Abstract

There are still The Beneficiary Family Obligations in Education unfulfilling their rights to conform the current regulation become the background of this research. The purpose of this research are to analyze the implementation of the Program Keluarga Harapan in Gambiranom Village Baturetno District Wonogiri Regency and analyze the obstacle factor in the implementation of the Program Keluarga Harapan in Gambiranom Village. The teory which used by the researcher is the implementation theory by Daniel A. Mazmanian and Paul A. Sabatier, also Van Meter and Van Horn with problem characteristic variables and policy environment. The tecniques which uses to collecting the datas are observation, interview, and documentation. The selection of the informants used purposive technique. The results showed that the implementation of the Program Keluarga Harapan in Gambiranom Village was not yet in line with the purpose of creating behavioral changes in Beneficiary Families seen from mentoring activities, commitment verification, and Family Capacity Improvement Meetings that had not been implemented properly so as not to be able to create behavior change. Factor of the implementation are the level of technical difficulties, the level of plurality of the target group, the proportion of the target group to the total population, the scope of expected behavior changes, socio-economic conditions, and support from interest groups. The suggestion that gives by the researcher are the need restricts child association that causes truancy, granting insight to the target group, surveillance and monitoring the childrean and build the sense of resposibility from the The Beneficiary Family Obligations.

Abstract

The number of accidents that occurred in Indonesia continues to grow each year is no exception Semarang City, to decrease the number of accidents that happen takes the role of stakeholders in the implementation of traffic and road transportation safety through collaboration because each stakeholder can’t work alone. The purpose of this research was to know how the collaboration of stakeholders in the implementation of traffic and road transportation safety and analyze the factors driving and inhibiting the collaboration. The writer used the model of collaborative governance from Ansell and Gash, and De Seve. The method of this study was descriptive qualitative research method. The instruments for collecting the data were interviews, literature study, observation, and documentation. The results showed collaborative governance in the implementation of traffic safety and road transport in Semarang seen first conditions, institutional design, and collaborative process has been running well, but not optimal implementation of facilitative leadership. The driving factor which affects the collaboration that is networked structure, commitment to a common purpose, distributive accountability/responsibility, and information sharing, while the only factor inhibiting access to the resource. The recommendations given are implementing more maximal facilitative leadership by leveraging existing LLAJ Forum and held a contract employee recruitment and planning more effective and efficient.

Abstract

The role of women in politics are still said to be difficult. Women and politics is difficult to achieve in Indonesia, the cause that is there is a culture that is growing in the community that the man responsible for finding the earnings and only responsible to take care of the child. By participating in the legislative elections could be one way for women to get into politics and eventually the interests of women would be represented. But the Law Number 8 year 2012 about the election of DPR RI, DPD, DPRD of women's legislative candidates remained rarely to be elected the legislative. The purpose of this research is to analyse the level of women's participation in the implementation of Law No. 8 year 2012 and describes the factors that inhibit women to participate. This research uses qualitative research types. Data collection techniques used were used observations and interviews. The analysis of the data is done through data collection, reduction of data, display data as well as the withdrawal of the conclusion. The results showed that women in the Semarang City had given her participation in fulfillment of a 30% representation of women but her participation is still low because there are still women who do not participate directly but only participate by supporting one of the parliamentary candidates only and still many women vii who do not know about the existence of this provision. The advice given that is making a small Committee as dealer information and aspirations, to educate women and their families about the benefits of women plunge into the world of politics and women more approach to surrounding residents.

