Abstract

This research aims at determining the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi. The researcher uses a qualitative method with number of five informants. The researcher uses the method of observation (observation), interviews, and documentation in collecting the data. the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi uses the theory of George R. Terry consisting of management functions: planning, organizing, actuating, and controlling. The results shows that the village fund allocation management in the Village Nagatabaru of Sub district Sigi Biromaru, District Sigi is not going well in terms of planning, organizing, implementing, and monitoring. Careless planning factor, in terms of organizing, there is not any main job and function description, whilst in terms of actuating, accountability of village fund allocation is not punctual, as well as embedded control is not carried out periodically.

Abstract

Objective this research is to measure the effectiveness of National Program implementation for independent Urban Community Empowerment in Palu. Informants in this research are those directly involved with the National Program for independent Urban Community Empowerment in Palu. This research is a qualitative research. The methods used in collecting data are: in-depth interviews, direct observation, and Documentation.Based on the research results, the implementation of National Program for independent Urban Community Empowerment in Palu has been effective, in terms of process it is going according to the cycle stages of implementation of National Program for independent Urban Community Empowerment in Palu. The implementation is conducted through several stages, namely: Socialization, planning, implementation and evaluation stage. This process is already carried out quite well, judging from the number of activities that have been accomplished. There are several factors that affect the successful of implementation of National Program for independent Urban Community Empowerment in Palu namely public support, good communication between the consultant and Community Self-Reliance Agency at village level, and the executive attitude is manifested by having executive commitment in terms of togetherness to build social environment. The fundamental matter that needs to be improved is to develop the participation attitude of citizen to be involved more actively in the implementation of of National Program for independent Urban Community Empowerment.

Abstract

From the results of observation on the research object, namely Employees of KPH Lariang at Department of Forestry of North Mamuju, there is a phenomenon that shows low motivation of employees which its indication has an impact on the implementation of their optimal duties and functions which are not optimal, therefore the purpose of this research is to analyze the motivation in improving performance of civil servant of Lariang Protected Forest Management Unit at Department of Forestry of North Mamuju. This study is a qualitative research with five informants who were determined by using purposive technique. Callecting and gathering data were done by applying triangulation technique using observation, interviews, and documentation instruments. The result shows that the motivation of civil servant of Lariang Protected Forest Management Unit at Department of Forestry of North Mamuju in carrying out the duties and functions is still not executed well based on the analysis using Abraham Maslow's Hierarchy Theory, which includes: Physiological Needs consisting of a number of inadequate salaries, procurement of uniforms that inadequate and the provision of holiday allowance which is not sufficient; Safety and Security Needs work consisting of facilities and infrastructure which are inadequate and not conducive to use; The award needs consisting of the absence of awards given for outstanding employees, and training and career opportunities for employee are still insufficient; Self-actualization needs consisting of the opportunity to participate in education and training have not been met. While the Social Needs consisting of the relationship between leader and the employees and the relationship among the employees have been intertwined harmoniously, thus this indicator gives the smallest impact on the motivation level of KPH Lariang’s employees because theoretically this requirement has been met.

Abstract

The research aimed to determine the effectiveness of the development in central Besusu village, East Palu sub-district, Palu. Effectiveness is an activity to achieve the goal by using available  infrastructure and resources. Referrred to Rhicard M. Steers, to measure the effectiveness of development activities in the Village Council Central Besusu consists of three (3) aspects, including, Goals; Integration; and Adaptation. The research  used a qualitative method of data analysis was the qualitative analysis model. There were 7 informants selected by technique  purposive sampling. The results of the research indicated that the effectiveness of musrenbang implementation in central Besusu Village, quite effective. However, the achievement of the objective aspect, there were some suggestions less accommodated, in the process of musrenbang implementation can be stated that it was worst towards the musrenbang goal itself. While the two (2) other aspects that intergation and adaptation, has been running well based on the list of priority program activities of Development Planning Meeting in the Village Central Besusu in 2014.

Abstract

This Research Target is to know and analyse the quality of service land registry at Office of Land; Ground of Palu Town.  By Using Research Type Qualitative hence informan selected in this research five of people. Data collecting use the technique interview and documentation. Technique analyse the data used  that is ( 1) Editing Data ( 2) Data Subdividing ( 3) Interpretation Mean the Data and ( 4) Withdrawal of Conclusion and Suggestion. Result of Research (1) Quality of Service Land Registry in Office of Land;Ground of Palu Town seen from mainstay factor not yet walked better this matter is seen from time duration still in getting land;ground certificate and result of interview with informan.(2) Quality of Service  land registry in Office of Land;Ground of Palu Town seen from factor Responsivitas not yet walked better this matter is seen by that society still visit upon the office of Land;Ground of Hammer Town, also supported by result of interview with the informan conducted by field. ( 3) Quality of Service of land registry in Office of Land;Ground of Hammer Town seen from Guarantee factor have walked better (4) Quality of Service  land registry  Office of Land;Ground of Palu Town seen from empathy factor have walked better and ( 5) Quality of Service  land registry in Office of Land;Ground of Palu Town seen from Direct Evidence factor have walked better.

