Abstract

Reformasi diartikan sebagai suatu proses perubahan baik secara drastis maupun inkremental dan komprehensif menuju suatu kondisi yang lebih baik dari sebelumnya. Kabupaten Sragen telah menjadi pioneer dalam melakukan reformasi birokrasi melalui pengembangan kapasitas yang meliputi tiga bidang yaitu pengembangan SDM Aparatur, penataan kelembagaan dan penataan sistem melalui inovasi dalam pemberian pelayanan kepada masyarakat. Keberhasilan Kabupaten Sragen sangat dipengaruhi oleh komitmen kepemimpinan Bupati sebagai top leader. Hal ini sejalan dengan kecenderungan birokrasi Indonesia yang bersifat paternalistik. Hasil penelitian menunjukkan bahwa model pengembangan sistem pelayanan berlangsung dalam tiga tahap yaitu the efficiency drive, downsizing & decentralization dan in search of excellence.Sedangkan penataan organisasi dilakukan melalui strategi struktural dan budaya. Adapun pengembangan SDM aparatur dimulai dari sistem rekruitmen yang transparan, dilanjutkan dengan penelitian & pengembangan pegawai, perencanaan karir serta evaluasi. Hasil penelitian ini diharapkan dapat dijadikan model bagi pengembangan daerah lain dalam pelaksanaan desentralisasi.

Abstract

Abstrak Penelitian ini bertujuan untuk mendeskripsikan strategi manajerial Sekolah Menengah Atas Negeri di Kota Semarang dalam menyikapi pengalihan kewenangan manajemen pendidikan menengah dari Kabupaten/Kota ke Provinsi beserta faktor pendukung dan penghambat pelaksanaan strategi. Fakta menunjukkan bahwa terdapat penurunan kualitas pendidikan di Jawa Tengah ditandai dengan meningkatnya Angka Putus Sekolah menengah dan menurunnya Angka Partisipasi Murni di Kota Semarang semenjak adanya regulasi ini. Metode yang digunakan untuk memecahkan permasalahan ini yaitu deskriptif kualitatif menggunakan analisis taksonomi. Teori yang digunakan yaitu Teori Taksonomi Bloom dan Proses Strategi Manajemen Sektor Publik Menurut Fred R. David. Sedangkan faktor pendukung dan penghambat menggunakan Teori Modal menurut Piere Bordieau. Hasil penelitian menunjukkan bahwa strategi yang diterapkan di SMA Negeri di Kota Semarang berbeda-beda tergantung kondisi lingkungan internal dan eksternal sekolah. Strategi diputuskan melalui penggabungan persepsi dan sikap masyarakat dan pihak sekolah. Strategi yang dilakukan di SMA yang berada di Urban Area yaitu berupa penghematan anggaran. Kemudian sekolah yang berada di Urban Fringe menerapkan strategi percepatan dalam menanggapi keluhan masyarakat dan strategi jangka panjang di bidang lingkungan. Sedangkan strategi yang diterapkan di SMA yang berada di Rural Area yaitu strategi keunggulan biaya dengan menerapkan biaya yang lebih rendah dibanding sekolah lain. Faktor pendukung strategi berupa partisipasi masyarakat, sedangkan faktor penghambatnya yaitu kurangnya kualitas dan kuantitas SDM, sarana prasarana kurang memadai, terbatasnya dana, dan lain-lain.

