Abstract

So far, Civil Servants are often assumed to be less professional employees. This was due, among other things, to a mismatch between the competencies of civil servants and job competencies that they held. Seeing how urgent the competency role of a civil servant in carrying out his duties, BKD Province of Central Java captures this as a challenge that needs to be faced. This was done, among others, through the establishment of an assessment center at the Competency Assessment Unit by BKD Province of Central Java as a form of follow-up on competency-based HR development. The problem faced by the Competency Assessment Unit BKD Province of Central Java is that there is still frequent rejection at the request of the regional assessment. The research method used in this study is descriptive qualitative. The theory used is the theory of performance measurement from Dwiyanto, which is five indicators which include: Productivity, Service Quality, Responsiveness, Responsibility, Accountability. The results of this study indicate that the organizational performance of the Competency Assessment Unit Province of Central Java can be said to be quite good, which is dominating problems is namely the limited infrastructure to support performance and the limited number of human resources that are not increasing but are always decreasing every year due to retirement, so the thing that can be do is to improve the infrastructure used to support performance in the implementation of the assessment center. Abstract

Fulfillment of the rights of people with disabilities is all activities to fulfil the obligations and protect people with disabilities and their rights so they can live, grow, develop and participate optimally according to standard and human dignity and get protection from violence and discrimination. This research focused on education sector by the existence of inclusive schools and implementation in 5 Junior High School State as the one of the inclusive schools in the city of Semarang. This study aims to analyse the process of implementation the policy of fulfilling the rights of people with disabilities on the education sector in 5 Junior High School State and analyze the factors that influence the success of the policy. This research used qualitative descriptive research methods conducted through interviews with several selected informants using purposive sampling technique. The result of the study shows the implementation of the policy of fulfilling the rights of people with disabilities in education sector in 5 Junior High School State Semarang has not been optimally influenced by the ability of subject teachers who are still not optimal in handling Children with Special Needs in class, as well as inter-organizational communication in the form of optimal coordination and clarity of information from the school. The recommended advice is to present of technical guidance for teachers in schools, increasing the process of coordination and providing clarity of information from education officer to the school in determining the target schools for persons with disabilities.

Abstract

Community Based Forest Management (CBFM) is a cooperative forest management system between the State-Owned Forestry Company (Perum Perhutani) and forest village communities to bring optimal forest resource sustainability. The application of the CBFM program in Central Java is based on the Governor's Decree Number 24 of 2001 concerning Management of Forest Resources among Communities in Central Java and the Perhutani Director’s Decree Number: 682 / Kpts / Dir / 2009 concerning Guidelines for Community Based Forest Management (CBFM). Sambak Village is one of the villages that implemented the CBFM program that is realized through the Wana Hijau Lestari forest village community work program. The aim of this study is to look further at the implementation of the CBFM program in Sambak Village and the factors that affects the implementation of the CBFM in Sambak Village. This study uses a qualitative-descriptive approach with observation, interviews, and documentation as the data collection techniques. The results of this study indicate that the implementation of the CBFM in Sambak Village which is based on the scope of the forest area and the outer forest area, still has several problems. This study found several factors that influence the implementation of the Sambak CBFM associated with human resources such as people who are still not open and the Forest Village Community administrators who are less active, coordination between several parties in CBFM activities still leads to misscommunication, unclear source of funds for implementing CBFM activity and the community environment that are still traditional which create stigma that affects the CBFM implementation. In this study, the author's suggestion is to improve the coordination between the parties involved in CBFM to avoid misscommunication, an integrated marketing system for Wana Hijau Lestari Forest Village Community, Establishment of Village Forest Cooperative (Union), and an expansion in the tourism field.

