Journal of Regional and City Planning or JRCP is an open access journal mainly focusing on urban and regional studies and planning in transitional, developing and emerging economies. Abstract

As one of the most influential philosophers of the 19"²th century, Henri Lebfebre shows his significant contribution to the recent thinking of urban space. His thinking was built on the basis of his critiques to the development of urban space which according to his view was dominated by he called as "single force", "single center", "monocentric strategy", alias "world market strategy". Under such mainstream of urban force, the urban spaces then have been produced as "space of consumption" which further leads to the "consumption of space". This phenomenon was viewd by him as dangerous situation where the city will destroy itself in the future. This paper aims to discuss his main ideas and thinking in terms of (i) spatial justice and the right to the city, (ii) multi dimensional of urbanism, (iii) urban everyday life and space demand, (iv) dialectic of abstract and concrete spaces, (v) metropolization, (vi) space and centrality, (vii) space and global capital, (viii) space of flow, (ix) right to difference of space, and (x) politics and space. Lefebre ends up his critiques with three main proposals: (i) mobilization of difference in a single movement, (ii) bringing-together of dissociated elements, and (iii) unifications of disparate tendencies. The thinking of Lefebvre contributes much to the development of recent concept of urban space. It teaches us that the core problem of urban spaces is laid on its own contradictory space; without knowing this core problem any problem, any solutions to the urban spatial problems will remain in big questions. Lefebvre believes that urban planning is still relevant to be taken as a way of solution to the contradictory spaces. Urban planning should develop a new method of work. it should work on the basis of empirical problems by knowing contradictory situations of urban space, and not to start with normative and theoretical propositions. Urban planning should bring a city to a situaton what he called as "appropriation" and not "domination"

Abstract

Historical buildings in the City of Bandung are facing several problems in their functionality changes, physical and the architecture/design changes, neglect, absence of local regulations on historic building conservation and lack of spatial information systems of assets. The city has tried to control through licensing, control over city planning, and assistance. However, the fact that problems still occur in the field showed the government's efforts  are not yet effective. This paper aims to propose the use of management assets as a tool to conserve the historical building in Bandung. Employing the approach in assest management, all historical buildings in Braga area in City of Bandung are assessed and categorized. Using the five stages of asset management the result shows that managing and conserving historical building will be much more systematically easier. It is recommended that asset management as an approach need to be employed in the effort to preserve historical buildings.

Abstract

The economic development relying on cities tends to attract peoplefrom rural area to migrate to big cities. This urbanization whichhappened rapidly in urban fringe area, especially get realised bythe new housing development. Eventhough people lived becamemore far from the urban centre, urban service is still concentratedin old urban part. This paper presents the research 's resultsconcerning daily people travel related with their main activity. Themethod is primary survey, using questionnaires which weredistributed to households who live in the fringe area. They wereasked about their routinity, which was related with working,studying, and shopping. Case study was chosen for urban fringe incities of Bandung and Semarang. The findings show that Bandungand it 's urban fringe area were dense and compact related to thefacilities distribution, whereas Semarang was less compact and lessdense. The findings also show that people who lives in compactfringe area were travelling shorter than people who lived in lesscompact fringe area. Related with public transport, level of serviceinfluences people to change the transport mode, and it was notcaused by the length of trip.

Abstract

Water Demand Management is an effort emphasizing the use of watersupply instead of developing a new supply. This effort is one solution toovercome water supply problems, such as limitation of water resourceand financial. Instrument of water demand management applied inIndonesia in general is progressive tariff policy in several PDAM(Public Water Supply Company), nevertheless not all of communitybecome customers of PDAM. How application of water demandmanagement on customer and non customers of PDAM are thequestions explored in this study. The objective of this study isapplication of water demand management by customer and non-customer of PDAM. The study using 114 household consist ofcustomer and non-customer PDAM in Kelurahan Setiamanah, Cimahi.The respondents are, asked about water consumption, willingness toapplying water management instrument, and form of watermanagement instrument already applied. The results of analysis showthat 1) there is no difierence between cunsomer and non cunsomer ofPDAM in water consumption, 2) most of respondents willing to applywater demand management, 3 )respondents who already applied waterdemand management instrument is very limited It can be concludedthat the tarif system in PDAM Kabupaten Bandung have not becomean effective instrument for water demand management. Mostrespondents are generally willing to take steps to conserve water, ifaccess to water resources is very limited.
