Abstract

Abstrak: Pesatnya Ilmu Pengetahuan dan Teknologi khususnya di bidang komunikasi telah memperlancar mobilitas penduduk serta komunikasi yang mendorong peningkatan intensitas kontak-kontak budaya secara langsung maupun tidak langsung. Hal ini secara jelas terlihat dari beragamnya asal dan budaya mahasiswa yang ada di Kota Malang, khususnya di Universitas Tribhuwana Tunggadewi Malang. Tentunya hal ini menjadi tantangan tersendiri bagi para mahasiswa dengan beragamnya budaya yang memungkinkan terjadinya diskriminasi justru menjadi hal positif yang berperan dalam mengatasi miskomunikasi antar mahasiswa . Dalam penelitian ini menggunakan metode penelitian Deskriftif Kualitatif dengan pengumpulan data Dokumentasi. Pengambilan Responden dengan teknik sampling (Purposive sampling dan Snowball sampling). Untuk mengukur validitas keabsahan data dalam penelitian ini di lakukan pemeriksaan dengan teknik derajat kepercayaan yakni feer debrifing Dan triangulasi. Selanjutnya analisis data menggunakan model analisa data interaktif model Miles dan Huberman (1992) yang meliputi reduksi data serta penarikan kesimpulan dan verifikasi. Penelitian ini pada akhirnya dapat mengungkapkan beberapa hal sebagai berikut: (1) Proses komunikasi antar budaya antar mahasiswa Program Studi Ilmu Komunikasi masih bersifat Kedaerahan.(2) Peran komunikasi antar budaya cukup besar dalam mengatasi miskomunikasi antar Mahasiswa. Kata kunci: Komunikasi Antar Budaya dan Miskomunikasi. Abstract: Rapid Science and Technology particularly in the field of communication has been improving mobility and communications is driving increased intensity of cultural contacts directly or indirectly. It is clearly visible from the origin and diversity of student culture in the city of Malang, especially at the University of Malang Tunggadewi Tribhuwana. Surely this is a challenge for students with diverse culture that allowed discrimination became positive things that play a role in overcoming miscommunication between students. In this research uses descriptive qualitative research methods with data collection documentation. Taking Respondents sampling technique (purposive sampling and snowball sampling). To gauge the validity of the validity of the data in the study done by the engineering degree examination belief that Feer debrifing and triangulation. Further analysis of the data using a model of interactive data analysis model of Miles and Huberman (1992) which includes the reduction of the data and drawing conclusions and verification. This research may ultimately reveal some of the following: (1) The process of intercultural communication between students of Communication Studies is still a Regional Services. Abstract

Abstrak: Bisnis pasar modern sudah cukup lama memasuki perdagangan Indonesia dan dengan cepat memperluas wilayahnya sampai ke pelosok daerah. Keberadaan mereka banyak menimbulkan pendapat pro kontra. Bagi sebagian konsumen pasar modern, keberadaan mini market-mini market, memang memberikan alternatif belanja yang menarik. Penelitian ini bertujuan untuk mengetahui dan menggambarkan dampak keberadaan mini market di sepanjang jalan MT. Haryono Dinoyo Malang dan untuk mengetahui dan menggambarkan dampak keberadaan mini market terhadap pedagang kaki lima di sepanjang jalan MT. Haryono Dinoyo Malang. Keberadaan Alfamart di sepanjang Jalan MT. Haryono Dinoyo Malang dapat berupa positif dan negatif. Dimana dampak positifnya adalah dengan keberadaan Alfamart di lokasi ini, semakin memberikan warna tersendiri terhadap perekonomian dan dapat membantu masyarakat dengan memberikan keringanan berbelanja salah satunya potongan harga atau discount. Sementara dampak negatifnya ialah banyak pedagang-pedagang tradisional dengan berbagai cirri khas penjualnya merasa terancam dengan keberadaan Alfamart di tengah-tengah mereka. Abstract