Abstract

ABSTRACT Integrated waste management in Pedurungan Kidul Village is an activity of community empowerment process in an effort to make waste management run optimally. This study aims to identify and analyze the process of community empowerment in integrated waste management in the Pedurungan Kidul Village, Semarang City. The research method used is a qualitative approach with technical taxonomic analysis. The data collection techniques are by observation, interview and documentation. The results showed that the process of community empowerment in integrated waste management in the Pedurungan Kidul Kelurahan of Semarang City through 3 processes that must be carried out include Awareness, Capacitance and Empowerment. Awareness Stage is by doing motivation. Where motivation activities in awareness activities are carried out by way of socializing, deliberation and coaching the importance of managing waste that can be of sale value. Then the capacity building step is done through mentoring. Guidance activities are carried out through training in utilization of organic and inorganic waste processing. Then the final process in empowerment is done by Enrichment, where the empowerment is done through a facilitator by providing resource assistance to actively participate in making handicrafts processed inorganic and organic waste. However, in the process of community empowerment in integrated waste management in the Semarang City Pedurungan Kidul Village there are still obstacles encountered in the process of awareness and capacity building, where the constraint in the awareness process is the lack of socialization regarding awareness of clean and healthy living. Then the obstacle in the capacity building stage is the lack of role of the Department of the Environment in providing training in waste management. The advice that can be given is to increase awareness about clean and healthy living awareness in waste disposal behavior and waste management and the local government is expected to further enhance its role and coordinate with other stakeholders.

Abstract

The research intends to describe and analyze the performance of Badan Pelayanan Perijinan Terpadu (BPPT) Kota Semarang. This research uses descriptive qualitative research method.Based on the result of research shows that the performance of Badan Pelayanan Perijinan Terpadu Kota Semarang has not been optimal. It is necessary to be increased furthermore in the aspect of productivity, the quality of services, responsiveness, responsibility, accountability, cooperation, and justice .The conclusion in this research is Badan Pelayanan Perijinan Terpadu Kota Semarang has not been optimal. The obstacles that are faced the limited human resources who master in technology and ineffective coordination with relevant agencies. Based on conclusion, researcher recommends to Badan Pelayanan Perijinan Terpadu Kota Semarang to improve the criteria that is assessed, it is still less successfull so the performance of BPPT Kota Semarang can be optimized.

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelyanan dalam proses pembuatan e-KTP di TPDK Dispendukcapil Kecamatan Ngaliyan, Kota Semarang. Penelitian ini menggunakan metode kualitatif yang melibatkan 4 informan yang merupakan pegawai dan masyarakat yang sedang melakukan perkaman data e-KTP di TPDK Dispendukcapil Kecamatan Ngaliyan, Kota Semarang. Berdasarkan hasil penelitian kualitas pelayanan dalam proses pembuatan e-KTP dapat diukur dengan 5 dimensi yang didalamnya terdapat indikator-indikatornya. Selain itu juga terdapat faktor pendukung dan penghambat untuk menentukan kualitas pelayanan di TPDK Dispendukcapil Kecamatan Ngaliyan, Kota Semarang. Kesimpulan dalam penelitian ini adalah kualitas pelayanan diukur dengan 5 Dimensi yaitu Dimensi Tangibel (Berwujud), Dimensi Reliability (Kehandalan), Dimensi Responsiviness (Respon/Ketanggapan), Dimensi Assurance (Jaminan), Dimensi Emphaty (Empati). Indikator yang belum berjalan sesuai dengan harapan masyarakat yaitu mengenai kenyamanan tempat, kedisiplinan, keahlian, kemampuan pegawai, dan ketepatan waktu pelayanan. Saran yang diberikan oleh peneliti adalah diperlukan diklat untuk meningkatkan kemampuan dan keahlian yang dimiliki pegawai serta penyediaan sarana dan prasarana pendukung yang memadai.

Abstract

The analysis of management information System Poor Family (SIMGAKIN) is one form of utilization of electronic governance. The application of SIMGAKIN in Local Development Planning Agency (Bappeda) at Semarang city, needed budgets, facilities and infrastructure/availability of technology, human resource management, and integration among other institution. Departement of Education is one user of SIMGAKIN for decision-making process. Research methodology descriptive with a qualitative approach used in this research to identify the development of SIMGAKIN and decision-making process. The result of the research showed that influence the stage of decision making in the implementation of activities by giving SPP facilities to needy students, related to the management of SIMGAKIN, that is oriented to decision, availability of technology, human resource management, communication systems, and integration, while in the decision-making is comprehension, planning or design, and selection. Oriented to decision of the SIMGAKIN, have been applied poor data collection service that's fast and accurate. Availability of technology to apply database, hardware, software, branware is still inadequate. In the implementation of SIMGAKIN Has been applied Training and development in accordance with the main main task and fungtion employees. Comunication system has been well-executed. Integration of BAPPEDA with other institutions, can be seen from the cooperation and planning programmed. Therefore comprehension, planning or design, and selection has been exploit the SIMGAKIN but still uses a long of activities. Based on the result this research recommends, need to be improve of poor data collection. Need to be improved SIMGAKIN application. Improving the quality and quantity of employees. Decision making by the selection new activities to maximize the fungtion and role of SIMGAKIN.

