Abstract

Integration of human security concepts in the 41st ASEANAPOL Meeting, Committee A focusing on enhancing regional cooperation to address complex global security threats. With analyzes how initiatives within ASEANAPOL aim to protect individuals' well-being from various transnational threats, encompassing aspects like personal protection, health, environment, economic, and community security. By using the theory of liberal institutionalism in viewing the existence of ASEANAPOL, and integrating the results of the Commission A meeting at the 41st ASEANAPOL with the concept of human security. The findings underscore the significance of regional institutional cooperation, particularly through ASEANAPOL, in bolstering human security for citizens of member countries and combating transnational crimes effectively. Through discussions on transnational crimes like drugs trafficking, terrorism, arms smuggling, trafficking in persons, and wildlife crimes, the outcomes of the 41st ASEANAPOL Meeting, which include the establishment of specialized task forces and enhanced information sharing, the study underscores the commitment of member countries to enhance collaboration enforcement capacities. the journal emphasizes the importance of human security from diverse transnational threats in the Southeast Asian region.

Abstract

Dunia mengenal Indonesia sebagai negara maritim, maka tak heran jika Indonesia memiliki visi sebagai poros maritim dunia. Dalam mewujudkan hal ini, tentu Indonesia memerlukan kebijakan luar negeri yang tepat sebagai suatu strategi dengan disesuaikan kepentingan nasional yang dimiliki. ASEAN Outlook on Indo-Pacific (AOIP) dianggap tepat untuk diadopsi Indonesia sebagai upaya dalam mewujudkan hal tersebut. Penelitian ini ditujukan guna mengalisis lebih lanjut bagaimana AOIP bertransformasi menjadi salah satu strategi Indonesia dalam upaya mencapai visi poros maritim dunia. Tulisan ini didukung dengan metode penelitian kualitatif melalui pendekatan studi literatur dalam upaya memperkuat analisis topik penelitian. Penggunaan teori realisme dan konsep kebijakan luar negeri turut dipilih sebagai kerangka pemikiran dalam mengkaji lebih lanjut topik ini. Analisis dalam penelitian ini menunjukkan bahwa AOIP merupakan strategi yang tepat dalam membantu kepentingan nasional Indonesia yang berkaitan dengan visi poros maritim dunia, dengan AOIP menyokong aspek ekonomi dan pembangungan, mempertahankan kedaulatan, serta menjaga stabilitas dan kerja sama kawasan

Abstract

A country’s development is fundamentally influenced by how strategic its policies are in addressing citizens' pressing needs. These policies reflect the actions, or inactions, of governments. National Development Policies focus on crucial socio-economic sectors to bring significant changes. This paper examines Uganda’s National Agriculture Policy of 2013 and Renewable Energy Policy of 2007. We analyze how Uganda’s strategic policy implementation combats corruption and addresses developmental shortcomings. The National Agriculture Policy aims to enhance agricultural productivity and ensure food security, while the Renewable Energy Policy promotes sustainable energy solutions and reduces dependency on non-renewable sources. By prioritizing these sectors, Uganda seeks to foster socio-economic development, mitigate corruption, and improve overall governance. This study highlights the successes and challenges in implementing these policies, providing insights into the role of strategic policy-making in addressing corruption and development issues in Uganda, ultimately contributing to the country's socio-economic advancement.

Abstract

The opportunity for membership expansion and the economic and political integration that was offered by the EU, Kosovo decided to join the EU. However, Kosovo's integration process into the European Union is still suspended due to several factors. Therefore, this research aims to explain the reason of the European Union has suspended Kosovo's membership application. This research uses an explanatory method with primary and secondary data. The data analysis technique used in this research is qualitative. This research uses the Decision-Making theory of Richard C. Snyder, H. W. Bruck and Burton Sapin. Research results show that the EU's decision to suspend Kosovo's membership application was influenced by internal and external factors. This internal factor is related to the normative values adopted by the European Union, which requires a unanimous decision of the European Council consisting of the heads of EU member states. However, there were 5 countries that rejected Kosovo's membership application proposal, namely Spain, Greece, Cyprus, Romania, and Slovakia because the five countries did not recognize Kosovo's sovereignty. Then there are external factors related to the Serbia-Kosovo conflict. After these considerations, the European Union suspended Kosovo's membership application. The European Union also supports the progress of Kosovo's accession process which is accompanied by the normalization of Kosovo-Serbia relations.  The normalization of the Kosovo-Serbia relationship will also provide changes in the decisions of the five EU member states related to the recognition of Kosovo's sovereignty.

