Abstract

Studi ini mengeksplorasi hubungan antara dua wilayah metropolitan yang berdekatan, Jakarta dan Bandung, selama 10 tahun terakhir. Proses penyatuan antara dua wilayah metropolitan ini telah diprediksi oleh banyak studi, akan tetapi variable-variabel yang mempengaruhi proses tersebut masih belum jelas. Artikel ini berusaha untuk menutup kesenjangan tersebut dengan melakukan dua pendekatan. Pertama, mengukur hubungan antara Jakarta dan Bandung dengan melihat pada aliran manusia, investasi, dan komoditas. Kedua, mempelajari implikasi hubungan antara kedua pusat urbanisasi tersebut dengan koridor di antaranya. Ditemukan bahwa selama sepuluh tahun terakhir hubungan yang semakin intensif antara Jakarta dan Bandung dalam aliran manusia, investasi, dan komoditas. Pada periode yang sama, proses urbanisasi yang cepat juga berlangsung di koridor antara kedua metropolitan tersebut. Ada hubungan langsung dan tidak langsung antara kedua fenomena geografis yang pada akhirnya akan membentuk wilayah mega urban Jakarta-Bandung.Kata kunci: Jakarta, Bandung, wilayah mega-urban, wilayah koridor, konurbasi

Abstract

Lokasi pembuangan sampah yang baru diperlukan setelah terjadinya ledakan di Tempat Pembuangan Akhir Sampah di Leuwigajah, Bandung Barat pada tahun 2005. Tempat pembuangan sampah yang baru yang memenuhi segala persyaratan dan diterima oleh masyarakat sekitar tidak sulit untuk didapatkan. Tulisan ini membahas sebuah studi kasus penentuan lokasi baru tempat pembuangan sampah dengan menggunakan GIS dengan prosedur pengambilan keputusan (Decision Making). Istilah khusus untuk kasus ini adalah Single Objective Multiple Criteria. Prosedur GIS-DM mengikuti langkah-langkah identifikasi masalah, penentuan objetif dan criteria, standardisasi criteria, penentuan bobot, menggabungkan criteria, dan menganalisis hasilnya melalui analisis sensitivitas. Hasil penelitian menunjukkan bahwa penentuan lokasi pembuangan sampah adalah sensitif terhadap kriteria bobot dan serta preferensi pengamil keputusan, dan luas wilayahKeywords: GIS, pengambilan keputusan, ArcGIS, Analisis multi kriteria, Tata Guna Lahan. Following the 2005 methane explosion in former sanitary landfill of Leuwigajah, Bandung Barat, Indonesia, it is necessary to assess suitable new location for the sanitary landfill. Suitable sanitary landfill which complies with list of regulations and at the same time be accepted by the citizen is not a trivial task. This article presents a case study by locating the best location for sanitary landfill by using Geographical Information System (GIS) in couple with Decision Making (DM) procedures. Typical term for this case is Single Objective Multiple Criteria. The GIS-DM procedures follow steps of identifying the problem, defining objective and criteria, standardization of criteria, deriving weights, combining the criteria, and analyzing the results through a sensitivity analysis. The results suggest that locating sanitary landfill was sensitive to the criterion weights thus from decision makers' preferences, and the size of contiguous areas.Keywords: GIS, decision making, ArcGIS, Multi-Criteria Analysis, Land use.

Abstract

Perencanaan non-statutory dipandang sebagai solusi terhadap kompleksitas dan dinamika yang terkait dengan pelaksanaan perencanaan formal (statutory) yang harus dihadapi oleh pemerintahan daerah di wilayah tertentu. Di negara maju, misalnya Inggris, perencanaan non-statutory digunakan sebagai instrumen pemanfaatan dan pengendalian ruang atau spasial pada tataran lokal dalam bentuk pengendalian pembangunan, penggunaan lahan, dan pengembangan sektor ekonomi seperti industri, pariwisata, perumahan, dan bisnis. Artikel ini membahas mengenai perencanaan partisipatif yang dilakukan lembaga-lembaga kuasi publik di wilayah Provinsi Jawa Tengah, yang diejawantahkan melalui kombinasi antara temuan dari praktek tersebut dengan studi pustaka. Praktek ini, yang termasuk ke dalam perencanaan non-statutory, dilakukan melalui Forum Pengembangan Ekonomi Sumber Daya (FPESD) Jawa Tengah, Forum for Economic Development and Employment Promotion (FEDEP) kabupaten/kota, dan juga Forum Rembug Klaster (FRK). Perencanaan non-statutory terbukti efektif mendukung kegiatan perencanaan pembangunan di Jawa Tengah, khususnya di bidang pengembangan ekonomi lokal dan regional. Dalam konteks perencanaan pembangunan di Indonesia pada umumnya dan Jawa Tengah pada khususnya, ini dapat menjadi bukti bahwa perencanaan non-statutory merupakan instrumen yang efektif dalam mendukung rencana pembangunan formal (statutory) di tingkat lokal dan regional.Kata kunci: perencanaan non-statutory, perencanaan lokal, pengembangan ekonomi lokal, partisipatif Non-statutory planning is viewed as a solution to the complexities and the dynamic related to the implementation of statutory (formal) planning faced by local government in certain area. In developed countries (e.g. the United Kingdom,) non-statutory planning is used as an instrument for physical or spatial plans implementation at local level in the form of development control, land use, and development of economic sectors, such as industry, tourism, housing, and business. This paper discusses participatory practices conducted through several public-quasi institutions in Central Java Province, manifested through the combination of findings in practices and literature study.The practice, defined as a non-statutory planning,is conducted by Forum Economic Development Resources (FPESD) of Central Java Province, Forum for Economic Development and Employment Promotion (FEDEP) at regency/city level, and also the Cluster Round tableForum (FRK). Non-statutory planning is proven to be effective in supporting the development planning activities in Central Java Province, particularly in the field of local and regional economic development. In the context of development planning in Indonesia in general and Central Java in particular, this can be evidence that non-statutory planning is an effective instrument in supporting the statutory (formal) development plan at the local and regional level.Keywords: non-statutory planning, local planning, local economic development, participatory

