Abstract

This study aimed to determine the influence of motivation on employee performance at Kawatuna Subdistrict Office. This study used quantitative research method which was done through data collecting in the field, so this study was designed to use explanatory survey technique. This study used multiple linear regression analysis technique with saturated sampling technique. Respondents in this study amounted to 32 respondents. The results showed that the partial influence of motivation on employee performance at Kawatuna Subdistrict Office was 0.720, meaning it was in influencing cathegory. The simultaneous influence of motivation on employee performance at Kawatuna Subdistrict Office was 0.720 or 72%, while the rest 28% was owned by other variables that were not studied. The calculation process resulted that F-count = 32.229 at real level α = 0.05 or sig < 0.05, with significance value = 0.000. Therefore, it can be stated that the independent variables simultaneously had significant influence on the dependent variables. Based on the results, the hypothesis stating that motivation extrinsically and intrinsically had significant influence on employee performance at Kawatuna Subdistrict Office was received.

Abstract

The regional inspectorate is a government internal auditor who conducts general supervision toward local government and perfoming other tasks. In conducting their obligations, regulatory authorities are required to develop their competencies. This research intends to identify and analyze the simultaneous influence of competency and career development on the performance of regulatory authorities ini The Regional Inspectorate office of Central Sulawesi; to identify and analyze the partial influence of competency on the performance of regulatory authorities; to identify and analyze the partial influence of career development on the performance of regulatory authorities. Sample ini this study consists of 75 people who selected by census method. Method of analysis used is quantitative approach with linear multiple regression. The result shows that: competency and career development simultaneously have significant influence on the performance of regulatory authorities in The Regional Inspectorate office of Central sulawesi. Partially, competency and career development have significant influence on the perfomance of regulatory authorities in The Regional Inspectorate office of Central Sulawesi.

Abstract

The research intends to describe the leaders’commitment, internal control environment, and the quality of financial statement; analyze the simultaneous influence of leaders ‘ commitment and internal control environment on financinal statement;determine and analyze the partial influence of internal control environment on financinal statement in all regional government working units in central Sulawesi. The research applies verificative approach. Population includes all regional government working units in central Sulawesi. Data used is primary and secondary data based on questionnaire distributed to 43 leaders in government working units who selected by census method. The result concludes that leaders ‘ commitment and internal control environment partially has significant influence on financial statement quality; internal control environment partially significant influence on financinal statement quality in all government working units in central Sulawesi.

Abstract

The research was to identify whether or not the provincial development could create people welfare and prosperity through provincial budgets and how the control over the provincial budgets. It was a normative research. The results  of the research showed that in planning the provincial development programs using the provincial budgets, the provincial government still needed grass root aspirations in order to secure the provincial developments were consistent with the people expectations in accordance with the potencies in the province.

Abstract

This research aimed to analyze the impact of PBL model towards the learning result of economics at the students of SMA Negeri 1 Palu. This experimental research used a Randomized Pre Test-Posttest Control Design. The subject or population of this research was the students at class XI IPS SMA Negeri 1 Palu. The selected samples were Class XI IPS 5 as the experimental class and Class XI IPS 3 as the controlled class. The technique for selecting the first phase sample was done by using purposive sampling  and the second phase by using random sampling. The independent variable of this research was problem based learning model and the dependent variable was the score fo learning result of economics of the students at SMA Negeri 1 Palu. Data collecting was done through learning result test. Instrument validation was done by calculating the item discrimation and difficulty index, whereas reliability was calculated by using KR-20. Test data analysis requirements included normality testing by using Kolmogorov-Smirnov and homogenity test by using Levene Test. The hypothesis testing was done by using t test on the significance level of 0,05. Based on the statistic testing result of t test, it was found that the score of F count was 1,585 with the score of p 0,000 was smaller than alpha 0,05 which means that zero hypothesis was rejected. The rejection of zero hypothesis means accepting the alternative hypothesis which stated that there was a difference in learning result between the group of students who were taught by using PBL model in the experimental class compared to the group of students taught by using conventional model in the controlled class. PBL and conventional models were significantly different in the achievement of economics learning result. The difference was strengthen by the mean result of each group. The learning in the experimental class by using PBL model had the mean score of 79.10 while the mean for controlled class using conventional model was 58.93. Based on the finding, it can be concluded that there was an impact on the use of PBL and conventional models towards the learning result of sconomics at SMA Negeri 1 Palu. PBL model gave significant impact towards the learning result of economics at SMA Negeri 1 Palu.

