Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. JRCP covers topics related to the analysis, sciences, development, intervention, and design of communities, cities, and regions including their physical, spatial, technological, economic, social and political environments. Abstract

Jabodetabekjur Megapolitan issue which was launched at the same time with the revision of Law No. 34/1999 concerning The Government of DKI (Daerah Khusus Ibukota, Special District Region) Jakarta has raised pros and cons from different parties. Regencies and municipalities next to the DKI Jakarta immediately support this concept, while the Province of West Java and the Province of Banten respond differently against the concept. The emergence of pro and con, and inappropriate perception and responds toward this concept mainly come from lack of understanding of the concept, undeliverable the content of megapolitan concept completely, and lack of communication between the Province of DKI Jakarta and related provincial and regency/municipal authorities. The issue can be discussed from three different views. First, as rapidly developed urban areas growing into a large continuous urban area, the Jabodetabekjur region requires the megapolitan management concept to manage development within a large scale urban area. Second, as the implementation of "ž lex specialis derogat legi generalis"Ÿ principle of the Law No. 32/2004 concerning Regional Government, the revision of Law No. 34/2999 concerning the Government of DKI Jakarta should focus on the internal governmental system within the DKI Jakarta only, separated from the megapolitan issue. Megapolitan issue should be regulated by a specific regulation based on the Law No. 24/1992 concerning Spatial Planning, Government Regulation No. 47/1997 concerning National Spatial plan, or Presidential Decree draft of Jabodetabekpunjur. Third, in responding to the reactions of immediate regencies and municipalities of DKI Jakarta toward the Jabodetabekjur megapolitan issue, the Province of West Java and Banten should improve their governmental service performances and develop a breakthrough thinking based on West Java public interest and public welfare in general, and the people living around DKI Jakarta in particular.Keywords: Megapolitan, Jabodetabekjur, development management, Regional Government Law, Regional Government Law of DKI Jakarta.

Abstract

This article attempts to offer the paradigm of localism as an umbrella for spatial planning. It emphasizes that today; in the practical world of planning works in Indonesia there is a strong need to take local values (to include social, cultural, and local politics) as basis for spatial planning. Six planning parameters are proposed to bring the paradigm into the real world, they are: (i) the radius of uniqueness (ii) spatial existence, (iii) spatial defense, (iv) local community strengthens (v) local solution, and (vi) moral obligation of planner.Keywords: localism, spatial planning, local uniqueness, local politics, spatial security, moral obligation

Abstract

Regional development practices, which adopted "Spatial Planning System" concept, have been considered less effective and at the expense of underdeveloped regions. Therefore, underdeveloped regions empowerment has become a very important issue. The concept of Local Resources-based Regional Development has the potential as regional development practices reference. This concept emphasizes local empowerment and places local people as the key element in development, where local people are assigned a pivotal role in the regional development process through active participation. In rural West Java cases, Rural Development experiences have shown that Community Participation has improved rural development achievement. Community participation has not been affected by the distance of villages to the nearest town. The improving of community involvement system and shifting of village leader"Ÿs mindset are the prerequisite of community participation enhancement.Keywords: regional development, community participation, local empowerment.

Abstract

Overloading in freight transport has caused great concern to a number of transport authorities in many countries. A number of efforts, including to intensify load enforcement, deploy load permit scheme, and increase penalty for overloading offences, have been taken. Nevertheless, an optimistic outcome has not showed up to deter such offence to the moment. This paper tried to view another approach in tackling overloading by integrating multistakeholders"Ÿ perspectives in optimising load. It seems that overloading can be explained through the supply and demand concept. However, due to poor previous exploration upon this concept, a number of challenges might have to be faced to deploy the concept properly.Keywords: multi-stakeholders, overloading, freight transport