Abstract

Village consultative body or abbreviated as BPD formed based on the district regulation of Semarang regency No.11 of 2006 concerning guidelines for establishing village consultative bodies. The regulation concerning the establishment of the BPD and the tasks carried out by the village consultative body (BPD). Kecamatan Bandungan is a sub-district in the district of Semarang which in each village has formed a village consultative body (BPD) and has implemented its tasks, principal functions. The purpose of this study was to find out how the implementation of the main task and function of the village consultative bodies (BPD), as well as the factor affecting of the implementation. This research used descriptive method-qualitative approach. The result of this study indicate that village consultative bodies (BPD) in the Kecamatan Bandungan have four functions : legislative function, the supervisory function, the budget function and the aspiration function. Of the four functions carried out by BPD already implemented but for legislatve function and supervisory functions there are still many shortcoming and least maximized. Affecting factor of the implementation are communication, cooperation, activeness and participation of members, facilities and level of education.

Abstract

Public service, one of duties and responsibilities of a government, establishes to advance rights of peoples to get the best quality service in their society. To obtain the quality service, it needs more actions to create innovations as applied by Population and Civil Registration Agency of Semarang Regency, which makes an integrated public service of 6in1 on marriage certificate. This study aims to analyze an integrated public service of 6in1 on marriage certificate attributes and to identify the factors supporting the innovation. The writer uses qualitative descriptive research method to process the data and Rogers' diffusion of innovation theory, which has five attributes of innovations including relative advantage, compatibility, complexity, trial ability and, observability. The result indicates that an integrated public service of 6in1 on marriage certificate has fulfilled four of five innovations attributes, which are relative advantage; compatibility; trial ability and; observability, missed for complexity. These innovations have supporting factors that are organizational, culture, human, organized pressure to obtain the quality. Related to human resources, the writer suggests to decrease the main duties of employees so that it can avoid employees, who have double jobs. Besides, they should have an ability to distribute the jobs, so they can produce the best responsibilities, especially in managing marriage certificate.

Abstract

The Indonesian government for the 2014-2019 period carried a program called Nawacita. The third point in Nawacita provides an understanding that the focus of development is spread even by strengthening suburban and village areas. Through Minister of Finance Regulation No. 93 of 2015, states that Village Funds are channeled from the State General Cash Account to the Regional General Cash Account every new fiscal year. The government's attention to Demak Regency related to village management is shown through Regent Regulation Number 8 of 2017. In this study using Qualitative Research Methodology with a purposive sampling approach. The results of this study indicate that in the management of village funds not in accordance with the principles of good governance, in the principle of participation, the community is still lacking in contributing ideas or ideas to the village, on the principle of transparency, the village government seems closed in village fund management and on the principle of accountability the responsibility of the village government for reports on the results of activities does not reach the community and its BPD working partners. The influencing factors include filling in non-professional positions, limited collaboration between village officials in carrying out tasks and relations between village institutions. The recommendations given are providing training to the village secretary, understanding the duties and functions of each village apparatus, and providing access to information to the BPD and the community.

Abstract

The era of globalization and modernity which implicates the intensification of mobility, information, technology, investment, resources, also affected people's mindsets that are increasingly critical in regard of the quality of public services. Community demands for excellent service encourage the government, as a service provider, to carry out various steps for continuous improvement to actualize better public services. One obvious effort to improve the quality of public services is to construct public services innovation. Efforts to improve service quality were also carried out by the Wonosari Regional Public Hospital through on The Application of Pendaftaran Tanpa Antrean dengan Sistem Online (Pathilo). Innovation analysis on Application Pathilo uses the innovation attribute theory proposed by Rogers and the theory of supporting factors and inhibitors from Clark and Albury. The result shows that the Pathilo Application contains relative advantages, compability, and triability albeit having complexity and observability that were not working well. The stimulus factors for the Pathilo Application innovation are political impulse, economic pressure, and enforcement for improved services while on the other hand there are also inhibiting factors which are over-dependent on high performers. Technology is apparent but hampered by cultural and organizational structuring, and there are no rewards or incentives. Management of information systems including the Pathilo Application server independently, intensive or rewards for employees involved in the Pathilo Application innovation, increased intensity of socialization, forthright and continuous introduction of Pathilo Application innovations to the community, and development of innovations and simplification of the Pathilo Application registration requirements are the proposition for a better innovation development on Pathilo.

