Abstract

Pertumbuhan yang pesat di kawasan-kawasan metropolitan yang ditunjukkan dengan peningkatan proporsi penduduk menimbulkan permasalahan transportasi. Keberadaan penyediaan transportasi baik dari segi prasarana maupun sarana jauh dari karakteristik ideal sebuah kawasan metropolitan. Artikel ini bertujuan untuk menilai indikator transportasi berkelanjutan pada kawasan metropolitan di Indonesia. Pembahasan dalam menilai indikator transportasi berkelanjutan pada kawasan metropolitan di Indonesia ini dilakukan dengan pendekatan pencapaian indikator-indikator transportasi berkelanjutan. Metode pengumpulan data yang dilakukan adalah survei data-data sekunder yang terkait dengan sektor transportasi, Sedangkan metode analisis artikel ini adalah analisis isi terhadap beberapa literatur dalam merumuskan indikator transportasi berkelanjutan dan juga analisis deskriptif untuk menggambarkan penilaian indikator-indikator transportasi berkelanjutan pada kawasan metropolitan di Indonesia. Penilaian keberlanjutan transportasi melalui pendekatan indikator-indikator transportasi keberlanjutan tersebut menunjukkan bahwa belum ada kawasan metropolitan di Indonesia yang mampu menciptakan sistem transportasi yang berkelanjutan. Kawasan metropolitan Medan, Jakarta, Semarang, dan Denpasar telah memenuhi 4 indikator dari 14 indikator yang dioperasionalisasikan. Sedangkan kawasan metropolitan lainnya hanya memenuhi 3 indikator saja.Kata Kunci: transportasi berkelanjutan, penilaian indikator transportasi berkelanjutan, kawasan metropolitan The rapid growth in metropolitan areas are indicated by increases of population proportion has caused transportation problems. The provision of transport in terms of infrastructure and facilities are far from the ideal characteristics of a metropolitan area. This article aims to assess sustainable transport indicators in the metropolitan area in Indonesia. A discussion of indicators in assessing sustainable transport in metropolitan areas in Indonesia is done with performance indicators approach to sustainable transport. The method of data collection was a secondary data survey related to the transport sector, while the method of analysis of this study is a contents analysis of the literature in the development of sustainable transport indicators and descriptive analysis to describe the assessment of sustainable transport indicators in the metropolitan area in Indonesia. Sustainability assessment approach to transport through transport sustainability indicators shows that there is no metropolitan area in Indonesia that is capable to creating sustainable transport system. Metropolitan areas of Medan, Jakarta, Semarang, and Denpasar have met the four indicators of the 14 indicators that operationalized. Abstract

Soreang, Tanjungsari, dan Lembang adalah kota kecil yang terletak di pinggiran kota Bandung, yang perkembangannya secara langsung dipengaruhi oleh kota Bandung. Kota-kota memiliki fungsi yang unik, Soreang sebagai kota pemerintahan, Tanjungsari sebagai kota pendidikan, dan Lembang sebagai kota pariwisata. Tidak adanya ketentuan rinci yang mengatur lokasi dan jarak antara toko ritel minimarket dan tradisional, menyebabkan pembangunan minimarket cenderung sangat dekat dengan pasar, toko, dan kios-kios pengecer tradisional. Oleh karena itu, dibutuhkan studi untuk mengidentifikasi pengaruh pola distribusi minimarket dalam kinerja bisnis ritel tradisional. Hasil studi menunjukkan bahwa pola distribusi minimarket di Soreang, Tanjungsari, dan Lembang cenderung terletak di pusat kota, terutama di sepanjang jalan provinsi atau nasional. Pola ritel tradisional di Soreang, Tangjungsari, dan Lembang cenderung menyebar dan mendekati desa dengan populasi yang tinggi, terutama di daerah pemukiman. Toko ritel tradisional cenderung terletak dekat dengan konsumen untuk meminimalkan biaya transportasi konsumen.Kata  Kunci:  Kota-kota  kecil,  Pengecer,  Minimarket,  pasar  ritel tradisional,  Kinerja. Soreang, Tanjungsari, and Lembang are small town located on the outskirts of Bandung, whose development directly influenced by the city of Bandung. These towns have unique functions, Soreang as government city, Tanjungsari as an education city, and Lembang as tourism city. The absence of detailed regulation on location and distance between minimarket and traditional retail stores, causes minimarket development tend to be so close to markets, shops, and stalls of traditional retailers. Therefore, study of identifying the influence of minimarket's distribution patterns in traditional retail's business performance is needed. The study shows that minimarket's distribution pattern in Soreang, Tanjungsari, and Lembang are tend to be located in city centers, especially along the provincial or national road. Traditional retail's pattern in Soreang, Tangjungsari, and Lembang tend to spread out and approached the villages with high population, especially in residential areas. Traditional retail stores tend to be located close to consumers in order to minimize transportation costs consumers.Keywords: Small towns, Retailers, Minimarket, Traditional retail market, Performance.

