Abstract

Street vendors often become a major problem in a big city, including Semarang city. Semarang city is one of the metropolis city, a magnet for economically weak society, including street vendors, which are small businesses in the informal sector. Semarang city government through regional regulation no. 11 year 2000 about Regulation and Development of Street Vendors launched a program to regulate and develop street vendors. One of the concentrated growth area of street vendors in Semarang is on Simpang Lima. Simpang Lima street vending area is a street vending area example but there are still some problems in the implementation. These problems are the considerably huge amount of illegal street vendors, the imbalance of shelters for legal street vendors, and street vendors’ undisciplined behaviors of vending time and vending place tidiness. This research uses descriptive qualitative research method and the data collection technique is by thorough interview, field observation, and documentation. In this research, the author will describe about regulation and development of street vendors according to Regional Regulation no. 11 year 2000 and the problems of its implementation. In studying the regulation and development constraints used Mazmanian and Sabatier theory that there are three dimensions that influence the successful implementation of which is the problems’ characteristics, the policies’ characteristics, and the policies’ environment. The result of research, regulation and development of street vendors implementation is not going well yet because of many obstacles caused by the target group and the lack of resolute and decisive actions by the implementing enforcement authorities. These obstacles include lack of land to accommodate the increasing number of street vendors who continue to grow, the Rule of Law principle that less is held by implementing policies, the target group is stubborn and implementing policies that are less strict in implementing the policy. No significant thing done by the Government, they seemed indifferent to all the problems that occur due regard street vendors in the area of Simpang Lima has been orderly and organized.

Abstract

Environment Agency Semarang is one of the technical institutions of local government has a fundamental duty to implement the preparation and implementation of policies that are specific areas in the environmental field. To carry out the basic tasks of the Environmental Agency of Semarang has a function which is one implementation of government affairs and public services in the environmental field. Quality of service can be determined by comparing the service that has been given to indicators measuring the quality of service. Quality of service can be said to be good if in accordance with the expectations of society. To measure the quality of service in Semarang city environmental agency used five indicators such as tangible, reliability, responsiveness, assurance and empathy.. The purpose of this research was analyze the quality of public services at the Environment Agency of Semarang to the public so that people feel the need basically is to get a good service from government acceptable and achieve maximum satisfaction. This research is using descriptive qualitative research design with informants from the employees in environmental agency and publicathat propose services

Abstract

Population growth that high in the region or country can will certainly pose a problem various environment. One is the problem of waste. In the issue of garbage there must be participation of the people in it. Participation care it must be improved so that the public rubbish bins regarding the issue be resolved easily. Empower activity community and develop it for review to combat the waste problem and the Environment made the more society active role and have sensitive hearts gainst approximately circumstances. Management in Waste Management in Semarang District have purposes: (1) to describe and analyze the management of waste management in the District Tembalang that done, (2) knowingthe obtacles encountered in Waste management in Semarang District Tembalang.Type of this research is a descriptive, the research aims to review describe, explain, record, analyze and interpret the present condition that happened or no. Based on the result of research, one form of waste management with give contribution activity managing resourses form trash that begins with the training given posted district Tembalang then implement on waste management activities with garbage sorting and recycling waste being items that can be reused. Management of waste management in the District Tembalang have been executed nice, but it is still not optimal , so it is necessary to improve in some aspects , such as the handling of the various obstacles encountered in the waste management in District Tembalang .

Abstract

Accounting information system effectiveness in Badan Kesatuan Bangsa dan Politik Kota Semarang is effected by a obligation to be accountable and transparent of state’s finance by a financial statement that was made from acconting information system. The phenomena that affect the effectiveness of accounting information system were data security, time, accurancy, variation of output and relevancy. The affecting factor were human resources, time and completeness of data. The solutions that given are: (1) to increase the soft skill of human resources especially time discipline by giving a strict penalty to employee to discipline them, (2) to increase the ability of accounting information system to overcome system crash that can affected employee performance and (3) from the aspect of completeness of data, employees that are producing the finance data should be moved from manual system to accounting information system so that it will decrease the possibility of uncompleteness data by giving them a training.

