Abstract : Empowerment of human resources in the company right will result in an increase thecompany's ability to obtain and retain the best people in the field. Utilization of human resourcesmanagement right can also motivate each individual to perform the work in accordance with companyobjectives. No matter how modern technology is used, or how much money it is prepared, but without ahuman resources professional it all becomes meaningless.This study aims to determine whether Transformational Leadership and OrganizationalCommitment to Achievement employees working at PT Bank Sulawesi (Central Office). This study used aquantitative approach. The main variable in this study is Transformational Leadership OrganizationalCommitment and Employee Job Performance.In this study population of 252 respondents PT. Bank of North Sulawesi with a sample of 45employees. From the results of the data obtained through questionnaires and calculated with SPSS 19using the multiple correlation analysis and multiple regression has obtained significant data. Afteranalyzing the correlation and regression methods were then tested with hypothesis testing, in this case thehypothesis testing using t-test testing. In testing the t test assumed in transformational leadershipvariable count T T able and accept H 1 when T count T table = 5.925> 1.682.The results of calculation between Transformational Leadership and Organizational CommitmentAgainst Employee Job Performance with regression analysis showed that the TransformationalLeadership and Organizational Commitment influential Against Employee Job Performance In NorthSulawesi PT Bank (Central Office).Keywords: Transformational Leadership, Organizational Commitment, Employee Job Performance

ABSTRACT : In the public service, government officials are responsible for providing excellentservice to the community in order to create a welfare society. Society has the right to get the bestservice from the government because the public has provided funds in the form of payment of levies.Under these conditions, this study to determine the extent to which the relationship between theempowerment of village officials with the quality of public services in the city of Manado Singkildistricts.This study used a quantitative approach with a descriptive and explanatory methods. This ispossible because on one side of the problem carefully enough at the actual and on the other hand, thisstudy intends to analyze between the two variables. Source of data / research respondents as many as64 people taken from public officials and employees. To analyze the relationship between the twovariables used product moment correlation analysis.Once the analysis is calculated with SPSS version 20 for windows then obtained a coefficient of 0.959.So there is a positive relationship between empowerment of village officials with the quality of publicservices.Based on the results of the data analysis deduced that, after doing the research variablesidentifying the distribution of respondents' answers to the average of all the variables are in the highcategory. Thus, the proposed hypothesis has been tested empirically once enforceability justify theunderlying theories.Keywords: Empowerment of village officials with the quality of service

Penelitian ini dibatasi pada peranan analisis SWOT (Strengths, Weakness, Opportunity,Threat) di Rumah Makan Kamang jaya Medan, agar menghindari kesimpang siuran dalammembahas dan menganalisis permasalahan.Tujuan yang ingin dicapai dalam penelitian ini adalah :“Untuk mengetahui bagaimana Analisis SWOT diterapkan pada makan Pondok Selera 88â€Jenis penelitian ini adalah Eksploratoris / deskriptif yaitu menggambarkan secara rinci segalakelemahan, kekuatan, ancaman dan peluang. Metode analisis yang digunakan dalam penelitian iniadalah analisis Deskriptif Kualitatif. Analisis Deskriptif Kualitatif adalah metode analisis yangmencari hubungan secara menyeluruh dan teliti dari suatu keadaan dalam hal ini data dikumpulkan ,disusun dan di klasifikasikan untuk diinterprestasikan yang memungkinkan dilakukan pemecahanmasalah yang diselidiki.Rumah makan pondok selera 88 memiliki lokasi yang cukup baik yaitu di foodcourt itcenter manado dimana sudah terciptanya pasar. Sebab banyak pengunjung yang datang berbelanjadi it center dan menyempatkan diri untuk makan ke lantai 5 di foodcourt, Rumah makan pondokselera 88 ini memiliki cirri khas sambal terasinya sendiri, Kelemahan yang dimiliki rumah makanpondok selera 88 ini adalah belum dikenal oleh seluruh masyarakat manado . karena haya berupacounter makanan yang ada di foodcourt dan mungkin hanya orang yang datang ke it center yangmengenal rumah makan ini, Terletak di tengah kawasan BOB (boulevard on business) dan berada didalam pusat perbelanjaan bisa menjadi peluang bagi rumah makan ini apa bila ada pada bulan bulanmendekati hari raya untuk menambah besar omset, Strategi yag di terapkan belum secara maksimalkarena masih banyaknya kekurangan yang perlu dibenahi . seperti pada SDM yang kurangnyapelatihan secara mendalam.Kata Kunci : Analisis SWOT (Strengths, Weakness, Opportunity, Threat), Pemasaran