Abstract

Perkembangan metropolitan sering menjadi sorotan utama, tapi pada kenyataannya masih belum jelas diketahui sudah sejauh mana tahapan perkembangan Kawasan Metropolitan Jabodetabek berdasarkan perubahan pada aspek lingkungan hidup. Artikel ini bertujuan untuk menjelaskan tahapan perkembangan Kawasan Metropolitan Jabodetabek berdasarkan indikator-indikator yang dapat menunjukkan tahapan perkembangan lingkungan kawasan metropolitan. Metode yang digunakan dalam artikel ini ialah metode deskriptif dengan melakukan analisis terhadap data time series agar tahapan perkembangan metropolitan yang terjadi dapat terlihat. Berdasarkan hasil analisis yang sudah dilakukan, ditemukan bahwa selama kurun waktu tahun 1980 sampai tahun 2007, tingkat aksesibilitas air bersih di kawasan ini mengalami peningkatan walaupun tidak terlalu signifikan. Demikian juga dengan aksesibilitas terhadap sanitasi aman dan tingkat pelayanan persampahan yang juga cenderung mengalami peningkatan. Adapun kualitas udaranya cenderung mengalami penurunan. Secara keseluruhan, Metropolitan Jabodetabek mengalami fase pertama (fase kemiskinan), fase kedua (fase produksi) serta fase ketiga (fase konsumsi) secara simultan.Kata Kunci: Kawasan Metropolitan, Tahapan Perkembangan, Aksesibilitas The development of metropolitan often the main focus, but in reality is still not clearly known how far development of Jabodetabek Metropolitan Region based on changes in environmental aspects. This article aims to explain the stages of development of Jabodetabek Metropolitan Region based on the indicators that can demonstrate development of environmental metropolitan area. The method used in this article is descriptive method by analyzing the time series data that metropolitan developmental stages occur. Based on the results of the analysis, it was found that during the period 1980 to 2007, the level of accessibility of clean water in the region has increased, although not too significant. The accessibility to safe sanitation and waste services levels also tend to increase. The air quality is likely to decrease. Overall, Jabodetabek Metropolitan experiencing the first phase (phase of poverty), the second phase (phase of production) and the third phase (phase consumption) simultaneously.Keywords: Metropolitan Region, Development Stage, Accessibility

