<![CDATA[Action is an important step to do, given the problems of Metropolitan city located on undisciplined in the traffic and the traffic jams and road transport. The city of Pekanbaru, leading metropolitan cities certainly have to take a stand, so that the problems occurred in the citys metropolitan doesnt happen anyway in the city of Pekanbaru. The action performed by Satlantas Polresta together Dishubkominfo Pekanbaru has not felt up to due to the still large number of cases of violations and traffic accidents and congestion that occurred. The purpose of this research is to know how the implementation of curbing traffic and road transport performed by Satlantas Polresta together Dishubkominfo Pekanbaru and to determine the factors that influence the implementation of curbing traffic and road transport in the city of Pekanbaru.The concept of the theory of management and use is the author of management oversight. This research uses qualitative research methods to the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this research indicate that curbing traffic and road transport in the city of Pekanbaru were done by Satlantas Polresta and Dishubkominfo the city of Pekanbaru, yet feels maximum, evidenced from the still high number of violations and accidents that occur each year, weak internal surveillance officers in the field, so there are still officers who commit irregularities for personal gain. The factors that inhibit the action of traffic and road transport in the city of Pekanbaru is the number of officers who conduct surveillance system, still less the budget hasnt been right on target as well as lack of knowledge and awareness of good and safe driving.Keywords: Curbing, traffic and Road Transport]]>

<![CDATA[Basically, every human being needs a service that could not be separated from eachindividual. The desire to get a good service is not only limited to rich or poor, young or old.All people want to get the best service. This is the basic reason of society at Koto KamparHulu District to do development. Society feel the services that was provided by the previousdistricts were no longer able to provide services as the society hope such as responsivenessto the needs of society. Too wide scope of work areas create district officials have been slowto respond the wishes of society who came to the district to do a variety of purposes. Most ofthem feel ignore due to long waiting queues but their problem could not be resolved quicklyby district officials. Therefore, by several communities societies who are now incorporated atKoto Kampar Hulu District who want to apply the proposal to do district development withhope the service in this area will be better after this developement are done.Then, the basic problem on this thesis is how the effect of district development toeffectiveness of public services at Koto Kampar Hulu District Kampar with the aim todetermine there are any influence of district development on the effectiveness of services, todetermine how much influence the district development of public services at Koto KamparHulu District Office, as well as to know how the influence of district development to publicservices at Koto Kampar Hulu District.The research found that there is a positive and significant effect betwen district developmentwith the effectiveness of public services at Koto Kampar Hulu District. It could be seen fromthe results obtained by calculating the correlation coefficient r count equal to 0.603 whichmeans that there is a relationship between the variable district development (X) with variableeffectiveness of public services (Y), and the degree of relationship is strong. Based ondetermination calculation, there is known that the influence of the district developement ofthe effectiveness of public services amounted to 60.3%. The Effect of district development toeffectiveness of public services is positive that can be tested by the formula Y = 511.49 +4,25X. This means that if the value of the variable X (district developement) increased by oneunit, then the value of the variable Y (the effectiveness of public services) will increase aswell.Keywords: District Developement, Services, and Influence]]>

<![CDATA[This study aims to determine the role of Swisscontact (SC) in the development of the tourism industry on the island of Flores Flores Island in 2010-2013. Swisscontact is one of the non-governmental organization that helps developing countries. One of Swisscontact program is to develop the tourism industry in partner countries. The tourism industry is a social phenomenon, cultural and economic mobility needs of society to the country or place outside their environment for personal or business / professional. Thus, tourism has implications on the economy, the natural environment, local residents and tourists in the destination itself. Currently, the tourism industry became one of the most important economic sector for many countries, especially in Indonesia. The results of this study indicate that the role of Swisscontact in the tourism industry on the island of Flores has shown results. Some roles are created by Swisscontact is through promotional programs to increase tourist visits. Swisscontact also conduct training of human resources and develop the private sector on the island of Flores were entered into the program WiSATA. <![CDATA[This research purposed to see the revitalization of facilities as well as see the rise of tourist visits in the old town Karimun sub-district of Karimun Regency, Riau Islands province, Due a tourist destination shaped of cultural heritage in Karimun Regency.
This research used Yoetiâs theory (1996) about the tourism facilities as companies that provide services to tourists, either directly or indirectly and live life a lot depends on arrival of tourists. Used qualitative descriptive methode to analyzed the problems. The sample in this research were 11 sample by using snowball sampling. Amd then technique to collected the data in this research were using by observation, interview and documentation.
Based on this research, revitalization of means in the old town Karimun sub-districts, Karimun Regency, Riau Islands Province, has been no correct management so that the revitalization of the old town as tourist destination need be implemented by the establishment of better programs and to establish local regulations concerning cultural heritage sites.

