Perception of male legislative members towards gender mainstreaming in Bali Provincial DPRD Period 2014-2019 used the theory of female existentialism, Simone de Beauvoir. The method used is a sequential explanatory design by cencus sampling technique. The findings if this study, firstly: variable x it was found rejection if female legislators become leaders with 73% percentage, because female legislators are considered not wise. Second; variable y it was found that male legislators considered women legislators to have performed in the legislative functions properly and seriously. Third; the patriarchal culture in Bali is not a problem of the lack of women who plunge in the legislative institution, but the strategy of women in showing their existence. Based from the data, author found that the strategy of gender mainstreaming had been work well in parlement and need to improved in legislative function so thet the whole concept of gender mainstreaming can work effectively in the council of Bali Province for the period 2014-2019. ABSTRACT The research was based on the strong position of a group of elite in a village in Karo Tribe called "Simantek kuta". Position is Obtained through elite role when Reconstructing a culture called "Ingot-ingot" meaning returning the favor. The purpose of this research was to know and describe the role of the elite in the reconstruction of the local culture Ingot-ingot in the village of Panribuan, Simalungun Regency. The theory used is the elite theory and the theory of cultural studies. The methods used by qualitative research. The technique of collecting data through observation, interviews, literature and documentation. This study yields findings where the reconstruction is done by doing a social approach, cultural hegemony and build relations of power in society. The culture of Ingot-ingot is a culture that is very sacred because when a debt of gratitude to appear then this debt is not just a personal debt but also debt into spirit, family debt, and debt of the ancestors, so that if not paid or dibalaskan then it can be a catastrophe. This definition is used by the elite through the power of capital in the form of material wealth and knowledge of the cultural aspects to revive culture of ingot-Ingot in an attempt to menghegemoni the community. Social approach undertaken to understand culture in a diverse community in the Batak tribe. This approach then yields the reconstruction of Ingot-ingots that was built through the existing cultural concept that already exist namely the awarding of "Jabatan" as the Organization of indigenous institutions, the granting of "Marga" as a form of tribal identity and "Perkawinan" in the concept formation of kinship. Elite calculations appear on each value from the third awarding it. On the other hand, the concept of marriage even produce power relations in the system of kinship. One form of public service needed by the public is public transport services. But this time, in Tabanan regency that public transportation tends to be abandoned by the public due to the low level of service provided by the government. Seeing the condition of urban transport services is decrease, affecting students who prefer to use motorcycles when they go to school instead of using urban transport. The increasing number of students who ride motorcycles cause higher number of traffic violations and accident rates. Responding to the phenomenon, the Department of Transportation Tabanan District providing free school transportation called Trans Serasi which target the school students, especially junior high school students in Tabanan regency. This research was conducted using descriptive qualitative data collection techniques such as in-depth interviews. The indicators used to discuss the results of the research is (1) communication indicators, (2) resource indicators, (3) disposition indicators, and (4) indicators of bureaucratic structures which is used to view the Implementation of Trans Serasi Transportation Program in Tabanan District. The results of this study indicate Trans Serasi in Tabanan regency is still not running optimally. It is seen from the four indicators that only communications indicators that have been implemented properly, while the indicators of resources, dispositions, and bureaucratic structures are still not running maximally Keywords: Implementation, Service, Transportation of Trans-Serasi Student

The study aims to determine the relations between social media to the chances of winning the candidate pairs of governors of DKI Jakarta in the first round election 2017 in North Jakarta Region. As a research frame, author use New Public Sphere theory by Karssen Mossberger. The method in this research is descriptive quantitative. The research instrument is a questionnaire which distributed to 400 respondents with a MoE of 5%. Determination of respondents using Multi-Stage Random Sampling technique. Based on the research, the author founds are: 85% of people in North Jakarta have social media and 335 respondents agree that social media can influence the chances of victory of candidate pair of governor of DKI Jakarta in elections 2017. Based on these findings, it can be concluded that social media can positively influence on the chance of winning the candidate pair of governor of DKI Jakarta in the 2017 election. Village Sidetapa is the Village of Bali Aga in order to level of political participation which is always high when the activities of the election. The research to see high participation factors of villagers Sidetapa in legislative elections year 2014. As a frame research, a theory that used in this research is a theory political participation. Methods used in this study is descriptive qualitative. These findings this research is: First, the mobilization the through Buldog by the potential legislative. Second, there are relation actor political and Buldog, and Third is the punishment or rewards. Based on the findings, the conclusion of political mobilization, the relation and the punishment or reward affecting community choices in the election influence on the winning the legislature and high political participation of villagers Sidetapa community. ABSTRACT This study aimed to analyze the movements and actors in the resistance movement of gold mining in the Pace village Subdistrict Silo, Jember regency. This research was using the Qualitative method include in-depth interviews and field in research studies,In addition collecting documents related to this research. This research had resulted, in finding the relationships between actors prone to be a trigger of conflict and led to the refusal movement made by the village community of Pace. Conflict of individuals who had an influence that made this conflict had became a mass conflict involving the community at large. Meantime, besides individual behalf, the state also had behalf for mining through PT Antam. The presence of the state in gold mining in the Pace village had become new chapter to the people who reject gold mining in the Pace village. Keyword:Movement, Actor, Conflict.

