Abstract

Economic crisis has created negative effects on users, owners, and drivers of urban public transit system. To analyze the impacts, a study was conducted for urban public transit system in Bandung. Respondents were asked various questions related to travel and other expences before and after the crisis. The results showed how the low income users were affected the most. They were captive users and had to sacrifice their meal expenses for transportation costs. The public transit's drivers and owners were affected by the crisis as well, mostly by the increasing operational cost and spareparts. Some recommendations are presented to deal with these problems.

Abstract

The monetary crisis which occurs in our country very recently affected that the conventional approach for solving the urban transportation problem in DKI Jakarta can no longer be used for the near future. The paper will discuss in detail the Transport Demand Management concept, which is hoped to replace the conventional approach to solve the urban transportation problem in DKI Jakarta.

Abstract

When we were still enjoying economic growth, it was already not that easy to plan an investment policy in transport and to manage the urban transport system, because at that time we already had a big problem, i.e. lack of government budget for handling the large scale demand and complex national transportation problem. Private sector participation started to be widely offered at that time, and up to now the atmosphere is still being improved. Suddenly, we face an economic flu or 'crisis' that will remain so far the next couple of years. This paper tries to answer questions that will naturaly appear, such as what is going to be the basic policy for urban transport management? What would be the objective and how should the planning approach now be adapted? And also, what ar the main issues that have to be put in front and what would the strategy be? For sure, in the meantime the practice of development planning, which has been based on growth theory paradigm, will no longer be applicable. With this reality, the main activity of urban transport management should be in optimal management of the existing infrastructure and facilities. If there is to be a new investment for urban transport system development in the era of 'crisis', it will be highly competing with other important sectors, such as agriculture, health and small business sectors. Such investment, if any, should be examined comprehensively about its cost-effectiveness from the social welfare view point. Within the urban transport system, institutional reform either in structure or procedure is a must. Lists of reforms that have been raised even before the crisis are still most likely relevant. Therefore they have to be continued with further action. This paper also tries to list the necessary improvements in urban transport management system that have to be considered during and after the reform period.

Abstract

The rural road is expected to alleviate the rural poverty in IDT (presidential Decree for Undeveloped Village) programme. Although this programme is still running during the economic crisis (namely Social Safety Net Programme) there are some questions of the effectiveness of the programme. Rural road development and rural transportation system should be designed well to meet this objective. What is necessary is an understanding of the interaction of rural roads, transportation modes and socio-economic factor of rural development. Even the uses of participatory planning programe in deciding the rural roads programme, may not solve the problem of targeting benefit to the poorest segments of rural society.

Abstract

Using three different proposals made for Jakarta during 1988-1992 as a ase study, this work investigates the formulation of mass transit system proposals in Jakarta with the objectives of comparing alternative transportation demand modelling methods, assessing their strengths and weaknessess and recommending the most suitable ones to be adapted. The results indicate that, in the general context of developing countries and for pre-feasibility level, simple methods and models still seem more appropriate due to the lack of reliable data and expertise, fast changing developments and high uncertainties. Despite the development of new models and methods in developed countries, their application in developung countries might need to be adjusted and simplified due to the different environment. More specifically, each study has its own strengths and weaknesses, therefore their combination might results in better outcome.

Abstract

The Government's idea to propose Calon Haji (Calhaj) transportation by sea is a good suggestion but needs to be well calculated. Sea transportation has specific and different characteristic than other transportation modes, such as air transportation. At the current economic condition, the availability of sea transportation has become a primary transportation choice, since it is cheaper than air transportation. Using Binary Logit Model Approach, this article discusses the choice of transportation by Calon Haji using Binary Logit Model Approach