Abstract

This research aims at finding out how technical propriety dimension, financial and economic opportunity, political viability, and administrative viability in the evaluationof the policy of telecommunicationtower construction at the Department of Transportation, Communication, and Informatics in Parigi Moutong Regency using Bardach theory. This is a qualitative research with 7 informants taken by using a purposive sampling technique. The result of this research indicates that the evaliationof Policy of Telecommunication, and Informatics in Parigi Moutong Regency viewed from the technical viability dimensions; the Local Government is less serious to implement Cell Plan which has been made and there is no clear socialization in reporting the performance of management and supervision of surrounding; of economic and financial possibility dimension; all citizens can take pleasure in telecommunication provider in socializing rules, however giving positive impacts to the citizens like telecommunication service provisioning and providing employment to the citizens; and Administrative Viability dimension; the role of each sector or SKPD in coordinating among departments has run well but its supervision has not run well.

Abstract

This research aims at finding out the quality of property tax service ah. Office for Management of Regional Revenue, Finance and Assets, Palu. This is a qualitative research. The informants of this research are the public servants and taxpayers taken purposively, and the techniques of the data collection are observations, interviews, and documentations, while the techniques of data analysis are data reduction, data display, conclusion taking and verification. The result of this research shows that the quality of property tax service at Office for Management of Regional Revenue, Finance and Assets Palu not maximal because the physical display service room is less convenient because it does not match the number of taxpayers so much and parking are irregular, then the accuracy of the time service has not been as expected because of the time service providers sometimes employees are not in place so that the taxpayer made to wait, as well as employees who are less responsive response caused by disorders such taknis electrical problems.

Abstract

The objectives of this research are: 1) to know and analyze the effect of service quality on corporate image,2) to know and analyze the effect of service quality on customer satisfaction. 3) to know and analyze the effect of corporate image on customer satisfaction, 4) to know and analyze the effect of customer satisfaction on customer loyalty. This is an explanatory research to explain the relationships among investigated variables involving 150 customer of PT. Hadji Kalla Palu that have been selected using purposive technique sampling. Based on the hypotheses testing using of Structural Equation Modeling (SEM), it concludes that: 1) service quality performs positive and significant effect on corporate image;2) service quality performs positive but not significant effect on customer satisfaction; 3) corporate image performs positive and significant effect on customer satisfaction; 4) customer satisfaction performs positive and significant effect on customer loyalty.

Abstract

The purpose of this study is to reveal and describe the performance of teachers of SMK Alkhairaat Parigi who studied based on the theory of Stephan Robbin using three concepts / factors: 1) knowledge (knowing to do) focuses on the knowledge of a teacher in carrying out his duties as an educator, 2) skills (the ability to do) focuses on the skills of a teacher in designing a learning so interesting and not boring, to him it must have good skills when they wanted to teach, and 3) motivation (motivation to do) focuses on teacher motivation in their activities in school or while teaching in the classroom. Motivation is the internal motivation and external motivation. This type of research is qualitative research with selected informants making 5 people (the foundation, principals, supervisors, teachers and students of SMK Alkhairaat Parigi. The results showed that the performance of teachers smk Alkhairaat Parigi can already be said to be good, although with all the limitations of human resources in terms of quantity, but the quality is good enough. They also suggest the need for a comprehensive understanding of the performance improvement of teachers especially productive field.

Abstract

This study aims at analyzing the Monitoring of Development Activator Youth Scholar Program in Central Sulawesi (A Case Study in the village of Ampibabo Utara). The number of informants in the study are 8 people, namely three people of the Technical Team PSP3, the head section of Youth Leadership, Secretary of the village and two people of PSP3 participants also a civilian. The technique used in determining the informant is purposive by choosing informants purposively. Data collection techniques in this research are observation, interviews and documentation. The result shows that Monitoring of Development Activator Youth Scholar Program in Central Sulawesi has already implemented but it has not been optimal. This is proved by the results of interviews viewed from the dimensions of direct inspection with indicators stating that monitoring implementation in the form of direct inspection is not carried out in accordance with the applicable rules, to be exact 2 twice in a month, but it is carried out in 3 to 4 months with an unspecified time which is resulting the inactivity of PSP3 participants in the placement location in implementing the programs and also the report in place has not been established by PSP3 in accordance with what is assigned because the PSP3 participants have not prepared the report of work they performed. As for the dimensions of indirect inspection, it has been executed properly, which it can be seen from the indicators of written and oral reports.
