Abstract

Putri Cempo Landfill is the only final waste processing site in Surakarta City. The current open dumping management system will not solve the increasing waste problem. The Public Private Partnership (PPP) can facilitate sustainable waste management by combining the resources and expertise of both the public and private sectors. This study aims to analyze the implementation of the PPP in the Waste-to-Energy (PSEL) Program at the Putri Cempo Landfill, Jebres District, Surakarta City. The PPP process has taken more than 10 years, resulting in repeated delays in the operational target of PSEL Putri Cempo from the original plan. This study uses a descriptive qualitative method, collecting data through interviews, observations, and documentation. The results are analyzed using Matos & Gonçalves' (2020) theory, focusing on contract provisions, regulations and legislative aspects, organizational factors, stakeholder participation, transparency and accountability, budget affordability, and monitoring systems. Supporting factors in this program align with Xiong et al.'s (2019) theory, which emphasizes cooperation, trust, and good communication between the government, private sector, and community. Matos & Gonçalves' (2020) theory was also used to analyze inhibiting factors, such as early project analysis that did not fully align with field conditions. Additionally, an unbalanced risk allocation between the Government and private sector posed a significant challenge, leading to delays in the PSEL's operation. This study recommends that the Surakarta City Government strengthen its understanding of PPP, establish a clear risk management plan with the private sector, and increase public education on waste sorting and the 3R movement (Reduce, Reuse, Recycle). The private sector is also encouraged to engage in Corporate Social Responsibility (CSR) activities by involving the surrounding community in empowerment programs.

Abstract

The success of Semarang City in reducing the stunting prevalence rate by 10.4% in 2022 cannot be separated from the involvement of stakeholders who played a role. This achievement was better than the national target (14%) and was the lowest stunting prevalence rate in Central Java. The aim of this research is to identify stakeholders who are involved and analyze their role in reducing the prevalence of stunting in Semarang City. The method used in this research is descriptive qualitative with data collection techniques through interviews, observation and literature study. This research uses Maryono et.al's theory to identify stakeholder and Bryson's theory for analyzing roles stakeholders which are involved. The results of this research show that stakeholders Those involved in successfully reducing stunting prevalence rates in Semarang City were identified into three categories, namely (1) primary stakeholder (target communities, posyandu and puskesmas); (2) secondary stakeholder consisting of private parties; and (3) key stakeholder (Bappeda, Dinas Kesehatan, Dinas Pengendalian Penduduk dan Keluarga Berencana, and Dinas Ketahanan Pangan Kota Semarang). Meanwhile, the role of stakeholders is divided into four types, namely key players, context setters, subjects, and crowd. The recommendations given in this research are (1) the Semarang City Government needs to apply the concept of community empowerment in handling stunting in order to increase community independence; and (2) the cross-sector program innovations owned by the Semarang City Government can be applied to other regional governments as a pilot project in reducing stunting prevalence rates.

Abstract

Penyediaan air bersih di Indonesia dijamin oleh pemerintah berdasarkan UndangUndang Republik Indonesia Nomor 36 Tahun 2009 tentang Kesehatan yang menyatakan bahwa hak air merupakan hak asasi manusia. Salah satu langkah Pemerintah Indonesia untuk menangani permasalahan air bersih adalah dengan menyediakan layanan air bersih melalui (PDAM). Kota Semarang menjadi salah satu kota dengan penurunan Indeks Kualitas Air (IKA) selama 2 tahun terakhir yaitu 2021 dan 2022. Salah satu cara meningkatkan IKA yaitu perlu kinerja dan produktivitas pegawai PDAM Kota Semarang yang baik untuk menghasilkan air bersih yang baik. Penelitian ini bertujuan untuk mengetahui pengaruh produktivitas pegawai terhadap kinerja pegawai PDAM Kota Semarang Cabang Selatan untuk Meningkatkan Air Bersih di Kecamatan Tembalang. Penelitian ini berjenis mix method. Teknik pengambilan sampel yang digunakan adalah sampling jenuh. Sumber data dari penelitian ini yaitu data primer berupa kuesioner dan wawancara serta data sekunder berupa data dari lembaga pemerintahan, website dan perpusatakaan. Data dianalisis menggunakan uji validitas, uji reliabilitas, dan ujikorelasi spearman. Berdasarkan hasil uji, terdapat pengaruh Produktivitas Pegawai (X) terhadap Kinerja Pegawai (Y) untuk Meningkatkan Air Bersih di Kecamatan Tembalang. Oleh karena itu, diperlukan produktivitas pegawai PDAM Kota Semarang Cabang Selatan yang baik agar kinerja pegawai juga baik sehingga air bersih di Kecamatan Tembalang dapat meningkat.

