Abstract

This research is motivated by the growth rate of tourism in Kebumen regency is high and not balanced with the improvement of the quality of existing attractions, either in the form of tourist attractions or tourism facilities. The problem in this research is "is there any influence on the tourist attraction and tourism facility to visitor satisfaction at Jatijajar Caves. Specifically, this research is focused on two variables, there is he tourist attractions and tourism facilities. The purpose of this study is to be able to study the influence of these two variables in influencing visitor satisfaction in Jatijajar Caves Kebumen. After conducting a literature review and hypothesis preparation, the data collected through questionnaires on 100 visitors Jatijajar Caves Kebumen that obtained by non-probability sampling technique, especially accidental sampling. Then the data analysis obtained by using linear regression analysis and multiple regression. This analysis includes validity and reliability test, Spearman correlation, simple linear regression, multiple linear regression, and hypothesis testing through t test and F test. F test shows that the variables of tourist attraction and tourism facility have a significant effect on visitor satisfaction. Adjusted R square number is 0,594 indicates that 59,4% variable of visitor satisfaction can be explained by both independent variables. While the remaining 40.6% is explained by other variables outside the two variables used in this research.

Abstract

This study aims to describe; 1) the implementation of Local Regulation of City of Semarang Number 11 Year 2000 concerning Arrangement and Guidance of PKL in Sub-district of East Semarang; and 2) factors inhibiting the implementation of Local Regulation of City of Semarang Number 11 Year 2000 regarding the Management and Development of street vendors in East Semarang Subdistrict. The research approach used in this research is descriptive research that aims to describe certain social phenomena as well as compare the phenomena that have been determined, so it can be concluded. This type of qualitative research is descriptive because the research does not use much numerical data, it leads to what actually happens on the field, in which the researcher has to see, find and describe what really happened by reviewing the researcher's mind in accordance with the data and facts found. In this case, the researcher uses several informants as informants, which represents the apparatus / government, street vendors and the community. The result of the research shows that the implementation of Regional Regulation Number 11 Year 2000 regarding the Management and Development of PKL in East Semarang Sub-district is not yet optimal. The lack of optimal implementation is motivated by several problems such as the lack of solid socialization, low awareness of the target group to obey the rules, the low supervision of the officers, the number of street vendors that have not been recorded, as well as the low level of PKL education, the competence of human resources namely the executing officers, which is less supportive, as well as internal and external factors of Regional Regulation No. 11 of 2000. Problems that often occur for example they do not want to pack the ground after selling, or littering, which effect the aesthetic city becomes less beautiful and beautiful. Though people would also want the city's aesthetic awake. The agency actually wants them not only to sell in crowded places. They are expected to be a new magnet that creates a crowd even though its location is not in the middle of the city.

Abstract

This research is based on the problem of the unpreparedness of village government in managing the Village Fund. This study aims to describe the accountability of Village Fund management using Elwood accountability theory and to analyze the factors that inhibit it. The research method used is descriptive qualitative with data collection method of interview, observation and document search. The selection of informants is done by purposive sampling technique. The results of the study and discussion show the discipline of procedural performance, role implementation, reporting and accountability to the regent and the community. Meanwhile, the results and objectives of the Village Fund empowerment have not done well. Sridadi Village Government experienced obstacles in understanding the rules and arranging the work structure. The limited resources of the apparatus, facilities and infrastructure, work culture and also society are the other factors that hinder the management of the Village Fund. This shows that the management of Village Funds in Sridadi Village has not been accountable. The researcher's recommendation to improve the accountability of Sridadi Village Fund management is that the government must disseminate the implementation of the village governance and management of the Village Fund, as well as to give education and training on the operation of the computer equipment to the village apparatus.

