Abstract

The Solok Mayor Election was one of the simultaneous Election of Regional Heads held on the first wave of national elections along with 269 regions in Indonesia and simultaneously with the Governor Election and 13 Regents/Mayors in West Sumatera Province. Not only the simultaneous implementation of Pilkada but the joint funding was initiated to reduce the burden of the regional budget. The research which aims to explain the process of budgeting of Solok Mayor Election in the first wave regional elections in year 2015. Using qualitative research method with a case study approach, this study concludes that the Solok Mayor Election budget has been based on the principles in the budget preparation stage and formulation in the budget cycle. Turbulence policy on the implementation of the election model in the Election of Regional Heads is anticipated with policy anticipation both in terms of planning and budgeting that it doeas not disrupt the regional budget cycle. But on the other hand, there is no proportional joint funding (cost sharing) according to the workload among the executors of the Simultanoeus Regional Head Election that it makes the budget for the Election of Regional Heads burden for the Solok City Regional Revenue Budget Keywords: Budgeting, budget, simultaneously local elections Abstrak Tulisan ini tentang analisis anggaran pelaksanaan Pemilihan Walikota Solok Tahun 2015yang termasuk dalam Pilkada serentak nasional gelombang pertama di Indonesia bersama 269 daerah dan serentak dengan Pemilihan Gubernur serta 13 Bupati/Walikota di Provinsi Sumatera Barat. Tidak saja pelaksanaan Pilkadayang serentak tetapi pendanaan bersama kembali digagas untuk mengurangi beban anggaran daerah. Riset yang bertujuan untuk menjelaskan proses penganggaran Pemilihan Walikota Solok pada Pilkada Serentak Nasional Gelombang Pertama pada Tahun 2015 yang lalu. Tulisan ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus dalam penelitian. Sehingga dapat disimpulkan bahwa anggaran Pemilihan Walikota Solok telah berdasarkan pada prinsip-prinsip dalam tahapan budget preparation and formulation dalam siklus anggaran. Turbulensi kebijakan tentang pelaksanaan model pemilihan dalam Pilkada diantisipasi dengan kesiapan kebijakan (policy anticipation) baik dari sisi perencanaan maupun anggaran sehingga tidak mengganggu siklus anggaran daerah. Tapi, disisi lain tidak terjadi pendanaan bersama yang proporsional (cost sharing) sesuai beban kerja diantara pelaksana Pilkada serentak sehingga menjadikan anggaran Pilkada beban bagi APBD Kota Solok Kata Kunci : Penganggaran, anggaran, pilkada serentak

Abstract

This study analyzes the impacts of government spending on land use conversion from forest to agriculture based on national budget allocation in Indonesia. As agriculture expansion and the government spending on agriculture increase especially during this more than ten-year period, it is suspected that the conversion of land from forest to agriculture gradually increases. Therefore, the increase of government spending on agriculture may be one of the contributing factors to deforestation. Balanced panel data from 33 provinces in Indonesia that covers a ten-year period between 2006 and 2015 was used to examines the indirect effects of government spending on agriculture, total government spending over GRDP, and public spending on land use conversion. The generalized method of moment estimation (GMM) technique was applied in this research to investigate relationship between government spending and deforestation. The result showed that there is an indirect impact from increasing government spending: there is an increase in the total amount of land use conversion from forest to agriculture in Indonesia. This study depicts that an increase in government spending on agriculture and total government spending over GRDP have a significant positive impact on deforestation. Meanwhile, public spending has no significant effect on deforestation. Keywords: Deforestation, GMM, government spending Abstrak Penelitian ini bertujuan untuk menganalisa dampak belanja pemerintah terhadap deforestasi, berdasarkan anggaran nasional belanja pemerintah di Indonesia. Meningkatnya perluasan lahan pertanian yang diikuti dengan peningkatan belanja pemerintah untuk sektor pertanian dalam kurun waktu lebih dari 10 tahun terakhir ini memungkinkan terjadinya peningkatan konversi lahan. Peningkatan belanja pemerintah yang ditujukan untuk sektor pertanian dapat menjadi salah satu faktor pemicu deforestasi. Menggunakan panel data dari 33 provinsi di Indonesia selama 10 tahun, dari tahun 2006 s.d 2015, penelitian ini mengkaji dampak tidak langsung dari belanja pemerintah di bidang pertanian, total belanja pemerintah per PDRB, dan belanja pemerintah di public sector terhadap deforestasi. Menggunakan system generalized method of moment estimation (GMM), penelitian ini menganalisa hubungan antara belanja pemerntah dan deforestasi. Hasil empirik menunjukkan bahwa terdapat dampak tidak langsung dari peningkatan belanja pemerintah: adanya peningkatan konversi lahan dari hutan untuk pertanian. Penelitian ini juga menunjukkan bahwa peningkatan belanja pemerintah di bidang pertanian dan total belanja pemerintah per PDRB memiliki dampak siknifikan terhadap deforestasi. Sedangkan belanja pemerintah untuk sector public tidak memiliki dampak untuk meningkatkan deforestasi. Kata kunci : Deforestasi, GMM, belanja pemerintah

