Based on the high infant mortality rate and low coverage of infants who were exclusively breastfed in Indonesia, the government makes Government Regulation No. 33 2012 on Exclusive Breastfeeding.This research was conducted using descriptive qualitative research method. The location was focused in Puskesmas Sidorejo Kidul and Puskesmas Tegalrejo Salatiga. The selection of informants using purposive sampling. Triangulation techniques used to test the quality of the obtained data.The implementation of this program observed through the implementation stages, goals accuracy, and program performance. Based on the synthesis of Implementation Models of Mazmanian and Sabatier, Hoogwood and Gunn, as well as Merilee S. Grindle, the chosen decisive factors in the program implementation were a power, interests, and strategies of the actors involved; resources deployed; behavior diversity of the target group; as well as compliance and responsiveness.So far, the implementation of exclusive breastfeeding program in Salatiga was not running well because there are still many shortcomings in the implementation stages, goals accuracy, and program performance. Determinant factors in this program implementation can be motivating factor, but also has a potential to be a limiting factos.Recommendations are: (1) dissemination and advocacy on public and private facilities, (2) increase the number of midwives and breastfeeding counselors with the spread arrangements; (3) refer the mother after giving birth to KP ASI ; (4) stronger to supervision against the manufacturer or distributor of infant formula milk; (5) socialized program objectives of exclusive breastfeeding to health professionals and the society , as well as (6) advocacy in the workplace and public facilities with no lactation rooms.

The research is included on qualitative research. Character of the writing processin this research is descriptive narrative. One of the reason background and reasoning blowup the issues is there no enough space for public interest in the coastal area policy inSemarang City. In cases, fisherman in Semarang has doesn’t freedom to run their dailyactivity to full fill their family needs. In other side, corporate is dominated investment onthat area, make any narrow space for public interest.The model consists of Problem Understanding, Aim Deciding, AlternativeFormulating, Modeling, standard Deciding, Alternative Development, Recommending, andBranding New Policy. In the research, researcher finds phenomenon going on the societywhich should be analyzed carefully. In cases unbalances government policy making. Thereno enough space for public interest to fill the policy. Eco-Friendly Village program is the goverment’s efforts to manage and use space in order to improve health and society wealth to bring the city of Semarang clean , healthy , and green. Banyumanik as one of the programs target is one of the largest garbage contributor, this is because the district of Banyumanik located on the main road that caused the rapid development. This study aims to analyze the role of actors in the implementation of Eco-Friendly Village programme and to knows the determinants of the role of actors in the implementation of Eco-Friendly Village programme.This study is an qualitative descriptive study. Data was collected through observation, documentation, and in-depth interviews to informans who played a role in the program. The result of this study is there are some actors are involved in this program that is the goverments (Environment Agency, Banyumanik District, Srondol Kulon Village), NGO’s (PKK, Trash Bank “Resik Apik”), and society. Each actor have an important role that can help to achieve the objective of the program, although there were also actor with less contribution or their role are not maximum because of several factors that determine their role.Based on these results, the researcher suggest that of an improvement in the context of the role of each actors that involved, as well as improvement in the context of the determinants of the role of actors which are considered still unwell., so that the implementation of Eco-Friendly Village programme can run optimally.

Pembangunan tidak lain merupakan suatu proses perubahan yang berlangsung secara sadar, terencana dan berkelanjutan dengan sasaran utamanya adalah untuk meningkatkan kesejahteraan hidup manusia. Salah satu pembangunan yang menjadi perhatian adalah kebutuhan air bersih dan sanitasi. Pamsimas merupakan salah satu bentuk solusi dari kurangnya air bersih dan sanitasi di Indonesia. Tetapi pelaksanaan Pamsimas masih belum optimal, tidak terkecuali pelaksanaan di Kecamatan Tembalang Kota Semarang. Tujuan dari penelitian ini adalah untuk mengevaluasi Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (Pamsimas) di Kecamatan Tembalang. Dalam evaluasi ini digunakan enam kriteria evaluasi yaitu efisiensi, efektivitas, kecukupan, perataan, responsivitas dan ketepatan. Hasil penelitian ini menunjukkan bahwa Pamsimas di Kecamatan Tembalang sudah efektif dalam memenuhi kebutuhan air bersih dan sanitasi. Tetapi masih ditemui kekurangan, seperti kurang meratanya pembangunan tower air dan perpipaan Pamsimas, selain tidak merata masih banyak warga miskin yang masih belum dapat mendapatkan Pamsimas. Rekomendasi untuk meningkatkan perataan pembangunan Pamsimas dapat dilakukan pada saat musyawarah penentuan prioritas pembangunan dilakukan oleh seluruh elemen pelaksana Pamsimas, hal ini agar tercipta keadilan dan pemerataan pada pembangunan karena diawasi langsung oleh semua pihak yang terkait.

