Abstract

This study aims to identify and analyze the performance of the Regional Inspectorate of Central Sulawesi Province. This type of research uses descriptive qualitative approach, to measure performance based on the theory of Schermerhorn, Jr. (1994) in Dwiyanto and Baveola (2001: 3), consisting of: inputs (inputs), outputs (outputs), and outcomes (results). The collection of data through observation, interview, and documentation, dianlisis through the stages of data reduction, data display, and conclusion. The research concludes that, there was an imbalance of the amount of control object (SKPD) and the space scope of the task with the availability of auditors. Extension of the scope of duties and responsibilities of supervision, not offset by the availability of resources auditor apparatus, the availability of an adequate budget, the lack of knowledge, skills, and competence of auditors in the field of supervision, due to a lack of education and training intensity, so that the outputs and outcomes produced less efficiently and effective both in quantity and quality. The ability of the organization to be not optimal resources to improve the quality of supervision, monitoring the regional administration which encourage corruption eradication practices, and especially in realizing the performance accountability of local government, in order to create governance Good governance and clean government.

Abstract

Social welfare policy for elderly is a policy to improve the productivity and life quality of elderly through the program of Productive Economic Bussines. To realize the policy, the implementation is needed, so that the program of productive economic Business can increase the social welfare of elderly. The research objective is to analyze the implementation of the social welfare policy ( law No.13 of 1998 on social welfare for elderly). Social minister makes a policy of social services for elderly in the form of productive economic business program as a social investment for the productive elderly in the District of West Palu. This is a qualitative descriptive research. The data collection is through observations, interviews and documentation. The theory used is a theoretical model of policy implementation By Rippley and Franklin, due to the implementation model Rippley and Franklin emphasizes on the aspects of policy content. According to Rippley and Franklin, success of a program implementation can be viewet by the three factors; a) compliance perspective which measures obedience of apparatus; b) successful implementation is measured from the fluency routines and lack of problems, and c) a successful implementation leads to the satisfactory performance of all parties, especially the group of beneficiaries. The results showed that the implementation of the Social Welfare Policy For Elderly In The District Of West Palu has been performed well.

Abstract

This study is aimed to explore and analyze: 1) budget drafting participation, government officials’ performance, job satisfaction, and organizational commitment in Palu governmental offices; 2) the effect of budget drafting participation on officials’ performance; 3) whether job satisfaction moderates the influence of budget drafting participation on officials’ performance; 4) whether organizational commitment moderates budget drafting participation on officials’ performance. The population consists of 1036 people with 91 samples selected, including heads of office, secretaries, and head sections. The result shows that: 1) budget drafting participation has significant effects on officials’ performance in Palu governmental offices; 2) job satisfaction moderates the effects of budget drafting participation on officials’ performance significantly; 3) organizational commitment moderates the effects of budget drafting participation on officials’ performance in Palu governmental office.

Abstract

The use of electronic documents signed with electronic signatures as evidence different from the evidence set in the Civil Code, because the level of originality or authenticity still need to be proven in advance, or in other words to have some reservations to the electronic evidence has the force of law, This study aims to determine the validity of electronic signatures in the proof of Indonesian civil procedure law, as well as to determine the civil dispute resolution efforts towards electronic document signed by electronic signature. Writing this using normative legal research, making use of existing legal library materials and the linkage with the issues to be investigated. The conclusions of this research is said to be valid electronic signature when using electronic systems in accordance with the applicable legislation, namely the Law on Information and Electronic Transactions Article 16 Paragraph (1), the expert testimony is also one of the elements that are considered essential for the process examination because it provides an explanation regarding the authenticity or the authenticity of the evidence that an electronic signature submitted.

Abstract

This research aims at describing, analyzing and interpreting the evaluation of the implementation of National Program for Community Empowerment in Kabonga Besar. This is a qualitative research with descriptive method and the data collection techniques are observations, interviews, and documentations. This research involved 6 informants taken purposively. This research used the model of William Dunn policy evaluation, and it is obtained that the result is not optimal, and the factors which affected, namely: 1)the aspect of effectiveness is not optimal, because there are still problems women's credit refund is not smooth, 2) the aspect of efficiency is good, because the funds disbursed can be utilized as much as possible for the needs of the community, 3) the aspect of adequacy is good, because the program provides benefits to the villagers, 4) the leveling aspect is good, because the program spread to all levels of society, 5) the aspect of responsiveness is good, where the beneficiaries are satisfied with the program existence 5) the aspect of accuracy is good, because the beneficiaries consider that the program is useful for them.