Abstract

This research focuses on the collaboration process in waste management at Teluk Penyu Beach. Waste problems often occur in one of the tourist icons in Cilacap Regency, so collaboration from multiple stakeholders is needed to manage the problem. The purpose of this research is to describe and analyse collaborative governance in waste management at Teluk Penyu Beach, as well as identify and analyse the factors that influence collaborative governance in waste management at Teluk Penyu Beach. The type of research used is descriptive research with a qualitative approach. The data collection techniques used were interviews, observation, and documentation. The theory used in this research is Ansell and Gash's theory which consists of starting conditions, institutional design, facilitative leadership, and collaboration process (face-to-face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes). The results of this study show that (1) collaborative governance in waste management at Teluk Penyu Beach has implemented the five dimensions of the collaboration process quite well. (2) Factors that influence the collaboration process in waste management at Teluk Penyu Beach include starting conditions, institutional design, and facilitative leadership, but the institutional design dimension is still not optimal because there is no legal basis that specifically regulates the collaboration process in waste management at Teluk Penyu Beach, Cilacap Regency.

Abstract

Dalam rangka mengurangi volume sampah yang akan diangkut ke TPA Jatibarang, Pemerintah Kota Semarang melalui Dinas Lingkungan Hidup (DLH) Kota Semarang menerapkan sistem pengelolaan sampah terpadu melalui Tempat Pengelolaan Sampah Terpadu (TPST) yang berada di wilayah kecamatan di Kota Semarang. Kelompok Swadaya Masyarakat (KSM) adalah kelompok masyarakat yang menyatukan diri secara sukarela dalam kelompok dikarenakan adannya kepentingan dan kebutuhan yang sama, sehingga anggota-anggota dalam kelompok tersebut memiliki kesamaan tujuan yang ingin dicapai. Kelompok Swadaya Masyarakat (KSM) yang menangani pengelolaan sampah di Kelurahan Bulu Lor adalah KSM Karya Bakti. Pola kerja dalam pengelolaan sampah oleh Kelompok Swadaya Masyarakat (KSM) Karya Bakti yang masih menerapkan sistem angkut-buang sampah dimana sistem ini sampah-sampah masyarakat hanya diangkut dan dibuang di TPS terdekat. Untuk itu, kinerja KSM Karya Bakti menjadi hal yang perlu ditinjau kembali sebagai bentuk pertanggungjawaban KSM dalam pengelolaan sampah di Kelurahan Bulu Lor. Artikel ini bertujuan untuk menganalisis kinerja KSM karya Bakti serta faktor pendorong dan penghambat didalamnya. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan fokus penelitian kinerja dalam KSM Karya Bakti di Kelurahan Bulu Lor, dengan hasil penelitian ini didapatkan indikator yang telah menunjukkan baiknya kinerja KSM Karya Bakti adalah Kualitas Pelayanan, Responsibilitas, dan Akuntabilitas. Sedangkan yang menjadi faktor pendorong adalah Beban Tugas, Paradidma Bekerja, Unsur 3P (Personalia), dan Niat/Kemauan serta faktor penghambat yang ditemukan adalah pada faktor Unsur 3P (Pembiayaan dan Prasarana/Sarana). Rekomendasi dari penelitian ini adalah dilakukan pengelolaan sampah bekerlanjutan untuk meningkatkan produktivitas KSM Karya Bakti.