Makepung is an original culture of Jembrana District which has aSekaa and spreads around Jembrana District then forms an organizational structure by utilizing the culture of Makepung. Makepung Culture became one of the political groups for Incumbent candidates to compete and direct all their social medias to gain power and resources in their area through Pilkada. Mass mobilization relation conducted by Incumbent candidates through Makepung’sSekaa-Sekaa in Jembrana District to win elections in en bloc Pilkada 2015. The purpose of this research is to find out how Makepung’sSekaa as a part of local culture used to mobilize mass in elections in en bloc Pilkada 2015 in Jembrana District. This research uses qualitative methodology and descriptive analysis. Primary data were collected through purposive sampling interview techniques, while secondary data were obtained from news articles, internet, and books related to this research. This study uses social capital theory by Putnam. The results of this study show; One, to see the interaction of Incumbent candidate toSekaaMakepung which caused the Incumbent candidate to provide assistance, the implementation to the attention toSekaaMakepung by using the power in the first period to create a social capital relationship from the thinking of Robert Putnam; Two, mass mobilization fromSekaaMakepung to Makepung fans, relatives, families and society spread in Jembrana District to choose Incumbent candidate who is carried bySekaaMakepung. Tribal equations are often used by legislative candidates to advance at the election as a campaign strategy to be a chance of victory. As a frame,the theory that author used in this research is Sociological Theory by Chicago Madhhab. The research methodology in this research is using descriptive quantitative research method. The findings of the research obtained were the highest number of cross-tabulation of respondent's tribe with the respondent's choice of 59 Caniago clan selected Gusmal and Yulfadri Nurdin, and the second highest of 50 Malay tribesmen chose Gusmal and Yulfadri Nurdin, where Gusmal was with Caniago and Yulfadri Nurdin has Malay tribe. Based on data, it can be concluded that there is a significant influence of primordialism bonds on the behavior of voters choosing a beginner at pilkada simultaneously in Gunung Talang District, Solok Regency, West Sumatera in 2015. Cultural that is famous in Banyuwangi namely teks Osing, which is a tribal prayer the existence of spiritual magic. This research uses theory Hegemony Gramsci. The method used is qualitative descriptive. The instrument in these study using an in-depth interview on the informant. Determination of informants using techniques purposive sampling and snowball sampling. The results of the research are: first, Semar Mesem as the fine witchcraft of sage used to attract the opposite sex. On progress Semar Mesem can be used as a science magic to gain one's desire to be fulfilled. Second, the symbolic form of use Semar Mesem Belt, heirloom, implant, powder and lipstick. The symbol is used to maintain the position, authority, charm of love and attract the opposite sex. Third, the concept of hegemony Gramsci in use Semar Mesem originated from the doctrine of cultural dominance etnic Osing became heirs and rulers etnik from Banyuwangi which actually people unconsciously follow. ABSTRACT This research reviews disaster management and pre-flight standard in domestic flight service at Bali Ngurah Rai International Airport. This research used descriptive qualitative method with in-depth interview and field study, beside that this research also used library study related to the problem studied. In this study which Angkasa Pura I as airport manager in disaster management related to response, recovery, and development where the activities conducted before and after the disaster occurred. Response is an action taken before and after the impact of a disaster to save lives, possessions, and who deal with direct disruption, damage to other effects caused by a disaster. Recovery is the process by which people and government helped to return to previous life functions after a disaster. And development is the relationship between disaster-related activities and national development intended to ensure that disaster outcomes are effectively reflected in future policies for the benefit of national progress. And how Angkasa Pura I in conducting response, recovery, and development towards standard of pre-flight in domestic flight service that formed in land operation management system. In the aerospace world, there are three main stages of service: pre-flight service, in flight service, and post flight service. Pre-flight service is the handling of passengers and aircrafts prior to departure (at the airport of origin). Keywords: Disaster management, Pre-flight service, response.
