Abstract

One of significant of urban design is its capability to solve urban problems through creative design. However, its effectiveness depends on the nature and structure of urban problems. To be aware of the probability of urban design in solving urban problems, urban designer, therefore, should understand the nature and be capable in structuring urban problems using the appropriate method. Design problems is certainly within the capacity of urban design to solve, while non-design problems, such as major social and political problems, are beyond the capability of urban design. Nevertheless, there is evidence that design solutions for design problems sometimes fails, particularly when dealing with unexpected social and cultural behavior of people. On the other hand, creative design to some extent are able to deal with some non-design problems at micro scale. The effectiveness of urban design in solving design and non-design urban problems is constrained by the nature of the problems, the capability of urban designers in identifying and structuring the problems, and users perceptions and behavior. To improve the effectiveness of urban design solutions in Indonesia, mass education on urban design, socialization of urban design products, regulations for design control, and consistent enforcement should be applied accordingly.Keywords: design problems, non-design problems, policy problems, problem identification, problem structuring

Abstract

The use of commercial corridors as public space raises varying conflicts, coming from physical, functional and behavioral problems. The conflicts should be treated to eliminate/reduce social unrest, and looses to stakeholders and commercial activities. This research is aimed at formulating design principles for orderly and fairly commercial corridors as public space. The formulation of these principles is carried out through demand side which relates to right and interest of stakeholders and supply side which relates to structural and functional characteristic of commercial corridors.Keywords: public space, commercial corridor, design principles, conflicts management, conflicts resolution

Abstract

Many old commercial areas in Indonesian cities face unbalance vitality and unclear spatial planning. Being ignored and degraded, the old commercial districts become less attractive to other (new) commercial districts. A design strategy is needed to restore the vitality and image of old commercial districts. The goal of this research is to formulate design strategy to improve the vitality of the area so that a secure, convenient, attractive and amenity can be achieved. The formulation is done by formulating the norms of revitalization design strategy approach based on assessment of vitality criteria, design criteria and the influential factors of vitality problems. This research takes Johar Commercial Area in Semarang City for study case that Semarang's People were very proud of it. Description and assessment level of vitality is viewed from activity aspect, by dividing the area of research into 4 sub areas (Johar, Kanjengan, Yaik and Johar Shopping Center) to alleviate assessment process. From that analysis, there are unbalance level of vitality problems. The influence factor of those vitality problems are emphasized on design aspect. Design strategy of area revitalization is obtained by doing SWOT analysis based on strength, weakness, opportunity, and threat area. Strategies are divided into general and special strategy with concerns of the unity of each sub area.Keywords: design strategy, commercial districts, vitality, revitalization

Abstract

Preservation of old buildings in Bandung Chinatown-Pasarbaru still faces many problems. One of the problems is the lack of preservation guidelines, so that is destruction, rehabilitation and development of old/historic building occurs without respecting the characters of the buildings. The substance of preservation guidelines is identified by studying the concepts and by identifying the technical problems on old building preservation in the observation area. These preservation concepts consist of coverage, criterions, process, preservation activities, issues of concern, scope of issues and element that would be controlled. The technical problems consist of old and historic building character in the observation area. These character are classified based on each typology. This study also formulates the component and element of the building that would be controlled based on preservation aspect in the guidelines and design approach from the literature. The guidelines consist of rules and recommendations for old building elements and component which are translated from the preservation principle.Keywords: old buildings, preservation guidelines, rules, recommendation

Abstract

Waterfront area could be a part of city that is very potential to become a livable area and a meeting place for its citizens. The development in the area has to be controlled with waterfront design principles. These design principles are built based on physical characteristics, natural environment, the impact of the development, existing problems, not only considered on land use efficiency. This study is aimed at creating waterfront design principles and proposing to implement the principles in Tanjung Bunga. In order to design principles, issues of concern and scope of issues in waterfront city must be identified. The design principles are prepared to develop a livable, imageable and enduring waterfront area. Waterfront design principles are built with consideration to fulfill the human needs in public space, pedestrian way, view, the potentials and the uniqueness of the area. The principles which are buolt in this study can be used as principal guidelines of the development, especially in Tanjung Bunga.Keywords: design principles, waterfront city, waterfront characteristics, issues of concern, scope of issues

Abstract

As parts of Kraton, the Squares of Yogyakarta have been through many changes. They are no longer considered as a transition between sacred space (Kraton) and profane space (the settlement outside the beteng), but as a public space to be utilized by everyone. This can be seen with the growing functional activities that replace cultural ones. This result is inevitable deterioration of the physical quality of the squares. This paper explores the ideas of upgrading the physical quality of the squares using design criteria and components that have been commonly acknowledged in designing public space. Findings show that the deviation of uses, the declined condition of design components, conflicts within activities, and the lack of maintenance, have caused the deteriorating quality of spaces. Thus, the design of the squares should emphasize on spatial arrangement of supporting activities and the reinterpretation of the image and identity of the squares as an integral part of Kraton.Keywords: public space, physical environment, design criteria and design components, supporting activities, image and identity

Abstract

Preservation is a mean to maintain the physical heritage which has historical and aesthetical value. Development or modification of preserved buildings in historical district in England and USA gives economic effect, which is reflected through the economic value of land. It is assumed that government intervention can control the economic value of land through the designation of preservation districts. Oud Batavia as a research case is one of historical heritage districts in old town Jakarta which has prime price of land at present. Yet, it is not influenced bay heritage value of preservation program. The government of Jakarta draws up the land price based on the fluctuation of the market price, which is still higher than the neighborhood existing condition. The land price in historic heritage of Out Batavia does not seem to have positive correlation with the perception of the people in determining the land value. It abandons the government rules, the design of the buildings, and it remains only as romantic memories of an old town. What will happen next depends on people's consciousness to maintain Oud Batavia from becoming a deadly zone due to the land economic value

Abstract

Since its early history , city planning has dealt with different models of city. At the turn of the twentieth century, it was a discipline of design that focused on how to design the ideal-city. By the mid 1930s, city planning became a discipline of social science that focused on how to pursue the rational comprehensive city. By the early 1960s, on one side, city planning became a discipline of urban process and outcome. By the early 1980s, city planning became a discipline of management science that focused on how to use public money efficiently and effectively for the desired future city. By the early 1990s, city planning became a discipline of information technology that focused on how to provide information for social interaction and social future. By the early 2000s, city planning became a discipline of scientific design that focused on how to design the new urbanism. This paper deals with these different models, and analyzes whether city planners can make the model of the city they want.