Abstract

Service improvement have goals to fix the service to be better. Public service is the focus of public administration in Indonesia and still become a problem that need attention and solution. When the child was born, every parents must to report their child to the institute so it will be noted and have a recognition as a citizen that called birth certificate. Birth certificate is the main identity that must be owned by every people so it will increasing the good administration that corresponding on Region’s Rule of Central Java Province No. 1/2017 that manage about population administration. The low of the ownership of birth certificate cause by the service that so difficult, so the writer need to do a research about service improvement. The method of the research using the qualitative descriptive approach, and the technique of the data collecting are interview, observation, and document research. When searching the best strategy in this research, the writer using SWOT analysis and Litmus Test. The result of the research are gotten six strategy issues that trait strategy. The strategy are increasing the coordination between employees so the need of the service of civil registration become higher and to increasing the service of civil registration with the stakeholder’s involvement. The recommendation that given are doing coordinating conference once in a month by all of the employees to make the employee’s thought become similar so that will not any chaotic between them and to increasing the cooperation with the hospital to give the updated data of the new born babies so the publishing of the birth certificate can be done soon.

Abstract

Tourism development of Taman Kyai Langgeng has a goal to increase the visitor's number which resulted in the increasing of local revenues of Magelang City. Taman Kyai Langgeng itself is the main tourist attraction in the Magelang City. This destination currently facing a serious problem due to decreasing number of visitors. The underlying reason why the number keeps falling is the lack of promotion. The aim of this research is to formulate tourism strategy of Taman Kyai Langgeng. This research was conducted at the Taman Kyai Langgeng’s Regional Company of Tourism Object and using the qualitative-descriptive approach. Since there are a lot of interesting tourism destination being established nowadays, Taman Kyai Langgeng needs to be developed in order to maintain its existence. SWOT analysis and Litmus Test are used to find the appropriate strategy. The result indicates four the strategic issues for which the highest scoring strategy is to innovate the game rides. On how to innovate, the research found that the strategy can be applied by utilizing the land and maximalizing capital supports from the Government of Magelang City and investor as well. In addition, enhancing coordination to promote this destination through digital platform is highly required. According to this research, cooperation with the investors should be increased in order to maintain the investigation in Taman Kyai Langgeng. This step is considered as an important step to upgrade the ability of Taman Kyai Langgeng competing with other competitors. Other recommendations that should be implemented by Taman Kyai Langgeng is to update regularly the website and social media contents of this place with the purpose to provide latest information and promotion for both local and international visitors.

Abstract

Electronic Government is an effort to organize electronic-based government by utilizing the development of technology and information in order to improve the quality of public services effectively and efficiently. Semarang regency is one of the districts in Indonesia that implement Electronic Government in running its government affairs. The purpose of this study is to know how the Electronic Government management process, as well as the driving factors and inhibiting factors in applying Electronic Government in Semarang regency. The method used in this research is descriptive-qualitative method. The results showed that the management of Electronic Government in Semarang Regency is in the first stage, that is preparation. This condition can be seen from the planning, organizing, directing and controlling in the Office of Communications and Informatics Semarang regency that has not been optimal. This is indicated by the planning process that is still experiencing difficulties in the preparation of the master plan, insufficient human resources, the lack of optimal leadership, budget and infrastructure.

Abstract

The condition of society today have increased where society are more courageous to express their aspirations, needs and demands to government toward better public service delivery. As an effort to improve the quality of public services, the government has taken various ways continuously for improvement of public services in order to make first-rate realization of public services. One effort to improve the quality of public services is to do public service innovation. As an effort to improve the public service, Kepolisian Daerah Jawa Tengah launched an innovation called Smile Police. The writer uses attributes of innovation theory from Rogers and the theory of innovative driving and inhibiting factors in public sector from Clark and Albury to analyze how Smile Police's innovation works. The results showed that the implementation of Smile Police innovation has not only relative advantage, compabillity, triabillity and observabillity but also complexity. The driving factors of Smile Police's innovation are political push, economic pressure and increased efficiency and pressure to improve services, while the inhibiting factors are the excessive dependence on high performer, technology exists but inihibited by cultural and organizational barriers, and no rewards or incentives. The writer suggests to held sustainable socialization with the right target, recruit outsourced employees with expertise in IT, build cooperation with new partners and give awards or incentives to the members represented Smile Police.