Abstract

This research evaluates the implementation of the Complete Systematic Land Registration (PTSL) policy in Semarang City, designated for the Complete City program in 2024, using the implementation model by Van Meter and Van Horn. The focus is on PTSL activities and the factors affecting its implementation. The findings indicate that the Semarang City Land Office successfully executed the PTSL policy, despite challenges related to human resources and infrastructure. Strategies such as forming special teams (Physical, Legal, and Administrative Task Forces) and empowering local communities as Data Collectors, alongside efficient information systems, were adopted. Stakeholder participation and transparency in the registration process are crucial for effective policy implementation. Regular evaluations, both monthly and annually, are necessary to ensure long-term target achievement and to address emerging issues. The study found that, despite obstacles like insufficient human resources and coordination among stakeholders, the strategies employed yielded positive results with a high success rate in land certification completion. Recommendations include enhancing human resource training to ensure adequate skills and improving coordination by involving community representatives from neighborhood units (RT) and community units (RW) as facilitators.

Abstract

Perkawinan usia anak masih menjadi masalah serius di Kabupaten Lamongan karena cenderung naik dari tahun 2020 hingga tahun 2022, sejak disahkannya Undang-Undang Nomor 16 Tahun 2019 atas Perubahan Undang-Undang Nomor 1 Pasal 1 Tahun 1974 tentang Perkawinan. Berawal dari permasalahan tersebut, Pemerintah Kabupaten Lamongan yang diinisiasi oleh USAID ERAT sebagai Lembaga Swadaya Masyarakat (LSM) bersama DPPPA (Dinas Pemberdayaan Perempuan dan Perlindungan Anak) melakukan upaya pencegahan perkawinan usia anak dengan melibatkan aktor multi sektoral. Proses tersebut melahirkan kondisi yang saling mempengaruhi karena adanya ketergantungan dalam mencapai tujuan bersama yang disebut network governance. Penelitian ini bertujuan menganalisis struktur network governance serta faktor pendorong dan penghambatnya dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan menggunakan teori dari Klijn dan Koppenjan (2016) yang meliputi 4 indikator, yaitu kontak, kepercayaan, berbagi informasi, dan pertukaran sumber daya. Penelitian menggunakan metode kualitatif deskriptif dengan pengambilan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa struktur network governance dalam upaya pencegahan perkawinan usia anak di Kabupaten Lamongan yang meliputi indikator kontak, kepercayaan, berbagi informasi dan pertukaran sumber daya sudah dilaksanakan secara maksimal oleh aktor-aktor. Koordinasi di dalamnya menggunakan tipe jaringan mutual adjustment. Upaya network tersebut memberikan pengaruh terhadap penurunan angka perkawinan usia anak sebanyak 33%. Beberapa faktor yang masih menjadi penghambat adalah belum adanya keterlibatan dari sektor swasta dan minimnya partisipasi dari pihak akademisi, kurang maksimalnya anggaran, serta minimnya pemahaman masyarakat mengenai dampak negatif dari perkawinan usia anak. Adapun faktor pendorongnya, yaitu adanya tujuan yang sama antar aktor, adanya pemetaan peran aktor, dan keterlibatan organisasi mitra (LSM) yang aktif dalam membantu upaya pencegahan perkawinan usia anak di Kabupaten Lamongan