Abstract: Public service is a set or a number of activities undertaken by the government or the public bureaucracy required to meet the needs of the community. Good service and customer satisfaction accepted procedures should be followed by application of a good service anyway. Procedure for payment of pension administration civil servants are granting civil rights by the government in the form of salary or severance pay in accordance with applicable laws. In this research, administrative services already implemented systems and procedures based computer/web, so that the service does not require the administration of pension payments for a long time. Standard delivery time is 30 minutes for the Letter Request Payment (SPP) Klim immediately, and 60 minutes for SPP Klim indirect complete all requirements.vIt can be concluded that the procedure for payment of pension administration civil servants really nice to be able to answer the needs of administrative services in accordance with the nature and principles of public service. It is recommended to continue to improve service systems and procedures as well as maintain a good image in customer service. Keywords: Public Service, Service Procedures Abstrak: Pelayanan publik merupakan serangkaian atau sejumlah aktifitas yang dilakukan oleh pemerintah atau birokrasi publik untuk memenuhi kebutuhan yang diperlukan oleh masyarakat. Pelayanan yang baik maupun kepuasan yang diterima pelanggan harus diikuti dengan penerapan prosedur pelayanan yang baik pula. Pada penelitian ini, pelayanan administrasi yang diterapkan sudah melalui sistem dan prosedur yang berbasis komputer/web, sehingga pelayanan administrasi pembayaran pensiun tidak memerlukan waktu yang lama. Waktu pelayanan yang standar yaitu 30 menit untuk Surat Permintaan Pembayaran (SPP) Klim langsung, dan 60 menit untuk SPP Klim tidak langsung sepanj ang persyaratan lengkap.Dapat disimpulkan bahwa prosedur pelayanan administrasi pembayaran pensiun pegawai negeri sipil benar-benar baik sehingga mampu menjawab kebutuhan pelayanan administrasi sesuai dengan hakekat dan prinsip pelayanan publik. Disarankan untuk terus meningkatkan sistem dan prosedur pelayanan yang baik serta menjaga citra baik dalam pelayanan terhadap pelanggan. Kata Kunci: Pelayanan Publik, Prosedur Pelayanan

Abstract

Abstract: This study describes the implementation of visionary leadership and public service accountability. Whether or not that happens visionary leadership in supporting the accountability of public services can be seen in people's satisfaction in getting services. The research was held at the District Office Lowokwaru Malang East Java that directly involve the employees in the sample to be the respondent to provide information via questionnaire. In addition, the study included the type of basic research using quantitative descriptive research methods. Instrument research using observation, documentation, and distribution of questionnaires by selecting respondents from several employees at the District Office Lowokwaru Malang. Once the research is completed and data analysis achieve the end result, the authors concluded that that (1) Visionary Leadership in Malang District Office Lowokwaru Plays Very Good. (2) The Public Service Accountability Lowokwaru District Office also held a good line with a clear flow of existing such service and filing procedures or apply for your correspondence as described in the previous chapter. (3) On the whole, it can be said that the combination of visionary leadership and accountability of public services organization in the District Office Lowokwaru Malang lasted Very good as expected with by the service providers (government / officers in this instance) with the right to obtain services (community). (4) Visionary Leadership in government is good, so the implementation of the accountability of public service was performing well. And (5) accountability of public service in this instance, so it can be said that the visionary leadership of any kind. Or in other words, public services performing well in this instance due to the visionary leadership that also happen well. Keywords: Visionary Leadership, Public Service. Abstrak: Penelitian ini mendeskripsikan tentang kepemimpinan visioner dan penyelenggaraan akuntabilitas pelayanan publik. Baik tidaknya kepemimpinan visioner yang terjadi dalam menunjang akuntabilitas pelayanan publik dapat dilihat pada kepuasan masyarakat dalam mendapatkan pelayanan. Penelitian ini bertempat di Kantor Kecamatan Lowokwaru Malang Jawa Timur yang secara langsung melibatkan para pegawai sebagai sampel untuk dijadikan responden dalam memberikan keterangan lewat kuisioner. Di samping itu, penelitian ini termasuk jenis penelitian dasar dengan menggunakan metode penelitian Deskriptif Kuantitatif. Instrument penelitian menggunakan observasi, dokumentasi, dan penyebaran kuisioner dengan memilih responden dari beberapa pegawai yang ada di Kantor Kecamatan Lowokwaru Malang. Setelah penelitian selesai dan analisis data mencapai hasil akhirnya, maka penulis berkesimpulan bahwa Bahwa (1) Kepemimpinan Visioner di Kantor Kecamatan Lowokwaru Malang Berperan Sangat Baik. (2) Penyelenggaraan Akuntabilitas Pelayanan Publik di Kantor Kecamatan Lowokwaru juga terselenggara dengan Baik sesuai dengan alur yang jelas yang sudah ada seperti prosedur pelayanan dan pengajuan atau permohonan pembuatan surat menyurat seperti yang dijelaskan di bab sebelumnya. (3) Secara keseluruhan, maka dapat dikatakan bahwa perpaduan antara kepemimpinan visioner dan penyelenggaraan akuntabilitas pelayanan publik di Kantor Kecamatan Lowokwaru Malang berlangsung Sangat Baik sesuai dengan yang diharapkan bersama oleh pihak pemberi layanan (pemerintah/petugas di instansi ini) dengan yang berhak memperoleh layanan (masyarakat). (4) Kepemimpinan Visioner di instansi ini baik, sehingga penyelenggaraan akuntabilitas pelayanan publik pun terlaksana dengan baik. Dan (5) akuntabilitas Pelayanan Publik di instansi ini baik, sehingga dapat dikatakan bahwa Kepemimpinan Visioner pun baik. Atau dengan kata lain, pelayanan publik terlaksana dengan baik di instansi ini disebabkan karena kepemimpinan visioner yang juga terjadi dengan baik. Kata Kunci : Kepemimpinan Visioner, Pelayanan Publik.

