Abstract

This research aimed: first, to analyze the Indonesian Legistative Assembly performance at Municipal level Palu City’s in making provincial regulation (case study of provincial regarding local taxes). Second, to know the factors influenced the Indonesian Legistative Assembly performance at Municipal level Palu City’s in making provincial regulation (case study of provincial regarding local taxes). The research method used was descriptive qualitative, population of this research was all members os Special Committtee of the Indonesian Legistative Assembly performance at Municipal level Palu City’s, executives of NGO were 37 persons with the sample were 13 respondents determined by using sampling, the collected data was analyzed qualitatively by describing in systematically and analytically concerning the individual characteristics, facts, condition, or group. The research result sjowed the obtained scores of thr four indicators of this research were catagorized good. While the supporting factors for the the Indonesian Legistative Assembly performance at Municipal level Palu City’s were first, the willingness of members of special committee in communication involvement with related parties towards their duties, second, the members of special committee attitude and behavior, and third, the members of special committee  seriousness in doing their duties. While the restricting factors were first, the members of special committee dicipline in doing their duties, second, lack of the members of special committee ability in understanding leader’s instructions, third, limited capability of the members of special committee in using the available aquipments.

Abstract

This  research aimed at describing,  analyzing  and interpreting the implementation of the orderly  trafric area policy  in Palu. The method applied  in this  research was descriptive qualitative. The data were collected through observation, interview and documentation. Editing data, grouping data,interpreting meaning data, Withdrawal of Conclusion and Suggestion by Miles and Huberman  (1992). Technic election informan in this research was pursuant to purposive sampling, while informan amount in writing is six informan. The result of research showing communications factor have walked better, this matter visible from Division of duty and fluency in giving to access the information, so that can support the efficacy of policy implementation. If seen resource Factor from inferential research result not yet walked better, this matter visible from facet of medium and which less be adequate and resorce human being which still lower, goodness from facet mount the education and also from experience facet as implementor in supporting or running implementation of stipulating orderly traffic area policy in palu. Disposition factor nor walk better, this matter caused because character of worker characteristic running area to execute the orderly traffic area not yet as according to procedure, this matter visible from field worker, they will run the duty if there are observation tightly or if formed  a special team, to the evaluation to execution of stipulating orderly trqffic area policy in palu. Factor Structure Bureaucracy from result research earn the concluded have walk with good, this matter visible, location of job discription, precisely its meaning have as according to membership which diingikan, and also from facet of Standard of Procedure Operational as according to specified order.

Abstract

The purpose of this study was to identify and analyze policy implementation and administration of the Regional Financial Accountability Office of Financial Management and the Regional Asset Palu. The main theories used in this study are those of Edward III about four factors that influence policy implementation is communication, resources, disposition and the structure of the bureaucracy. This type of research uses descriptive survey techniques. The population numbered 189 people and drawn purposively sampled to obtain 40 respondents.The results indicate the implementation of policy at the Department of Revenue and Finance and Asset Management Palu District Administration policy and Financial Management Accountability consists of four indicators, namely communication, resources, disposition and the structure of the bureaucracy.Of the four sub indicators are still indicators that still need to be improved, namely sub-indicators of physical facilities, the implementor of policies and attitudes that lead policy makers on creating good results. While inhibiting factors or constraints that are more focused on the principle of disbursement mechanisms are not timely and orderly financial administration should be based on the Regulation of the Minister of Home Affairs Number 55 Year 2008. In addition, the quality of human resources is still low, facilities and infrastructure have not mamadai and lack of coordination between government Regional, Provincial and Central.

Abstract

The aim of this research was to know the implementation of society security and safety aid policy in palu selatan sub-district. This was a qualitative research. The informant of this research were vellage chief, babinsa, polmas, the member of bamkamdes, and the community. These informants were determined by using purposive sampling technique. Data collection method covered observation, interview, and documentation, while data analysis technique consisted of data reduction, data display, and conclusion. The theory used was taken from edward III dealing with comunication, resources, disposition, and bureaucracy structure. Generally, the result of the research showed that the policy of society security and safety aid in palu selatan sub-district, partycularly in tavanjuka, nunu, palupi, and pengawu had been implemented well. However, the communication done was not good yet, because from the four places of this research field, one place only, palupi, did it well. Moreover, the resources had a good ability in implementing the policy because it did the policy bused on the rule stated. The disposition of the policy, partycularly for tavanjuka, nunu, palupi and pengawu accepted the policy well, due to the purpose of this policy was to give the security and safety for environment. Besides, the conductors of the policy also emphasized the community needs in conducting the policy; whereas, the bureaucracy structure in this policy was implemented according to the rule or the orientation related to bankamdes. Therefore, administration of the policy was suitable with the expectation, or it was based on the rules to be obeyed.