Abstract

This study aims to 1) analyze the implementation of learning organization in PD ABC; 2) analyze the influence of learning organization towards performance improvement of PD ABC; 3) analyze the influence of leadership and organizational culture towards learning organizations, 4) analyze the influence of learning organization, leadership and organizational culture towards performance improvement of PD ABC, and 5) formulate a sustainable learning organization strategy to improve the performance of PD ABC. Methods in this research were Structural Equation Model (SEM) and Analytical Hierarchy Process (AHP). The results showed that 1) information systems and sharing of knowledge, organizational relationship, strategic leadership, collaboration and team learning need to be improved; 2) leadership has a positive influence and significant effect with learning organization but organizational culture has insignificant effect towards learning organization; 3) learning organization has a positive influence and significant effect towards improving PD ABC performance; learning organization has a positive influence and significant effect towards organizational performance, although leadership and organizational culture have a negative influence but insignificant effect towards performance organization; 4) in order to develop sustainable learning, PD ABC has to provide measurable evaluation and monitoring systems, transparent rewards and punishment, as well as competent people. Keywords: Leadership, learning organization, organizational culture, organizational performance, strategy Abstrak Penelitian ini bertujuan 1) menganalisis penerapan organisasi pembelajar di PDABC; 2) menganalisis pengaruh organisasi pembelajar terhadap organisasi pembelajar, 3) menganalisis pengaruh kepemimpinan dan budaya organisasi dengan organisasi pembelajar; 4) menganalisis pengaruh organisasi pembelajar, kepemimpinan, dan budaya organisasi terhadap peningkatan kinerja PD ABC; dan 5) memformulasikan strategi organisasi pembelajar berkelanjutan dalam upaya meningkatkan kinerja PD ABC. Metodologi penelitian ini mengambil data secara stratified random sampling ,analisadeskriptif,StructuralEquationModel (SEMLisrel), danAnalyticalHierarchy Process (AHP). Hasil penelitianadalah 1) sistem informasi dan penyebaran pengetahuan, hubungan organisasi,kepemimpinan strategis, kolaborasi dan pembelajaran tim masih perlu ditingkatkan; 2)kepemimpinan berpengaruh signifikan terhadap organisasi pembelajar, budaya organisasiberpengaruh tidak signifikan terhadap organisasi pembelajar; 3) organisasi pembelajarberpengaruh signifikan dengan kinerja organisasi, namun kepemimpinan dan budayaorganisasi secara langsung berpengaruh negatif namun tidak signifikan dengan kinerjaorganisasi 4) strategi meningkatkan kinerja PDABC melalui organisasi pembelajar yaitumenyediakan sistem evaluasi dan monitoring yang terukur serta reward dan punishment yangtransparan. Efektivitas kerja perlu didukung dengan penempatan orang yang tepat sesuai dengan kompetensinya dan melakukan pemberdayaan karyawan.Kata Kunci : Budaya organisasi, kepemimpinan, kinerja organisasi, organisasi pembelajar, strategi

Abstract

Innovation is the key to improve organizational performance. The development presently requires the actualization of innovation culture as a continuous improvement in the organizations' services. This paper presents an overview of the application of innovation culture in public sector organizations namely Investment and Integrated Licensing Offices (DPMPTSP) of Samarinda City, as well as factors that influence the success of actualizing the culture of innovation in this organization. This research is a qualitative research with a descriptive approach. The application of an innovation culture in DPMPTSP of Samarinda City has been relatively optimal, as evidenced by the various achievements and awards that have been achieved. Afterwards, the factors that influence the success of the actualization of innovation culture in DPMPTSP of Samarinda City are mainly by visionary and innovative leadership, reliable human resources, high team collaboration, and budget support. In addition, it can also be analyzed that the innovation culture in this organization has relatively implemented a holistic model of innovation culture. Keywords : Innovation, Innovation Culture, Organization, Public Service Abstrak Inovasi merupakan kunci untuk meningkatkan performa organisasi. Perkembangan zaman menuntut aktualisasi atas budaya inovasi sebagai perbaikan terus menerus atas pelayanan organisasi yang ada. Tulisan ini menyajikan gambaran mengenai penerapan budaya inovasi dalam organisasi sektor publik yakni DPMPTSP Kota Samarinda, serta faktor-faktor apa saja yang mempengaruhi keberhasilan aktualisasi budaya inovasi dalam organisasi tersebut. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini menunjukkan bahwa penerapan budaya inovasi di DPMPTSP Kota Samarinda relatif sudah berjalan optimal, terbukti dengan berbagai capaian dan penghargaan yang telah dihasilkan. Adapun faktor-faktor yang mempengaruhi keberhasilan aktualisasi budaya inovasi di DPMPTSP Kota Samarinda utamanya adalah kepemimpinan visioner dan inovatif, sumberdaya manusia yang handal, kerjasama tim yang tinggi, dan dukungan anggaran. Selain itu, juga dapat dianalisis bahwa budaya inovasi pada organisasi ini relatif sudahmenerapkan model holistik budaya inovasi. Kata Kunci : Inovasi, Organisasi, Budaya Inovasi, Pelayanan Publik
