Abstract

The purposes of this study were: (1) To determine and analyze the influence of career development partially on employee satisfaction at Palu City Department of Public Works; (2) To determine and analyze the influence of organizational climate partially on employee satisfaction at Palu City Department of Public Works; and (3) To determine and analyze the influence of career development and organizational climate simultaneously on employee satisfaction at Palu City Department of Public Works. The type of this research was descriptive and verificative with survey, while the process of this research was quantitative with associative causal approach, namely quantitative research that aims to determine the causal relationship among the three variables, which serves to explain, predict, and control a symptom, with correlation and regression analysis. The samples of this research amounted to 86 respondents out of the researcher,  the Head of, and the Secretary of Palu City Department Public Works using saturated sampling technique (census), i.e. the sampling technique that makes the entire population to become samples (Sugiyono, 2007: 65). Data were analyzed using multiple linear regression analysis with the results showed that the career development variable significantly influenced employee performance with tcount amounting to 4.934 > t-table at 2,000 or the Sig-t of 0,000 < α value of 0.05; the organizational climate significantly influence employee performance with tcount 5.333 >  t-table of 2,000 or the Sig-t of 0,000 < α value of 0.05; and the variables of career development and organizational climate simultaneously had significant influence on employee performance, with Fcount value of 68.401 > F-table at 2.37 or the Sig-F of 0.000 < α value of 0.05.

Abstract

The aims of this research are: 1). To find out about general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 2) To explore simultaneous influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi; 3) To explore partial influence of general allocation funds, specific allocation funds, profit sharing funds, and local revenue on regional expenditure of regency/City in Central Sulawesi. The research method is panel  data regression with software Eviews 9.0. Sample consist of 11 regencies/Cities in Central Sulawesi Province in 2012-2014. The results find that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have influenced regional expenditure 0f 95.37%, While the remaining influenced by factors that are not studied. It also finds that general allocation funds, specific allocation funds, profit sharing funds, and local revenue have simultaneous influence on regional expenditure of regency/City in Central Sulawesi. Partially, general allocation funds and and local revenue have significant influence on regional expanditure in Central Sulawesi. This in indicated by the t-value higher than t-table or probability value is smaller than 5%.

Abstract

This study intends to analyze the influence of local revenue, general allocation funds, and specific allocation funds on total expenditure of Poso Government. Population consists of 58 governmental working units andeight of them selected as the sample. The study uses time series data for 5 years from 2011-2015. Sample method is purposive research method is verificative with quantitative approach by using multiple linear regressions. The result find that: 1) local revenue, general allocation funds, and specific allocation funds simultaneously have significant influence on total expenditure of Poso Government; 2) local revenue has insignificant influence on total expenditure of Poso Government; 3) general allocation funds have significant influence on total expenditure of Poso Government; 4) Specific allocation funds have significant influence on total expenditure of Poso Government. Based on the results, it is recommended to the local government to increase local revenues by extending the base of tax and retribution, increasing the performance of regional-owned enterprises, intensification and extension of taxes, and the procurement for taxation in potential fields.

Abstract

The study intends to determine and analyze factors causing the delay in accountability report of expenditure. It is a qualitative study with a case study.  Informants are staff in the verification section of PPKAD (BUD and kuasa BUD), PPTK, PPK SKPD, expenditure treasurers, the treasurers' treasurer, and treasurer assistants in The Health Department, Culture and Tourism Department, and Maritime and Fishery Department.  The result shows that factors that cause the slow of accountability report of expenditure are: 1) constantly changing policies and regulations of he central government; 2) the low ability of administrators; 3) the poor quality of human resources, and 4) the lack of socialization and training on expenditure accountability rules in Donggala District

Abstract

The study aimsto determine and analyze simultaneous and partial influence of leader’s commitment, internal monitoring, and competency on the performance of financial administrator of Palu City Government. Sample of study selected through purposive sampling, consists of 90 financial administrators in 30 governmental working units in Palu City. Method of analysis is multiple linear regressions. The result underlines that leader’s commitment, internal monitoring and competency simultaneously have significant influence on the performance of financial administrators. Partial test shows that each variables of leader’s commitment, internal monitoring, and competency have significant influence on the performance of financial administrators.

Abstract

This study aims to determine the implementation of the Policy Social Security Administering Agency BPJS subsidy Tomini District Parigi Moutong District. The type of research used qualitative descriptive. The type of data used is primary data and secondary data. While data collection techniques, conducted through observation, interviews, documents. Furthermore, withdrawal technique of informant use purposive. Data analysis used is interactive model Miles and Huberman, consisting of data reduction, data presentation, and conclusion. The theory used in this research is the theory of Van Meter and Van Horn. As for from this research the researcher put forward some research result that is: standard and target of policy, communication between executing agency, characteristic of executing agency. Based on the results of the research, that Policy Social Security Administer Agency BPJS subsidy Tomini District Parigi Moutong District. Referring to the Act No. 24 of 2011 on BPJS that implemented was not running optimally. Coordination is maintained by the District Government, Village Governments, and the Community receiving BPJS in implementing policies that are not yet technically clear. While the distribution of subsidized BPJS card for its implementation has not shown the maximum result of the implementation of the policy.

