Abstract

Village Empowerment Program (VEP) is a government program toovercome problems of poverty, one of which is trough the Village EconomicEnterprise Savings and Loan/UEK-SP. The program aims to empower thecommunity that is by providing loan funds to communicaties to develope theirbusiness purpose, but for activities that are consumtive so that ensue the arrearsoccured in loan repayment program save business from the program UEK-SP.And impartial adminstration of funds to the poor so that the core objectives of theprogram is not reached. As for the theory used in this research is effectiveness ofthe implementation of policy according to Goggin, et all. The result of thisresearch indicate yet effectively implementing programs Village EconomicEnterprise Saving and Loan/UEK-SP in the Muara Fajar village District RumbaiPekanbaru city. This can be understood because not done well despite the currentreturn, but given the business loan is not growing. Here the procces ofsocialization and verification has not run optimally, given the funds that is notused properly for business activity and that so the purpose of UEK-SP has notbeen achieved. Abstract

Nicaragua has two major problem on its electricity sector. Nicaragua is the country with lowest electricity coverage rate in the region and high dependence on using fossil as source of electrical energy. In the other side Nicaragua did not have enough development fund because of the accumulation of political conflict in the country. This research will describe about the influence of the Inter-American Development Bank’s (IADB) assistance that applied in a program called Programa Nacional de Electrificación Sostenible y Energia Renovable (PNESER) for the development of the electricity sector in Nicaragua.As for the methode used in the study is qualitative research. The data obtained from literature in the form of books, documents, journals, newspapers, internet and other media that related to the issues. To analyze the case, this research will be based on the perspective of Structuralism and Dependency theory.This research show that IADB’s assistance can bring several positive effect for Nicaragua’s electricity sector. Within a few years, the sector modernized and improve the electricity coverage in the country. The Assistance that also earmarked for the development of renewable energy sources has also significantly increase the production of renewable energy sources in the country. Abstract

Population Administration Employee Performance In Pekanbaru City District Office Tassel. Measurements in a performance that is very necessary with a view to identify and improve the effectiveness of performance on a system. In this study, the analysis focused on the device's performance in the District Rumbai in providing services. Duties of employees who provide services to the community. But basically the task has not been effectively carried on by employees of the District, for a variety of community service current affairs in the region to protests the District Tassel always is less effective and efesiennya these services, it is marked by the performance of employees in service delivery to the public is worse than carried on by the private sector. In addition, in accordance with the growing extracting information that the administrative services in the District Rumbai population is problematic and confusing and does not have the right time and the accuracy obviously. Furthermore, many people who complain of the results of population in the district administrative services Tassel, as at the time obtain birth certificate, KK, ID cards from UPTD in the District Tassel, to get the letter to be confronted by the public services that are less effective and efficient, because slow process of publishing the letter so that people feel dissatisfied with the services obtained. The concept of the theory used to use performance measurement indicators: quantity of work, quality of work, time utilization, Cooperation. By measuring the performance of the employee and the District can provide insight into the quality of service performance in the conduct population administration and determine the factors that affect and hinder the performance of the District of service delivery. Departing from the authors were interested in examining these issues and seeks to provide solutions to improve services to the community in District Rumbai Pekanbaru City. The purpose of this study to determine the performance of the device the District in providing services to the community, in addition to determine the factors that hinder the performance of the District in providing services to the community Tassel. The results of this study indicate that the performance of the device has not been effective and the District Tassel inhibiting factors include employees not yet fully understand the duties and obligations as well as the principles of the ideal of service.

Abstract

Rice which addresses for poor families (Raskin) is the part of poverty prevention in 1st cluster, that is a family based social protection in fulfillment of basic food needs for disadvantaged communities. Raskin has multifunction that is strengthen the poor family food resistance as the support for increasing quality of human resource, as the support of farming and another sector and increasing the economic empowerment in region. Besides, Raskin has direct impact in stabilization the rice of price which finally also has role in keeping the stability of national economic.The research aims to discover the problematic that happens in the implementation of Raskin Program in Pekanbaru on 2012 and to discover the factor that causes its problematic emerges in consideration of the implementation of Raskin Progam in Pekanbaru on 2012.The research uses the combination among qualitative and quantitative with descriptive approach. The primer data achieved from the interview result with the respondents who know about Raskin; the secondary achieved from the agency which bounded, such as Office of Economic Administration, district office of Tenayan Raya, and Office Groove of Sail.The result of the research shows that; the problematic of Raskin Program implementation in Pekanbaru on 2012 runs less effective. The indicators that made it ran less effective are; right on target, quality, price, administration. Factors that prompt; non-valid RTS data establishment, the groove staffs are not routinely to request the Raskin monthly, the distance between house RTS-PM Raskin with the distribution spot is far, lack of supervision about the rice quality by groove, duration of depositing money as the redeem prices for raskin (HTR) from RW to village, and lack of socialize about Raskin Program to RTS-PM Raskin.Keyword: Problematic, Beras Miskin (Raskin), Policy.

