Abstract

This research aimed to determine the provision of health services in general hospital region of Wonosari, obstacles encountered in the provision of services and efforts made in overcoming these obstacles. The design of this research was descriptive method with a qualitative approach. The results showed that the provision of health services in general hospital region Wonosari had not fully fulfilled the overall principles of public service according to the decision of MENPAN No 63 of 2003, namely transparency, accountability, conditionality, participation, equal rights and balance rights and obligations. In the fulfillment of the  Conditional  Principles  of  RSUD  Wonosari  faces  problem,  such  as  infrastructure  facilities  in  hospitals Wonosari inadequate, in particular intensive care unit . In the other hand,the obstacles of health service in RSUD Wonosari were lack of information on health and lack of capacity in human resources particulary the specialists. Abstract

The high public demand for quality improvement on KIA becomes the basic fundamentals for the government of Yogyakarta to upgrade the quality and efficiency of KIA services. One of the implemented policies is the application of smart city in the health sector, primarily focusing on e-Health development. This research aims reviewing innovation in the implementation of e-Health in health centers Mantrijeron by employing a qualitative approach with interviews, observation, and documentation. The results showed   that innovation of e-Health was divided into four categories: man, money, methods and machine. In terms of man (human resources) there were Simpus facilitation officer and adequate number of qualified human resources. Meanwhile money innovation occurred by adequate financial support from APBD, BOK and BLUD budget. Method innovation came in with the application of SOP in each service which also describes the associated use of Simpus. Machine innovation occurred through adequate computer devices, efforts to restore the hardware restoration efforts, routine network maintenance by a team of Service Level Agreement (SLA) and assistance from the Department of Communications, Information and Coding of Yogyakarta City.Keywords: e-Health, SIMPUS, Innovation, Service Quality

Abstract

This research aims to find out the effectiveness of the implementation of the Generasi Berencana program in Yogyakarta City along with the supporting and inhibiting factors. This research used qualitative approach with descriptive method. The results showed that the implementation of Generasi Berencana program in Yogyakarta City had not been effective, as seen from five indicators: (1) The policy had not been effective in overcoming teenagers problem, (2) Implementers had quite effective seen from the division of duties and authority, (3) The target had not been effective yet because the intervention target had not ready to support the Genre Program, (4) The policy environment had effective but the external environment had not been effective, and (5) The process had not been effective because teenagers and families with teenagers had not understood the substance of the GenRe Program. The supporting factors were the easiness of communication and counseling training. While the inhibiting factors were low public participation, moral deviation, and time limitations of each individual.Keywords: Effectiveness, GenRe Program, dan Teenagers

Abstract

Law Number 24 Year 2011 on Social Security Administering Institution functions as guidance in the implementation of social insurance. One of the membership requirement mentioned in the act is the workforce (PPU). To obtain the Health Insurance, the Manpower (PPU) is required to pay a contribution of 5% of the Regional Minimum Wage under the terms of 4% of employers and 1% of Labor. Nevertheless the expected health services have not been achieved yet. The needs for evaluating National Health Insurance program were to assess the extent of program effectiveness, service improvement and membership expansion. This research focused on input, process, and output of JKN Program implementation operated by BPJS Health KCU Surabaya. The research used descriptive qualitative method. The results showed that the assessment of the JKN program implementation both in terms of input, process and output has been implemented quite well.Keywords: Policy Evaluation, National Health Insurance Program, BPJS on Health Surabaya, and Manpower

Abstract

The purpose of this article was to know the implementation of regional health insurance. This research is empirical juridical research. This research was conducted with field research aimed at the implementation of regional health insurance after the enactment of Sleman Regent Regulation No. 60 of 2012. The results of this research indicated that the implementation of regional health insurance after the enactment of Sleman Regent Regulation No. 60 of 2012 follow: Regional Health Insurance Program in Sleman District has a goal to provide quality and affordable services to the community, maximizing health financing for the Sleman Slum community. Each JAMKESDA participant had the right to receive basic health services including outpatient and inpatient services, as well as Advanced Advanced Outpatient Health Care (RJTL), Advanced Inpatient (RITL), delivery and emergency care services. Constraints faced include limited local budgets for regional financing and inadequate health facilities and resources. In addition, other obstacles related to procedural administrative, constraints derived from data collection, constraints that are socio cultural and human resource constraints (HR). Abstract

This paper analyzes the implementation of the Rumah Sehat Lansia (RUSELA), a public service innovation for the high elderly population in Yogyakarta City. The high elderly population and Usia Harapan Hidup (UHH) in Yogyakarta City requires the government intervention due to elder's health record improvement to optimize public service for elderly related to their health. Qualitative descriptive approach was used to explain the research in an objective, detailed, and deep way. Observation, interview, and documentation were applied by the researcher to collect the data. The result shows that the implementation of RUSELA, seen from communication aspect, has been already good. Seen from the resource aspect, especially financial resource, RUSELA should be collaborated with others institutions, private sector, and public community to improve the service and facilities so that the program can be implemented successfully. Looked from disposition and structure bureaucracy aspect have been running well.Keywords: Implementation program, Health Care, RUSELA, and Yogyakarta City

Abstract

This research aims to know and understand about the implementation of the innovation of Universal Health Insurance (Jamkesta) system in an effort to improve health care quality for participants buffer in Yogyakarta. This reseach used descriptive qualitative method. Data collected by interview and observation. Data validity checking is done through a method of triangulation. The process of data analysis include data reduction, data presentation, and conclusion. The results showed that the element of human resources, processes, financing, location, response to suggestions for improvements innovation, law, and social supports the implementation of Universal Health Insurance for participant buffer and newborns. However, there are still some deficiencies that need to be corrected when viewed from the elements of socialization, culture and technology. Meanwhile, elements of the results showed that as many as 45% of the total number of participants for eligibility letter (SEP) printed out by Bapel Jamkesos is for the class buffer without ID cards and newborns. This indicates that the Jamkesta vision and mandate of the Governor of Yogyakarta has been reached.Keywords: Innovation, Universal Health Insurance, and Health Care.
