Abstract

This study aims to determine the performance of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang and describe the factors that support and hinder performance. This study uses five dimensions of organizational performance assessment with qualitative descriptive approach. Data collection techniques that used were observation, interviews, documentation and literature study with the informants from employees of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang. Based on the discussion the results of the study, researchers concluded that the performance of Bidang Pengembangan Potensi dan Kemitraan Dinas Kebersihan dan Pertamanan Kota Semarang has been well. This is shown with the clarity of access, timetables and mechanisms of the program of activities and services that systematic implementation of the tasks according to the procedure, have an open attitude in responding to the needs of society, the principles of transparency and have a proactive attitude in promoting the success of hygiene management program. It's just that they found some blocks that cause the performance of Development Potential and the Partnership is not maximized, such as budget constraints and infrastructure, shortage of collectors levy and the lack of public participation which led to delay of some programs, such as the cooperation of business, marketing products waste utilization and achievement of the target of retribution. To overcome these problems, there are some suggestions that can be done, such as optimizing the aplication of budget, infrastructure and human resources that available now, preparating and implementating the activities program that can minimize the minimize of the budget and infrastructure, optimizing the number and capabilities of the existing levy collectors, cooperating with 3rd party in the billing and admission charges activities, and improve the knowledge, ability and awareness of the good waste utilization and the importance of abiding to pay the levy.

Abstract

In addressing issues of social welfare, the Government and Local Government can provide assistance and social security as an embodiment of the implementation of the obligations of the state in securing the rights to the basic needs of citizens are poor and can not afford. The study will analyze the performance conducted by the Semarang District Social Service and the factors that drive and impede performance in the Semarang District Social Service assistance services and social security to social welfare issues (POM). This study uses the theory of organization and five dimensions of performance that productivity, the orientation of the quality of service, responsiveness, responsibility, and accountability with a qualitative descriptive approach. Data collection techniques used through observation, interviews, documentation and literature study with the informant Semarang District Social Service employee. The results showed that the performance is done Semarang District Social Service less than optimal because it is still a barrier such as issues of human resources, facilities and infrastructure is not sufficient enough, the limited budgetary funds to community participation is minimal. There needs to penyelenggarakan education, training and skills, and increases the number of HR from recruitment of civil servants or increase the number of temporary employees, proposed adding the amount of the budget in accordance with the needs required at the district budget Semarang, procurement of equipment and facilities, to disseminate to PMKSs with skills training, as well as improving coordination with the public and business community in supporting the program of advisory services and social security.

Abstract

This Research will analylize the performance of Central Java Provincial Inspectorate and and dimensions that support or hamper the performance of the agency. The theory used in this research is the theory of public administration and five dimensions of performance that the quality, quantity, timeliness, cost effectiveness, and accountability with descriptive qualitative research design. Data collection techniques used through interviews, observation and documentation with information from employees Inspectorate of Central Java province. The results of this research indicate that the performance of Central Java Provincial Inspectorate of encouraging the implementation of good local government in Central Java is still less than optimal, especially in terms of cost effectiveness, were found problems such as limited human resources, budget and infrastructure that support the performance. Nonetheless, the performance of Central Java Provincial Inspectorate has been supported by a program whose activities have been scheduled, the training and technical guidance to improve the quality of employees, compliance program with the vision of the service, giving recommendations on the examination results on education, discipline Inspectorate of Central Java province in reporting its performance, their efforts to optimize existing resources, to the Central Java Provincial Inspectorate website as a form of performance transparency to the public. Regarding the issue, there are some suggestions that can be done such as improving the quality of existing resources, the addition of the proposed budget and infrastructure to be more adequate.

Abstract

This research was to study and analyze the coordination of drainage management in Semarang city and also to determine the factors in intersectoral coordination of drainage management in Semarang city. Drainage management in Semarang is managed by intersectoral SKPD. This research is a qualitative descriptive which data collected through interviews, literatures, and study documents. Information was collected from BAPPEDA, Dinas PSDA & ESDM, DTKP, and DKK. Researcher used indicators of coordination and factors of intersectoral coordination to examine coordination of drainage management in Semarang. The result showed that factors in intersectoral coordination of drainage management in Semarang is still not optimal. It is also found that coordination indicators awareness of the importance of coordination, the competence of human resources involved, and continuity planning has been running well, but for communications and agreements; commitment; and initiative in coordinating the management of the drainage in Semarang is not optimal. Moreover, some factors in the intersectoral coordination as employment and discipline has been running well, but the for unity of action and the division of labor in the management of the drainage is not optimal. Based on the results, it can be concluded that in general the intersectoral coordination of drainage management in Semarang is quite good, although there are some indicators / dimensions that must be enhanced and improved. Researcher suggest to opmimalize the use of ICT, manufacturing of manual procedure, more creative and initiative leader, to increasing quantity of human resources, establishment of drainage management agency, in cooperation with the private sector, and resource optimization.