Abstract

The Semarang City Government has set a priority location for Semarang slum handling based on the Mayor of Semarang Decree No 050/801/2014 concerning the Determination of the Location of Slum Housing and Settlement Locations in the City of Semarang which establishes 62 urban-village from 15 Subdistricts. With the largest area of slum area occupied by North Semarang Subdistrict which reached an area of 147.4 Ha of the total area of 1097 Ha or has a percentage of slum area which is equal to 13.4 percent. The distribution of slum areas in North Semarang District consists of Tanjungmas urban-village, Bandarharjo urbanvillage, Panggungkidul urban-village, Kuningan urban-village, and Dadapsari urban-village. In order to deal with the problem of slum settlements activities are carried out to improve the quality of slums through a pattern of handling the restoration of slums. This study uses a qualitative descriptive method to achieve the research objectives, namely to determine the implementation of the restoration of slum areas in North Semarang District, and to identify the factors that influence the implementation of these policies through the implementation model of G. Shabbir Cheema and Dennis A. Rondinelli. From the results of the study it was found that the implementation of the restoration of slum areas in North Semarang Subdistrict was not optimal because the lack of involvement of recipients of policy, coordination and integration among sectors, especially regarding uninhabitable housing had not yet been integrated, and there were still a few unresolved points. In addition, it was found that factors that have a negative effect are non-conducive environmental conditions, ineffective relationships between organizations, and insufficient resources.

Abstract

Getting of quality public services is the hope of every community. In order to create quality public services, the government passed a law that Permendagri Number 4 of 2010 concerning the Guidelines for District Integrated Administrative Services (PATEN). PATEN aims to improve the quality and bring services closer to the community. This study aims to determine how the quality of PATEN implementation in the Sokaraja District Office in Banyumas, and to know what factors support and hinder the implementation. There are five dimensions used to measure the quality of services provided, these dimensions include tangible, reliability, responsiveness, assurance and empathy. And as to know influencing factors are seen from human resources, strategic, system and customer factors. This study uses descriptive qualitative research methods . The data was collected by interviews with informants, observation, and documentation obtained from actual documents relating to the object of research. The results of this study indicate that the quality of PATENTs in the Sokaraja District Office in Banyumas has not been going well, and it is necessary to hold improvements in the implementation of its services on the dimensions of tangible, reliability and responsiveness. Whereas in the influencing factors, it is known that the strategy factors and customer factors are categorized as inhibiting factors. Improvement of services provided can be in the form of additional infrastructure, disciplinary staff, making Standar Operational Procedure and optimizing the capabilities of staff.

Abstract

To unravel the problem of congestion in the capital city of Central Java and also as a responsibility to the public, the Semarang City Government established a Bus Rapid Transit policy, as a public transportation service in the city of Semarang by using Semarang City Regulation number 12 of 2011 concerning Semarang City RPJMD 2010 - 2015 concerning the provision of Semarang Bus Rapid Transit services is 4 corridors. The purpose of this study is to analyze the evaluation of the Bus Rapid Transit policy in the city of Semarang which aims to improve public transportation and describe the inhibiting factors and drivers that influence the evaluation of BRT policies in Semarang City. The method used in this research is descriptive qualitative method. The results of the study show that in the evaluation of the Bus Rapid Transit policy in Semarang City there were problems. Factors that are considered to be an obstacle to the evaluation of the Semarang Bus Rapid Transit (BRT) policy in efforts to improve public transportation in the city of Semarang are regarding the facilities and the market facilities.

Abstract

Poverty is significant issue for developing countries especially in Indonesia. One of poverty prevention effort in Indonesia is issuing a policy. In Central Java, especially in Kendal Regency, Kendal Regency Regional Government Number 4 year 2011 Concerning Poverty Prevention in Kendal Regency have been issued. This policy manifested in the Food Aid Programs (Rastra and Non-Cash Food Support / BPNT). BPNT Program exist to substitute Rastra Program. These become primary idea to conduct comparison between Rastra Program with BPNT Program. This research aimed to analyse performance difference in poverty prevention in Sojomerto Villlage of Gemuh Sub-district of Kendal Regency on Rastra and BPNT Pograms. This research used quantitative method with comparative research type. Research result showed performance difference on poverty prevention in Sojomerto Village. Such difference could be viewed from policy evaluation criteria of William N. Dunn specifically effectiveness, efficiency, sufficiency, equity, responsiveness and accuracy. Researcher recommended to government the following for BPNT Program, proposed not to receive anything good from the Rastra program, namely the amount of rice given to KPM. In the Rastra program, Beneficiary Families receive 15 kg of rice. While the BPNT program, rice is given as much as 10 kg and ¼ kg of eggs. The goverment does not reduce the amount of rice given. Thus, the Beneficiary Families will recieve the given rice will be sufficient, given by representing eggs as much us ¼ kg.