Abstract

The enactment of Law Number 23 Year 2014 concerning Regional Government has provided various kinds of impacts or consequences that must be had from the existence of this policy. One of the important and interesting things affected is the withdrawal of regional government affairs or authority by the central government, namely in terms of supervision and control of cargo transport on the road through Minister of Transportation No. 134 of 2015 concerning the Implementation of Motor Vehicle Weighing on Roads. The purpose of this study was to determine the condition of the sources of policy and analyze the impact resulting from the policy after the withdrawal of authority to carry out the weighing of motor vehicles in Central Java.This research is a type of qualitative research, with a descriptive approach.The results of this study indicate that the capacity of policy sources for the implementation of motor vehiclesweighing in Central Java has not been fully fulfilled and that is not ready to support the implementation of policies.This can be seen from several indications, including the lack of capacity of staff or implementing personnel, information capacity which not optimal, and the capacity of infrastructure facilities that are still inadequate.There is only one indicator that has been fulfilled well, namely the capacity of authority. While the impact resulting from the policy of withdrawing the authority to carry out the weighing of motorized vehicles in Central Java includes the individual impacts of implementing personnel, organizational impacts, and the impact on policy objects and the social system. The reccomendation from this research is to expect related stakeholders to immediately improve the condition of the capacity of policy resources that are still inadequate and pay attention to the negative impact of the vehicle weighing policy in Central Java

Abstract

This study analyzes the factors that determine success in the Thematic Village Implementation Program in the Kampung Traditional Snacks and Ginger Village in Semarang City, using a combination of two implementation model theories namely George C. Edwards III and Merilee S. Grindle. This research is a qualitative descriptive study in Traditional Snack Village, Pudak Payung Village and Kampung Jahe, Pleburan Village, Semarang City. The informants used were the Head of the Social Planning Sub-Division of Semarang City Regional Development Planning Agency, Central Java Indonesian Architects Association (IAI), Staff of Pudak Payung Village, Pleburan Village Staff, Community Groups in Traditional Hawaiian Village Pudak Payung Village, and Chairperson of RW 02 Pleburan Village . Data types: primary and secondary data with data collection techniques: interviews, observation, and documentation studies. Data Analysis and Interpretation is done through Data Reduction, Data Display, and Decision Making and Verification. The technique of testing the validity of data is the triangulation technique. The results showed that the determinants of the implementation of this thematic village were: Communication factors went well, social and cultural economic changes in a better direction, encouraged the welfare of the community, and won from the role allocated by well-done resources. Suggestions that can be given: Communication must be maintained, the types of benefits must be harmonized, cooperation will be held again, and the stakeholders' responses and responsibilities that are already good are expected to be carried out.

Abstract

Service quality is the assessment of services from recipients of public services to the organizer, so that in the form of administration, services or goods can satisfy the community. The demands of service recipients and supported by technological sophistication encourage the government to provide services based online. One of the government agencies that implemented it was the Semarang City Land Office, through online services "Independent Registration of Land Deeds". PERMATA online service to facilitate PPAT (Land Deed Making Officials) in Semarang City working area in order to improve data maintenance, so that it will be easier, simpler and faster to implement, because it is integrated online with the KKP Web application. The research objective was to analyze and describe the quality of PERMATA's online services at the Semarang City Land Office (Case Study of Service Behind the Name of the Right to Land Certificate) as well as what were the inhibiting factors of service quality. This study uses a qualitative descriptive research method. The results of the research on PERMATA's online service quality are not as expected, seeing the 5 dimensions of tangible, reliability, responsiveness, assurance and empathy that: a) There are infrastructure facilities that have not been fulfilled; b) Poor reliability of employees aged 50 years and over; c) Service efforts that have not been in accordance with procedures; d) Response of employees to low applicants when providing services; e) The absence of complaints media services online and; f) Does not provide a guarantee of completing service. The inhibiting factor of the quality of online services PERMATA is the PPAT Staff rule factor that is not disciplined in queuing and organizational factors related to the unequal division of labor systems. Therefore the need to improve the quality and quantity for employees and enforce the rules according to what has been made. Then procuring adequate infrastructure to support service quality.