Abstract

The research took the title of Quality Analysis Services Manufacturing Building Permit (IMB) in the Integrated Licensing Service Agency of Semarang. During this time in the minds of the public, Building Permit Service ( IMB ) sounds a bit complicated and convoluted, long service process and less than optimal. Therefore, the problem in this research is how the service quality manufacture of building permits , What are the contributing factors in the manufacture of building permits and what should be done to optimize the service manufacture of building permits ( IMB ) in the Integrated Licensing Service Agency ( BPPT ) of Semarang. The focus of this research is the quality of Building Permit licensing services. The purpose of this research is to determine the quality of service the manufacture of building permits in the Integrated Licensing Services Agency of Semarang. This research used a qualitative research with descriptive approach. The techniques of data collection is by interview , observation and documentation , in the form of documents and records that have relation with service quality in the Building Permit Integrated Licensing Service Agency ( BPPT ) of Semarang. The results showed that the Integrated Licensing Service Agency (BPPT ) of Semarang in providing Building Permit Service ( IMB ) is already well although there are still some deficiencies, such as infrastructure and human resources . The conclusion of this research is that Building Permit Service ( IMB ) service in the Integrated Licensing Services Agency ( BPPT ) of Semarang is already well although there are still some things that have not been optimal and needs to be repaired. The researchers suggest that the services from Integrated Licensing Services Agency ( BPPT ) of Semarang should be more professional, effective, efficient, and correct the deficiencies to make it more optimal.

Abstract

Electricity is one of the basic needs of people in Indonesia. PT. PLN (Persero) is one of the State Owned Enterprises (BUMN), which has the task or function to organize the supply of electricity as the needs of the community. New installation service provided by PT. PLN (Persero) Rayon Semarang Tengah are still many shortcomings that can be said to be less good. This research is compiled to analyze the public community satisfaction on the implementation of the new installation services by PT. PLN (Persero) Rayon Semarang Tengah. This research uses descriptive quantitative approach. The theory used is to look at PERMEN PAN and Reformasi Birokrasi No. 16 Tahun 2014 on Societies Satisfaction Survey Implementation of Public Service by referring to the 9 scope of services. Satisfaction Masyararat views of suitability between the level of service performance and the level of interest/ community expectations. Based on study results, the services provided by PT. PLN (Persero) Rayon Semarang Tengah has been good with the performance levels of 2.99 and 3.40 at the level of interest so that the level of conformity obtained is high at 87.87% so it can be said the community is satisfied with the services provided. From 9 scope of services analyzed, there are 2 criteria/ elements that still does not give satisfaction to the community, the first is service procedures with interest rate of 3.47, while the level of performance is still low at 2.85 so the suitability 82.21 and the second is the handling of complaints, suggestions, and recommendataio the performance level still lower that 2.52 while the interest is as high as 3.51 and a low level of concordance is lowest 71.70%.

Abstract

Rembang is an area located on the north coast of Central Java. The potential of coastal and marine areas in Rembang considerable, but so far there is damage to the environment and utilization is not optimal. Based on this background problem that arises is How pengeolaan policy impact coastal and marine areas in Rembang? How to constraints in the policy management of coastal areas and the sea in Rembang. The purpose of this study was to evaluate the impact of the policy management of coastal and marine areas in Rembang. In addition to knowing the constraints in the policy management of coastal and marine areas in Rembang. Based on the research that the policy management of coastal and marine areas in Rembang having an impact on people's lives, but not optimal and equitable perceived by the public. Not optimal goal and the impact felt by the target group due to some constraints in the implementation of policies such as kuragnya coordination and collaboration among relevant agencies, lack of understanding of personnel, lack of dissemination of relevant SKPD or of society such as the low level of education of coastal communities, the lack of awareness and the community's participation. Under these conditions, the authors provide suggestions for the government to undertake intensive socialization, improved understanding of the content of the policy apparatus, increasing the level of education of coastal communities. Then for the community to increase participation and to change the mindset that tends to badly in the costal management and marine.

