Abstract

Tulisan ini mengkaji tentang pentingnya pengawasan partisipatif dalam mengawal penyelenggaraan pemilu, yang bertujuan untuk menciptakan pemilu yang berintegritas dan demokratis. Walaupun telah dibentuk berbagai lembaga pengawas pemilu, baik di tingkat Pusat (Bawaslu), di tingkat Daerah (Panwaslu), maupun DKPP sebagai lembaga yang khusus menangani pelanggaran etik yang dilakukan oleh penyelenggara pemilu, namun  dalam penyelenggaraannya masih ditemui berbagai pelanggaran baik yang dilakukan oleh peserta, partai politik, birokrasi, masyarakat maupun penyelenggara pemilu, sehingga pemilu dinilai kurang berintegritas dan kurang demokratis. Dengan dilibatkannya stakeholder dan masyarakat secara independen dalam mengawasi  penyelenggaraan pemilu, diharapkan proses pemilu yang demokratis akan terwujud. Melalui studi literatur, tulisan ini mengkaji tentang aspek-aspek yang terkait dengan pengawasan partisipatif dalam mengawal penyelenggaraan pemilu serta beberapa upaya yang dapat dilakukan untuk mengawal penyelenggaraan pemilu untuk menciptakan pemilu yang berintegritas dan demokratis.

Abstract

The vibrant bilateral relations between Indonesia-Vietnam has been tested by the Sink the Vessels policy, a robust measure executed by Indonesia to tackle rampant illegal fishing that encroach Indonesian waters. The policy has caused in the demolition of, among else, Vietnamese fishing vessels; and has also led to near-clash and incidents at sea. Despite these, both countries bilateral relations were far from hostile condition, and uphold their neighbourly relations to manage the illegal fishing problem. How Could Indonesia’s foreign policy action did not further exacerbate Indonesia-Vietnam relations post “Sink the Vessels” policy? To tackle our question, this article probes to describe the complex systems that interwoven Indonesia and Vietnam during the rising tension. We argue that the complex systems encapsulated Indonesia – Vietnam relations post “Sink the Vessels” policy consist of symbol system, interest system, and role system that maintain their friendly bilateral relations, even in the turbulence ocean. This article exposes that Indonesia-Vietnam responds to tackle the problem stems primarily from the linkage between the three systems to escape the security dilemma.

Abstract

Global environmental governance is deeply undermined due to the problem of overlapping function and lack of funding. It is then important to trace the history of the construction of global environmental governance as an institution. This article would like to understand the dynamics of global environmental governance from Stockholm Conference in 1972 to Rio Conference in 1992. The changes between Stockholm Conference and Rio Conference will be analyzed using English School theory. English School theory has the potential to critically engage with the taken-for-granted norms and institutions. Pluralism and solidarism as the normative wings of English School can elaborate the key driver of global environmental governance. It is expected that this article can contribute to development of environmental studies of English School theory and the formulation of global environmental governance.Keywords: global environmental governance, English School theory, Rio Conference, Stockholm Conference, sustainable development

Abstract

Fenomena globalisasi meningkatkan kebutuhan negara untuk saling bekerjasama dengan negara lainnya.Salah satu fenomena yang terjadi dalam kasus ini adalah kerjasama antara Indonesia dengan Uni Eropa dibidang pembangunan. Perkembangan hubungan kedua aktor dapat menjadi contoh suatu bentuk kerjasamayang sukses dilakukan antar aktor lintas kawasan. Analisis mengenai kerjasama dalam tulisan ini akan dibahasdengan pendekatan teori liberalisme. Keduanya saling bekerjasama dikarenakan oleh adanya kepentingandan keuntungan. Namun, kerjasama dalam hubungan internasional harus lebih adil sehingga tidak terjadiketimpangan dalam pembangunan internasional.Kata Kunci: kerjasama, liberalisme, Indonesia, Uni Eropa

Abstract

Violation of ethics that involves the General Election Committee members is due to less concern to the process of the development of democracy. Several cases show that the organizers of the election went to the ethics trial of the Honorary Council of Election Management Bodies (Dewan Kehormatan Penyelenggara Pemilu, DKPP). This research analyzes the factors that cause the violation of ethics in the General Election in the Riau Islands province. This study applies qualitative methods and managed some interviews, field visits, and library research to collect data. This study employs the theory of institutional capacity from Christensen and Gazley (2008) to analyze the collected data. The theory views the institution from four dimensions to identify the problems in the violation of ethics, namely, human resources, external factor, infrastructure, and financial. Human resources as the organizers of the general election know less the regulation and manuals that regulate the election, which results in the violation of ethics. This study seeks to know the factors that cause the violation so it can contribute to the general election?s organizers to improve their knowledge and organize the election with integrity.

Abstract

This study aims to describe, and analyze the coalition strategies of local political parties and national political parties in the framework of winning regional heads in a region that has built a political dynasty for a dozen years, especially in Nagan Raya District, Aceh Province. The theory used is the political strategy theory used by Schroder (2010) which assesses political strategy is a framework of steps or plans used in order to realize political ideals. The political strategy is divided into two: political offensive strategy and defensive political strategy. This study uses a qualitative method. The data source consists of primary and secondary data. Primary data were obtained from the results of in-depth interviews with a number of informants, while secondary data were obtained from literature review and related documents. The research instrument is the researcher himself. Research informants consisted of coalition leaders, bearers of political parties, couples who won in Nagan Raya regional elections, Jamin Idham and Chalidin. The results showed that the strategy adopted by the candidate pair Jamin Idhan and Chalidin (JADIN) to fight incumbents, namely Teuku Raja Keumangan and Said Junaidi (TRK ONLY) was an offensive strategy.

Abstract

A formal agreement was reached between China and ASEAN is Declaration of Conduct (DoC) that signed in 2002. However, the existence of the DoC has not yet been able to defuse the dispute in the SCS. This paper will elaborate the DoC weaknesses that have a low bonds, precision and delegation. Thus, it is understandable if the DoC was not able to organize parties - disputants. Therefore the parties need to have a Code of Conduct (CoC) to follow up the DoC.

Abstract

The high escalation of conflict that occurred in the Middle East region became a global issue which until now still has not found a solution. This situation is also complicated by the presence of US President Donald Trump's controversial immigration policy, which targets the Middle Eastern countries. Various efforts have been made by each country to reduce tension and maintain social and political stability in each country. In this study, researchers will try to discuss The Divan Orchestra diplomatic roles as a representation of the message of peace from its members. The researcher will use the concepts of Music Diplomacy, Soft Power and Non-State Roles as Analysis Tools.