This research aim to to know influence of Environmental and Individual Characteristicof Activity to Performance Employees. Data Research in obtaining to through interview withcompany side and also spreading of kuesioner to 32 employees, and use approach of SimpleCorrelation Analysis and Doubled Linear Regression. Result of research show Environmentaland individual Characteristic of Job by together have an effect on to Performance Employees.But Environment Work by parsial more big having an effect on to Performance Employeescompared to Individual Characteristic.Result of research with correlation express there are relation which is signifikan, thatX1 (Individual Characteristic) and X2 (Environmental work) to Y (Performance Employees)by using test of t got that value of thitung = 4,221 + 0,592 from value of ttabel = 1.611 withstorey;level of signifikan smaller than value = 0,05. Value of R equal to 0,743 can beinterpreted that relation between variable of X (Environmental and Individual Characteristicof Activity) to variable of Y (Performance Employees) is strength, because progressivelycome near number 1. Assess R Square equal to 0,552 or 55,2% explaining the level ofinfluence of variable of X (Environmental and Individual Characteristic of Activity) tovariable of Y (Performance Employees). Assess R Square above can be interpreted that levelof influence of variable of X to Y is equal to 55,2%, while the rest 44,8% influenced by othervariable outside accurate variable in this research.Conclusion of this research is there are influence between Environmental andIndividual Characteristic of Activity to Performance Employees At PT. Taspen Conclusion ofthis research is there are influence between Environmental and Individual Characteristic ofActivity to Performance Employees At PT. Housing is the one of basic needs that people want. As the raising amount of population, thedemand of this product also tent to increase. Results of the F test in this study showed sig F isequal to 0.000 < 0.05, which means the marketing mix consists of product, price, location,and joint promotion has a significant influence on purchasing decisions. Based on the resultsof t-test can be seen that the variable product, price, location, and promotion significantlyinfluence purchasing decisions. T-test results also showed that the location of the variable thas a value and greatest beta coefficient. So the location variables most strongly influencecompared to other variables the variable location has a dominant influence on the purchasedecision structure. Adjusted R Square value in this study was 0.560. This indicates thatapproximately 56% of purchase decisions can be explained by the jour independentvariables, namely Product, Price, Location, Promotion. When the remaining 44% isinfluenced by other variables not examined in this study.

To increase the commitmen of organiztions, each organization would requirehuman resources potential. Therefore, the organization is done by various meansto find out thefactors that lead to influence on organizational commitment. In this case, there are two factors thathave been observed by researchers, i.e. : Person Organization Fit and The Characteristics of theindividual. This research aims to know the influence of the Person Organization Fit andCharacteristics of organizational commitment. Document obtained in this study are throughinterview with the Organization and dissemnination of the questionnaire on 60 employees, and usesthe approach of analysis Koefesien Multiple Linear Regression and Corelation. The results of thisreseach indicate Person Organization Fit and Characteristics of individuals collectively influenceon organizational commitmen. Based on regulation number 43 of 1999 and Section 34A of Presidential Decreenumber 150 of 2000 that the Regional Employment Board is a device that has the main duty toassist the Regional Employment Development Officer in implementing the Regional Civil Servicemanagement, administrative services including organizing a Regional Civil Servants. The purposeof this study was to determine how the performance Personnel Board and Regional TrainingBolaang East Mongondow in the Civil Service administrative services in the area. This researchuses a qualitative method with the number of informants as many as 12 people consisting ofofficials and employees implementing the Personnel Board and Regional Training Bolaang EastMongondow as many as 6 people by using purposive and civil servants in some sectors in thegovernment environment as much Bolaang East Mongondow 6 people with random techniques.From the results of existing research, the performance Personnel Board and Regional TrainingBolaang East Mongondow in the Civil Service administrative services from the aspects ofeffectiveness, efficiency, responsiveness and transparency can be considered quite good, but itwould be better if it improved again in order to achieve effective and efficient .