Abstract

 Penelitian ini meninjau generalisasi sejarah implementati konsep Garden City di Jepang. Dengan menggunakan metode analisis isi, penelitian ini menjelaskan, menginterpretasikan dan menemukan perubahan-perubahan fenomena tersebut dari berbagai literature. Implementasi konsep Garden City di Jepang berkaitan dengan sejarah terbukanya Jepang setelah Restorasi Meiji.Pelajaran yang dapat ditarik dari prinsip-prinsip Jepang seperti 'Semangat Jepang Kuno' dan 'Memerintah untuk Kepentingan Masyarakat' menjadi suatu alternatif untuk pembangunan sesuai dengan konteks Garden City di Jepang. Diawali dengan prinsip ruralisasi sebagai suatu solusi untuk masalah perkotaan dan perdesaan, konsep Garden City kemudian berkembang menjadi solusi untuk ketersediaan rumah sebagai akibat dari pembangunan kota. Tidak digunakannya lagi prinsip self contained-self sufficient berakibat pada tata guna lahan dan komunitas dengan karakter yang homogen.Kata kunci: sejarah, konsep Garden City concept, prinsip-prinsip perencanaan, Jepang This research reviews the generalization of the historical description of the Garden City concept implementation in Japan. By using content analysis method, this research explained, interpreted, and found its changes phenomena which found from many related literatures. The implementation of Garden City concept in Japan is related from the history of Japan's opening after the Meiji Restoration. Lessons learned based on the Japan principle 'Spirit of the Old Japan' and 'Rule For the Benefit of the People' became the new form of knowledge in the context of alternative solution for development as it seen in the conceptualization development of the Garden City in Japan's context. Started with the ruralization principle as a solution step for both the urban and rural problems, the Garden City concept then developed in to suburban settlement area as a solution for the housing availability caused by the city development. By no longer using the self contained-self sufficient principle, there was an impact in the land use and the community that formed with the homogeneous characteristic.Keywords: history, Garden City concept, planning principles, Japan.

Abstract

Sebagai bagian dari sebuah komunitas yang berbagi ruang yang sama dengan beragam kepentingan, anak-anak dan suara mereka patut diperhitungkan dalam komunitas tersebut. Dunia mereka berbeda dengan dunia orang dewasa, sehingga pandangan mereka tidak boleh diabaikan. Studi ini difokuskan pada kehidupan anak-anak di sekitar Gunung Merapi dengan meneliti hal-hal yang membuat mereka bahagia atau tidak bahagia untuk tinggal di desa mereka. Studi ini bertujuan untuk mengidentifikasi factor-faktor yang mempengaruhi perasaan mereka terhadap hidup mereka untuk mengungkapkan potensi dan permasalahan yang ada di desa mereka. Pengumpulan data melibatkan 94 (sembilan puluh empat) anak kelas 5 dan 6 SD di 3 (tiga) desa terdekat dengan wilayah Gunung Merapi. Perasaan anak-anak diungkapkan melalui gambar dan wawancara. Disimpulkan bahwa sebagian besar perasaan anak-anak tentang kehidupan mereka berkaitan dengan keberadaan gunung berapi. Selain keberadaan gunung berapi, faktor-faktor lain yang mengancam adalah serangan hewan dan kerusakan lingkungan karena aktivitas penambangan pasir yang tak terkendali.Kata kunci: anak-anak, Gunung Merapi, perasaan, kehidupan As part of a community who live in the same shared space with various interests, children and their voices need to be taken into account in the community. Their worlds are different from that of adults, thus their views should not be overlooked. This study focuses on the life of children near Merapi volcano, one of the most active volcanoes in Indonesia, by exploring on what makes them feel happy and unhappy about living in their village. It aims to identify the factors affecting their feeling towards their lives in order to reveal current potentials and problems of the villages around Merapi from children's points of view. The data collection involved 94 children from 5th and 6th grades elementary school of three upper-most villages in Merapi volcano area of Yogyakarta Province, Indonesia. Children's feelings were expressed through drawings and followed up by interviews. It was found that many of the children's feelings about their lives were related to the existence of the volcano, both in positive and negative ways. Besides the existence of the volcano, other factors were also found threatening according to children, such as the animal attacks and environmental degradation due to uncontrolled sand mining activities.Keywords: children, Merapi volcano, feeling, life
