Abstract

Pemerintah Kabupaten Gorontalo tengah mengembangkan konsep green government. Konsep ini merupakan adaptasi terhadap perubahan iklim untuk mengatasi kerusakan lingkungan di kabupaten gorontalo. Untuk mengatasi hal tersebut Banyak Langkah-langkah yang dilakukan pmerintah daerah, Rencana kerja pemerintah dengan memasukan lingkungan hidup dalam RPJMD dan RKPD 2017, serta pihak pemerintah memberikan porsi besar anggaran dari dana APBD untuk pengelolaan lingkungan, disamping itu pemerintah berupaya meberikan sosialisasi kepada masyarakat Untuk menjaga & melestarikan lingkungan. Metode yang digunakan dalam penelitian ini adalah penelitian kualitatif, Fokusnya yaitu peran pemerintah dalam pengembangan Green Government untuk mencapai Good Enveromental Governance, Hasil menunjukan bahwa pemerintahan telah memasukkan 19 program adaptasi perubahan iklim ke dalam perencanaan pembangunan daerah, khususnya Rencana Kerja lintas 9 SKPD, diantara Program tersebut yaitu Gerakan Menata Rumah, Lingkungan, dan Pemukiman Sehat, Konservasi danau,begitu juga di salah satu wilayah limbot direncanakan akan dibangun Techno Science Park yaitu akan menjadi taman ilmu pengetahuan, yang dalamĀ  pengembangannya selain tempat penghijauan, taman pertanian agroforestry, obat-obatan, taman lingkungan, hingga pengolahan biogas, sampah dan lainnya. Hal lain juga yang dapat mendukung Green Government yaitu Partisipasi Masyarakat Juga sangat Nampak di daerah ini terlihat bahwa usulan-usulan masyakat banyak berkaitan dengan lingkungan serta kesadaran dalam menjaga lingkungan sekitarnya, Begitu juga dukungan dan apresiasi dari berbagai kalangan pejabat, swasta,maupun akademisi.

Abstract

This study aimed to determine the quality of personnel in improving public services in the office of Chief of Gorontalo City Pulubala. This study uses secondary data sources such as library research and documentation, among others, can be obtained from the district office, the news media and the Internet, as well as other literature related to the problems studied, namely the quality of service of the government apparatus in an effort to serve the community and also using interviews with informants that village heads, village officials and the public. The data obtained from these studies were analyzed by descriptive qualitative analysis method. The indicators in this study, researchers used the first indicator of the sub-indicators Productivity Work Attitude and Ability Village officials conduct administrative personnel, adherence to regulatory authorities with an indicator procedure / service procedures, and discipline with the presence of sub-indicators of urban authorities and appropriate care Results with the wishes of the community in assessing service in urban pulubala. From the research and discussion about improving the quality of personnel in the public service in the office Chief Pulubala in Gorontalo City authors conclude that the administrative apparatus of the government was ready to face regional autonomy, as seen on the achievement of optimum quality pulubala administrative apparatus in improving public services.

Abstract

This study aims to determine the ability of the Regional Development Planning Agency in absorbing community aspirations in development planning, and the factors that support and hinder it. This research uses qualitative by taking the research setting or location in Gorontalo Regency. Data collection techniques were carried out using interviews, observation and documentation. Data analysis in this study used analytical techniques with interactive patterns. The results of the study show that the Development Planning Agency still has difficulties in accommodating and accommodating community aspirations through the development planning system so that the results have not been able to fulfill all existing aspirations. in the form of communication has not been able to support the management of community aspirations to run well. Factors supporting the Regional Development Planning Agency in absorbing community aspirations are coordination between stakeholders, availability of information technology, stakeholder participation, and the authority possessed by the institution. While the inhibiting factors are the capabilities and skills of the apparatus, the minimum quality of apparatus resources, political intervention from the authorities, elite domination in setting programs, and the low quality of proposals from the community.