Accountability of government agency performance embodies an obligation to account for thesuccess or failure of the implementation of policies, programs and activities to stakeholders or general public.In fact, performance accountability can not be optimally realized by many government agencies. From thesestudies were conducted to determine how government performance accountability at Touluaan district ofSoutheast Minahasa regency. Based on a literature review of the criteria used effectiveness, efficiency,responsiveness, and transparency to look government performance accountability at Touluaan districtThe research used a qualitative method. Key informants in this study were officers / employees ofthe sub-district 3 and 2 personnel section chief executive staff; and 2 village officials and 3 leaders /community leaders, so that the total number of informants there are 12 people. The research instrument was aresearcher himself, while gathering data using interview techniques. Method analysis was performed withqualitative analysis techniques interactive model of Miles and Hubernann.The results of analysis indicate effectiveness, efficiency, responsiveness, and transparency in theimplementation of the program / activity generally show a fairly good quality. It was concluded that thegovernment performance accountability Touluaan district seen from the aspect of effectiveness, efficiency,responsiveness, and transparancy has shown a fairly good level of achievement. To improve the performanceof government accountability Touluaan districts it is necessary to increase the number of employees,improving the quality of human resources personnel, increased budgetary allocations, and additional meansof employment.Keywords: performance accountability.

The most important resource in an organization is human resource. Human resources isthe most important factor for the effectiveness of the organization, because of their behavior in the longterm will facilitate or hinder the achievement of organizational goals. Those people in the organizationprovide power, talent, creativity and effort to the organization. Mutations are changes positions, places,work both horizontally and vertically (promotion or demotion) in an organization.Mutation is the one tool that is used to determine whether it can improve work performance ornot in order to achieve the desired level of success of the organization. Job performance is the result of thequality and quantity of work achieved by an employee or employees in carrying out their duties inaccordance woth the responsibilities assigned to him. The study aims to determine whether there is anyeffect of the mutation on the performance of employees.The data obtained in this study is through observation, interviews, and dissemination kuisioner to45 officers with an overview of the respondents are included characteristics consisting of age, gender,length of service and education last. In this study using simple correlation analysis approach and a simplelinear regression.From the research conducted, found no effect of the mutation on work performance. Thereforeagencies or organizations should pay attention to things that include the performance of a mutation that,employee may continue to develop for the betterment of the organization on for the betterment of theorganization or for employees.Keywords : Mutation , Work Performance

The recruitment process is to obtain human resources activities for the benefit of theincrease in public services according to the needs that have been planned in advance. The purpose ofCPNS course to meet in accordance with job vacancies to be filled by reason of the development oforganizations and fulfill vacancies left by his predecessor as occupying retirement, stopping at his ownrequest or dismissed for violating discipline. Politicization of the bureaucracy which often occurs inpolitical parties vying for control of the ministry. It is also an impact to the CPNS recruitment andposition determination is not objective. And problem for the sake of any procurement CPNSrecruitment. Even this is often the case in any civil servant recruitment process in the Talaud Islands.Therefore, it needs to be held more research on the "Implementation of Recruitment Candidates forthe Civil Service Regional Employment Board Talaud Islands".Research the type used in this study is a qualitative method. Informants in this study as manyas 10 people. Collecting data in this study conducted by methods / techniques interview, observation,secondary data collection to data analysis technique is a qualitative descriptive analysis.The analysis of this study in accordance with the theory of the indicator concerned with thisstudy are (1) aspects of communication, (2) aspects of resources (3) aspects of the disposition (4)aspects of organizational structure.Based on the results of research in the Regional Employment Board Talaud Islands seen fromall four (4) aspects of the indicator is quite good but can not say either. Based on the conclusions of thisstudy, it can be recommended as a general suggestion for Regional Employment Board Talaud Islands,in order to optimize the available resources in the Talaud Islands Regional Employment Board andextended care facilities in order to support themselves.Keywords : Implementation, Recruitmen
