai literatur pustaka dan data untuk memperkuat argumen. Hasil yang ditujukan dalam artikel ini adalah urgensi peranan stakeholder dalam pelaksanaan kebijakan pengelolaan sampah dan bentuk peranan stakeholder terdiri dari peranan sebagai policy creator, coordinator, facilitator, implementer, dan accelerator.