Abstract

The innovative leadership of the Regional Head of Banyuwangi Regency in the implementation of Smart Kampung Innovation will be seen and measured the extent to which the Regional Head's commitment and political will in providing public services and providing public goods to its citizens. In addition, the innovative leadership capacity of the Regional Head will also be reviewed in terms of: aspects of the vision-mission of the development of innovation that is built, strategic steps taken to encourage innovation, and the stability of its leadership. This study uses a qualitative approach ( qualitative approach ). Data sources include people (informants), events and places as well as documents. Data collection techniques include in -depth interviews, documentation and observation. The data analysis technique used is an interactive model ( interactive model analysis ). The results of the study indicate that the Smart Village Innovation is a technology-based program that focuses on rural communities as well as the implementation center at the village office. Smart village innovation is a village development program initiated by the Banyuwangi Regency Government. This program designs villages to have an integrated program framework that combines the use of fiber-optic-based Information and Communication Technology (ICT), productive economic activities, creative economic activities, improving education, health, and poverty alleviation efforts. The innovative leadership of the Banyuwangi Regency Head in implementing smart kampung innovation can be measured through the commitment and political will of the Regional Head, namely 1) the vision of "The Realization of an Independent, Prosperous and Noble Banyuwangi Community through Economic Improvement and the Quality of Human Resources" through programs innovations that will be carried out, 2) the development of innovative policies and programs called smart villages , 3) the Banyuwangi Regency Government in this case the regent has taken the initiative to provide quality services according to the mandate of Law Number 25 of 2019 concerning public services which states that organizers are obliged to provide services that are in accordance with standards in terms of quality, cheap and fast services and to reduce educational and economic disparities, and 4) the Regional Head targets that in 2018 the implementation of the Smart Kampung innovation program has been realized in all villages in Banyuwang Regency.

Abstract

Skema perencanaan dan penganggaran mengharuskan adanya relasi antara nilai politik, proses teknokratis, dan partisipatif sebagai konstruksi demokratisasi kebijakan. Sempitnya penyerapan apirasi dan kebutuhan masyarakat yang dirasakan selama ini akibat dari kurang padunya hasil rumusan antara perencanaan politik, teknokratis, dan partisipatif dalam rencana pembangunan. Kecenderungan modus perencanaan dan penganggaran di daerah masih terlalu bersifat teknokratis dan politis yang tidak di imbangi dengan aspek partisipasi yang nyata. Peran lembaga perencana pembangunan daerah sebagai Lembaga teknis perencanaan yang diharapkan menjadi mediator dalam perencanaan pembangunan dalam pelaksanaannya tidak bisa berbuat banyak karna masih di bawah tekanan politik oleh penguasa dan kelompok kepentingan lainnya. Peran esensial para aktor pembangunan seperti partai politik, kelompok kepentingan, maupun para kelompok penekan dalam mengartikulasikan kebutuhan masyarakat dalam pembangunan daerah tidak berjalan pada garis integritas sistem politik. Beberapa hal yang mempengaruhi kebutuhan masyarakat sulit terakomodir yakni datang dari tingkat kepentingan politik, kualitas usulan, dan keprofesionalan aparatur lembaga perencana.

Abstract

This research aims to analyze motivation and issues, structure and networks between stakeholders in the management of Lake Limboto; and explains how the adaptive model intervenes in the management of Lake Limboto in Gorontalo Regency. This research uses a qualitative approach. Data collection techniques include in-depth interviews, documentation, observation and carrying out Focus Group Discussions (FGD). Data were analyzed using the spiral technique. The results of the research show that the Gorontalo Regency Government from an Adaptive Governance perspective is not yet able/not ready to survive in the face of environmental changes that may occur at any time. The motivation and issues of each stakeholder show a desire to manage and even save Lake Limboto from damage, however, activities are still found in the Lake carried out by the community which actually accelerate the degradation of the Lake environment. The structural pattern in the management of Lake Limboto requires an adaptive model that utilizes the potential resources of each stakeholder, both from the civil sector; Private and Government.