Abstract

Various problems in public service often found in its implementation although standards and the regulations have been settled .Various these problems in between other about timeliness of service , the cost of service , and resources supporting the provision of the service .Of the existing problems, the government tried to bring up a innovation in the field of public services through policy. These various problems are about the timeliness of service, the cost of service, and resources supporting the provision of the service. Of the existing problems, the government tried to bring up an innovation in the field of public services through Policy of District Integrated Administration Services that arranged in affairs regulation no. 4 years 2010, that contain changing authority regent to the related sub-district. Follow up the government affairs regulation, District of Kulon Progo through Bupati Regulation no. 64 years 2012 about Standard of Public Service on District, implement the integrated administration services on district in all of the district in Kabupaten Kulon Progo including in Nanggulan District. In its implementation in Nanggulan District, there are various obstacles as deficiency of personnel implementing, facilities and infrastructures , also the target of about the time and the cost of services that have not been in full .Technique of data collection use an depth interview technique and study documents .The results of the study showed that the implementation viewed from the cost of serviceaspect, it was sufficient and from the aspect of service period and resources supporting the provision of the service is inadequate. The purpose of integrated administration services in district has yet to be reached maximally because of changing authority given is not effective and efficient created quality services and the closer to the community. The advice that provided are the government in Kabupaten Kulon Progo and Nanggulan District increase the supporting facilities service and improve the method of service so the time of the service was better; and review of the changing authority given to head to achieve policy aims to be maximum.

Abstract

This research is purposed to analyze and describe the performance of employees at the Environment Agency of Semarang City using employee performance assessment indicators, and the factors that affect employee performance. This research uses qualitative descriptive study with data collection through interviews, observation, documentation, and literature study. Informants were taken by researchers is the head of the field, the head of sub-fields, and employees at the Environment Agency of Semarang City. In this research, the researcher uses an indicator of employee performance from John Miner. Indicator of quality is not good enough, employees do not understand about their duties and functions, and they still make mistakes while working. The indicator of quantity is not good enough constrained by the lack of Human Resource and other obligations outside the office. The use of working time is not good enough, the employee can not use their time effectively. Researcher also analyzed the factors that affect the performance of employees from Dale Timple. The employee competence is not good enough, knowledge and skills of employees work still lacking. The employee discipline is not good enough, employees still often violate the rules office. The work environment is not good enough, it is less room lighting, the air temperature is hot altough there are air conditioners, the noise due to the building process and traders coming into the room, and the office layout is cramped and not really tidy. Based on the research,we can conclude that the performance of employees at the Environment Agency of Semarang City is not good enough. Recommendations that given by the researcher is employees need education and training to improve their quality of human resources, need to increase the amount of human resources, applying finger printing for absent employees, providing strict sanctions for employees who are not discipline, and complementary facilities and infrastructure that support employee performance.

Abstract

Health is an important investment to support economic development as well as having an important role in poverty reduction efforts. Seeing the importance of the role of health, the Government is obliged to protect and guarantee the citizens of the various problems related to health. This study will analyze the performance conducted by the Health Department of Semarang and aspects that support and hinder the performance of Semarang City Health Office in monitoring the quality of water refill depot. This study uses the theory of organization and five dimensions of performance that productivity, the orientation of the quality of service, responsiveness, responsibility and accountability with qualitative descriptive approach. Data collection techniques used through observation, interviews, documentation and literature study with informants employee Semarang City Health Office. The results show that the performance is done Semarang City Health Office in monitoring the quality of drinking water refill depot can not be said to be good, still found obstacles such as issues of human resources, budget is limited to community participation is minimal. While supporting the performance aspect of Semarang City Health Department in monitoring the quality of drinking water refill depot is already a clear division of labor, discipline and high responsibility held by employees, the fit between health program created by what is needed by the community. Inside overcome these obstacles there are some suggestions that can be done such as identifying water refill depot, to provide guidance and counseling, pemberikan strict sanctions availability of places to submit claims or complaints, providing budget funds to support the monitoring activities refill depot.