Abstract

Abstract: Political ethics is an effort that enables social institutions distributes rights and fundamental duties and determines the division of benefits in social collaboration. The justice directed does not want to remove the inequalities of justice and balance. The formulation of public policy is a policy or rule made by the government as a policy maker to achieve certain goals in building society and governance. This study used descriptive qualitative research, by executing steps of data collection through observation, interview, and in-depth documentation with field informants obtained by purposive sampling and snowball technique. From the research that has been conducted, it is obtained conclusions: 1. The role of political ethics done in public policy formulation done in Malang City has essence and aim to meet the society’ wishes, but all that was done by the people's representatives have not achieved what is wished by the people. 2. The factors supporting the role of political ethics in public policy formulation cover: external conditions faced by the agencies or institutions that do not cause nuisance or serious constraints, deep understandings and consensus on the wished objectives, and tasks specified and placed in the proper order and perfect communication and coordination. 3. Inhibiting factors of political ethics in public policy formulation process include: availability of budget for a minimal policy, lack of adequate research data (research) regarding community needs, policy sometimes made on behalf of the interests of either unilateral or stakeholders in the public interest without notice. Keywords: Political Ethics, Policy Formulation, Supporting, Inhibiting Abstrak: Etika politik merupakan upaya yang memungkinkan institusi-institusi sosial mendistribusikan hak-hak dan kewajiban dasariah serta menentukan pembagian keuntungan hasil kerja sama sosial. Keadilan yang diarahkan bukan ingin menghapus ketidak samaan terjadinya keadilan dan keseimbangan, Perumusan kebijakan publik merupakan kebijakan atau aturan yang dibuat oleh pemerintah sebagai pembuat kebijakan untuk mencapai tujuan-tujuan tertentu dalam membangun masyarakat maupun pemerintahan. Dalam penelitian ini merupaka metode penelitian yang bersifat deskriptif kualitatif, dengan langkah-langkah pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi yang mendalam dengan informan lapangan yang diperoleh dengan teknik porposif sampling dan snowball. Dari penelitian yang telah dilaksanakan telah diperoleh suatu kesimpulan: 1. Peran etika politik yang dilakukan dalam perumusan kebijakan publik yang dilakukan di kota malang memiliki esensi dan bertujuan untuk memenuhi keinginan rakyat, namun semua yang dilakukan oleh para wakil rakyat belum tercapai apa yang diinginkan oleh rakyat. 2. Faktor pendukung peran etika politik dalam perumusan kebijakan publik meliputi, kondisi eksternal yang dihadapi oleh badan atau instansi yang tidak menimbulkan gangguan atau kendala yang serius, pemahaman yang mendalam dan kesepakatan terhadap tujuan yang diinginkan, tugas-tugas dirinci dan di tempatkan dalam urutan yang tepat serta komunikasi dan koordinasi yang sempurna. 3. Faktor penghambat etika politik dalam perumusan kebijakan publik meliputi ketersediaan anggaran bagi proses penyusunan kebijakan yang minim, minimnya ketersediaan data hasil penelitian (research) mengenai kebutuhan masyarakat, kebijakan terkadang dibuat atas kepentingan sepihak atau kepentingan salah satu komponen stakeholders saja tanpa melihat kepentingan public. Abstract