This research aims to describe the evaluation of roadside parking retribution policy in Semarang. The discussion was conducted because this policy is judged very important in order to local governments were able to dig up the resources and potential of the area which is owned to fullfill the needs of financing Government regions themselves, as the embodiment of an autonomous right which had owned. Semarang has so much potential that can be maximized to donate Original Income area (PAD) of the roadside parking retribution sector. And that is interesting to researched is the result of the implementation of roadside parking retribution policy in Semarang that so far has still not succeeded in reaching the target revenue levy regions. This research uses the qualitative method with type a descriptive research. The research site is in Semarang with the determination of the informant using the technique of purposive sampling. The data source in this research is the source of primary data and secondary data obtained from data collection techniques in the form of in-depth interviews and documents reviewing. The results obtained indicate that the roadside parking retribution as far is still seen as one of the Favorites of the original source of revenue (PAD) Area which certainly will be very loaded with conflict of interest from all parties is in it. It became one of the reasons why these policies greatly influence become so complicated and filled with a variety of issues in implementation. Similarly happened in the city of Semarang. Semarang City Government as State organizers so far assessed failed in implementing a policy of retribution on the edge of the street parking is generally the most noticeable, the issue can be seen is that the Government always fails Semarang meet the target achievement of roadside parking retribution. To achieve success, the city government officials through the Organization of Semarang is recommended to maximize its role in managing roadside parking, formulate the firmly and clearly policies, as well as maximizing the role of Academics in strategic studies with regard to policy of roadside parking retribution. In addition this course should also be the focus of the entire party is there, especially in this case is the community, to contribute to and build commitment in order to achieve the success of a policy of retribution on the curb parking in General the city of Semarang.

Adanya kebijakan otonomi daerah, daerah dituntut untuk mengembangkan daerahnya sendiri. Kerjasama antar daerah dapat menjadi salah satu alternatif yang saling menguntungkan menyangkut kepentingan lintas wilayah. Seperti kerjasama antara Pemerintah Kabupaten Purbalingga dan Pemerintah Kabupaten Banyumas dalam pembangunan jembatan Linggamas. Tujuan penelitian ini adalah mendeskripsikan pelaksanaan dan faktor pendukung kerjasama antara Pemerintah Purbalingga dan Pemerintah Banyumas dalam pembangunan jembatan Linggamas. Berdasarkan penelitian, pelaksanaan kerjasama sudah sesuai dengan prinsip kerjasama antar daerah yaitu kemitraan sejajar, sinergis dan saling menguntungkan, berbasis kebutuhan, pelibatan dan kepemilikan, fleksibel, legitimate serta akuntabel dan transparan. Sedangkan prinsip efektif dan keberlanjutan belum sesuai. Hanya 4 faktor pendukung yang berjalan optimal yaitu komitmen pimpinan daerah, pengintegrasian dan harmonisasi, partisipatif, dan analisa kelembagaan, sedangkan 2 faktor lainnya yakni identifikasi kebutuhan dan champion belum optimal. Untuk meningkatkan pelaksanaan kerjasama maka perlu dilakukan perbaikan pada prinsip efektif dan keberlanjutan, sedangkan pada faktor pendukung yang perlu diperbaiki adalah identifikasi kebutuhan dan champion. Pemenuhan kebutuhan merupakan salah satu indikator pencapaiankesejahteraan penduduk, namun peningkatan jumlah penduduk yang tinggitidak diiringi dengan peningkatan sumberdaya manusia sehingga menimbulkanpeningkatan angka pengangguran, atau dengan kata lain di tempat yang jumlahpenduduknya tinggi akan lebih sulit untuk mendapatkan pekerjaan. Salah satuprogram yang dapat dilakukan untuk memecahkan masalah tersebut adalahTransmigrasi. Adanya Transmigrasi masyarakat diharapkan lebih mandiri untukmeningkatkan kesejahteraan hidupnya. Berdasarkan Undang-Undang Nomor 15Tahun 1997 tentang Ketransmigrasian, bahwa penyelenggaraan transmigrasidilaksanakan sebagai upaya untuk lebih meningkatkan kesejahteraan dan peranserta masyarakat, pemerataan pembangunan daerah, serta memperkukuhpersatuan dan kesatuan bangsa melalui persebaran penduduk yang seimbangdengan daya dukung alam dan daya tampung lingkungan serta nilai budaya danadat istiadat masyarakat.Tujuan penelitian ini adalah untuk mengetahui hubungan kondisi sosialekonomi dan kemampuan implementor dengan implementasi kebijakantransmigrasi umum di Kota Semarang. Penelitian menggunakan teoriimplementasi kebijakan dari Van Meter dan Van Horn, serta Weimer danVinning. Tipe penelitian eksplanatori dengan sampel 48 responden, pengujianhipotesis menggunakan rumus Koefisien Korelasi Rank Kendall, KoefisienKonkordasi Kendall dan Koefisien Determinasi.Hasil penelitian menunjukan adanya hubungan yang positif dansignifikan antara kondisi sosial ekonomi dengan implementasi kebijakan yangdiperoleh dari perhitungan Zhitung (5,11) > Ztabel (1,96) pada taraf signifikan5%. Hubungan yang positif dan signifikan antara kemampuan implementordengan implementasi kebijakan yang diperoleh dari perhitungan Zhitung (4,57)> Ztabel (1,96) pada taraf signifikan 5%. Hubungan yang positif dan signifikanantara kondisi sosial ekonomi dan kemampuan implementor denganimplementasi kebijakan yang diperoleh dari perhitungan ƒÓ2hitung (78,817) >ƒÓ2tabel (5,99) pada taraf signifikan 5%.

