Abstract

Factors Affecting Initial Conditions Of Collaborative Governance In The Mapping Of Traditional Territory In Sorong Selatan District. Mapping of traditional territory is a mapping method using spatial information that places communities as actors in mapping their territories, as well as being the determinants of planning for the development of their own territories. The purpose of mapping traditional territory in South Sorong Regency is for indigenous peoples to have data that can be used as a reference for planning and management of their traditional territory, assisting the government in identifying indigenous peoples communities and regional development plans, clarifying territorial boundaries to avoid frequent vertical and horizontal conflicts and opening up spaces for collaboration with various parties in the context of planning sustainable management of traditional territory. The mapping of indigenous territory in South Sorong involved the South Sorong Regional Government, the Tehit Indigenous People and the NGO Econusa and Indonesian Conservation. The results of research on the initial conditions of collaboration show that there is an imbalance in the resources owned by the parties, which have the opportunity to be converted into collaboration strengths. In this study it was also found that there were collective incentives and institutional incentives which were the motivation for achieving common goals and there were also experiences of cooperation and past conflicts between the parties.

Abstract

Implementation of Tourism Human Resources Development in Batu City Program. Tourism is the biggest contributor to foreign exchange for the country. The development of tourism must certainly be balanced with the presence of quality tourism human resources. But based on the strategic issue contained in the Batu City RPJMD in 2017-2022 it turns out that Batu City is still quite low related to tourism human resources, this can be seen from the low human resources who have competency certification in their fields, institutions that have not been managed to the maximum, still low human resources are literated will technology, and also human resources that have education in the field of tourism are still very low. The purpose of this study is to see the extent of the implementation of the Batu City Tourism Human Resources Development and Development Program. This study uses a descriptive method with a qualitative approach. The results of this study, that the implementation of the program has been running well, because there is already a compatibility between the program, implementing organization and program targets based on David C Korten's theory.

Abstract

The Use of meta-UTAUT (Unified Theory of Acceptance and Use of Technology) Model to Understand the Acceptance and Use of Information Technology Competency E-Learning Modules in Brawijaya University Students. One of the uses of e-learning in Brawijaya University is in information technology (IT) certification for students. To prepare the certification exam, they can study online e-learning modules. This research aims to understand the acceptance and use of e-learning modules of IT certification among students. This study used quantitative descriptive methods and meta-UTAUT model. Data collection was done using a stratified random sampling approach with 3479 respondents. Data analysis used Structural Equation Modeling (SEM) method and Partial Least Squares (PLS) with WarpPLS 8.0. The study results indicated that performance expectancy, effort expectancy, and social influence have a positive effect on attitude and behavioral intention. Facilitating conditions, perceived information security, and compatibility influence attitudes. Resistance to change, perceived enjoyment, and perceived social pressure influence behavioral intention. However, facilitating conditions, personal innovativeness in IT, and compatibility have no effect on behavioral intention. In addition, perceived social pressure has no effect on attitude.

Abstract

The demand for bureaucratic reform is the government's main concern. Bureaucratic reform is related to reform of government institutions that are rich, overlapping and inefficient. The aim of this literature review is to describe and see the extent of the simplification policy capacity of a government agency from an individual, organizational and systemic perspective. The research results show that at the individual level, there are still concerns about the quality and competence of functional officials. Apart from that, the lack of clarity in the development of career patterns is a result of not fulfilling the principles of professionalism. At the organizational level, the government needs to adjust the budget for the impact of equalizing positions. There is a mismatch between functional job descriptions and organizational functional duties. Moreover, the culture of paternalism is still inherent in the bureaucracy. At the systemic level, the work system has not been implemented according to policy objectives. Meanwhile, regarding the use of SPBE, the government's readiness, especially regional governments, still has not met the targets of the PANRB Ministry. In general, policy capacity in the readiness of government agencies to implement bureaucratic simplification is of course very diverse, especially at the regional government level.