Abstract

Issues such as the absence of rules governing the coordination of local government implementation of the Pati RTRW implementation only as coordination meeting (coordination meeting of BKPRD), and the level of attendance of participants minimal rakor, as well as the presence of the participants in the replacement which does not have capacity rakor and capabilities into the background of this research. This research aims to analyze the implementation coordination RTRW Pati and do know the factors that hinder coordination. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant. Unfortunately, the use of additional resources have not been used in the coordination of the implementation of RTRW.

Abstract

Semarang’s Regional Board for Disaster Management (Badan Penanggulangan Bencana Daerah or BPBD) is the board which holds the responsibility for disaster management in Semarang. In the disaster management effort in Semarang, Semarang’s BPBD develops disaster risk reduction program based on the society as the primary doer in 23 villages which have more chance of disaster in Semarang. This study is a descriptive qualitative study and collects the data through interview, observation, and document. The informants in this study are the people who have the knowledge of nature phenomenon or problem in implementation of disaster preparedness village. In this study, the writer uses effectiveness measurement theory by Duncan. From that measurement, the implementation of disaster preparedness village in Semarang still has some problems. The problems are the lack of attachment or time limit, the lack of real participation of private party in reducing disaster risk, the limit of supporting facilities for disaster preparedness village, the limit of rescuer team, the lack youth’s disaster awareness, and the unavailability of disaster management rule in the village. Based on the study result, it could be concluded that the implementation of disaster preparedness village in Semarang is not effective yet. Therefore, it is expected that there will be improvement in implementing of disaster preparedness village, especially the improvement of disaster preparedness village quality, authority cooperation, the employee, and supporting policy making in the village.

Abstract

Regional Income is an areas income earned by local regulations in accordance with the legislation. Fluctuations in tax revenues indicate a problem in the implementation of development. The purpose of this study was to analyze management and Local Revenue enhancement strategy Semarang through advertisement tax and the factors that influence the acceptance of advertisement tax in Semarang. This study analyzes management of advertisement tax and factors that influence the government revenue in Semarang. The method used in this research is descriptive qualitative method. Data collection techniques used in this study by the method of field studies (interviews, observation and documentation) sampling method informant used purposive random sampling. Analysis of the data used is to use a SWOT analysis to determine the strengths, weaknesses, opportunities and threats in the advertisement tax collection. Results from the study showed that the planning concept is still weak and analyzing the potential, challenges and constraints in the management of the to increase advertisement tax. The strategies carried out in terms of intensification taxation namely simplification of administrative processes and stronger law enforcement are required. The etending taxation are increasing tax amount and taxed objects.

Abstract

For service delivery to the community and increase regional competitiveness required capability or capacity of local governments adequate. Development of local government capacity always contains an understanding of the various efforts to improve the performance of services to the community. This study aims to describe the development of institutional capacity and supporting factors and obstacles encountered in the development of institutional capacity at the Integrated Licensing Service Agency of Semarang. This research uses descriptive study with a qualitative approach. The focus of the study include: (1) development of institutional capacity at the Integrated Licensing Service Agency of Semarang, (2) factors to be supporting and institutional capacity building. Results of this study was the development of institutional capacity in the Integrated Licensing Service Agency of Semarang still needs to be improved further in the aspect of organizational structure, work procedures, human resources, budget, facilities. Advice given is the Integrated Licensing Service Agency of Semarang to be more innovative in the development of institutional capacity.