Abstract

This study will be describe the function and role of MERCOSUR (Mercado Comun del Sur) as a regional organization in Latin America in Brazil in improving the economy through economic cooperation. The majority of the regional integration projects are first and foremost economic processes. They are based on the political will of elites and on political decisions on the part of governments and powerful economic agents. MERCOSUR is a regional integration initiative that includes Argentina, Brazil, Paraguay and Uruguay as current members, with negotiations towards including also Chile and Bolivia.This research show that MERCOSUR can bring positive benefits for Brazil’s economic, politics, social and culture sector. The aim is twofold: on the one hand, to assess whether regional integration policies have diffused to the domestic policy arena, generating policy impacts and institutional changes in the member States; on the other, to evaluate the possible impact of higher education regulatory regionalism prompted by the European Union on MERCOSUR´s policies.As for the methode used in the study is qualitative research. Abstract

This study berjudul Social and Environmental Responsibility (TSLE) Energi Mega Persada MALACCA STRAIT S.A. in the villaga district of Merbau the pacific gulf islands district meranti. This study aimed to decribe the characteristics of families that Energi Mega Persada MALACCA STRAIT S.A trahid up communoties in the pacific bay village district Merbau district Kepulauan Meranti. Methods of data analysis quantitatively tells the results of studies used in this study is the menthod census inused as a sample in order fo get 20 samples. Research was conducted in the village of bay islands of the diistrict Merbau Meranty. Resultsof the study characteristics of families who get help from the CSR program is being study level, ie the religion of islam, the number of dependents average 3-6, the results obtained for himselft or his family and kept unutuk capital loan respoyment (capital bagi meminjam di LKM). Abstract

One of online media’s strength that is compared with conventional media, like newspaper, is its fastness in reporting news. Meanwhile, news release tendency of online media as same as conventional media is influenced by Ideology and importance of the media. This research was aimed to find out the framing analysis of football news release especially Champions league final in 2013-2014 season at Okezone.com online media. This research is a qualitative research that used framing analysis approach of Pan and Kosicki model (in Eriyanto, 2008).The data collection techniques were documentation, interview, online data collection (internet searching) and study of related literature. There are five news that were analyzed in this research. These news represented about everything happened before, during and after the final match. Based on the study that used agenda setting theory, media politic economy and framing elements of Pan and Kosicki model, the research findings show that news release framing of Okezone.com media online tended to side with Real Madrid than Atletico Madrid. It could be seen from the number of headline that often show off Real Madrid’s other side, including condition of players and Real Madrid’s ambitious target to obtain La Decima. Besides, Okezone.com also placed Real Madrid in media product as the main commodity that proposes entertainment side which had trade value in order to gain the readers’ attention.Keyword :Online Media’s, Analysis Framing, Media Politic Economy

This study analyzes the strategies used to increase to export of Indonesiancrude palm oil (CPO) to Pakistan. Indonesia signed a preferential trade agreement toPakistan in 2012. The main reason that prompted Indonesia to sign a tradepreference is to optimize the export of CPO and for better cooperation.This study would also explain the trip Indonesia began negotiationsFramework for Comprehensive Economic Partnership (FACEP) by Indonesia andPakistan signed in 2005, both from the development and scope negotiations. The problem in this study is the decline in revenue service motorcyclePT. Ahmad Yani Riaujaya II Shining in the last five years, the lack of marketingefforts undertaken and the high prices of my services and spare parts whencompared to general workshops. The purpose of the study was to assess andanalyze the implementation of marketing at PT. Riaujaya Shining II Ahmad Yani(Case Official Workshop Suzuki Motorcycles Ahmad Yani Pekanbaru). Thecollection of data through questionnaires to 97 people who come to serve theirbikes in the PT. Riaujaya Shining II Ahmad Yani. Respondents to theimplementation of marketing at PT. Riaujaya Shining II Ahmad Yani (CaseOfficial Workshop Suzuki Motorcycles Ahmad Yani Pekanbaru) assessedrespondents had good execution. Implementation of marketing at PT. RiaujayaShining II Ahmad Yani which includes indicators of product, price, promotion,location, people, process and physical evidence. Indicator of product, location,people and processes considered to be very good, the price is good enoughindicator, the indicators are not good and the promotion assessed for indicators ofphysical evidence is considered to be good.Kata Kunci : product, price, promotion, place, people, process, physical evidence

Abstract

Today the symptoms of children with autism increasingly found. Autism has asense as the conditions experienced by a person which can affect the berhubunagn andcommunicate, especially in interpersonal communication. Autism is not a disease, butrather aimed at a genetic disorder that is associated with the development of the brainbefore, during, and even after birth.This study was conducted in an Sekolah Dasar Swasta Khusus Autis AnakMandiri Jalan Kutilang No. 5 Sukajadi Kota Pekanbaru. Subjects in this studyconsisted of teachers, parents, and students. While the object of research is the ParentCommunication Patterns in Autistic Children Communicate Overcoming Adversity(Studies in Autistic Children Parents in Sekolah Dasar Swasta Khusus Autis AnakMandiri Jalan Kutilang No. 5 Sukajadi Kota Pekanbaru.Holders important role in dealing with cases of autism, particularly in children,are the parents themselves. Parents are the ones who determine whether children withautism can develop properly or it gets worse. Parents are encouraged to think two timesmore astute in dealing with children with autism.Methods This study used a descriptive method with data collection interview.Therefore, it will be obtained a picture of the interpersonal communication betweenchildren with autism with parents.This study resulted in the conclusion that, parents who have children withautism experience many obstacles in her life dealing with autism. Parents havedifficulty in communicating both verbally and non-verbally, as well as interpersonalcommunication. Therefore, the role and support of parents is necessary in dealing withchildren with autism and the key word is merely a consequence.Keyword : Parents who have children with autism,Autism, Helping Autism.
