Abstract

Poverty is one of a problem in Indonesia. As a metropolitan city, Jakarta teases people from all other regions to try their fortune there. Some people can make it and be success, but some others can’t achieve it because they don’t have enough skill to fight in this big city. Such problems then create loiterers, street musicians and beggars which increase year by year. Therefore, the government of DKI Jakarta Province put the law (district regulation) number 7 year 2007, about public order into effect. It is so expected that through this way, the problem of social prosperity can be put in to order.  Key word: Poverty,  Jakarta, Districtl Regulation

Abstract

The implementasi Askeskin (The health insurencepolicy for the poor) has increased the poor accessibility to the health services in Indonesia. The Jamkesmas’s (The health security system) programme (issued on March 2008) has been trying to solve the problem concerning the implementation of Askeskin through better participants management, transparency on financing, quality and cost control, involving the local government and service procedur.However, there are some constraints on Jamkesmas’s implementation, such as the existing of the independent verificator, the effectiveness on organizing the Jamkesmas, local government and the poor condition, as well as medical support. In order to sustain the health policy for the poor, the regulation No 40/2004: National Social Security System as a grand strategy should be followed by the regulation of The National Executing Agency, the policy of the board national Security System, the policy of Participants Management and other relevant policies  Keywords:: Social Guarantee, Health Insurence, The Health Insurence Policy, Evaluation Implementation, dan Poor Society

Abstract

Fiscal decentralization that has been implemented since 2001 is logical implication of decentralization system (regional autonomy) in unitary state of Republic Indonesia in order to cost the authority given to local governments (money follows function). Fiscal Decentralization system is implemented to give a large discretion for local governments in managing their revenue and expenditure as one of  stimuli to build the regional economics, but for about seven years implementation of fiscal decentralization, their dependency on fiscal transfer just decrease slightly. It is shown by the amount of balancing fund that still has the highest portion in local government revenue and expenditure. The result of the research shows that the average proportion of balancing fund for provinces in Kalimantan still achieves more than 60%, even the local governments (districts) has higher dependency on central government transfer. Considering this condition, reducing the central governments transfer in significant amount will disturb the local autonomy of performance capacity. Abstract

Village government knows much about grass root problems because it’s the lowest level government and the most familiar government to the village people. The existence of village had been known even far before Indonesia was built. But in fact, village development runs slowly and far away behind the city, even more for the villages which located in the remote area. The Village government isn’t sub-ordinate of district government so it needs an authority given by the district government. So far, the village government only do administrative activities i.e. serve recommendation letter to people. By giving more authorities to the village government, it will bring advantages for the grass root people and improve villager’s live. As the function of government is to serve people, village government needs an instrument to make it more effective. Implementing the Standard of Minimum Service (Standar Pelayanan Minimal/SPM) at the village government is an alternative way to fulfill people constitutional rights in getting government services. The Standard of Minimum Service is derived from the Law Number 32/2004 and this instrument is used for province and district government. However, the village government is able to adopt this instrument and it also needs an empowerment on the organizational, financial and human resources aspects unto the village government.   Keywords : Authority, Village Government, Minimal Service Standard

Abstract

Indonesia and Malaysia are neighbor countries that have a lot of similarities in social and historical background. The governments of these two countries have implemented privatization policy in order to improve their economic performance.  However, the policy gives the different impacts on both countries. The performance of privatization in Malaysia is very much better than it is in Indonesia. Therefore, Malaysia provides a lot of lessons that can be learned or followed by Indonesia. Indonesian Government must give more attention in these three aspects:  the government’s commitment to the privatization policy, the integration between non-divestiture and divestiture strategies, and the obligation to change it’s paradigm that privatization is not merely an act of selling assets.