Abstract

Metropolitan Jakarta merupakan kawasan perkotaan terbesar di Indonesia bahkan di Asia Tenggara, kawasan ini memiliki peran dan fungsi yang penting dalam mendukung perekonomian nasional salah satunya ialah sebagai Pusat Kegiatan Nasional dan Ibukota Negara Indonesia. Namun hingga saat ini kajian mengenai Metropolitan Jakarta masih sangat terbatas, oleh sebab itu dibutuhkan suatu penjelasan karakteristik dan tahapan perkembangan kawasan tersebut. Penelitian ini bertujuan untuk menjelaskan tahapan perkembangan Kawasan Metropolitan Jakarta, yang didasari oleh karakteristik perekonomian. Hasil dari penelitian ini merupakan suatu penjelasan mengenai tahapan perkembangan Kawasan Metropolitan Jakarta sejak tahun 1985 yang diindikasikan merupakan tahap awal pembentukkan metropolitan, serta perkiraan kondisi perkembangannya saat ini hingga pada masa yang akan datang. Hasil penelitian ini dapat digunakan sebagai referensi dalam melakukan antisipasi perencanaan kawasan, yang diharapkan dapat meminimalisir persoalan yang mungkin terjadi serta mengoptimalkan fungsi dan peran yang dimilikinya pada masa yang akan datang.Kata Kunci: kawasan metropolitan, tahapan perkembangan, ekonomi metropolitan. Metropolitan Jakarta is the largest urban areas in Indonesia, even in Southeast Asia, this region has an important role and function in supporting the national economy, which is the National Events Centre and the State Capital of Indonesia. But the study of Metropolitan Jakarta is still very limited, and therefore requires a description of the characteristics and stages of development of the region. This study aimed to describe the stages of development of Jakarta Metropolitan Region, which is based on the characteristics of the economy. Results from this study is a description of the stages of development of the Jakarta Metropolitan Region since 1985, which indicated an early stage of the formation of metropolitan, and estimated to condition the current developments in the future. The results of this study can be used as a reference in anticipation of the planning area, which is expected to minimize problems that may occur and to optimize function and its role in the future.Keywords: metropolitan areas, stages of development, the metropolitan economy

Abstract

Kawasan metropolitan di Indonesia menghadapi kompleksitas untuk menyediakan dan mengelola infrastruktur metropolitan sehingga berakibat buruknya kinerja pelayanan infrastruktur metropolitan. Persoalan yang diangkat pada artikel ini adalah belum diketahui kinerja pelayanan infrastruktur metropolitan pada kawasan metropolitan di Indonesia. Artikel ini bertujuan untuk menilai dan membandingkan kinerja pelayanan infrastruktur metropolitan pada kawasan metropolitan di Indonesia dengan karakter pelayanan infrastruktur metropolitan yang ideal serta implikasi kebijakan untuk meningkatkan kinerja pelayanan infrastruktur metropolitan yang dapat diterapkan pada tiap kawasan metropolitan di Indonesia. Hasil analisis menunjukkan belum satupun kawasan metropolitan di Indonesia yang sesuai dengan karakter pelayanan infrastruktur metropolitan ideal. Hal ini dikarenakan belum memenuhi seluruh indikator studi yang merepresentasikan karakter pelayanan infrastruktur metropolitan ideal. Dari seluruh kawasan metropolitan di Indonesia hanya Metropolitan Sarbagita sajalah yang paling banyak memenuhi indikator pelayanan infrastruktur metropolitan ideal yaitu memenuhi 13 (tiga belas) indikator dari 34 (tiga puluh empat) indikator karakter pelayanan infrastruktur metropolitan ideal.Kata kunci: infrastruktur metropolitan, penilaian kinerja pelayanan, kesesuaian dengan karakter pelayanan infrastruktur metropolitan ideal, dan implikasi kebijakan Metropolitan area in Indonesia, in reality to face the complexity of providing and managing infrastructure metropolitan resulting in poor performance of metropolitan infrastructure services. The issues raised in this article is not yet known performance of infrastructure services in metropolitan metropolitan areas in Indonesia. This article aims to assess and compare the performance of infrastructure services in the metropolitan metropolitan area in Indonesia, with the character of the ideal metropolitan infrastructure services as well as policy implications for improving the performance of metropolitan infrastructure services that can be applied to any metropolitan area in Indonesia. The analysis showed that none has been metropolitan areas in Indonesia in accordance with the character of the ideal metropolitan infrastructure services. This is because studies have not met all indicators that represent the character of the ideal metropolitan infrastructure services. Of all metropolitan areas in Indonesia only Metropolitan Sarbagita alone the most fulfilling ideal indicator of metropolitan infrastructure services that meet the 13 (thirteen) indicator of 34 (thirty-four) character indicator ideal metropolitan infrastructure services.Keywords: metropolitan infrastructure, assessment of service performance, compatibility with the character of the ideal metropolitan infrastructure services, and policy implications