Abstract

The purpose of study are: to determine and analysis the implementation of cleaning retributions policy and its contributions on local revenue of Palu City, to determine  and anaalyze supporting and inhibitng factors toward the implementation of cleaning retribution policy to increase the local revenues. The study of descriptive qualitative. The result conclude that:cleaning retribution in Palu City as one of the sources of local  revenues is organized under the coordination of Departemen of Cleaning and Landscaping of Palu City. Retribution withdrawal should be followed by better cleaning service. Factor supporting the implementation of cleaning retribution in Palu City includes: commitment of the decition makers and implementers, authority in the selection and formulation of waste managemenr policy, recousces support, cooperation between The departemen of Cleaning and Landscaping with Integrated Licencing Agency of Palu in cleaning retribution withdrawal. Inhibiting factor include low quality of recourses, low of  education and commiment and tenacity in performing the task, insufficient facilities and infrastrukture, both quality and quantities, the increased volume of waste, the demand of the community toward the improvement cleaning services, and the absence  of waste recycling technology. In addition, ineffective sanctions againt the offender of the abusive littering, the lateness of the waste transport, and minimal operational cost also hinder the implementation of cleaning retribution policy in Palu City.

Abstract

The study is aimed to determine and analyze significant influence of the application of regional financial information system, internal control, and human resource competency simultaneously on financial performance of governmental working units in Sigi District; significant influence of the application of regional financial information system, partially on financial performance of governmental working units in Sigi District; significant influence of internal control, partially on financial performance of governmental working units in Sigi District; significant influence of human resource competency, partially on financial performance of governmental working units in Sigi District. Abstract

The purpose of this study was to determine and analyze the Teacher Competency Policy Implementation in Education Secondary Education and Culture Department of the Provincial Central Sukawesi. The main theory as a reference in this research is the theory of policy implementation that includes Edward III; (1) communication, (2) resources, (3) the disposition, (4) a bureaucratic structure. The research method using descriptive qualitative approach. The research location is housed in the Department of Education and Culture with the informant as much as seven people were selected purposively. The data collection was done by interviewing, observation, and documentation. Analysis using Interactive model of Miles and Huberman. Based on the results of the study, Policy Implementation Competence Master in Education Secondary Education and Culture Office Provincial Sukawesi Central when viewed from the aspect (1) communication, (2) resources, (3) disposition, and (4) the bureaucratic structure, indicating that it is not effective because there are still aspects that have not been adequate, namely communication, disposition. While resources and bureaucratic structures that are still not running properly and optimally, it can be seen in terms of communication, the implementor is already carrying out communications through the transmission process and clarity, but with regard to the communication process through consistency, experienced the bottleneck is the network communication less effective, so the impact on the number of participants competence development of teachers do not meet predetermined quotas. Resources in Central Sulawesi Province Dikmen sufficient. Disposition is always associated with the character, nature and characteristics of the implementor quite supportive, head Dikmen know what should be done and have a high motivation, but in carrying out can not be carried out continuously. The bureaucratic structure of policy implementation can already be implemented in coordination with various related parties, such as SMK SMK in City and District level. As for suggestions when viewed spec of communication needs to be improved by building communication networks that quickly and accurately. Aspects of the expected disposition implementor conduct continuous and scheduled atu according to SOP.

Abstract

To know management of market levy manonda in Palu City if seen three indicator from four indicator of management function according to George R. Terry. The data used in this study are primary data and secondary data obtained by observation data and in-depth interviews. The method used in this research is qualitative method with the determination of informant using purposive technique. As for research technique using interactive model. Based on four indicators of research that is planning, organizing, moving indicate in execution of manonda market retribution management in Palu City, not yet running maximally, where indicator of planning and supervision not yet run properly, Due to the determination of retribution target still not running in accordance with the expectation that the target market levy manonda in Palu city that should be able to reach ± Rp. 1.544.400.000 But only determined Rp. 748.800.000 in 2017. As well as obstacles from supervisory indicators are still lack of data collection of traders and carcin that is routinely implemented which should be carcin data collection can be done every month so that supervision function can be optimal. The other two indicators have proceeded in accordance with expectations where for the organizing indicators with the grouping of officers and the division of labor done well by the market field then this indicator can run well and the indicator of the movement with the head of market and head of market routine to go to the field directly and Giving directions every day makes this mobilization function optimal.