ABSTRACT The role of stakeholders is one of the important things in achieving policy success. Village-Owned Enterprises (BUMDes) as a business entity that becomes a forum for village governments to build the village economy requires the participation and involvement of stakeholders in managing each business unit. Mendongan Village is one of the villages that need attention in its management because of the lack of support and contributions from related stakeholders. This research was conducted to determine the role of stakeholders by mapping stakeholders in the management of Mitra Sejahtera Village-Owned Enterprises (BUMDes) in Mendongan Village, Sumowono District, Semarang Regency. The approach used is descriptive qualitative with observation data collection techniques, interviews, documentation, and literature study. The results of this study prove that there are roles of stakeholders which are grouped into four, namely policy makers, coordinators, facilitators, and implementers. The results of the role analysis show that the application of the principles of cooperation, participation, independence, justice, and equality is still not good enough. The results of stakeholder mapping using the Value Orientation Mapping show that the stakeholders involved are the Mendongan Village Government, the Management / Head of the Mitra Sejahtera BUMDes in Mendongan Village, the Mendongan Village community and staff of the Semarang Regency Community Service and Village Empowerment, Semarang City Government and Semarang Regency Regional Government

Prembun is one of the sub-districts targeted by housing assistance programs for the poor with the largest allocation of aid funds in Kebumen regency. The study was aimed to find out about the results of the implementation of Housing Assistance the poor and the social impact of implementing the Housing Assistance for the Poor in Prembun District. Evaluation theory by William N. Dunn was used to answer the research problems and objectives related to the results of the implementation of the housing assistance. The evaluation consists of six criteria; efficiency, effectiveness, adequacy, evenness, responsiveness and accuracy. Meanwhile, to answer the social impacts that occurred, the theory of Social Impact Analysis was used. The affected social units discussed were individual impacts, organizational impacts, community impacts, the impact of social institutions and systems. The result of the study indicates that there were still many deficiencies in the Housing Assistance for the Poor in Prembun subdistrict in Kebumen Regency. It can be seen from the results of the assistance that was not optimal. The obstacles were the executor team’s lack of understanding in the procedures for implementing the assistance, lack of participation from the community and misuse of the assistance from the poor who need help. Other problems arise related to the social impact of the assistance, such as; the lack of community self-reliance in overcoming uninhabitable houses, the lack of community awareness of the condition of uninhabitable houses and the insignificant impact of the assistance on the social interaction of the community. The result of the study is very important to be considered in the evaluation for the next Housing Assistance for the Poor Program. This recommendation is expected to help relevant agencies to improve the results of the implementation and the achievement of program objectives.

Beras Miskin (Raskin) Program is a program of food subsidies as a form of government efforts to increase food security and provide protection to poor families through the distribution of rice. Each family will receive a minimum of 10 kg/month with Rp 1,600/kg at the point of distribution. Researchers take focus in Kelurahan Rowosari Kecamatan Tembalang, Kota Semarang. In fact, implementation of Raskin policy is not always consider full-on procedure policy as depending on condition and situation in society. The objective of this study is to analyze the implementation of the Beras Miskin (Raskin) program. This research uses qualitative descriptive method. Data collection was carried out with in-depth interviews from various informants have been determined. In qualitative research, data retrieved from various sources by using a technique of collecting data of which various (triangulation) and continuously until it is saturated. The result of this research is the determining factors of Beras Miskin (Raskin) program implementation in Kelurahan Rowosari Kecamatan Tembalang, Kota Semarang caused by attitude factors (disposition) which is less successful in rice quality, target the household beneficiaries raskin, the number of households that received rice target beneficiaries.