Abstract

The purpose of this study was to look at the implementation of the street vendor arrangement policy in Kecamatan Pati, as well as the determinants of the course of implementation. This study used qualitative research methods. The results showed that the factors supporting the implementation of the Street Vendor (PKL) arrangement policy were social conditions, namely the community agreed and enthusiastic about the Government's policy regarding the arrangement of Street Vendors (PKL) in Pati Regency. For political conditions, there is support, namely in the form of assistance in submitting cooperation with Perhutani in relation to leasing land for relocation planning in 2019. Resource factors and economic conditions also become obstacles in the implementation process, human resources or in this case the team assigned to the socialization process and law enforcement is actually enough, but because there are additional personnel and some of them are still carrying out training, the implementation process cannot run optimally. From the economic conditions there are still infrastructure facilities, namely the addition of vehicles for the mobilization of officers, which have not been approved by the Government due to limited funds. Suggestions, namely relocation for Street Vendors (PKL), will soon be realized so that Street Vendors (PKL) can sell, so that the presence of Street Vendors (PKL) becomes more organized and the environment becomes safe and clean. Socialization is carried out as much as possible it must be evenly distributed so that the Street Vendors (PKL) will also know about the regulations, while for the Street Vendors (PKL), immediately make a TDU (Business Register) so that their merchandise is registered with the government

Abstract

Semarang is included as one of big city in Indonesia with one of its vision is to advance trades and services. Hence, Semarang has developing and its advance establishment grown rapidly through the years. Rapid growth and development in Semarang inflict growing high risk of Fire to happen as well. Populous human population, high building growth, numerous running industry cause fire risk and whenever the fire happened, it requires specific handling process. Semarang Fire Department has its main duty which taking over government issues concerning fire and disaster prevention action in order to the principle of autonomy and assistance duty. This research has been done based on some problem occurred in program execution in the fire department. This research using qualitative descriptive research method with data collection technique by interview, observation, and documentation. The aim of this research is to analyze the performance of Semarang Fire Department and identify factors which support and resist organization’s vision accomplishment. Organization performance appraisal are according to effectivity, service quality, responsiveness, and accountability. Factors that may affect the working performance are seen from human resource, team work, and infrastructure. According to this research, performance of Semarang Fire Department is not on its best track yet, unreached target, worker tardiness in giving service to people, budget allocation within the incorrect target, alongside inadequate infrastructure to support the working performance so it can be concluded that the performance of Semarang Fire Department has not run well yet.

Abstract

The aim of this research is to explain about tourism management evaluation at Lawang Sewu Museum by using Reinesto’s Model and the factors that influence it. This research use descriptive qualitative research that focus on Policy Assessment of the Place of Branding on Lawang Sewu Tourism Objects in Semarang City, and locus in Semarang City. The informants used were the Semarang City Culture and Tourism Office, Travelers, and Community in the City of Semarang. This research used: primary data and secondary data, with data collection techniques: Interview, observation, documentation, and literature. Analysis Techniques that used is dominant analysis through: data reduction, testing data, and drawing verification conclusions. Overall, the place branding at Lawang Sewu Museum is quite good. The Supporting factors are: There are cleaners, and security officers, there are those related to training for tour guides in Semarang, the deft and innovative Lawang Sewu Museum tourism object manager.The Inhibiting factors are: the importance of human resources managing lawang sewu museum; less effective promotions, reduce sales outlets; maintenance of expensive Lawang Sewu tourist buildings, and poor parking. Suggestions were given: increased promotions, approved employees, periodic maintenance, routine training, and consistency and commitment from the manager of Lawang Sewu Museum and Semarang City government attractions.