Abstract

High unemployment and the increasing urbanization made bigger informal activity by the community Semarang city. The activity of informal done to look as income is vendors. Number of street vendors Semarang city from year to year continue to rise. So it appeared problems environment and town planning makes government Semarang city issued a policy regulation in Semarang number 11 years 2000 on the regulation and development street vendors. The purpose of this research is to evaluate the achievement of a goal policy by law regulations and development on the street vendors simpang lima semarang and to know the implementation of a policy of the regulation. This research using type descriptive with a qualitative approach. Technique data collection used the observation, interview, study documentation and the literature study. This research result indicates that the implementation of a policy on setting and development street vendors Simpang Lima Semarang operated quite well. There are still some transgression committed street vendors in their activities and had brought a permit or identity card street vendors Simpang Lima of government officials. Need to an increase in socialization regarding the regulations and training street vendors to the street vendors Simpang Lima policy that the purpose of this regulation can be achieved.

Abstract

The purpose of the research is to analyze the performance and determine the performance of the organization in Badan Kesatuan Bangsa dan Politik Kota Semarang. This research uses descriptive qualitative research. The location this study in Badan Kesatuan Bangsa dan Politik Kota Semarang. The qualitative data was obtained through a variety of techniques including data collection suck as interviews, document analysis, and literature. Selection of informants using the purposive technique. Data quality was tested using triangulation techniques. The phenomenon of organizational performance is measured from performance indicators, namely: productivity, quality of service, responsiveness and accountability. Organizational performance factors used are: human resources, organizational culture, and leadership. Performance Badan Kesatuan Bangsa dan Politik Kota Semarang in general need more repair, especially on the dimensions of productivity , namely an element of human resources, infrastructure and funding has not been used even less usefulness. The quality of service, employees do not yet have the required competencies and execution of tasks that are frequently incorrect, have not service strategy. responsiveness, need more repair constrained amount of human resources are lacking, the basic tasks and functions that are very much. Accountability still not good, not the web address as media transparency accountability to the public. The human factor is not well, they are often delaying work. Organizational culture still not good, professionalism is judged from the position not the work, and not good leadership, decision-making and the idea is often resolved by subordinates. Recommendations are given: (1) to improve the quality of human resources, by providing more education and training to employees such as computer training (2) to improve the quality of service by compiling standard operating procedures service (3) to immediately create a website address to increase the transparency of accountability (4) to gives limits subordinate to interfere in the decision-making without prohibiting subordinate ideas expressed opinions.

Abstract

Department of Population and Civil Registration Pekalongan are the providers of public services in the field of population administration for all citizens Pekalongan, where the quality of service that is still found complaints and problems. This research is a qualitative descriptive study, which aims to describe the quality of service in the Department of Population and Civil Registration Pekalongan. Informants in this study include: Head of the Department of Population and Civil Registration Pekalongan, front-line service personnel and people who are doing ministry in the service of population and civil registration Pekalongan city. The results showed that the quality of service in the Department of Population and Civil Registration Pekalongan are still not optimal, visible from several phenomena research service quality there are still some shortcomings., Namely: the slow completion of service, kuarnganya facilities and infrastructure, the lack of assurance of security. But to requirements, procedures, costs and product services in compliance with existing standards. For reliability and empathy dimension has been met, but for aesthetics, assurance and responsiveness yet. Based on these results it is suggested for population and civil registration offices Pekalongan city in improving the quality of service is: necessary additional staff, provision of security guard services and the renovation of the building and the addition of service infrastructure.
