Abstract

The  metadicipline  nature  of  planning  often  misleads  students  relating  to what is the focus of this field. Questions arise whether a planner should be focusing  on  physical  aspects  or should  also  dealing  with  wider  concern including social and economic aspe cts. This article explores the meaning of planning,  and  assess  role  of  social  aspect  in  planning  especially  social capital  concept.  It  reveals that  planning  and  social  capital are  reciprocal. Applying  interactive  and  collaborative  planning  approaches  based   on communicative  rationality  increase  social  capital  stock.  Conversely,  social capital  has  also   importan t  roles  in  planning  which  are   supporting   for sustainable  development,  contextualizing  framework,  and  guid ing  the direction of  social change, and bridg ing dialogue among disciplines.Keywords: social capital, planning theory, planning

Abstract

Empowerment  approaches  in  order to alleviate poverty  and  promote  sustainable development are not new and still need further  research on the  concept, planning, and implementation.  Involving  the  World  Bank  and  other  non -government institutions, the Government of Indonesia since 2003 develop ed  those approaches which  are  more  integrated  and  participative  through  Squatter  Settlemen its Pilot Assistance  Project  (PPM-Squatter).  This  paper  critiques  and  corrects  the domination  of  those  non -government  institutions  in  financing  and  assisting  the project/program. This paper also shows factors that  determine the performance of empowerment  ap proaches  in  squatter  settlements  assistance,  which  are  (1) interpretation  of  concept  of  the  program  and  typology  of  squatter,  (2)  political absorption by government institutions in all level, and (3) facilitation, monitoring and evaluation.Keywords: empowerment approach, squatter settlement assistance, empirical evaluation

Abstract

Bogor  City  is  one  of  cities  function ing   as  counter  magnet  forJakarta,  the capital  city  of  Indonesia .  There  is  a  rapid   land  use  change  in  Bogor  that reduce the capacity to absorp  water and increase the   surface run -off  water. Knowing  that  the  position  City  of  Bogor  is  located  in  center  part  of Ciliwung  riverbasin    and  giving  significant  contribution  to   increasing the rate of flow o f river water. Run-off controlling is very important to decrease the  flood  threat  for  Jakarta  and   to increase  the composit e   of   land  water for  City  of  Bogor  itself.  The  study  uses  shift -share  method  analyzes comparing types and area of land use in different time .  The result of study describe  that  the  change  of  land -use  will  be  influenced  much  by  the condition of environment.Keywords: land-use change, run-off water, flood threat

Abstract

Total  economic  value  is  considered  as  a  useful  tool  for  analyzing objectively the change of economic level in    certain area as a consequence of  changing  on  the  different  policies  of  regional  development  based  on regional  spatial  plan.  Results  calculation  on  the  application  of  total economic  value  approach  in  Kalimantan  region,  shows  that  the  total economic  values  calculated  based  on  conservation  scenario   (Scenario  A) and  do  nothing  scenario  (Scenario  B) are about 2.065,22 trillion Rupiah, and  1.695,83 trillion  Rupiah,  respectively.  The  Benefit  Cost  Ratio (BCR) for scenario A (9,91) is higher than BCR for scenario B (3,44). This calculation gave an  indication  that  comply  with the previous  premise  that regional  development  in  Kalimantan  region  should  be  based  on  regional spatial  plan  for  Kalimantan  region.  Therefore,  it  is  recommended  that development  control  to  make sure  that  developments  comply  with  the regional spati al plan should be applied wisely and consistently.Keywords: Kalimantan spatial plan, total economic values, benefit-cost ratio