Abstrak: Kompetisi politik dalam pemilu Legislatif tahun 2009 mengharuskan seluruh peserta pemilu bekerja keras dengan harapan meraih kemenangan/ mendapat dukungan rakyat untuk dikonversikan menjadi jumlah kursi Legislatif di DPPR. Salah satu cara yang ditempuh oleh peserta adalah dengan menayangkan iklan politik pada stasiun televisi. Partai Gerindra merupakan salah satu partai politik pada pemilu 2009, dan Prabowo Subianto sebagai tokoh utamanya. Iklan yang ditayangkan partai tersebut bertemakan mensejahterakan petani dan nelayan serta membeli produk dalam negeri. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Semiotika Iklan Prabowo Subianto pada partai Gerindra dalam Pemilu Legislatif 2009. Penelitiam ini merupakan penelitian deskriptif kualitatif. Jenis data yang digunakan adalah data primer dan sekunder, yang pengumpulannya dilakukan dengan metode dokumentasi. Analisis data dilakukan secara deskriptif kualitatif . Hasil penelitian yaitu Prabowo adalah tokoh yang dekat dengan rakyat, mau berbaur dan melihat kondisi rakyat, seorang pemimpin dan pengayom yang bijaksana, mengakui berbagai perbedaan dalam masyarakat Indonesia, tidak memihak pada golongan tertentu, peduli dengan kondisi pendidikan di Indonesia. Sedang konotasi dari gambaran rakyat Indonesia diperoleh makna bahwa Indonesia yang merupakan negara agraris, namun petaninya memiliki lahan garapan yang sangat terbatas, yang disebabkan oleh kurangnya perhatian pemerintah. Kurangnya perhatian pemerintah berdampak terhadap tingginya tingkat pengangguran bagi sebagian besar rakyat Indonesia. Abstract