<![CDATA[In an affort to curb the place of entertainment, the government of pekanbaru city make local regulation, number 03 of 2002 about general entertainment, one of which is karaoke place. the suvervisor of karaoke aims to curb the place of karaoke so that in the implementation of this business operations do not make a disadvantage, a danger, and disturbance to the society and surrounding environment. Based on the experience of research in field, most place of karaoke do not comply with local regulation that made by government of pekanbaru city. The purpose of this research is to know how the surveillance of karaoke place by Civil Service City Force of Pekanbaru and to know the factors that affect surveillance karaoke place in pekanbaru city.
This research conducted in Pekanbaru city with using qualitative descriptivr method, with collect data through observation and interviews. this research done by using theory of Manullang, which set the standards, make an assesment snd take correctivr action.
The result ot this research conclution, supevision by Civil Service City Force of Pekanbaru still not implemented effectively, this is proven by the many of karaoke place that still dilo not comply with the rules that made by government of Pekanbaru city. this happend because of government do not serious in supervission, do not maximal in implementation the rules. and sosialitation for the own karaoke busines in Pekanbaru do not maximal.

<![CDATA[This research is about Indonesia diplomacy effort to UNESCO to inaugurate Subak in Bali as a world cultural heritage from Indonesia in 2012. Subak Bali is a cultural heritage, it is an irrigation system that regulates the division of water management based on the mindset of harmony and togetherness, it based on formal rules and religious values. Many claims by other countries that take Indonesian culture, such as batik claiming by Malaysia, its make Indonesian government ask to UNESCO to recognize Subak as Indonesian culture. Many participants help the government to get the legally, itâs come from local community and also the government. Subak get legally as a Indonesia heritage culture after 10 years by some process like selection, filtration and fit and proper test.
This research applies realist perspective, where it focuses on state as the main actor in international politics. Indonesia wants show to the world that Indonesia also has a heritage culture. To explain this research, the author used theory of diplomacy. This research is a qualitative descriptive research. It uses the library method by taking the data from books, journals, articles, internet and other source. The author visit Department Cultural of Bali to direct research.
The result of this research indicate that Indonesian government did multi-track diplomacy effort to get legally Subak as a world cultural heritage of Indonesia from UNESCO on 2012. The effort get a feedback from UNESCO on Mei 2012, when the Bali Heritage culture âThe Cultural Landscape of Bali : Subak System as a Manifestation of The Tri Hita Karanaâ was approved to be a World Cultural heritage. It assigned in the 36th session of UNESCO in St. Petersbug, Russia on 29 June 2012.

<![CDATA[This research analyze the changes of Batin roles in Suku Petalangan in the case of Pebatinan Monti Raja Desa Betung. Batin role changes that occur in Petalangan tribe is a social phenomenon that occurs in the Petalangan, Batin position in view of the public in Petalangan Betung village has an important position. Batin is a leader for his people, where Batin has a role to educate people in inheritance, marriage, dispute, besides maintaining communal land and jungle siege beehive. But in fact the contemporary conditions with increasingly advanced technology and information on the inner part Petalangan rate changes. Batin no longer maximal in implementing the rights and obligations of the nephew and keep treasures that exist in the Petalangan. This research explained under framework of structural functional perspective, theory of change By Himes dan More. This research uses qualitative methode with library system of study and pusposive technique where the number of respondents amounted to 8 people consisting of traditional authorities of Batin Monti Raja. <![CDATA[This research was carried out among University Students of Riau. In order to determine the behavior of online gambling among college students. Problems in this study are (1) Who are the students who conduct online gambling activities? (2) What are the factors that encourage students to conduct online gambling? (3) What is the impact of online gambling on college student activity after online gambling addiction or gambling? This research is a qualitative descriptive ,. As for the population in this study is Riau University student who engages in gambling online. Because the number of students who perform online gambling is not known, in this study the authors in the sampling technique used non probability that Snowball Sampling technique by determining one or two informants to be interviewed further from previous informant informant further information. This will continue until the time when the informant is sufficient. To collect the data the researchers used the method of observation, documentation, and in-depth interviews using interview guideline in analyzing the research data used in the analysis of qualitative and described in descriptive writing.Based on the results of this study concluded that online gambling behaviors among university students in this study is riau students aged 21-25 years.Based on the results of this study concluded that online gambling behaviors among students that is caused by factors, factors lax parental control, profit factor, the desire and the entertainment factor. And the impact of the behavior of online gambling is that health impacts, reduce the spirit of learning, economic, personality and lead to deviant behavior like that is lying, pawning goods as well as the positive impact of online gambling is that as entertainment.Keywords: Behavior of online gambling, among students]]>

<![CDATA[This research was conducted in the village in the district of Tanah Datar Rengat Barat. This village was chosen, due to take place after the legislative elections occurred continuing conflict between the supporters of the legislative. The aim of this study was to determine the continuing conflict of legislative elections and to find out what is causing the conflict and efforts made in the resolution of conflicts in the society.The population in this study were all successful teams of each legislative candidates, the public and legislative candidates. Not all are taken into subjects but is determined as candidates involved, a successful team leader of each candidate, the head of the village and some community leaders were familiar with the state of research areas.Determination of the subject in focus to the team success of each legislative candidates. Successful team from the Golkar party amounting to two subjects and successful team of PDI-P totaling two subjects, and public figures amounted to four subjects, and then both legislative candidates elected regional peopleâs representative assembly.Methods This study was conducted by researchers using qualitative methods therefore approach used is a qualitative approach.
