Abstract

Theoretical arguments of the link between decentralisation, governance and poverty reduction are merit, but the implementation of decentralisation often fails to reduce poverty. This paper examines why decentralisation works and does not work to reduce poverty in developing countries. It shows that decentralisation will benefit for poverty alleviation if exist local political competition, community participation, and capacity of local government.

Abstract

This study aims at evaluating the usefulness and exploring the problems/challenges and potential improvements of the application of benchmarking in German public sectors. It is a conceptual paper or literature review that discusses how benchmarking is adopted in Germany. The data is mainly collected from secondary sources i.e. articles, scientific research, non-governmental studies. The study uncovered that benchmarking application in a federal country has a peculiar challenges and problem that hindered an optimal utilization and benefit of the benchmarking adoption. Thus, lessons learned can be obtained for other countries in developing benchmarking in their administration.

Abstract

Capacity development of human resource in relation to the government apparatus’ professionalism is an important aspect to consider when it comes to human resource development within the government. This is because it has a close relationship with their function as public servants. The higher the apparatus’ capacity is, the better they serve the public. However, the fact remains that the apparatus’ capacity has not yet met the required standard. This is mainly influenced by the apparatus’ low working ethos and their negative perspectives and attitudes that, in turn, prevent them from working effectively. To overcome this problem, it is suggested that the government restructures the institution through promoting a change in the working culture and behavior, reforming the institution’s departments based on the actual needs, endorsing efficiency, improving the public service to improve society at large, and increasing the apparatus’ professionalism.

Abstract

This paper explores the link between agricultural transformation, economic growth and poverty in Indonesia. Based on descriptive analysis, it shows that the Indonesia’s economic growth and poverty reduction performance are more influenced by the service sector than the agriculture sector. The two major challenges to implement agricultural transformation in Indonesia are the limited availability of land and agricultural contract issue. To address these challenges, a gradual change is the best solution. The fixed rent scheme should be introduced properly to the society so as to increase the agricultural production, while support from the government is needed to help the smallholder’s farmers to avoid poverty

Abstract

This paper explores the implementation of e-government through JDIH in East Java Province. Using descriptive quantitative analysis, this main findings show that the low capacity of IT related human resources and availability of updated information are the main challenge to improve e-government in the province. This study suggests the use integrated JDIH system or outsourcing of IT related human resources may able to improve the effectiveness of e-government.

Abstract

This paper aims to flesh out women capacity for creating community resilience and practices of sustainable post disaster reconstruction in Bantul district Central Java Indonesia. Based on case study, the findings show women grassroots organizations have insight, information, experience, networks and resources vital within earthquake reconstruction as such capacities increasing resilience. During reconstruction women demonstrated their capacity as income-earners, producers and managers of food production, providers of clean water and fuel, and participants in village voluntary labors for maintaining public infrastructures and environments.

Abstract

This study explores the preparedness level in Lampung province and answer how it can be strengthened to conduct an effective response to facing disaster, especially by the Local Agency for Disaster Management (Badan Penanggulangan Bencana Daerah or BPBD) of Lampung as the main stakeholder of disaster management in the Province of Lampung. This study used descriptive qualitative research method. The findings show that the recent mechanism of disaster management provides an adequate mandates to support implementation at the sub-national level; however it also provides a sign that domestic disaster-related tasks, such as preparedness, have potent dependence on the national level especially due to the lack of ability of the local government to provide resources. The findings suggest that coordination (or collaboration/networking) among various levels of government (hierarchical networking) and between governments at the same level (horizontal networking) are needed to expand resources for effective preparedness to disaster management.

Abstract

Local government fiscal health is important for effective fiscal decentralisation. This study examines local government fiscal decentralisation in Indonesia. Data comes from Indonesian Financial Information System 2013. The findings show that after more than four decades decentralisation, most of local governments are still strongly depend on central government in financing local development. The wide gap of fiscal capacity exists between local government at Java and outside Java. The findings suggest that improving local government capacity in mobilising and managing fiscal resources is vital to improve local government fiscal health in decentralised Indonesia.
