Abstract

The issue regarding the implementation of local government policy of Kampar Regency is due to the rapid of job demand to the work world of the society as the field could not cover it all. The problems following the issue emerged as many of companies did not notify the job vacancy to the Social and Labor Affairs and make no priority to the local labors; the Official did not have information about the availability of job vacancy and could not control the placement of the local labors at those companies. As this implementation of the policy undertaken to the industrial society properly, it is intended that the society of Kampar Regency can manage their own revenue and increase the prosperity of environment particularly to the local inhabitants. The objective of this research is to find out how the implementation of local government policy no 5 year 2009 about the provision of local labor is. This kind of research is descriptive design precisely quantitative method with triangulation check and cross check to the given responses of the informants. The result of this research indicates that the implementation of local government policy no 5 year 2009 about the provision of local labor in Kampar Regency has not yet been implemented extensively. Based on the research finding, the factors affected this kind of policy are the lack of communication, resource, disposition, and structured-bureaucracy.Keywords: Policy, Implementation, Local Labor, Local Government Rules

Abstract

Building Fish Landing Places (TPI) that ther stimuli are buildings constructed for thefishermen land their catch of fish. These buildings have been built but not yet enabled bythe local government, especially the Department of Marine and Fisheries Meranti IslandsRegency. This is because the Department has the authority to regulate and supervise theactivities of marine and fisheries. Peneliitian purpose of this is to know the problemsfaced by the Department of Marine and Fisheries in the functioning of Fish LandingPlaces (TPI).Arrangement is to create a way to make a pekerjan have goals, direction to be achieved,sby knowing the existing procedures. This study used a qualitative descriptive method.Data were obtained from the interview data, documentary studies, and field observations.Informants in this study are those relating to the discussion of the function of FishLanding Places (TPI) is.The results showed that in the discussion of the function of pemanfaataan Fish LandingPlaces (TPI) is not able to function because of the absence of directives from the centralgovernment to the regions, and because of inadequate facilities. Abstract

This research was conducted in KUD Tani Makmur Sejahtera Faithful Districtof Mount Sahilan. The purpose of this research is to know and analyze theimplementation of the distribution of KUT in KUD Tani Faithful and to determine theimpact of the development of farmer cooperatives Faithful.For a sample taken from a population of 91 people or as many as 1020 thenumber of members of the cooperative. Data required in the writing of this manuscriptobtained by distributing questionnaires to the respondents who use the services of thecredit cooperatives and Bukopin using simple random sampling method is samplingof all members of the population was randomly without regard to existing strata in thepopulation members.Data analysis technique that I use in this paper is a descriptive statisticalanalysis techniques. Where once the data is collected, the data can be classifiedaccording to the indicators used in this study was then made a frequency table andthen interpreted. While the discussion is followed by the descriptions to better clarify.From the research that has been done, it is known that the implementation ofKUT and distribution and its impact on the development of the Faithful Farmercooperatives in collaboration with the overall Bukopin already categorized " GOOD "and are in accordance with prescribed standards. Abstract

The question of violence against women, discrimination , marginalization, subordination and dual role has been the experience of women in any country and social class with anywhere . So the issue of women can be categorized as strategic issues . therefore keputrian department presence is not enough to do it then takes an own organization , known under the name HMI KOHATI .KOHATI as one of the specialized agencies of the board HMI is the most often suffer from structural dynamics , among which are: to issue liquidation compared to other specialized agencies . The argument is usually acute moment of moments HMI to the congress and the National Consultative KOHATI . Abstract

This research explains about how the UNICEF’s roles as international organization in overcoming child trafficking in Vietnam (2008-2011). Child trafficking is the one of international politic issues who forbids Human Rights especially for children. Vietnam is country which has high level in child trafficking activity. UNICEF as international organization was established on September, 11th 1946 and has headquarters in New York, has roles for being advocacy to children’s rights. Besides UNICEF also has obligation to fulfill goals of MDG’s program in 2015, is all societies in the world should get their rights in this case especially for children.This research used qualitative methods. In this research, the data was collected by using library research technique where this technique is collecting data sources from the literature, like books, website official publications, newspaper, and journal.This research uses pluralism approach which this approach has assumption that actor in international relation isn’t just a state but there’s another actor one of International organization. In this research, writer uses International Organization Theory which each organization has their duty. This research of UNICEF has important duties and roles to overcome child trafficking in Vietnam.To overcome this child trafficking in Vietnam, UNICEF has more roles in education aspects. It’s because with education which is implemented well for next generation in Vietnam, so hopefully Vietnam will have competence human resource and it’s also will reduce poverty there.Keywords: UNICEF, MDG’s, Child Trafficking, Vietnam, Pluralis

