Abstract

Derajat Desentralisasi Fiskal Dan Kualitas Belanja Daerah (Studi Pada Provinsi Jawa Timur). Penelitian ini membahas tentang desentralisasi fiskal di Jawa Timur yang diukur dengan indikator: peningkatan Pendapatan Asli Daerah (PAD) antar-tahun, komparasi PAD dengan penerimaan dari transfer pusat, peningkatan PAD dari Produk Domestik Regional Bruto (PDRB), dan rasio PAD terhadap Total Belanja Daerah (TBD). Penelitian ini adalah penelitian deskriptif yang berusaha untuk menggambarkan secara mendalam fenomena yang diteliti. Hasilnya, dari empat indikator yang digunakan dapat disimpulkan bahwa secara umum Provinsi Jawa Timur memiliki tingkat kemandirian fiskal yang sangat baik. PAD Jawa Timur menempati posisi tertinggi keempat nasional dan tingkat pertumbuhan PAD adalah yang paling tinggi pertumbuhannya secara signifikan. Pertumbuhan PAD dari PDRB tingkat pertumbuhannya cukup baik (secara nasional berada pada rata-rata tengah). Sedangkan rasio PAD dari TBD belum sepenuhnya bisa dikatakan baik karena dilihat dari rasio belanjanya yang menunjukkan bahwa kualitas belanja Provinsi Jawa Timur perlu ditingkatkan.

Abstract

Capacity development of human resource in relation to the government apparatus’ professionalism is an important aspect to consider when it comes to human resource development within the government. This is because it has a close relationship with their function as public servants. The higher the apparatus’ capacity is, the better they serve the public. However, the fact remains that the apparatus’ capacity has not yet met the required standard. This is mainly influenced by the apparatus’ low working ethos and their negative perspectives and attitudes that, in turn, prevent them from working effectively. To overcome this problem, it is suggested that the government restructures the institution through promoting a change in the working culture and behavior, reforming the institution’s departments based on the actual needs, endorsing efficiency, improving the public service to improve society at large, and increasing the apparatus’ professionalism.

Abstract

Education is one of the priority basic services for human resource development. There are two indicators to measure the success in education, known as the accessibility of education and the quality of education. Efforts to determine the level of success of the Government in opening access to education services can be identified from several indicators. These indicators are a benchmark for the success of the Government in opening access to education for the entire community, especially those related to the School Participation Rate. This study aims to determine the existing conditions and analyze the forecasting of determinant factors that affect the achievement of school participation rates in Banyuwangi Regency. This study used a qualitative method with a dynamic system approach. The results showed that the school participation rate in Banyuwangi Regency was influenced by several determinant factors that were interrelated with each other. Based on the existing conditions, there was a need to improve all of the determinant factors. However, an increase in poverty factor as an impact of COVID-19 has encouraged government to provide an alternative policies to avoid the decrease in school participation rates. The results of the forecasting simulation for the next 20 years showed that the behaviour of time from the school participation rate will be in line with the increase in determinant factors in education system, while the results of forecasting education quality showed that within next 20 years, there will be a significant increase in the first two years of the simulation, then there will be an increase in slopes in the opposite direction from the school participation rate and accompanied by an increase in other elements that run in the education system in Banyuwangi Regency.

Abstract

The World Class University trend in higher education has an impact on the need for planning in the research aspect because the quantity and quality of research are very influential in global university rankings. This research explores planning strategies as well as challenges and obstacles in efforts to increase the research productivity of lecturers in the Building Engineering Education Study Program, Universitas Negeri Jakarta based on the perspective of the study program coordinator. This research uses a qualitative descriptive approach using data collection techniques in the form of documentation complete with interviews with the study program coordinator. Some of the plans carried out by the study program to increase lecturer research productivity include the 1 lecturer 1 publication per year program, expanding cooperation and collaboration with national and international universities in research and scientific publications, holding international scientific article publication workshops, initiating collaboration with industry in the field of research and forming a research team of lecturers. The obstacles and challenges faced by the study program include lecturer workload, resources, funding, and research administration burden.

Abstract

Basic education is the foundation for the development of a nation. However, the implementation of basic education services in Indonesia is not yet fully running well. Shifting the authority to provide basic education to regional governments is a challenge for regional governments. Bonding lack of capacity and territorial catchment complicates the problem of providing basic education services. This research examines the factors that influence the quality of basic education service delivery in Banyuwangi Regency, Indonesia. This research uses a systems thinking approach. Modeling with a causal loop diagram as a type of qualitative system model that illustrates the factors that influence the capacity of basic education service delivery. The causal loop diagram was constructed through in-depth interviews with several informants, namely the head and secretary of the education office, elementary and middle school principals, elementary and middle school teachers, and community members (n=12), and FGD (n=2). The location of this research is Banyuwangi Regency, the area with the largest area in East Java. Research findings show that the factors influencing the quality of basic education service delivery in Banyuwangi Regency are based on CLD. A model consisting of two nodes balancing that interact in such a way that the activity of one loop significantly reduces the balance of other loops in an effort to achieve a goal. That the quality of providing basic education services is balanced by conditions of service gaps, so the following actions need to be taken: a) when performance decreases, then check whether this happens because the targets that have been made have been lowered, then b) check how the targets were made and who determines it. This means that the quality of basic education services in Banyuwangi Regency can be improved by evaluating whether the target setting is realistic with the quality of educational facilities and infrastructure, the quality of transportation infrastructure, and the geographical location, which varies according to the characteristics of the region.

Abstract

The growing competition between universities has led public universities to develop internal competitiveness, including student loyalty as a strategic asset. However, previous studies have shown inconsistencies in the results and have seldom applied higher-order constructs to analyze the public university service quality. This study evaluates university service quality and its impact on student loyalty, emphasizing the mediating role of student satisfaction. This study was conducted at the Faculty of Engineering, Universitas Negeri Jakarta. The data analysis technique employed PLS-SEM with the disjoint two-stage approach, which is more accurate in handling higher-order constructs on service quality. The findings indicate that public university service quality and student satisfaction influence student loyalty positively and significantly. Public university service quality also influences student satisfaction positively and significantly. Additionally, student satisfaction acts as a partial mediation between service quality and student loyalty. These findings underscore theoretically and practically that public universities should prioritize initiatives that improve service dimensions that impact student satisfaction and loyalty, such as students’ skill development. By integrating higher-order constructs for service quality, this study contributes to a methodological framework and actionable insights for administrators to optimize quality management in public universities.
