The most frequent disaster in many city of Indonesia is flood disaster, so disaster management is required to minimize the risks caused by floods. This study focuses on disaster management conducted by the Regional Disaster Management Agency (BPBD) Semarang City, whether it is in accordance with the stages of disaster management that is pre-disaster, during the disaster, and post disaster. So this research is to find out how the disaster management conducted by Regional Disaster Management Agency (BPBD) Semarang City in handling the flood disaster. The research method used in this research is qualitative method of descriptive type, with staff as an informant from Regional Disaster Management Agency (BPBD) Semarang City which has duty to conduct disaster management in Semarang City. This research explains about how disaster management conducted by BPBD in tackling flood disaster in Semarang City is in accordance with disaster management theory or not yet. The results showed that the stages of disaster management carried out BPBD Semarang City is starting from pre-disaster that there are still shortcomings that is not the formation of contingency plans, then in the stage when there is a disaster that is lack of logistics and disaster emergency personnel, and the last stage is post-disaster there are still shortcomings where the form of rehabilitation conducted BPBD there are still less appropriate target.

Every year Indonesia’s population have increas is one of issues that must be considered by the Indonesian government. In addressing this issue, the government launched program the Family Planning and Family Development (KKBPK) program based on Law Number 52 Year 2009 on Population and Family Planning. One of the goals of this program is to reduce maternal mortality that has not been maximized in achievement. The problem raised in this research is how the implementation of Family Planning and Family Development (KKBPK) program to decreasing Maternal mortality rate? The purpose of this study is to evaluate and determine the factors that affect the implementation of KKBPK program to decreasing maternal mortality in the city of Semarang. This research is a type of qualitative research with descriptive approach. The results of this study indicate that the implementation of KKBPK program to decreasing maternal mortality has been running quite well based on the evaluation indicators including effectiveness, responsiveness, and accuracy. It is good enough proven with the implementation of the objectives of the program and felt well by the community. However, other indicators such as adequacy and smoothing are still not maximally proven to the uneven distribution of services provided and there are still problems related to insufficient funds and human resources. Factors that affect the implementation of KKBPK program include consistency of communication, human resources manager, disposition and organizational structure.

Inequality of development between rural and urban areas encourage the central government to provide somes insentives to the village’s government, one of which is through the Alokasi Dana Desa (ADD). The income ADD must be managed well, which is it can be used for community empowerment in order to encourage the intensify of community’s welfare. The common problem that always happened in society is how to manage these fund in community empowerment.? The aim of this research is to know the process of how to manage this ADD and the influencing factors, and also how to improve the management of this funds in Margomulyo’s village. This study is descriptive-qualitative research by using Spredley’s data analysis method and source’s triangulation technique to do validity test. The result of this research shown that planning step of the ADD in community empowerment is in the awakening level of empowerment’s process that can be seen from unmaximal effort to realize the community about their potency. The Organizing phase is still in understanding level, it can be seen from how the miscommunication still happened around the stakeholder. Actuating phase in this research shown that the empowerment is in using level, it can be seen from people’s participation in monitoring process. The influencing factors that found in this research are leadership, human resources, management’s process, community’s participation and the culture.

The era of globalization is now modern and it is characterized by the presence of increasingly advanced technology. Technology was created to facilitate the public in obtaining information. Information that can be obtained by the public via mass media such as television. With opennes of the pers, television broadcasts are free and need to be controlled so as not to violate the rules of P3SPS. The broadcaster in Central Java has a large number and wide range. The administrative recap provided by KPID of Central Java is not in accordance with the target. This study was designed to explain in more detail the performance of the Regional Indonesian Broadcasting Commission (KPID) of Central Java Province. This type of research is descriptive qualitative. Indicators that become performance appraisals include productivity, service quality, responsiveness, responsiveness, and accountability. The results of this research can be concluded that the performance of Central Java KPID in providing services to the community needs to be improved again. KPID Central Java has problems in the lack of supervision to the broadcaster, the realization of programs and activities also not in accordance with the time set in the regulation, broadcast permit requirements are complicated for the applicant, as well as regulations that have not updated its contents. The factors that inhibit the performance of Central Java KPID covering human resources and limited infrastructure facilities. Suggestions from researchers on the performance of KPID Central Java is the improvement of supervisory function by involving other public organizations, the addition of human resources and infrastructure facilities as needed, and the existing regulations need to be updated again its contents.

Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children Policy with village friendly with children approach is an action to create the environment which could ensure the children’s right which is implemented by all stakeholders, start from Government, society and privat sector. The purpose of this research is to describe how is Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children Policy in Sendangguwo Village, Tembalang Disrict in Semarang City which can be rated through village friendly with children’s indicators based on Pasal 4 scope, which cover the preparation and implementation of the policy. Researcher also some factors which influence the policy implementation in Van Meter and Van Horn model theory and taking 4 variabels from 6 variabels. The methods of this research is using descriptive-qualitative type. The result of the Implementation of Mayor Rules Number 20 Years 2010 about City Worthy of Children in Sendangguwo Village, Tembalang District in Semarang City is still be found some obstacles in some field of children’s right based on indicators which has been determined. The supporting factors in this policy are standard and purpose variable, relation between organizations and social, economy and political condition. On the other hand, the inhibitors factors is the resources that must be improved from quantity and quality side.