Abstract

This research has not been effected by the optimal policy in developing cooperatives by the Government of the city of Pekanbaru in 2012 and there is still a cooperative that is not active.Types and methods of research used descriptive research can be defined as the process of problem solving is investigated with a painted State of the subject and object of research in the current moment based on the facts that looked or how it is. Whereas the methods used are qualitative research methods to delineate the actual circumstances in detail and actual by looking at the problem and research objectives.In explaining the problems of research using model theory g. C Eduards III research analysis used as a guide. This research used the informant interviewees as object information that aims to reach ketuntasan in getting information in this study. Types and sources of data used in this research is the primary data and secondary data obtained through observation, documentation and interviews with the speakers.Based on the findings in the study that the Government policy of the city in developing the cooperative in the city of Pekanbaru in 2012 as stated in the Regulatory area of the city of Pekanbaru No. 08 in 2008 about the formation of the Organization, Position, and Duty Office-Office surroundings the City Government Soweto has very clear, but in fact in terms of developing cooperatives have not run optimally. This is due to the factors that influence the development of policies of this cooperative is a factor communication, resources, implementing the stance (dispositions), and bureaucratic structure.Keyword : Policy, The Development Of, Cooperative

Abstract

This study aims to determine product sales businesses in Market PlazaSukaramai convection Pekanbaru and to determine obstacles in selling products onthe Market Plaza Sukaramai convection Pekanbaru . The problem formulation is Howto improve sales convection.Sales is an activity that is vital for the survival of a company , the companycertainly for a company that certainly has the ability to sell its products or productsales dipasarkanya but certainly not created by themselves , and of course, the salemust be pursued and tried to be created in order to provide income for company .Traders are people who do the trade , trade in goods that are not produced , to gain anadvantage . Merchants can be divided into wholesalers and retailers .The results showed that the population is at the Traders Market PlazaSukaramai amounted to 480 persons and the number of 20 samples taken from thename of convection in the Market Plaza Sukaramai . Abstract

The Effectivity of Homeless and Beggars Founding and Training Implemented by the Social and Cemetery Departement of Pekanbaru City. . And the purpose of this research are to know the efectivity of the founding and training of homeless and beggars by the Departement of Social and Cemetery of Pekanbaru and factors concerning the halt of progress of the founding and training. This research using the method of qualitative descriptive and data collection technique by the way of observation, interview, and library research obtained by research informant that has been predetermined based on snowball sampling technique. Based on research result that has been done based on the concept and theory researcher found out that the homeless and beggars founding and training provided by Pekanbaru’s Department of Social and Cemetery is not yet effective. Abstract

Talang Mamak is a set of people who are alienated and still live traditionally in sehiliran Indragiri River , Riau Province . Culture and traditions of the Talang Mamak is very diverse , such as Gawai , Up ponds , even in medicine . Talang Mamak tribe still use traditional medicine in curing the disease , one of them by performing rituals like Berdukun Berbara .Berdukun Berbara is a traditional healing ceremony Talang Mamak tribe with a way to set foot kebara apipanas led by support for the healing of disease . In addition , it aims to reject berdukun custody and keeping the village . Berdukun implemented when there is one of the people who suffer from diseases caused by creature - mahuk smooth or evil spirits . Shamans in treating disease using supernatural power or powers supanatural assisted by spirits good or what they refer to as angels .The study was conducted by qualitative descriptive method and sampling Snowball sampling . The sample consisted of a chief, mind , Stakeholders , and Patients in the village Shaman Jerinjing Talang District of West Rengat Indragiri Hulu .In this study , the authors try to tell and explain how the health care system ( Berdukun Berbara ) tribe in the village Talang Talang Mamak Jerinjing . The results of the interviews and observation of the samples taken researcher , researchers know berdukun treatment system as the game goes on supporting the passage of the treatment , as well as spells and potions which are used for treatment .Furthermore , this study also revealed the existence of social relations , economy and culture between the shaman and the patient . How socio - economic relations and socio- cultural relationships occur in treatment .Keywords : system , health care , traditional medicine , quack .