Abstract

Smart City Development Planning (Study of Internet Keren Programs in Blitar City). The city of Blitar has implemented a smart city since 2019, but only officially implemented it in 2023 through Blitar Mayor Regulation Number 23 of 2023 concerning the Implementation of a Smart City. These include the provision of internet or WiFi in all RTs to the availability of connected optical cables in all regional apparatus organizations. In general, Blitar City has been good at preparing hardware and software. The city of Blitar really needs smart city solutions to improve better governance based on information technology. Apart from that, there is a need to develop human resources because state civil servants or government employees have not utilized technology well with many challenges in implementing a smart city in Blitar City. The Blitar City Government carries out technical guidance to plan and follow up on the implementation of smart city in Blitar City. Smart city development indicators in Blitar City include smart government, Smart Environment, Smart Branding, Smart Economy, smart society, Smart Living. The community has made good use of internet keren programs in the context of smart city development in Blitar City, but in terms of community participation, especially in providing input regarding smart city development in Blitar City, it is still not optimal. The aim of this research is to explain and analyze smart city development planning regarding the cool internet program in Blitar City, the actors involved as well as the supporters and obstacles. The research method used is qualitative which aims to describe and analyze smart city development planning

Abstract

This research examines the role and capacity of development planning in absorbing community aspirations in Gorontalo Regency. In the context of decentralization, local governments are expected to implement development with clear meaning and direction, accommodating the aspirations of various interest groups, pressure groups, and political parties. This study adopts a qualitative approach involving various stakeholders, including the technical team of BAPPEDA, relevant government agencies (OPD), and civil society organizations. Observation, interviews, and document analysis are employed as data collection techniques, focusing on planning documents, policies, and the results of Musrenbang (development planning forums). The development planning process in Gorontalo Regency faces challenges due to the passive involvement of the community in the Musrenbang forum. Bureaucratic elites from the village to the regency levels remain dominant, and the lack of regulations regarding cooperation among stakeholders prioritizes individual interests. Many community proposals are still excluded from the Regional Government Work Plan (RKPD), indicating the bureaucracy's dominance in decision-making. The evaluation of BAPPEDA underscores the need for improvement in administrative, technical, analytical, and communicative aspects. Low community participation, political interventions, and an assessment of representation and the ability to convey aspirations are crucial focal points for enhancing the effectiveness of regional development planning.

Abstract

Synergity Analysis Of Stakeholders In The Implementation Of Integrated Waste Management Ecological Policy (Study At Kediri District Environmental Services). This research aims to determine the synergy of stakeholders in waste management in Kediri Regency. This research method uses a qualitative descriptive approach. The results of this research show that in solving the problem recommended by researchers, namely creating a cadre of waste management in each sub-district and conducting evaluations every 2 weeks, as well as the role of the government, namely that the government has not been able to attract investors into waste management in Kediri Regency. And the communication network that exists in synergy between stakeholders in waste management in Kediri Regency is still lacking, where socialization is only carried out to villages or sub-districts that are ready to build 3R TPS and socialization has not been carried out to all villages in Kediri Regency regarding waste management.

Abstract

Public Service Innovation in the New Normal Era (A Study on the Transformation of SINANTI (Integrated Licensing Service System) in the One-Stop Integrated Services and Manpower Office (DPMPTSP & NAKER) of Sumenep Regency). DPMPTSP & NAKER of Sumenep Regency has felt the impact of Covid-19 during the pandemic, including in providing Outdoor Advertising / Media Permit services. To facilitate the public in granting permits, DPMPTSP & NAKER of Sumenep Regency innovated by creating a system called SIPEKAT (Fast Service Information System), which was later renamed SINANTI (Integrated Licensing Service System) during the evaluation process. SINANTI is directly integrated with the taxpayer system on the server of the Revenue Management and Financial and Asset Management Agency (BPPKAD) of Sumenep Regency, specifically the e-PAD application. The formation of SINANTI originated from the discovery of a significant discrepancy between the number of advertising tax assessment letters issued by BPPKAD of Sumenep Regency and the number of advertising permits issued by DPMPTSP & NAKER of Sumenep Regency. The aim of this research is to describe and analyze the innovation process carried out by DPMPTSP & NAKER of Sumenep Regency and to describe and analyze the factors that drive and hinder the implementation of public service innovation in DPMPTSP & NAKER of Sumenep Regency. The research method used is descriptive research using a qualitative approach.
