Abstract

This research has a purpose to describe and to analyze both the performance result and the factors of success performance of Environmental Agency of Central Java using a qualitative method with descriptive type. The results showed that the performance of Environmental Agency of Central Java has done well. Nevertheless, there are some obstacles such as the limit of human resources and the change of Local Goverment Regulation. The success performance driven factors is seen from aspects there are personal factor, leadership factor, team factor, system factor, and constextual factor. The result of this research is the performance of Environmental Agency of Central Java has done well. The obstacles inside are the limit of human resources and the determining of Regulation number 23 in 2014. The success performance support factors are personal factor, leadership factor, team factor, and system factor. Based on the result, the author recommend to the Environmental Agency of Central Java to fix the performance of Environmental Agency of Cental Java to be better and optimum.

Abstract

Implementation of Policy Planning and Development Street Vendor in the Red Zone area Central Square of The City and the grand mosque Bandung city is regulated through the Local Government Act of Bandung City (Perda) and Regulations Mayor Area (Perwal) Number 571 Year 2014 as an amendment Regulations Mayor Area number 888 Year 2012 on implementation guidelines Organize and Development Street Vendors in Bandung, especially in the Red Zone area Central Square of The City and the grand mosque Bandung city is not in accordance with the prescribed rules. The purpose of this research is to know how the activity implementation of policy by executing the instructions, which the measurement of success seen on three things: planning activities, training, and monitoring, control and enforcement. The next purpose was to describe the supporting factors and inhibiting factor the implementation of the policy. The method used in this research is qualitative - descriptive type, with key informants from agencies involved in the Special Task Force team coaching arrangement and street vendors, street vendors, and society. Data was collected through interviews, observation, and documentation. The results showed that the implementation is already well underway in accordance with the implementation guidelines activities although the outcome has not been maximized. While inhibiting factor in the implementation of this policy were standard and policy objectives, both human and budgetary resources, and economic conditions. Advice that can be given are a feasibility study placement locations Street Vendor and they economic ability, the attention of every department in the budget, make SOP and MOU clearly, and increase the number of officers and support facilities in supervisory activities.

Abstract

In the era of regional autonomy and decentralized, the performance of public organizations have an important role in providing public services to the community. Blora subdistrict is a public organization that is in the province of Central Java. Blora subdistrict has a duty to carry out the wheels of government and public services at the district level. In achieving these goals is certainly influenced by the performance of the organization as a whole. As a district located in the city, it would be a representation of other subdistricts be interested researchers to discuss it. The purposed of this research is to analyze the performance of Blora District organizational in achieving their objectives, accordimg to the vision and mission of the organization. To see the performance of the organization, researchers viewed from various aspects, such as productivity, responsiveness, quality of service, cooperation, use of resources and timeliness. The second objective was to describe the factors inhibiting the Blora District of organizational performance. This research used qualitative descriptive study that refers to the concept of performance indicators and the condition of the locus recently. Based on the results, it can be explained that the performance of the organization has been run well. Such as the responsiveness indicators, quality of service, cooperation and timeliness. But, there’s a problem with the human resources and infrastructure. Therefore, the researchers gave suggestions to increase the competence of human resources. The organization have to optimizing existing facilities and infrastructure to support the activities and increase budget allocations and adjust according to budget targets.

Abstract

E-Government makes public and private sector interact with government easily via electronic media. The problem that arises is Semarang entered the lower categories of e-government votes in 2014 by Ranking E-Government of Indonesia (PEGI) Ministry of Communication and Information of the Republic of Indonesia. The purpose of this study is to assess the implementation of e-government in Semarang city and the factors that hinder the implementation of e-government in the Semarang city. The method used is qualitative descriptive. The results showed that the lack of regulations implementing e-government, the workload of human resources in some SKPD is too large, the difficulty of the installation of network infrastructure in the city, the financial resources of e-government Semarang financed by the budget; there are many benefits and no rejection from the public. Factors that hinder the implementation of e-government are the government support in terms of policy, human resource, and infrastructure resources. Overcoming limiting factor is the government of Semarang can formulate rules on the implementation of e-government so that Semarang has a reference in the implementation of e-government, SKPD provides a reliable employee in managing websites, installation and reparation of network done at night.