Abstract

This study is aimed at recognizing efectivity of civil servant mutation at BKPPD Central of Celebes Province and in addition, to identify the dominan factors affecting the civil servant mutation. This research used deskriptive qualitatif method, which is expected to be able to present variables and the sign that was achieved for secondary data and primary data through in dept interview and observation in the research location (in BKPPD Centrall of Celebes Province). Variable chosen for explaning mutation are authority and procedural system. The informan  used in this study involves 7 people and Head of BKPPD as a Key Informan. The data analysis model is cualitative analysis to predict all datas, to reduction datas, to inspection the valid of datas, and the last is to explanation datas so that getted information needed. The independent variable or free variable is the mutation become the main indicator, first, legalicy is capable of someone or organization based on moral authority  because profession formal, skilled, eithers norms or personal popularity to maked or do decition and to command obidient decition according to consecuent and second procedure system, to hokked with regulations client , to organize step or conduct a man out off organization who’s had interest towards organization activity. Based on the result research analysis, it can be said that the independency of intra-regional goverment mutationn in the autonomy era is fully continued ih the regions themselves, that seems as narrow regional cooptation related to other regions. Abstract

This study aims to determine the application of Organizational Culture on Private Higher School of Administration (STIA) Panca Marga Hammer City. Organizational culture is a common perception held by members of the organization, and is a sistem of shared meaning. According to Robbins to reveal the nature of the culture of an organization there are 7 (seven) dimensions that can be used in this study, among others, 1) Innovation and risk-taking, 2) Attention to detail, 3 ) outcome orientation, 4) People orientation, 5) Team orientation, 6) aggressiveness and 7) Stability. In this research, using qualitative methods of data analysis techniques used in the data processing Interactive Analysis Model. The informants in this study consists of various elements of the Element Leader, Academic Technical Implementation Elements, Elements Lecturer (Lecturer), Secretariat staff Elements, Elements and Elements Student Alumni. Selection of informants using purposive where informants selected based on their level of involvement and control the problem and research objectives.The results showed that the application of organizational culture in STIA Panca Marga Palu already applied. In its current state, an organization must have a value that can be used as a competitive advantage in the face of a very competitive especially in the realm of education. Related to the applied work attitude as it has been studied as one of the internalization of the values ​​and acculturation.

Abstract

This study aims to analyze the process of policy implementation of Law Number 32 Year 2004 on the performance of Legislation Morowali Regency, informants in the study consisted of the Chairman of Parliament Chairman of Faction Chairperson of the Commission, Member, SKPD. While the data analysis technique used is to reduce the data, presenting data, and describe and conclude and verify the data. The results showed the policy implementation process of the Act No. 32 of 2004 on the performance of Legislation Morowali district legislature has not so it can be a maximum of three indicators to measure in this study such as: first, communication was limited to communication which is run at the level of members of the Board legislation alone without involving stakeholders in the district Morowali. Second, the resources owned by a local parliament member Morowali inadequate. Third, the disposition is a member of Legislation lack of awareness of the responsibilities that have been run in to mandate him. While the factors that affect members of the legislature in carrying out the task is First Area. The total area owned by the District Morowali greatly affect the performance of a member of Legislation Morowali district legislature because most members of the legislative districts are located at a distance away from where they worked as a representative of the people. the lack of creativity and innovation in policy have so that the initiative comes from the Legislation is still so lacking. Should be as representative of the people expected to turn up the initiative of representatives of the legislative initiatives discussed based on the interests of their constituents without having to wait for the draft that is given by the executive.

Abstract

This research aimed at finding out the implementation of finance balance policy between central government and regional government in regional autonomy era in Palu City. This was descriptive research with the type of field research. Data sources or informants were SKPD leader or finance sub unit leaders in Regional Secretariat of Palu City, the head of Regional Development Palnning Board, and the head of Regional Income Official of Palu City. Data sources of this research consisted of primary and secondary data that were collected through observation, interview, and documentation. The data were analyzed by using qualitative analysis, organizing data andinformation basedon facts obtaimed in the field, and by adoptingdescriptiveanalysis, getting the detail description of research object through the steps: data editing, data category, data interpretation, and formulating conclusion of this research. The result showed that the implementation of finance balance policy between central government and regional government in regional autonomy era in Palu City had been running well based on the criteria: communication, resources, disposition/character, and bureaucracy hierarchy.

Abstract

The purpose of the study was to analyze the performance the Civil Servants Agency Office of Rural Community Empowerment and the Provincial Government of Central Sulawesi and the factors that hinder the performance of the Civil Service Agency Office of Rural Community Empowerment and the Provincial Government of Central Sulawesi. The population in this study was 58 all employees, samples selected employees 20 people with the sampling technique using purposive sampling. Data collection techniques in this study using the method: Observation (observation), interviews and documentation. The analysis technique used is qualitative analysis Dwiyanto’s theory. The results showed that the performance of the Civil Service Agency Office of Rural Community Empowerment and Local Governments of Central Sulawesi province can be seen to the indicators of Quality of Service, Responsiveness, Responsibility, Productivity and Accountability mostly well executed nonetheless still has shortcomings. The factors inhibiting the performance of the Civil Service Agency Office of Rural Community Empowerment and Local Governments of Central Sulawesi province is human resources, incentives and discipline.

Abstract

This research aimed: 1) to find out community service quality in tha issuing of vehicle (STNK) and vehicle tax (PKB)  in the samsat Office Palu, 2) to find out restricting factors of that service quality implementation. Qualitative research have to know and describe about Samsat employer to tax obligatory in to go out/sent out STNK and PKB. This research is to have with qualitative where is the data and the information that be collected used work matriks instrument and interview with choosing information, with the research lacation focused to Samsat Office Palu. The result of the research showed that coorperation among employees still less well served. Therefore, factor restricted the service quality of vehicle license (STNK) and vehicle tax (PKB) in the Samsat Office, Palu was service mechanism which inappropriate with service process set in instruction with three ministers.Mechanism, Service Process and Services Quality
