Abstract

In the Second Long-range Development Era, the Rural Development in Indonesia still occupied important issue in development due to the geo-demographical distribution, economic structures as well as contribution to the peoples way of life. Rural Spatial Planning as mention in Spatial Planning Law (Undang-Undang no 24 tahun 1992 tentang Penataan Ruang) intends to integrated several rural areas in one planning unit development called Kawasan Pedesaan. This idea is not questionable from planning and administrative point of view's, but not from the communities. There are some good experiences that local communities demonstrated the ability to plan and manage their environment better than outsiders. The rurl people persistence to the development, modernization and no trusted the spatial planning, caused by "in and out" their preferences. Spatial planning is not belong to them. These planners challanges in rural planning shooed be copped in the near future.

Abstract

Based on the Spatial Arrangement Act (UU No.24/1992) and, the author explores a definition of the rural areas in an integrated perspective spatial development. The rural areas is defined as an integral part of a region in which agriculture and natural resources management play as major activities. Thereby, the rural area plays important functional roles in: supplying tangible products such as food, energy, row materials for industries; maintaining the balance of water cycle, and temperature; controling air and soil pollution; and providing amenity resources. An urban biased market force often disregards these important functional roles of the rural area, thus leads to many environmental problems and social costs. The author pointed out the urgent needs to develop a spatial arrangement and regional development policy model emphasizing synergism among market forces, ecological sustainability, and social aspects. A silvofishery development is an example of the model that assure synergism between market forces and ecological sustainability. A participative partnership system of land management and agrotourism are pointed out as an example of the model that assure synergism between market forces, social concern, and ecological sustainability.PDF

Abstract

Water related issues in spatial planning, either for urban or rural areas, need to be addressed in the framework of riverbasin approach. Riverbasin as a geohydrologic system is considered as a proper region for planning and management of water resources. Water resources planning based on this riverbasin concept need to be integrated into a rural spatial planning. This paper discusses several issues related to the nature of riverbasin in relation with the spatial concept of rural areas, e.g. the basis of riverbasin approach, the nature of riverbasin as a geohydrological system, the management concept of riverbasin, the relationship between land use and the behaviour of riverbasin, the implication of riverbasin concept toward the spatial development of rural areas, and river protection in the rural spatial areas. It is concluded that the objective of riverbasin development and rural spatial development has a common ecological ground. It should play a great attention on the conservation function of the areas. However it is also important to take into account the diversification of options among the society that need to be directed in such that will lead to the optimal use of space and resources.

Abstract

The phenomenon of land conversion to non agricultural use which is occuring rapidly in Java has drawn large attention since it is related to wide dimension of problems, both macro and micro. This article assesses further the conversion of agricultural land in Pantura Jawa Barat by identifying problems and factors influencing the conversion and its implication to the regional spatial planning. In macro perspective, the conversion is an implication of the dynamism of urban growth in Pantura Jawa Barat. External factors considered to have some influences on this conversion are the growth of built area, the growth of urban population, amd the growth and shift of regional economic structure. Whereas in micro perspective the conversion is influenced by internal factors within the farming households, such as the growth of farming households utilizing agricultural land and changes in land owned by the farming households which indicate the increase in the process of land fragmentation.The tendency and the spatial pattern of agricultural land conversion are influenced also by government policy. There are three government policies considered as the driving force for the conversion of agricultural land: the privatization of industrial estate development, the development of large scale settlement and new towns, and deregulation of investment and permit. The policy for controlling the conversion of agricultural land will have macro and micro implications, in relation with the existence of farming households utilizing land. Another implication is related with the control of spatial use as mentioned in Law No.24/1992 about Spatial Planning. The main instruments in controlling spatial use are: Regional Spatial Plan (RTRW) and the mechanism of location permit.