Abstract

This research was to identify and describe the factors to increase the accountability of program implementation Gerdu Kempling on 2011-2014 in the Districts of West Semarang and analyzes the accountability of implementation program Gerdu Kempling on 2011-2014 in the Districts of West Semarang. This research is a qualitative descriptive study by collecting data through interview and document study. Informants were collected from District of West Semarang, Village Gisikdrono and Village Kalibanteng Kulon. In this study, researcher used the factors for successful accountability and dimensions of accountability. The results obtained is still not optimal. It is known through research that show the factors to increase the accountability that is an exemplary leader, openness and clarity of information, legitimacy and recognition and feedback has been good, but to increase coordination in the delivery of mail is still not good enough and the communication process is too simple. In addition to the dimensions of accountability shows that the policy of accountability and program accountability is still not optimal. The advices given by the researcher is about to improve exemplary leader to participate in the promotion phase and training, coordination by integrating Programme activities Gerdu Kempling, provision of information services on the website, Development with marketing, improvement of human resources with the ESQ training, Gathering and Outbound, Preparation action program through Participatory Learning and Action (PLA), improved performance division of labor based on the ability of the executive team programs Gerdu Kempling, preparation of the integrity zone with the team programs Gerdu Kempling, preparation of technical monitoring periodically in accordance with technical guidelines that have been set.

Abstract

Policy analysis is the cornerstone in the implementation of policies to determine education policy implementation process Tuition Single. Implementation of Single Tuition policy is a series of government policy measures include the establishment of educational policy which is not only understood and implemented, but also need to be analyzed, reviewed, assessed, evaluated and further developed. Operation Tuition Single enacted on the basis of circulars Director General of Higher numbers: 97 / E / KU / 2013 on the basis of Law No. 12 of 2012 which contains instructions to eliminate the entrance fee and to establish and implement UKT for students. The purpose enactment UKT is to simplify the process of payment of tuition fees and eliminate other extra costs that are difficult to be supervised by the state. With so expected that all the people of Indonesia will be easier access to higher education. To reveal the problem of research using qualitative methods are Descriptive Explorative. The purpose of the study is to examine the implementation of Single Tuition Policy in the Faculty of Social and Political Sciences, Diponegoro University. The collected data were then used to formulate recommendations as a step formulation of policy alternatives. Results of the study were found in the field showed that at the level of implemelntasinya still found some problems or weaknesses, both at the level of policy formulation and policy implementation. However, there are some advantages or the power of education policy implementation model Tuition Single. Furthermore, the reconstruction of an alternative model of education the implementation of Single Tuition will be reviewed from juridical aspects, reviewing the legal umbrella, budgeting, design of policy formulation and implementation, one of which includes implementing organizations. To be running well it is necessary to formulate regulatory or legal basis that can provide legitimacy in the implementation of policies, programs, and activities to support the implementation of education policies Tuition Single.

Abstract

The Urban Sanitation and Rural Infrastructure in the form Facility Development Communal WWTP (waste water treatment plant) and latrines. Defecation in the beach is still done by societies of Gegunung Wetan Village. The purpose of this study to reviewing stages of participation, factors that inhibit societies’ participation, and formulating the efforts to solve those factors that inhibit participation in The Urban Sanitation and Rural Infrastructure in the Gegunung Wetan village. The method used is descriptive qualitative. The planning stage is dominated by public figures, while societies as the listener. The implementation stage of development only involves the society around the construction area. Societies use The Urban Sanitation and Rural Infrastructure facilities rarely and they did not conduct monitoring and evaluating The Urban Sanitation and Rural Infrastructure facilities. Factors inhibiting communities participation in the The Urban Sanitation and Rural Infrastructure is age, work, gender, volition, chance, mindset, distance, regulation, habit, and duration of stay. To foster their participation is through community service, making the schedule to maintain it, and encourage children playgroup to optimize program results. Overcoming the obstacle by impose sanctions that arranged in the Regulation village about prohibition defecation on the beach, held competition household level about healthy hygienic behavior, publish photos of people who were defecation on the beach, socialize The Urban Sanitation And Rural Infrastructure, urges healthy hygienic behavior, applying of Toilet Training.