Abstract

The conservation of water resources at the Jatibarang Reservoir in Semarang City is crucial for maintaining and ensuring the availability of water needed to support the well-being of the community in Semarang City. This is due to the high demand for water resulting from the increasing population, while the Water Quality Index of Semarang City is experiencing a decline. This issue is not only felt by a single sector, making the role of stakeholders important. This research aims to identify the stakeholders involved and understand the roles of each stakeholder in the conservation of water resources at the Jatibarang Reservoir in Semarang City. The method used in this research is descriptive qualitative, with data collection techniques through in-depth interviews, observation, and document study. This research uses Bryson's stakeholder mapping theory to identify the stakeholders involved and Nugroho's theory to understand the roles of each stakeholder. The results of the research show that the stakeholders fall into the following categories: (1) Players, which include BBWS Pemali-Juana, acting as policy creator, implementer, coordinator, and facilitator; the Environmental Agency of Semarang City, the Fisheries Agency of Semarang City, and the Sukomakmur Tourism Awareness Group, acting as policy creators, implementers, and facilitators; (2) Subjects, which include the Gunungpati Subdistrict, Kandri Village, and the community, acting as implementers; (3) Context Setters, which include the Tourism Agency of Semarang City, acting as accelerators; and (4) Crowd, which includes educational institutions and environmental community groups, acting as accelerators. The recommendations provided include rebuilding coordination through the provision of training and development, resource allocation, implementation of adaptable policies and cross- sectoral institutional synergy with the authorities through community education, assistance or monitoring, and reporting.

Abstract

Problems are still often encountered in public services, such as long and complicated services. Innovation is one solution that the government can implement. Currently, there are many application innovations being created by the government, one of which is the Telunjuk Sakti application innovation at the Wonogiri Regency Population and Civil Registration Service. The implementation of the Telunjuk Sakti application has experienced a drastic decline in terms of the number of application users. Therefore, this research aims to analyze the innovation process and the driving factors that inhibit the application of Telunjuk Sakti at the Population and Registration Service of Wonogiri Regency. The theory used is the Lifecycle Innovation Theory according to the OECD which describes and describes in more depth the stages carried out in the creation of an innovation. This research uses a qualitative descriptive method with data collection using interview, observation, and documentation techniques. The results of the research show that the Population and Civil Registration Service of Wonogiri Regency applies all stages of the innovation process according to the OECD in creating the Tunjung Sakti innovation starting from Problem Identification, Idea Creation, Proposal Making, Innovation Implementation, Innovation Evaluation, Innovation Dissemination. Based on the stages that have been implemented at the Wonogiri Regency Population and Civil Registration Service, only the implementation and evaluation functions are still not optimal, while the other stages have been implemented well. The supporting factors in the innovation process of the Telunjuk Sakti application at the Wonogiri Dukcapil Office are human capital, leadership capital and organizational structure capital, while the inhibiting factors are the political environment and the environment outside the public sector. Thus, cooperation with the private sector is needed in terms of internet access and public awareness and participation is needed in using the Telunjuk Sakti application.

Abstract

Based on Permensos Number 1 of 2018 concerning Family Hope Program (PKH), PKH is a program to provide conditional social assistance by the government to poor or vulnerable families or individuals registered in the DTKS (Social Welfare Integrated Data). Since 2007 the PKH has received positive aspirations. However, until now the decline in poverty rate still results in a low poverty reduction rate indicator and the self-graduation process of program participants is still low which indicates that this program is only running on the spot. This article aims to analyze the implementation of PKH policies in Bidara Cina Village using qualitative descriptive methods, data collection is carried out by interviewing, observation, and documentation. The research results show that the implementation of PKH policy in Bidara Cina is not good enough, because there are still several problems. In addition, although this program has been implemented in accordance with the goal of Permensos Number 1 of 2018, it has not been fully implemented in accordance with the standards stated in the regulation. This is because the purpose of the program is not fully understood by the program participants. The obstacle to the implementation of the Family Hope Program is resources, namely the insufficient number of program assistants. Meanwhile, the supporting factors are communication that has been done well, disposition of policy implementers with good performance and work spirit, and clear and tiered bureaucratic structure.
