Abstract

Performance analysis for Public Service. Measurements in a performance that is very necessary with a view to identify and improve the effectiveness of performance on a system. In this research, performance analysis and performance measurement focused on the sub-districts in the district of Tanah Putih in providing services. in this case because according to the information extracting and growing issue that is problematic dikecamatan public services such convoluted, complicated, confusing and do not have a clear time accuracy. While the principles of the ideal of public service does not comply with the conditions of service are held. Departing from the researchers were interested in examining these issues and attempt to provide solutions for improving public services in the district of Tanah Putih Rokan Hilir regency of Riau province.The purpose of this study to investigate the performance of the device districts in providing public services, in addition to knowing the factors that hinder the performance of the districts in providing public services in the Tanah Putih district of Rokan Hilir. The results showed that the performance of the device has not been effective Tanah Putih districts and the factors that hinder them not maketh Standard Operating Procedures and guidelines in carrying out the performance of labor services is not yet fully understands its obligations and duties and principles of public service ideal.Kata Kunci : Performance analysis, Public Service, productifity, service quality, responcivity, akuntability.

Abstract

The implementation of the CSR ( Coporate Social Responsibility ) at PT . Pertamina (Persero) Lirik Indragiri Hulu. This study aims to investigate the implementation of CSR ( Corporate Social Responsibility) and factors inhibiting the implementation of CSR (Corporate Social Responsibility) at PT . Pertamina EP Asset I Lirik Indragiri Hulu . This study used a qualitative research study descriptive data . subsequent to collect data using  interviews and observation authors as a means of collecting research data. After collecting data from informants research is Head of CSR PT . Pertamina, Head Lirik and Lirik  Area and Village Heads it is known that it can be seen that the implementation ofCorporate Social Responsibility conducted by PT Pertamina has been implemented in accordance with the provisions and social responsibility. But there are still shortcomings in the implementation of activities such as activities that are not effective and do not fit as well as the number of activities a bit. The limiting factors are the internal factors include the source of funds and human resources , and external factors that government policy as well as the support of the local community .Keywords : Program, Corporate Social Responsibility

Abstract

Progress of an area affected by the administrative system. The smooth administration of the area led to the smooth achievement of the goals and progress of the region itself. Service is at the core of the administration which requires the administrator to implement it properly in the organization of a region, particularly in the tax service office SAMSAT. Good service and the right will provide excellent results for the operation of the administration in the area. the importance of service and administration are given in Pekanbaru City SAMSAT office to the public by members of the National Police and assisted by local revenue offices. In these activities involve more local Revenue Office in terms of employment in particular SAMSAT payment, administration and tax services into a long procedure for the public to make payments where there are processes related to the police who should be separated in the submission to the public. Duties and obligations of the National Police in serving the community in which that has been listed in uu No. 02 of 2002.The purpose of this study to determine the evaluation of administrative services and police members in the management of public motor vehicle tax in Pekanbaru City SAMSAT office, in addition to inhibiting factors Knowing the evaluation of administrative services and police members in the motor vehicle tax administration office SAMSAT Pekanbaru City In research The author uses descriptive qualitative research method that gives an overview of the situation and analyze the data based on the field survey. In the study, which became the subject is SAMSAT Office of Police in the city of Pekanbaru, while the object of research is the evaluation of the police in providing services to its citizens. In this study there is a framework as a reference in developing a problem for researchers, service flow based on the principle of service according SutopoThe results of this study indicate that implementation of existing services need to be improved in terms of both performance and completeness of infrastructure and facilities in service delivery. So what is expected by society in Pekanbaru city will be realized. One of the issues that may need attention are eliminating intermediaries or brokers who relieved assigned services in the area of call centers services are very detrimental to society Pekanbaru. Abstract

In an affort to curb the place of entertainment, the government of pekanbaru city make local regulation, number 03 of 2002 about general entertainment, one of which is karaoke place. the suvervisor of karaoke aims to curb the place of karaoke so that in the implementation of this business operations do not make a disadvantage, a danger, and disturbance to the society and surrounding environment. Based on the experience of research in field, most place of karaoke do not comply with local regulation that made by government of pekanbaru city. The purpose of this research is to know how the surveillance of karaoke place by Civil Service City Force of Pekanbaru and to know the factors that affect surveillance karaoke place in pekanbaru city. This research conducted in Pekanbaru city with using qualitative descriptivr method, with collect data through observation and interviews. this research done by using theory of Manullang, which set the standards, make an assesment snd take correctivr action. The result ot this research conclution, supevision by Civil Service City Force of Pekanbaru still not implemented effectively, this is proven by the many of karaoke place that still dilo not comply with the rules that made by government of Pekanbaru city. this happend because of government do not serious in supervission, do not maximal in implementation the rules. and sosialitation for the own karaoke busines in Pekanbaru do not maximal. Abstract

The aim of this research was to know and to analyze UED-SP’s members performance towards problems that happened in UED-SP, for example there is no socialization that do by UED-SP’s members, the loan that do not use for business, UED-SP’s members are not looking at the society effort based on it’s productivity or not, ect. This research are focused on society economy business of saving-loan of NipahSendanu village East TebingTinggi sub-district KepulauanMeranti regency.The problem formula that use in this research were how UED-SP’s members performance of Nipah Sendanu village East Tebing Tinggi sub-district KepulauanMeranti regency and obstacle factors of UED-SP’s members Nipahsendanu village East TebingTinggi sub-district KepulauanMeranti regency. Description of phenomenon or social effect that are throught by describing dependent variable systematically and accurately. The method that have done in this research by interview, observation and library research. Kind of this research is descriptive that is researcher give explanation. The result of this research show that UED-SP’s members performance in Nipah Sendanu village East Tebing Tinggi sub-district Kepulauan Meranti regency is not yet maximal. It’s not appropriate with fundamental obligation and function of UED-SP,s members in do their obligation. The problem that happened make the UED-SP’s members performance of Nipah Sendanu village East Tebing Tinggi sub-district Kepulauan Meranti regency to be not maximal. Abstract

