Abstract

Although much research has established the importance of digitalization in public services, in practice, village governments responsible for village community services often obscure public perceptions about the potential impact on digital-based public services. This study aims to provide a more detailed picture of the incremental innovation approach in  the implementation of public services, especially the adoption of digital technology in  the delivery of village government service. This research is  a case study research that uses a qualitative research design. study results underline the importance of the incremental innovation approach. Digitalization impacts public perceptions about transparency, speed, and accountability; willingness to accept changes, especially changes in the use of mobile phones (mobile phones) as needed; and  resultant   social impact. Thus, study results are an invaluable input into the decision-making process related to public services.

Abstract

Law Number 8 of 2016 concerning Persons with disability in Indonesia has been ratified since 2016, with one of the objectives is to expand employment opportunities for persons with disabilities. This study aims to identify the schools' perceived readiness understudy in responding to the employment policy (quota of workers with disabilities of 1% for private companies and 2% for government, regional government, BUMN, and BUMD) through the implementation of vocational-based education. This study compares a number of Special Schools (SLB) and Vocational High Schools (SMK) in the Special Region of Yogyakarta to provide an overview of the perceived readiness of 2 types of schools that serve education for children with special needs. In measuring the level of perceived readiness, this research drew seven aspects: curriculum, learning process, teaching staff, management, funding, infrastructure, and environment, with an additional aspect of student input SMKs. This research is a quantitative study with a survey approach. The study found that schools perceived themselves ready, but this may be bound to their common practice and understanding of inclusive education. This study hopes to contribute to the literature and policy discussions on special education and the employment of persons with disabilities.

Abstract

This article aims to ascertain whether decentralization practices in Indonesia are on the right track or not in handling the Covid-19 Pandemic, which demands the presence of roles from both the Central and Local Governments. The background is the tendency of decentralization practices in general in Indonesia, which seems chaotic based on the analysis of the relationship between the Central and Local Governments in handling Covid-19. This writing uses a descriptive qualitative approach with explanations that refer to the theory of decentralization and local autonomy. The data used here are secondary data based on the study of literature derived from electronic publications, documents, or books that are relevant and actual due to the practice of Decentralization in Indonesia. The results of this paper conclude that the practice of decentralization in Indonesia in dealing with the Covid-19 Pandemic is still experiencing a need for certainty in the right direction, specifically related to the effectiveness of handling the Covid-19 outbreak and in general for central-local governance at various Government affairs. The revision of the Local Government Law is the most decisive suggestion here.

Abstract

Strategic planning is highly recommended  as one of the key  factors that  determine the success  of the organization. However, only a few organizations  succeed in  implemented it. The research studied  causes of poor  strategy implementation. The study used  Data collection techniques included previous research on factors that influence   strategy implementation failures, and a survey of . three levels of managers in  38 agencies in the government. Using structural Equation Modelling-Partial Least Squares (SEM-PLS) as an analysis tool, results showed that   stakeholder uncertainty, resources, and expertise are the major factors that influence the failure of strategy  implementation.  The finding provides an  important  explanation for poor  strategy implementation performance in Batu Bara , which is a new district in Indonesia.  One of the key policy recommendations is for the government to take measures toward  enhancing  the capacity of managers to manage stakeholders’ uncertainty.

Abstract

Damage to coral reefs in the waters of Palopo City poses danger to the productivity of the habitat. Therefore, carrying out the adopting the principles of a conservation in the use and  management of coral reefs in Palopo City area waters through an integrated system and participation of  multi-stakeholders is considered imperative. The study analyzed the level and causes of damage coral reefs, assessed the role of stakeholders in managing coral reef ecosystems, and formulated a strategic model for managing coral reef ecosystems in Palopo City waters. Methods of data analysis included assessment of coral reef condition, stakeholder analysis, and hierarchical analysis. Result showed that fishing activity using environmentally unfriendly gear such as fish bombs and potassium is one of the principal causes of damage to coral reefs in the waters of Palopo City. Most damage occured to coral reefs at a depth of 4 meters at station 1, which registered a the percentage of the mortality index of 82.07%. Meanwhile, the least damage was 69.73%. At the depth of 4 meters station two is Result of stakeholder mapping identified three groups inter alia, contest setters, key players, and subject. The first priority strategy in the management of coral reef ecosystems in the waters of Palopo City should be designate the  zoning of coastal areas, coordination among stakeholders that are relevant and important with respect to coral reef ecosystems power relations, drafting local regulations that mandate sustainable use and management of coral reef ecosystems and increasing training programs for fishing communities.