Abstract

Penanggulangan bencana merupakan salah satu upaya pemerintah untuk melindungi masyarakat dari bahaya bencana. Tahap tanggap darurat adalah kegiatan yang dilakukan saat bencana terjadi untuk mengurangi dampak negatifnya. Tanah longsor menjadi salah satu bencana yang paling sering terjadi di Kabupaten Semarang yang penting diatasi demi terciptanya keamanan masyarakat. Penelitian ini lebih lanjut akan membahas mengenai implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor di BPBD Kabupaten Semarang. Metode yang digunakan adalah metode kualitatif tipe deskriptif. Tujuan penelitian ini adalah untuk melihat bagaimana implementasi kebijakan penanggulangan bencana pada tahap tanggap darurat bencana tanah longsor yang berangkat dari fenomena penelitian tentang tahapan tanggap darurat, serta mendeskripsikan faktor-faktor yang dianggap mempengaruhi implementasi kebijakan menurut teori Van Meter dan Van Horn. Hasil penelitian menunjukkan bahwa dalam implementasi kebijakan yang dijalankan sudah berjalan dengan baik, walaupun masih terdapat keluhan masyarakat mengenai keterlambatan kedatangan tim tanggap darurat. Faktor pendukung dalam kebijakan ini adalah standar dan sasaran serta hubungan antar organisasi dengan lembaga terkait. Faktor yang menjadi penghambat yaitu kesalahpahaman alur pemberian bantuan dan sosialisasi, sumber daya, kondisi politik, kondisi sosial dan struktur birokrasi. Rekomendasi yang dihasilkan dari penelitian ini yaitu; Pihak Pemerintah lebih aktif mensosialisasikan kebijakan ; penambahan sumberdaya manusia dan fasilitas penunjang; memperbanyak program DESTANA ( Desa Tangguh Bencana ) dan menyarankan desa-desa untuk menyisihkan dana desa khusus untuk kegiatan kebencanaan.

Abstract

The background of this research is the lack of adequate means of transportation to the tourist attraction Sarangan Lake, lack of tourism facilities such as parking space for visitors and lack of quality lodging. The purpose of this research is to explain the function and role of stakeholders that is government, private and society in development of Tourism object of Sarangan Lake in Magetan Regency and also to explain the partnership in development of Tourism object Sarangan Lake.Metode used in this research is descriptive qualitative that is expected to provide a clear picture related to the development of the Sarangan Lake Tourism object. Stakeholders involved in the development of Tourism object Sarangan make coordination through regular meetings yag done periodically then evaluated in mid and end of the year. Partnership between fellow government agencies has reached the degree of action networks or implementation, partnership between the government and the private sector is still lacking. Even this partnership has not yet reached the stage of information networks. Furthermore, partnership between government and society.

Abstract

Inclusion education is an educational service concept that is held for children with special needs with the process of teaching and learning activities in regular schools along with other regular children. The goal is to eliminate discrimination between children with special needs and regular children. In the legislation it is explained that every child who is in the age of study is entitled to get the right to education, including here the child with special needs. The purpose of this research is to see how the learning process that takes place in inclusion school, SMP 10 Kota Pekalongan using 3 main indicators according to Bridgman and Davis are input indicators, process indicators and output indicators. The method used in this research is descriptive qualitative type method using informants from the manager of inclusive education, staff of Education Office of Pekalongan City; the organizers of inclusive education, SMP 10 Kota Pekalongan; the beneficiary (target group) of the parents of the child with special needs. The result of the research shows that in the process of teaching and learning activities that take place in inclusion school, SMP 10 Kota Pekalongan, there are problems related to the absence of modification curriculum, GPK with special education base, at least teachers who have followed technical guidance and upgrading, which is limited and limited by the children with special needs received at the inclusive school of SMP 10 Kota Pekalongan, that is only from one kind of disability that is mentally disabled only. This research will look at the impact of the policy by looking at individual impacts, organizational impacts and impacts on society