Abstract

This research aims to find out and evaluate how aid is distributed to micro businessman (BPUM) in Potanga Village, Boliyohuto District, Gorontalo Regency. The method uses a qualitative approach with descriptive research type. The results showed, it can be concluded the distribution of aid for micro businessman (BPUM) in Potanga Village has not gone well. From the 5 (five) indicators related to policy evaluation, it has not gone well. In terms of effectiveness indicators, it was found the distribution was less effective because it was distributed to several people who did not even have businesses and was only used for household consumption needs. Beside that, even though it was distributed to MSMEs, in reality it did not meet needs. In the Sufficiency indicator, it was found the community was helped by this program because it had helped in providing capital for small and medium businesses in the village. In terms of equity indicators, it is found not all people who own businesses receive this assistance due to the criteria set by the government which are often difficult to fulfill, thus this is one thing that causes not all people to receive this assistance. In the Responsiveness indicator, it is found the village government, in carrying out its main duties, has tried as much as possible to help the community in fulfilling the criteria set by the government, but the government has no right to determine the program's acceptance. In the accuracy indicator, it was found that program distribution was not in accordance with the established criteria.

Abstract

Lake Limboto, classified among the 15 national priority lakes, is undergoing a critical condition and is predicted to transform into dry land by 2035 due to an annual decrease in area of 65.89 hectares. This situation demands strategic policies that have not been fully visible or effectively implemented, necessitating a more comprehensive approach and initiative. To address these challenges, scenario planning becomes crucial. The research method employed is qualitative, focusing on "Scenario Planning for the Sustainable Conservation of Lake Limboto in Gorontalo Regency. Data were gathered through interviews, observations, and documentation, analyzed using an interactive analysis model, assisted by SWOT analysis, and PEST-Plus analysis. Serious threats to the sustainability of Lake Limboto in Gorontalo Regency emanate from three main aspects: economic, climatic, and political. The economic aspect creates an imbalance in the utilization of lake resources, requiring strengthening through training and the development of related sectors. Climatic conditions, especially the rise in air temperature, pose a serious threat that necessitates scenario planning and in-depth risk analysis. The political aspect indicates a lack of attention to lake preservation, requiring political commitment, resource allocation, and community participation. Despite the use of the TAIDA Approach (Tracking, Analyzing, Imaging, Deciding, Acting) in scenario planning, there are still some weaknesses in its implementation. In the context of sustainable development, further attention is needed regarding environmental protection and the sustainable management of lake resource consumption.

Abstract

This research aims to analyze the dynamics of the behavior of officials in Lemito Village in public services in Pohuwato Regency, with a focus on four key indicators: Responding to Service Recipients, Maintaining Effective Communication, Taking Responsibility, and Acting for Customers. Using a qualitative approach, data were collected through in-depth interviews, participatory observation, and documentary studies. Theories of public management, community participation, organizational communication, and total quality management were integrated to form the conceptual framework of the research. The research findings indicate that the behavior of officials in Lemito Village still has weaknesses in responding quickly to the needs of the community, maintaining effective communication, taking active responsibility, and acting proactively to meet customer expectations. These findings reflect suboptimal public services influenced by several factors, including a lack of training, communication barriers, and a lack of community participation in decision-making. The conclusion of the research emphasizes that improvements in the behavior of officials in Lemito Village will contribute to the enhancement of the quality of public services, creating better relationships between village officials and the community, and promoting the achievement of development goals at the local level. Recommendations include the need for regular training to improve the responsiveness and effectiveness of village officials, the development of intercultural communication skills, local empowerment through community participation in decision-making processes, and the introduction of a reward system to encourage responsibility and proactive initiatives.

Abstract

This research examines the role and capacity of development planning in absorbing community aspirations in Gorontalo Regency. In the context of decentralization, local governments are expected to implement development with clear meaning and direction, accommodating the aspirations of various interest groups, pressure groups, and political parties. This study adopts a qualitative approach involving various stakeholders, including the technical team of BAPPEDA, relevant government agencies (OPD), and civil society organizations. Observation, interviews, and document analysis are employed as data collection techniques, focusing on planning documents, policies, and the results of Musrenbang (development planning forums). The development planning process in Gorontalo Regency faces challenges due to the passive involvement of the community in the Musrenbang forum. Bureaucratic elites from the village to the regency levels remain dominant, and the lack of regulations regarding cooperation among stakeholders prioritizes individual interests. Many community proposals are still excluded from the Regional Government Work Plan (RKPD), indicating the bureaucracy's dominance in decision-making. The evaluation of BAPPEDA underscores the need for improvement in administrative, technical, analytical, and communicative aspects. Low community participation, political interventions, and an assessment of representation and the ability to convey aspirations are crucial focal points for enhancing the effectiveness of regional development planning.