Much difference between who has a license with an unlicensed that from 2010to 2012 data do not take care of as much as 1277 building permit and take care ofIMB data from 2010 to 2012 amounted to 895. Thus, the data permit an unlicensedmore than to have a permit. Phenomena that are found in this study that most peopleare not clearly know the procedures on how to apply for a building permit, low publicawareness about the importance of BMI in the arrangement of buildings in setting upthe building, supervision of spatial planning and building department itself until nowthis is still lacking.The concept of the theory that the researchers use a policy theory, Theory ofPolicy Implementation. This study uses qualitative research methods to studydescriptive data. In collecting the data, the researcher used interview, observation anddocumentation. By using key informants as a source of information.The results showed that on the Implementation of Pekanbaru City RegulationNo. 14 of 2000 on Building Permits in Pekanbaru City Region (Case Study District ofHandsome) based on indicators, it can be concluded that surveillance conducted bythe Department of Spatial Planning and Building Pekanbaru has not gone wellbecause they scarcity of authorized personnel to evaluate and follow up errors andshortcomings of existing officers, lack of public awareness of the regulations thathave been made by the government so that government regulation is lessterimplemntasi well.Keywords: Implementation, Policy, Building permit

Mastery of tasks, ability to work together, Ability finish work on time, reports on the existence of proper work.The purpose of the study, to investigate the implementation of tasks in the Guidance Consultative camat Kepenghuluan (CPC) in the district of Kubu Rokan Hilir. To determine what factors memghambat camat execution of tasks in coaching Kepenghuluan Consultative Body (BPK) in the district of Kubu Rokan Hilir.The method used in this thesis is to use qualitative descriptive methodology.From the research that I did, that the execution of tasks in Development Consultative Body Head Kepenghuluan Kecamtan Kubu, when seen from the results of interviews with several sources and some of the data that complements it can be said to be less good. Thus it can be seen also one of the few data and as well as the results of interviews which have implementation tasks, however not been able to arrive at a satisfactory level. Abstract

In an effort to implement the subsidized fertilizer program, the Government of Siak Siak issued the decree No. 12 of 2014 About Allocation and top rated retail price Subsidized Fertilizer for Agriculture Sector. Supervision of procurement and distribution of subsidized fertilizer aims to curb the kiosk retailer for the implementation of procurement and distribution does not cause harm and nuisance to farmers subsidized fertilizer users. From observations of researchers in the field largely subsidized fertilizer retailers do not abide by the rules that have been set by the government Siak. The purpose of this study was to determine how the supervision of subsidized fertilizer by the Fertilizer and Pesticide Control Commission Siak and to determine the factors that affect the supervision of subsidized fertilizer in District Bunga Raya.This research was conducted in the District Bunga Raya, using qualitative descriptive method, with the technique of collecting data through observation and interviews. This research was conducted by using the theory according to which Manullang Setting Standards, Conduct Assessment and Corrective Action Hold.Results of this study concluded that the surveillance conducted by the Fertilizer and Pesticide Control Commission Siak against the procurement and provision of subsidized fertilizer at the retail level is not maximized. This is proven by the many kiosk retailers who do not comply with the rules that have been defined in the District Bunga Raya Siak. Factors affecting the supervision consists of internal factors, namely human resources, cost/funding, and infrastructure. External factors derived from subsidized fertilizer retailers who commit violations against predefined rules.Keywords : Control, Subsidized Fertilizer, Procurement and distribution

Abstract

Village Fund Allocation Management (ADD) In 2013 the village of the District Mekarsari Merbau Meranti Islands District. Village Fund Allocation (ADD) is a fund allocated by the Government of the District to the village, which is sourced from the financial balance of central and local received by the District. Village Allocation Fund is a fund that is significant enough for the village to support the programs of the village. Good financial management of the budget until the realization of the need to involve community leaders and government officials Desa.Salah the government's strategy to help the country become self-sufficient and autonomous by giving the Village Fund Allocation (ADD). Use of funds ADD is 30% for operational costs and the Village Government Village Consultative Body (BPD). 70% for community empowerment and capacity building of Village Government.The aim of the study is to examine the management fund allocation Village (ADD ) in 2013 Mekar Sari subdistrict Merbau District archipelago Meranti and also as well as to determine the inhibiting factors in the management of the Village Fund Allocation (ADD ) In 2013 the Village bloom Sari subdistrict Merbau District archipelago meranti.The method used is descriptive research with a qualitative approach in data collection , researchers use interviewing techniques , observation , documentation and studies kepustakaan.Dengan use informants as sources of information and data analysis techniques by means of data collection , data presentation , redukasi data and draw conclusions.The results showed that the Management of the Village Fund Allocation (ADD ) Mekar Sari is not optimal and not targeted for their intended purpose , a portion of the funds the Village Fund Allocation (ADD ) for community empowerment is used for operational costs village government and BPD so that the use of the Village Fund Allocation ( ADD) is not as intended. Management must have a good budget planning, organizing clear , the exercise of good , effective supervision and peggerakan / right direction . Inhibiting factors in the management of the Village Fund Allocation (ADD ) Mekar Sari village is a human resources ( HR) , Motivation and attitude / behavior.Keywords : Management , Village Fund Allocation (ADD )