Abstract

The food insecurity problem is a complex issue because it does not only concern about the availability of food itself. Adequate food supply does not automatically indicate the conditions of food security at individual and household level. This study aims to explain the results of implementation of empowerment program of Food and Nutrition Vigilance System (SKPG) and Food Insecurity Handling at Godong District Regency of Grobogan as well as finding out the challenges and bottlenecks during the implementation of the program. The method used in this research is descriptive-qualitative method. In this study, the author use William Dunn’s six criteria of evaluation: effectiveness, efficiency, adequacy, equalization, responsiveness, and accuracy. The author found out that the program cannot be run optimally because the implementation program without need assessment. The program also did not meet the criteria of adequacy because the results of the program have not been able to solve the food insecurity problem, which proven by the increasing number of pre-prosperous family as much as 11.33% in 2015. Achieving equalization is yet not optimal indicated by minimal participation of groups inactivities carried out by BKP Grobogan. On the criteria of responsiveness, the program is not yet well assessed, which the needs of the target groups are not in accordance with the requirements. The accuracy of this program is also seen minimal because the target groups which are expected to have side business apparently not all of them has one.

Abstract

Small and Medium Industries plays an important role for the economy of the Semarang city. This sector is able to address equity in the distribution of income among regions. If the Small and Medium Industries can be maximized, the city of Semarang can raise the local revenue. This study aimed to describe and analyze the performance of industrial field in Semarang, also drives the performance of Industry Department and Trade in Semarang to implementing the Development Program of Small and Medium Industries. This study uses qualitative research with descriptive methodes. The results shows that performance in implementing the Programme for Small and Medium Industry Development has not been maximized. This assessment is based on the dimensions of productivity, quality of service, responsiveness, and accountability and reponsibility. This could be happen because the Industry can not achieve 100% of the target achievement and there has been no significant increase in the number of Small and Medium Industries. Incentives can be seen from the aspect of performance factors for Human Resources and Cultural Organization. The conclusion of this study is the performance of Department of Industry and Trade in Semarang is not yet up and need to be scaled back. Suggested for Industry increasing the quantity and quality of human resources and imposed a system of reward and punishment.

Abstract

This research is aimed to identify the shape of a given social interventions and evaluate the stages of social intervention in order to obtain good performance of program and to identify whether there is result of the implementation of social interventions provided by Department of Marine Affairs and Fisheries Semarang through Fisheries Development Program in Tambakrejo Hamlet, Semarang. This research is a qualitative descriptive study with data collection through interviews and documentation. Informants were selected by researcher is employees of Department of Marine Affairs and Fisheries Semarang and fishermen communities in Tambakrejo Hamlet, Semarang. In this study, researcher used a phase of social interventions to see if the social intervention provided is in accordance with the stages of implementation and use phases of policy evaluation. The results showed that social interventions provided by Department of Marine Affairs and Fisheries Semarang has been running well and in conformity with the implementation phase. Results of the administration of the social intervention is fishermen awareness to use environmental friendly fishing gear, fishermen awareness of safety at sea, fishermen skill enhancement, and increasing fish catches. But the intervention provided also still has shortcomings, that is in terms of the implementation stages, the data collection phase, the contract negotiation phase, and termination phase. Termination stage or termination of intervention activities can not be done, it is because a given social intervention has not been fully able to resolve all problems in Tambakrejo Hamlet, Semarang. Furthermore, supervision and sanctions toward fishermen who still use dangerous fishing gear has not given explicitly. Social interventions is still not fully utilized by some fishermen. The advices can be given by researcher is to raise awareness to protect the environment, involving collaboration with the private sector, eliminating the lazy attitude of fishermen, apply strict supervision and sanctions to fishermen who commit violation. While the advice can be given to other researchers that will research the social intervention in order to pay attention to the excavation problems stage and establishing a system of action. Due to give an intervention need to be excavated and the main problems involve other parties for the implementation of a given intervention can run well.