Abstract

This Research Target is know and analyse the Policy Implementation of[is Solving of dispute Land Ground in Palu Town of this Research Type is research qualitative with the informan selected by the four of people. Data collecting use the technique interview and documentation. Technique analyse the data used by that is  (1) Editing (2) Subdividing (3) Interpretation Mean (4) Withdrawal of Conclusion and Suggestion. Result of Research (1) policy Implementation of solving of land;ground dispute in Office of Land;Ground of Palu Town seen from factor of standard and policy target not yet walked better, seen from time duration still in solving of dispute, so that society feel saturated in managing dispute and visit upon the office of Land;Ground of Palu Town. (2) policy Implementation is solving of land;ground dispute in Office of Land;Ground of Palu Town seen from Resource factor not yet walked better this matter is seen from there no fund prepared to the solving of dispute and also medium also not yet adequate. Like there no counter of denunciating of land;ground dispute. (3) policy Implementation is solving of land;ground dispute in Office of Land;Ground of Palu Town seen from factor comunicatioan, characteristic, political and economic social condition and also disposition factor not yet walked better, this matter is seen by that tren of dispute denunciating every year tend to increase later;then facility which disedikan not yet adequate  and also supported by result of interview with the informan conducted by a field telling not yet walked better

Abstract

This study aims to determine how the performance of employees in the service of e-ID card in Sindue Donggala District Office. This research using qualitative methods. As for the informants in this study were employees and the community Sindue District of Donggala, as for the data used in this study are primary data and secondary data through observation and interviews with employees of Head Office Sindue with the District Public Sindue, in this study research Performance Concept of Agus Dwiyanto consists of five indicators, namely: Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. The performance of employees in the service of ID card in Sindue Donggala District Office based on results of the study found that the performance of employees in the service of ID in the District Office Sindue still sluggish and less effective. The results also revealed that the service performance of employees is not maximized it is closely related to the responsibility or accountability of employees and service quality districts which include the ability responsiveness in providing services. While productivity and responsibility was also still relatively low it is closely related to the quality of employee performance is a reflection of poor employee performance to the public.

Abstract

The aims of this research are : (1) to explore the influence of communication, organizational commitment and motivation on official’s performance in The Inspectorate Office of Palu. (2) to investigate the influence of communication on official’s performance in The Inspectorate Office of Palu, (3) to investigate the influence of organizational commitment on official’s performance in The Inspectorate Office of Palu, (4) to investigate the influence of motivation on official’s performance in The Inspectorate Office of Palu, (5) to investigate the difference between the performance of male and female official’s performance in The Inspectorate Office of Palu. This research is causal descriptive and it focuses on explaining the relations between variables. As many as 48 samples are selected by census sample method, where all population has a change to be chosen as a sample. The results show that : (1) simultaneously communication, organizational commitment and motivation positively and significantly affect the official’s performance in The Inspectorate Office of Palu, (2) communication positively and significantly affect the official’s performance in The Inspectorate Office of Palu, (3) organizational commitment positively and significantly affect the official’s performance in The Inspectorate Office of Palu, (4) motivation positively and significantly affect the official’s performance in The Inspectorate Office of Palu, (5) there is no difference in performance of male and female official’s in The Inspectorate Office of Palu.

Abstract

This research aims at finding out the public service performance at Tawaeli subditrict office Palu. This is a descriptive research, giving overview, description, and detail interpretation of data about the public service performance. This research used field research, in which the information was collected directly from the informant.This research applied the performance theory proposed by Kumorotomo, employing several indicators, they are efficiency, effectiviness, fairness, and responsiviness. The data were collected trough there stages : data reductions, data display, and conclusion. The tecniques of data collection were observation, interview, and documentation.The six informants wre taken trough purposive. The results show that the public service performance in Tawaeli subdistrict office Palu was still low and there are several things thad need to be addressed to make the public serviceperformance better. Based on the four indicators, effectiviness is the only aspect that still needs to be improved. It is caused by the lack of facilities and infrastructure at Tawaeli subdristrict office Palu.

Abstract

This study aims at determining the implementation of service business retribution policy of local government, Central Sulawesi (retribution case of official residence) conducted by the Department of Revenue, Central Sulawesi. This is a qualitative research in term of descriptive method. The informants of this research were 6 people consisting of 4 employees of the Regional Revenue Office of Central Sulawesi, one Revenue Treasurer of Department of Water Resources and one informant of compulsory levy. The informants were chosen by using purposive sampling technique. This research uses primary data and secondary data. Techniques of the data collection are observations, interviews, documentations, and triangulation. The data were analyzed by using Miles and Huberman, data reduction, data presentation and concluding. The theory used was Edward III theory consisting of four aspects namely Communication, Resource, Disposition, Bureaucracy Structure. The result of the research shows that the implementation of official residence retribution which covering Communication, Resource, Disposition, Bureaucracy Structure, is not effective yet. First, the communication aspect did not run effectively because socialization about the policy was considerably minimum, the consistency of Local Revenue Department in implementing the policy did not run effectively because some parts of the policy were not implemented well. Second, Resources were inadequate. Personnel resources, equipment resources and the resources of funds caused the policy implementers have not been able to work according to their competence and professionalism. Third, the disposition aspect has not run as expected, lack of awareness of the implementers to remain on the policy objectives. Fourth, the absence of operational standards and procedures (SOP) about the standard retribution of official residence, causing the policy implementers and policy targets (compulsory levy) act without any clear guidelines regarding the official residence retribution. Thus the researcher concludes that the implementation of the charges for services policy of Central Sulawesi (retribution case of official residence) has not run as expected.