Abstract

Pelayanan publik yang berkualitas merupakan hal yang diperlukan masyarakat. Dalam rangka menciptakan pelayanan publik yang berkualitas, pemerintah mengeluarkan Permendagri Nomor 4 Tahun 2010 tentang Pedoman Pelayanan Administrasi Terpadu Kecamatan (PATEN). PATEN bertujuan untuk meningkatkan kualitas pelayanan dan mendekatkan pelayanan kepada masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi PATEN di Kecamatan Bergas dan faktor-faktor yang mempengaruhi implementasi PATEN di Kecamatan Bergas. Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Data dalam penelitian ini diperoleh dari wawancara dengan informan dan dokumen. Penelitian ini menggunakan pendekatan penelitian fenomenologi. Hasil dari penelitian ini menunjukkan bahwa implementasi PATEN di Kecamatan Bergas sudah berjalan dengan baik namun masih memiliki kekurangan pada faktor sumberdaya yaitu kuantitas dan kualitas staf serta fasilitas. Pada faktor komunikasi, Kecamatan Bergas telah melakukan transmisi dan memberi pemahaman mengenai PATEN. Pada faktor disposisi dapat diketahui bahwa staf-staf telah memahami tugas-tugas yang dimiliki, tidak ada penolakan dan bersikap baik saat melayani masyarakat. Kemudian, pada faktor struktur birokrasi dapat diketahui bahwa masyarakat dapat memperoleh pelayanan dengan batasan tertentu di kecamatan sehingga memudahkan masyarakat dan mendekatkan pelayanan pada masyarakat. Jadi, dapat disimpulkan bahwa yang menjadi faktor penghambat pada Implementasi PATEN di Kecamatan Bergas adalah sumberdaya. Faktor pendorong Implementasi PATEN di Kecamatan Bergas adalah komunikasi, disposisi dan struktur birokrasi.

Abstract

The problem in this research is have not optimum performance of employees at the Inspektorat Provinsi Jawa Tengah. The purpose of this study is to determine how much influence the ability of employees , work interests, leadership, organizational climate, motivation and job satisfaction. Quantitative research methods with explanatory research design. The results of this study indicate that there is a relationship and a positive influence on the ability to work with a correlation coefficient ( r = 0.229 ; KD = 5.24 % ) working interest ( r = 0.217 ; KD = 4.4 % ) , leadership ( r = 0.298 ; KD=8.88% ), organizational climate ( r = 0.385 ; KD = 14.85 % ), motivation ( r = 0.216 ; KD = 4.6 % ) and job satisfaction ( r = 0.243;KD = 5,9 % ) on employee performance. It means if capability more high, the corresponding interests, the better the behavior of its leadership, the more conducive organizational climate, motivation is getting high and job satisfaction is getting high, it make the performance of employees more high than before. Because the factors that affect the performance of employees is the ability, interests of employees, leadership, organizational climate, motivation and job satisfaction then, to improve employee performance can be done by improving the ability, to adjust interest in his work, improve the behavior of the leadership, make organizational climate condusif, improve motivation and maintain employee satisfaction and provide functional training to employees and PIM training on leadership, leaders also need to create a conducive organizational climate by providing specific direction and giving a clear time limit on each job so that it can improve employee performance.

Abstract

Traditional market one of economic growth proponent aspect in Jepara Regency. But, the condition of Bangsri Traditional Market shown the unstable year by year, those are so many lack of the infrastructures for the public (merchants and consumer). The aim of this research is to formulate a strategy that must be done by Department of Cooperation, UMKM and Market Management of Jepara Regency to increase the management in Bangsri Traditional Market. This research used a qualitative descriptive study. The techniques of collecting data is documentation, interview, observation and literature study. This research used purposive sampling and accidental sampling method to determine the informants. The writer identified the internal and external factors of organization by using SWOT analysis, then will be gained strategic issue. Next step is measuring priority scale by using Litmus Test to know the most strategic issue. The result of this research showed that the management strategic in Bangsri Traditional Market has not been optimal yet, thus it needs new strategy to solve them. The recommended strategy is to make the optimum cooperation with stakeholders and private to increase Bangsri Traditional Market management, raise the merchants participation by socialization to manage Bangsri Traditional Market, strive for the infrastructures in Bangsri Traditional Market and coordination between Department, Government, regional legislative assembly, market organizer and merchants to increase the donation for Bangsri Traditional Market.
