Abstract

Infrastructure development in an area before construction requires preparation and comprehensive initial studies and is an obligation for infrastructure project owners. Likewise, infrastructure development work is completed and operated, post-development evaluation is still needed to avoid unexpected impacts from infrastructure development. It has not been taken into account in the feasibility study. The regions' readiness and role are expected because the areas where the infrastructure is located have an interest and are the areas that are directly affected. However, post-development evaluation of infrastructure is often not carried out properly due to the limited capacity of regional human resources, especially planning bureaucrats in planning infrastructure development and then carrying out post-development evaluations of the infrastructure in their area. Local governments need to initiate capacity building activities for planning bureaucrats and related agencies so that each bureaucrat has a systemic thinking foundation in his work. The second level, local governments cannot work alone to improve the quality of their human resources. Local governments need to greet the nearest tertiary institution with various expertise and contribute this expertise to planning bureaucrats and related technical agencies. Besides, the level II regional government also needs to collaborate with the central government to provide expert assistance regarding post-infrastructure development evaluation.

Abstract

The regional government in the framework of implementing regional autonomy has the authority and independence in regulating regional government affairs. The authority of regional governments to regulate self-government affairs as stipulated in Law Number 23 Year 2014, hierarchically is a juridical implementation of Article 18 paragraph (2) of the 1945 Constitution of the Republic of Indonesia after the second amendment, which reads: “Government provinces, regencies and cities regulate and manage government affairs by themselves according to the principles of autonomy and assistance tasks ”. The local government of Sambas Regency in carrying out government affairs under its authority has the right to make policies both in the context of improving services, in order to increase community participation in regional development and in order to maintain moral values in people's lives. One of the important elements in implementing this process is through the formation of local regulations. A dynamic that can occur with regard to the making of regional regulations is the linkage between local political interactions and the technicality of making laws and regulations, the boundaries of which must not conflict with the 1945 Constitution, as well as the laws and regulations above. The presence of Sambas Regency Regional Regulation Number 3 of 2004 concerning the prohibition of prostitution and pornography is contrary to higher-level laws and regulations so that this regional regulation must be repealed.

Abstract

This study aims to determine the effect of price variables, product quality and brand image on purchasing decisions for Xiaomi smartphones and to find out the role of brand image as a mediating variable between price and product quality on purchasing decisions for Xiaomi smartphones. The study population was users or had used Xiaomi in the Pasuruan area with a total sample size of 97 with a purposive sampling method and analysis was carried out with the SmartPLS 3 application. All research indicators have a loading factor above 0.7 and all research indicators have AVE 0.5. The reliability of the data was tested because it had a Cronbach Alpha value and a composite reliability 0.7. The predicted relevance value is high with Q2 0.00 so that the research is feasible. The results of the study concluded that the price had a positive but insignificant effect on purchasing decisions. Product quality and brand image have a positive and significant effect on purchasing decisions, product quality has a positive and significant effect on brand image, prices have a positive but insignificant effect on brand image. For mediation analysis, it is concluded that brand image is a potential moderation between price and purchase decision. branding is a quasi-moderation for product quality to influence purchasing decisions. The NFI value is 0.807, which means that the model is fit because it is close to unity.