Abstract: Provision of autonomy to regions aims to give authority to the regions to organize and manage his own household, in order to improve the efficiency and effectiveness of governance in the context of public service and implementation. One source of revenues which is fairly great is parking retribution. This sector is one of important sources of revenue as it always has been developed along with the development of the region (the city), so that when it is managed properly, it can support local revenue (PAD). The research method is qualitative, describing and revealing problems and condition in the way they are. The informants were taken by using purposive sampling and snowball sampling technique, for collecting data through interviews, observation, and documentation. The data were analyzed in three stages, namely data reduction, data presentation, and conclusion. The results showed that in the last three years (2009 up to 2011) parking retribution give retribution in average of 1.49% to local revenue in Batu Cities in every year. This shows that the contribution of parking retribution supports the local revenue in Batu but is still relatively small. Furthermore, the collecting of parking retribution in Batu is carried out through several phases including: a) determination of parking object, b) collection of parking retribution, and c) billing. The factors affecting the collection of parking retribution in Batu City are: 1) lack of public awareness, and 2) lack of control system. Keywords: Implementation, Parking Retribution, and Local Revenue (PAD) Abstrak: Pemberian otonomi kepada daerah bertujuan memberi kewenangan kepada daerah untuk mengatur dan mengurus rumah tangganya sendiri, guna meningkatkan efisiensi dan efektifitas penyelenggaraan pemerintahan dalam rangka pelayanan kepada masyarakat dan pelaksanaan pembangunan. Salah satu sumber penerimaan retribusi daerah yang cukup besar adalah retribusi parkir. Sektor ini merupakan salah satu sumber penerimaan yang penting karena selalu mengalami perkembangan seiring dengan berkembangnya suatu kawasan (kota), sehingga bila dikelolah dengan baik dapat menunjang pendapatan asli daerah (PAD). Metode penelitian yang digunakan bersifat kualitatif, denga cara mendeskripsikan dan mengungkapkan masalah dan keadaan apa adanya. Pengambilan informan mempergunakan teknik purposive sampling dan snowball sampling sedangkan teknik pengumpulan data melalui interview, observasi dan dokumentasi. Data dianalisis melalui tiga tahapan, yakni reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa pada tiga tahun terakhir (2009 S/D 2011) retribusi parkir memberikan kontribusi sebesar rata-rata 1,49% terhadap Pendapatan Asli Daerah di Kota Batu tiap tahunnya. Hal ini menunjukan bahwa kontribusi retribusi parkir dalam menunjang PAD di Kota Batu masih tergolong kecil. Selanjutnya pemungutan retribusi parkir di Kota Batu dilaksanakan melalui beberapa tahapan antara lain : a) Penetapan Objek Parkir; b) Pemungutan Retribusi Parkir dan c) Penagihan. Adapun faktor-faktor yang mempengaruhi pemungutan retribusi parkir di Kota Batu antara lain: 1) Rendahnya Kesadaran masyarakat; dan 2) Rendahnya Sistem Pengawasan. Kata Kunci: Implementasi, Retribusi Parkir, Pendapatan Asli Daerah (PAD)

Abstract

Abstract: Interpersonal communication is a very important communication conducted in a company to support the work ethic of his subordinates. As interpersonal communication that occurs in Malang Post print media companies. communication that occurs between the editor and the reporter is nurtured well. Because interpersonal communication is very important to apply for a work ethic and a supporter in exploring better news and actual.This study used descriptive qualitative research method steps of data collection through in-depth interviews with informants and documentation obtained through purposive sampling technique. To gauge the validity of the validity of the data is done by data triangulation techniques. From the steps of data analysis was performed using a model of interactive data analysis that includes process data reduction, data presentation and conclusion. From research carried out have been obtained keimpulan: interpersonal communication that occurs between editors and reporters Malang Post interwoven very good and harmonious. Interpersonal communication is one of the activities the editor in improving work ethic journalists, through good cooperation it will be built up a good relationship anyway. Abstract

Abstract: Organizational communication is communication that occurs between individuals within an organization, including both internal and external communication. The importance of communication in any implementation of various activities or work of an organization makes it as a determinant in measuring the effectiveness and efficiency of the organization, indicating whether the organization has managed to achieve a goal that has been determined and agreed in advance, especially in the therm of implementation (execution) of office administration. This study used descriptive quantitative research methods, where the data from the research results in the form of numbers and were analyzed by using statistics. The steps of data collection was through observation, documentation, and questionnaire.The results show conclusions: (1) the analysis of the data shows that the role of organizational communication in the implementation of office administration in Lowokwaru District Office has been running well. It can be seen from the classification of respondents' answers to the table of comparative data analysis is that independent variables (X) of 60% answer good. (2) The implementation of office administration existing in Lowokwaru District Office has been running very well. It can be seen from the results of the respondents' answers on dependent variables (Y) of 70% have a very good response categories. (3) Overall, the role of organizational communication in the implementation of administration office has gone well, so it can be said that the role of organizational communication existing in Lowokwaru District Office is able to support the effectiveness in implementating the administration office.
