Abstract

Multiple earthquakes and tsunami disasters in the Province of Nanggroe Aceh Darussalam and North Sumatera, Indonesia, in December 26, 2004 have damaged physical environment, infrastructures, social, economics, and psychology. The efforts for rehabilitation and reconstruction should be based on a comprehensive and accurate plan. However, making a good spatial plan in a normal condition through a normal procedure is impossible due to the traumatic psychological condition of the community, limited recent information, loss of administrative and land ownership related data, and unavailability of proper and accurate map. Therefore, the spatial plan should be prepared through a specific procedure, and supported by properly prepared and applied zoning regulation and local building codes. Zoning regulation should be adjusted with respect to different preferences and characteristics of the residents in each area, while building code should be applied selectively, and particularly to public buildings, due to unaffordable building cost to the community at large.Keywords: zoning regulation, building code, disaster mitigation, tsunami and earthquake disaster

Abstract

This paper re-opens the discussion on the issue on urbanization of peri-urban region in east and south Asia. Its distinctive features as compared to those in western countries brought criticism mainly on the concept of extended urbanization that characterized the urbanization in developing Asian countries. There are some critical reflections that will be considered to answer that criticism mainly the very basic arguments of the extended metropolis, among others the regional diversity in the urbanization trajectories and internal differentiation that is emerging in the contemporary extended metropolitan in the region.  After looking back at the definition of the peri-urban region and their importance in the countries, and a case study of Guangdong in China, a policy challenges are raised.Keywords: urbanization, peri-urban, extended metropolitan, East and Southeast Asia

Abstract

The meaning of community participation in Indonesian development history at New Era and Reformation has many been changed. The evolution of the meaning is the implication of the dynamic economic and political changing in Indonesia. It is also the consequence of its interaction with neo-liberal and post-Marxism that is promoted by international development institution and other development actors. Three phases movement of community participation meaning have been identified and analyzed in this paper on discussion in two-development paradigms: neo-liberalism and post-Marxism.Keywords: community participation, planning process; neo-liberalism, post-marxism
