Abstract

This study analyzes the influence of individual characteristic, leadership style and organizational culture toward work satisfaction and organizational commitment to prove the direct and indirect influence of individual characteristic, leadership style and organizational culture toward work satisfaction and organizational commitment, and the role of organizational culture and work satisfaction as intervening variable in various types of influence relationship. The implementation of local autonomy and globalization era to be a serious challenge for local government institution. Increasing of public demand toward service quality forced the local government to improve and increase the quality in internal as well as external aspect for achieving better professionalism. This study focus on internal improvement especially on work satisfaction and organizational commitment and individual characteristic, leadership style and organizational culture as antecedent variable which predict as cause of unprofessional management in local government organization. Sixteen from twenty five local government in North Sumatera Province are chosen as samples in this research, and staff with echelon rank II, III and IV as analysis unit. Multistage sampling technique is used base on cluster, stratified and purposive. By means of Slovin postulation, the respondent obtained are 326 people or 82,5%. The data analysis by applying structural equation modeling (SEM) to find out the various influence relationship intra variable research. While qualitative analysis is carried out to explore various information about phenomena that can not be explored by quantitative analysis. The research result indicated that, work satisfaction and organizational commitment were influenced by individual characteristic, leadership style and organizational culture, but individual characteristic and leadership style were not influenced toward organizational culture. Because of that condition, individual characteristic and leadership style were not influenced toward work satisfaction and organizational commitment through the organizational culture. In this case, the role of organizational culture that not maximum indicated that organizational culture in local government institution is not applied strongly yet by the organization members. Vice versa, the work satisfaction has quite important role, it is proven by the direct and indirect influence of work satisfaction not only as intervening variable of individual characteristic, leadership style and organizational culture toward organizational commitment, but also as antecedent toward organizational commitment.

Abstract

The background of this research is implementation of UU No. 7/2004 about water resources, mention that social users of water resources do not contribute to Biaya Jasa Pengelolaan Sumberdaya Air (BJPSDA). As it concequence, there is limited operational and maintenance cost phenomenon in Brantas River Basin Management from government budget and also from user contribution. The effect is declining of water building function. The aim of the research is to calculate cross subsidy scenario from commercial users (PLN, PDAM, Industry) for social services (irrigation, flood control, water quality). This research serve five alternatives cross subsidy scenario, started from 0 % until 100 % of cross subsidy scenario. To decide the best scenario, it must consider about the willingness to pay and ability to pay of users. Categories of this research is a policy research, because it started from cost problems in Brantas River Basin Management related with implementation of UU No. 7/2004 about water resources.

Abstract

This research investigates many factors which influence the effectiveness of training program. The hypothesis of this research are goal orientation, perceived organization support, training motivation, readiness for change, and self confidence would predict the effectiveness of training. Besides, this research also investigates many dimension of the latent variable. By using analyzer statistics, that is structural equation modeling (SEM), this research is successfully identify many dimension of goal orientation, perceived organization support, training motivation, readiness for change, self confidence, and the effectiveness of training. This research also reveals: (1) there is a direct relationship between goal orientation with self confidence and training motivation, (2) there is a direct relationship between perceived organizational support with, training motivation, readiness for change, and the effectiveness of training, (3) by intermediated training motivation and readiness for change, there is an indirect relationship between goal orientation with the effectiveness of training, (4) by intermediated training motivation and readiness for change, there is an indirect relationship between perceived organizational support with self confidence. In short, this research reveals that training program plays the vital role for improvement human resource in an organization.

Abstract

The aim of this study was to describe and analyze the characteristics and potency of micro-small middle enterprises (UMKM) and to understand its costing potential by formal finance institution (banking) in border area of West Kalimantan. This border-site research determined two regencies, Kabupaten Sanggau (Entikong) and Kabupaten Sambas (Sajingan Besar). Some data used was primary one (sixty samples) that was obtained through field research and some questionaries and in-depth interview as well as secondary data. The findings indicated that the dominant economic activities performed in the border of Entikong and Sajingan Besar was trading and services, in which inhabitants and foreign workers as marketing coverage, as well as Serawak people as main target market. The infrastructure condition in this area was relatively bad and didn't have representative market yet. Another finding was the lack share and unavailability of fund and money sources with accessible return and the lack existence of formal financial supplier (capital investors) for small-middle enterprises. The dominant capital investors in this border area was Credit Union, without any banking existed.

Abstract

Societal transformation that run periodically and continuously determined by accurate and valid empowerment idea on the basis of community oriented, the availability of local resources, and active paticipation from stakeholders. The local empowerment needs to look at the potentials owned by groups or individuals wanted to be empowered and dsimiss any obstacles that inhibits social mobility, not merely giving the fish to eat.In this case, the empowerment concept on local inhabitants offered was top-down as well as bottom-up ones settled with attention to all life dimensions of local communities. Looking at local empowerment (fishermen), their life can be improved if when there was fundamental change of their whole life aspects or well-known as the process of social transformation. Empowerment with no looking at transformation phases in their life will result in no life improvement and therefore still live in poverty and poor.

Abstract

In this research model, there were six variables to analyze, including to local blockholder, foreign blockholder, spirituality values, corporate governance, corporate reputation, and financial performance. The research site were LQ-45 group enterprises in 2006-2007 period. Some 28 wellknown companies in Indonesia used as samples. Spirituality norms and corporate governance measured from internal expectation of the firm, while the corporate reputation was analyzed from external ones (beholders). Blockholder examination constitutes the proportion of stocksholding and the analysis of financial performance in form of Tobins' Q. Through analysis process, it was found that the strongest factor of building spirituality values ​​are human spirituality, and the strongest ones for making corporate governance was corporate's communication. Hypothetical testing results in any findings, such as: 1) spirituality ​had significant effect on corporate governance, 2) the holding of foreign stocks didn't give effect on corporate governance, 3) the property of local Blockholder didn't affect significantly on corporate governance, 4) spirituality values ​​affected significantly on company reputation, 6) corporate governance didn't affect significantly on reputation, 7) the property of local blockholder affected significantly on firm reputation, 8) spirituality values ​​affected significantly financial performance, 9) foreign blockholders gave significant effect on financial performance, 10) reputation didn't affect significantly financial performance, 11) and local blockholders affected significantly on financial performance. These findings indicated that spiritual values ​​played big role in corporate governance, company reputation, financial performance. It was the indication of the occurrence of altruism theory and celestial theory toward any corporations in Indonesia.