Abstract

This study was to find out how the implementation of the public service complaints unit at Anutapura General Hospital Palu and what constraints existing in that public service complaints unit. The types of data used in this study were primary and secondary data. The data collection was done by means of observations, interviews, documentations and triangulations. Informants were determined by using purposive sampling technique. The data analysis technique used in this study was qualitative data analysis model. The theory used was Campbell theory, consisting of 5 (five) aspects: program success, targeting success, satisfaction with program, input and output level, and comprehensive achievement to the goals. Based on the results of research conducted, it could be concluded that the effectiveness of the public service complaints unit establishment had not been maximal. First: the success of the public service complaints unit establishment at Anutapura General Hospital Palu was marked by the increasing number of complaints received, but there were some obstacles faced by the management of the complaints unit. Second; the targeting success of the public complaints unit establishment was marked by the increasing number of people complaints from various circles on public services that were not considered to be in accordance with the standards. However, there were still many complaints received repeatedly. Third: satisfactions with the public service complaints unit establishment were good because the complaints unit had been running in accordance with the standard operating procedures so that the complaints unit functioned effectively but still needed more good understandings from the Hospital officers. Fourth: the input and output level had been reached because the complaints were followed by quick follow-up complaints resolutions, but there were still many officers of the Hospital who did not understand the purposes of the complaints unit. Fifth: comprehensive achievement to the goals of the entire process above was materialized in accordance with the goals of the public service complaints unit improving the quality of service.

Abstract

This study aimed to analyze the implementation of driving license issuance policy at Traffic Unit of Palu Resort Police, particularly of the theoretical test; and to know the factors causing driving license applicants being not able to pass the theoretical test. Respondents in this study were 3 (three) Police personnels, namely Head of Traffic Unit, Head of Identity Registration Sub-Unit, and Theoretical Test Operation Officer; and three (3) applicants of driving licenses, respectively the A, B, and C driving licenses. Data collection techniques used were observation, interviews, and documentation. The results showed that the implementation of driving license issuance policy at Traffic Unit of Palu Resort Police comprising four indicators, namely communication, resources, impacts, dan bureaucracy, had been done, but at the indicator of communication, socialization about Traffic Law was not right on target so that many people who were not able to answer the questions in the theoretical test. From the resources indicator, many applicants who did not master information technology (computer) so that the theoretical test was still constrained in computer operating and lack of facilities and infrastructures, like rooms and other facilities. The results of the study of the implementation of driving license issuance at Traffic Unit of Palu Resort Police can be expressed not showing good results because all aspects of Edward III’s Theory, namely communication, resources, impacts, and bureaucratic structure had been done, it was just the indicators of communication and resources had not been running as expected, meanwhile the indicators of disposition and bureaucratic structure had been running as expected by people.

Abstract

This study aimed to determine how the employee performance at PT Bussan Auto Finance in Palu City. This study used descriptive qualitative approach, for it was describing, explaining, and interpreting data in detail relating to the employee performance at PT Bussan Auto Finance in Palu City. This study used field research, for it was carried out in the field to obtain data or information directly from the informants. The main performance theories used as references were (1) Quality, (2) Quantity, (3) Timeliness, (4) Effectivity, and (5) Autonomy. The data collection techniques were observation, interview, and documentation. The data analysis technique used was Sugiyono’s Interactive Model, comprising data reduction, data presentation, data validation, and conclusion. Based on the results, it could be concluded that the employee performance at PT Bussan Auto Finance in Palu City had been good enough, but there were some things that needed to be fixed to make the employee performance better. Based on the indicators used to assess the performance, just the timeliness aspect that was unmet by the employees of  PT Bussan Auto Finance, for there were still some employees who were often not in-time in carrying out their tasks or procrastinated for other reasons.

Abstract

The aim of the research is to find out the difference of perceptions among financial statement users that include the government working units, legislative representative, and academics, Sample consists of 35 people consisting of 22 heads of the government working units, 8 legislatives, and 5 academics. Research method is descriptive qualitative and quantitative. Data of analysis uses Anova One-Way to test several indicators such as: 1) the length of audit, 2) the independence of the audit fees, 3) the limited time of the assignment of auditors, 4) kinship, 5) the tendency to straddle because of political beliefs or social, 6) the access to information without barriers, and 7) the freedom of determining the contents of the report, time  reporting, as well as publishing and disseminating the report. The result concludes that 1) different perceptions exist in three groups of financial users, 2) of 7 indicators, there is one factor that shows different perception towards auditor independency that is ‘the limited time of the assignment of the auditor.

Abstract

The aims of the study are : 1) to determine the effect of the number of parking spots towards parking fees amount; 2) to determine the effect of the number of parking staff toward parking fees amount; 3) to determine the effect of the number of vehicles towards parking fees amount; 4) to determine the effect of the number of parking spots, parking staff, and vehicles on the amount parking fees in Palu City. There are 4 districts involved in the study that are selected through purposive sampling. Research method is descriptive qualitative and the data is analyzed with multiple linear regressions analysis. The result concludes that : 1) the number of parking spots partially has significant effect on the amount of parking fees received with coefficient determinant of 0,727 and significant level of 0,027; 2) the number of parking staff has insignificant influence on the amount of parking fees received with coefficient determinant of 0,142 and significant level of 0,626; 3) the amount of vehicles partially has significant influence on the amount of parking fees received with coefficient determinant of 0,352 and significant level of 0,023; 4) the number of parking spots, parking staff, and vehicles simultaneously have significant influence on the amount parking fees received with coefficient determinant of 0,727 and significant level of 0,027.