The main of issues that often happen in public organizations are the level ofemployee performance, there are optimal and low. Employee performance refers totwo meanings, that are result and behavior. Performance as a result is the result ofproduced on a particular job function or activities over a period of time, whereasperformance as behavior is actions or behaviors that are relevant to the goals of theorganization.There are two factors that affect employee performance, they are motivationand ability. Each employee has a different performance. There are employees whoalways want their work done on time so that the employee is always the spirit incarrying out his work. But there are also employees who are not too eager incarrying out their work and often late to come to the office. The purpose of this studyis to determine the relationship of work ability with employee performance, knowingthe relationship of work motivation with employee performance, and work abilityand work motivation with employee performance in Dinas Kependudukan danPencatatan Sipil Kabupaten Temanggung. The results showed that there is arelationship with the performance of employee performance. This relationship isparticularly evident with the ability to manage tasks, and social and culturalmanageability. The insignificant relationship occurs between the motivation ofachievement and the motivation of affiliation with employee performance, while themotivation to power shows a significant relationship with employee performance. Ingeneral it can be said that there is no significant relationship between workmotivation and performance, the relationship is only seen between the motivationwill power with performance.To improve the performance of employee suggestions provided in this case isnecessary to improve the ability of work, especially the ability to manage tasks, andability to manage social and cultural and improve work motivation, especially

Implementation of public services is an effort to meet the needs of society undertaken by the government in the implementation of the provisions of legislation. Health services is one of the basic needs services that must be provided, and is the responsibility of the government in an effort to achieve the welfare of the community. The Mortality Rate is one of the measurements of health status in a region, one of the Mortality Rate that can be used as a measure of health is the Maternal Mortality Rate (MMR). AKI Semarang City in 2016 reached 32 deaths, to suppress Maternal Mortality Rate Semarang city participated in implementing Basic Essential Neonatal Obstetric Service (PONED) on maternal health service at 6 Puskesmas. This study aims to determine how the quality of maternal health services at the PONED Semarang Puskesmas to support the suppression of AKI. The method used in this research is a qualitative data analysis approach by conducting research on users of maternal health services at PONED Puskesmas. The results showed the quality of service based on tangible dimension, reliability, responsiveness, assurance, and empathy is good. However, the indicator of the completeness of health care equipment on tangible dimension is still in the bad category which means there is need for improvement.

The development of e-Government is one of the efforts undertaken by the government in improving the quality of service and relationships between the citizen, business, and government. E-Government is intended to support good governance through the use of technology that will facilitate the public in accessing information. The method used in this research is descriptive qualitative method. The purpose of this study is to describe and analyze the development of e-Government in Salatiga City and to know the obstacles in the development of e-Government in Salatiga City. The results show that the development of e-Government in Salatiga City has not been in accordance with what is expected. This can be proved from the three elements, two of the elements are the support and capacity elements have not supported in the development of e-Government, while one element that is the value already supports. Constraints faced in the development of e-Government is the absence of local regulations and the decisions of the mayor governing of e-Government in the Salatiga City, the lack of socialization conducted directly bring together the Salatiga City government and the citizen, and lack of budget, infrastructure and human resources in the implementation of e-Government in Salatiga City. Recommendation for this research is required of law product in the form of local regulation and also mayor decision as base in applying of e-Government in Salatiga City, need of socialization about utilization of IT in government environment and for society, need existence of improvement of facility and infrastructure of e-Government and the addition of human resources.

The health issue currently faced by Indonesia is the high of HIV and AIDS numbers. North Semarang Sub-District is the region that has the highest numbers of HIV case. Counseling service and HIV test have been conducted in North Semarang since 2013 through Bandarharjo and Bulu Lor Puskesmas. However, the numbers of HIV cases are still high. The research aimed to describe and analyze the implementation of counseling service and HIV test in preventing HIV and AIDS in North Semarang Sub-District and describing the factors related to the cases. This research used descriptive qualitative. The result of the research showed that the implementation of counseling service and HIV test in North Semarang had been effective that was seen by the upright of HIV diagnosis. People also obtained HIV treatment service and the knowledge of people about HIV increased. The equity had been achieved. It could be seen that people obtained the benefits of the service, fund distribution and the program had been fit with society’s condition. However, the responsiveness of society had not been achieved. People had followed the counseling routinely. They were comfortable with the program result but the participation was only dominated by pregnant women. Encourage factors in counseling service and HIV test in North Semarang were the support of counselor, the availability of treatment service, mobile counseling and affordable cost. Whereas, the obstacle factors were, the difficulty in obtaining patients’ information, there was side effect of ARV, the lack of people’s participation and archiving the data. The suggestion that can be given are, increasing people’s knowledge, increasing the knowledge of counselor, family support, increasing creativity in socialization and improving archiving the data.

Public service system that existed in Indonesia, in practice many are yet to establish the standard services such as the clarity of fees, procedures, requirements, service time so a lot of the public who use the services of touts as done the community in the manufacture of a birth certificate in the Office of the Department of population and civil registration Pekalongan. Improvement of public service continues to be done in order to get a quality service to generate a community satisfaction, as done by the civil registration Department of population and Pekalongan that have implemented innovation application of SIAK based online so that the related parties can access without having to come to the Office of. This research aims to analyze the effect of the application of SIAK and Ministry birth certificate toward the satisfaction of Society in the service of the population and civil registration Pekalongan, using the theory of public administration, management public services, management information systems, and community satisfaction. These studies use quantitative methods involving 100 respondents, namely the community encountered directly during the processing to make a birth certificate. Based on the results of research, the application of SIAK and Ministry birth certificate has an impact on the satisfaction of the community i.e. amounting to 12.7%. Whereas the application of SIAK and simultaneous birth certificate service to the satisfaction of the community. The authors give recommendations do the existence of repair home network or server on the application so that it does not suffer the SIAK error, and the addition of an employee to the employee shortage areas.