Abstract

Indonesia dan Amerika Serikat (AS) telah menjalin hubungan diplomatik sejak tahun 1949, dan kedua negara sepakat untuk memperkuat kerja sama melalui Kemitraan Komprehensif yang dimulai pada tahun 2010. Menindaklanjuti keberhasilan tersebut, kedua negara meningkatkan hubungan Indonesia-AS melalui Kemitraan Strategis untuk memperluas kerja sama yang terkait dengan isu-isu regional dan global. Bagi Indonesia, Amerika Serikat merupakan salah satu mitra dagang utama perekonomian Indonesia. Indonesia telah mengalami surplus neraca perdagangan dengan AS selama kurun waktu 5 tahun terakhir. Namun demikian, masih terdapat berbagai risiko yang dapat menghambat perdagangan global seperti ketegangan geopolitik, melemahnya permintaan global, dan perubahan iklim. Oleh karena itu, penelitian ini bertujuan untuk mengkaji peluang dan tantangan kerja sama ekonomi Indonesia dan AS di tengah permasalahan perdagangan global. Penelitian ini dilakukan dengan metode kualitatif yang mengumpulkan informasi yang relevan dari buku, artikel jurnal, dan publikasi pemerintah. Hasil peneltian menunjukkan bahwa tantangan kerja sama perdagangan antara Indonesia dan AS antara lain kondisi makro ekonomi Amerika Serikat yang mempengaruhi permintaan atas produk Indonesia, meningkatnya peluang proteksionisme yang lebih mengutamakan industri dalam negerinya, tertundanya pemberian fasilitas Generalized System of Preference (GSP), dan adanya kebijakan Inflation Reduction Act (IRA). Namun, Indonesia mempunyai peluang yaitu masih terbukanya peluang untuk peningkatan pangsa pasar, perang dagang antara Tiongkok dan Amerika Serikat menjadi peluang adanya perpindahan market demand atas produk Indonesia dan keikutsertaan Indonesia dalam IPEF diharapkan dapat meningkatkan akses pasar ke Amerika Serikat.

Abstract

This study analyzes the framing strategies used by Detik.com in covering the Rohingya conflict using the Robert N. Entman approach. Through an analysis of a number of published news, it was found that Detik.com tend to portray the crackdown by the Myanmar government as a violation of human rights and international law. The reports highlighted the systematic violence and persecution experienced by the Rohingya community, describing it as a form of oppression perpetrated by the Myanmar regime against the Muslim minority. This framing positions the Rohingya community as victims and exposes Myanmar as the main perpetrator of international human rights violations. Detik.com framing strategy not only focuses on describing events, but also emphasizes the violent relationship between the Myanmar government and the Rohingya community as an issue that requires international attention. Through reports that emphasize the need for international intervention and protection for the Rohingya community, Detik.com directed its audience to condemn the actions of the Myanmar regime and support solutions oriented towards the protection of the rights of the Rohingya community. In addition, Detik.com also showed the solutions offered, which are more likely to favor independence and the return of Rohingya refugees to Myanmar in safe conditions. Using Robert N. Entman's framing theory, the study reveals how Detik.com frame the Rohingya conflict as an issue related to human rights, international law, and the need for international intervention to protect victims. This framing not only exposes the reality of the violence experienced by the Rohingya, but also illustrates the need for global action to ensure long-term protection for the Rohingya community who continue to live in insecurity.

Abstract

This study analyzes Saudi Arabia’s soft power strategy in Indonesia through King Salman’s 2024 Umrah Program. The research focuses on the growing importance of religious diplomacy in strengthening bilateral relations, particularly between Saudi Arabia and Indonesia, the largest Muslim-majority country. It examines how the program operates as a tool of soft power and its impact on bilateral ties.  Using qualitative methods, this research relies on secondary data from government publications, media reports, and scholarly articles. Data collection involves document analysis, and thematic content analysis is employed to interpret the findings. The study reveals that the 2024 King Salman’s guest omra program effectively enhances Saudi Arabia’s religious diplomacy by fostering cultural and religious connections with Indonesia. The program reinforces Saudi Arabia’s leadership within the global Muslim community while promoting bilateral collaboration in areas like education and trade. However, challenges arise for Indonesia in balancing foreign influence with domestic priorities. The findings conclude this program is a strategic soft power tool that strengthens Saudi Arabia’s influence and improves bilateral relations with Indonesia. This research contributes to international relations by illustrating how religious diplomacy can serve as a non-coercive foreign policy instrument to build trust and cooperation between Muslim-majority nations.
