Abstract

Events such as the war between Russia and Ukraine are just one of many examples causing food crises across the globe, possibly leading to widespread famine. Given such a necessity, each state should make food security its main priority for development. An ideal food security policy must show an impact on agrarian reform or agrarian justice, particularly meant for the welfare of small farmers. The agrarian reform may help to increase the welfare of the small farmers as a program that gives access to the control and ownership of agricultural lands. This paper studies on how far the effect of food policy against agrarian reform in Indonesia. The result of the research shows that the food security policy in Indonesia is not yet capable of increasing the welfare of small farmers. Facts show that food security policy in Indonesia prioritizes allotment over agricultural and farming lands for big companies. The approach is claimed to entrust the role of food security development to the big companies or sometimes landlords. Only a small amount of access is granted to small farmers in terms of ownership and control over such lands. In facing such conditions, the authors come with a concept to transfer the Directorate of Agrarian Management from the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency to the Ministry of Agriculture. This way, food security programs will have no choice but to have farmers’ welfare to be included as one of their main objectives. A single chain of command will ease the process of implementation, and it will help the Government to have a better focus on achieving its goals, either for food security or the farmers’ welfare.

Abstract

This research aims to identify and analyze the integrity zone as an innovative strategy to combat corruption. The research methodology uses normative juridical analysis, which is legal research that examines law from an internal perspective, with the object of its study being the legal norm, which involves literature analysis, qualitative approach, and comparative approach on the implementation of the integrity zone and the administrative law policy through the Corruption-Free Zone (WBK) in Indonesian governmental institutions. The results of the study indicate that the integrity zone approach involves mapping corruption-prone areas and proactively implementing preventive measures in these zones. This strategy includes increasing awareness, enforcing regulations, and strengthening supervision. Furthermore, this paper also discusses the challenges and opportunities in implementing the integrity zone and the WBK in Indonesia, along with providing policy recommendations to maximize the effectiveness of this approach in minimizing corruption and enhancing integrity within the scope of the Indonesian government administration. Implementing the integrity zone concept is expected to bring about positive changes in the efforts to eradicate corruption and build more transparent and integrity-driven governance in Indonesia.

Abstract

The COVID-19 pandemic has led to a global shift toward remote and hybrid work, significantly transforming traditional work models. This study examines how these changes have impacted the structure of working hours and analyzes the adjustments made to Ukrainian legislation to address the new realities. It also explores strategies for improving Ukraine’s legal framework to foster better work-life balance and employee productivity. The research employs a combination of methods: analysis to evaluate changes in work schedules, synthesis to integrate various elements, induction to draw general conclusions, deduction to apply theories in practice, and abstraction to highlight core traits. Additionally, the study uses generalization to form broader statements. Findings indicate that the global move to flexible work has posed challenges to conventional working time regulations, necessitating new policies that protect workers' rights while balancing flexibility and fairness. With the increasing prevalence of remote and flexible work arrangements, legislative reforms are essential to ensure equitable and fair working hours for all. The findings offer recommendations for reforming Ukraine’s labor laws, aligning them with global trends, and advancing education in labor law and social security disciplines.
