Abstract

In 2020 the world is threatened with a global economic crisis as a result of the COVID-19 Pandemic. The global economic crisis is being felt by all countries in the world because of the increasing spread of the COVID-19 virus. The COVID-19 pandemic has a huge impact on the Indonesian economy. One of the impacts is the reduction of the rupiah exchange rate against the United States dollar for the February-March 2020 period. This study aims to determine the factor of the decline in the rupiah exchange rate against the United States dollar for the February-March 2020 period. The oni research method is a qualitative descriptive method. In 2020 the world is threatened with a global economic crisis as a result of the COVID-19 Pandemic. The global economic crisis is being felt by all countries in the world because of the increasing spread of the COVID-19 virus. The results of the research on the decline in the rupiah exchange rate against the United States dollar for the February-March 2020 period included external factors of changes in the World and Internal Economic System including the inflation rate, income level, interest rates, the amount of money in circulation, balance of payments. Krisis ekonomi global di rasakan oleh seluruh negara di dunia karena semakin merebaknya virus COVID-19. Pandemi COVID-19 sangat berpengaruh terhadap perekonomian Indonesia. Salah satunya dampaknya yaitu menuruunya nilai tukar rupiah terhadap dolar Amerika Serikat Periode Februari-Maret 2020 Penelitian ini bertujuan untuk mengetahui faktor menurunnya nilai tukar rupiah terhadap dolar Amerika Serikat periode Februari-Maret 2020. Metode penelitian ini adalah metode dikriptif kualitatif. Tahun 2020 dunia terancam krisis ekonomi global akibat dari Pandemi COVID-19. Krisis ekonomi global di rasakan oleh seluruh negara di dunia karena semakin merebaknya virus COVID-19. Hasil dari penelitian menurunnya nilai tukar rupiah terhadap dolar Amerika Serikat periode Februari-Maret 2020 adanya faktor Eksternal Perubahan Sistem Perekonomian Dunia dan Internal meliputi laju inflasi,tingkat pendapatan, suku bunga, jumlah uang yang beredar, neraca pembayaran. Kata Kunci: COVID-19, Nilai Tukar Rupiah, Dolar Amerika serikat.

Abstract

The Investigating Committee for Preparatory Work for Indonesian Independence (Indonesian: Badan Penyelidik Usaha-usaha Persiapan Kemerdekaan Indonesia (BPUPKI) is a special committee tasked with investigating, studying and preparing other important matters related to governance issues in order to establish an independent Indonesian state, including formulating the national principles. There are two Nahdlatul Ulama (NU) figures who are members of BPUPKI, namely KH A. Wahid Hasyim and KH Masykur. NU, through its leaders, has contributed greatly to the formulation of Pancasila which is used as the national principles of Indonesian. Abstract

This paper aims to explain the phenomenon of single candidate pairs in simultaneous regional elections in Central Java. This phenomenon has appeared in the second stage of the 2017 Central Java simultaneous elections in one district and increased to six districts/cities in the 2020 simultaneous elections. This increase is at least influenced by political regulations in Law No. 10 of 2016 especially regarding the requirements for nomination by political parties or coalitions of political parties, support requirements for individual candidates and mandatory resignations for members of the legislature, TNI/POLRI, Civil Servants, village heads, BUMN officials. as well as BUMD. Keywords: simultaneous local elections, single candidate pair. Abstrak Tulisan ini bertujuan menjelaskan fenomena pasangan calon tunggal pada pilkada serentak di Jawa Tengah. Fenomena tersebut sudah muncul pada pilkada serentak Jawa Tengah tahap kedua tahun 2017 di satu kabupaten dan meningkat menjadi enam kabupaten/kota pada pilkada serentak tahun 2020. Peningkatan tersebut setidaknya dipengaruhi oleh regulasi politik dalam UU No 10 tahun 2016 khususnya mengenai syarat pencalonan oleh partai politik atau gabungan partai politik, syarat dukungan bagi calon perseorangan dan keharusan pengunduran bagi anggota legislatif, TNI/POLRI, Pegawai Negeri Sipil, kepala desa, pejabat BUMN maupun BUMD. Abstract

Political communication is not easy to implement in the sense of achieving an optimal level of effectiveness. It takes skill, sincerity, and empathy to become a proficient political communicator. Political communicators must have high credibility because credibility is the most important element in gaining public trust. Credibility here concerns the trustworthiness, expertise, and attractiveness of a communicator. Other supporting factors are openness, calmness, and sociability, and charisma. This paper aims to make the public better understand their role in political life, especially in expressing opinions. Expressing opinions and criticizing the authorities is part of the democratic process. But the message conveyed must be by the norms and rules that apply in our country, Indonesia. Keywords: political communication, communication ethics, the role of communication. Abstraksi Komunikasi politik tidak mudah dilaksanakan dalam arti untuk mencapai tingkat efektivitas yang optimal. Butuh kecakapan, ketulusan, dan empati untuk menjadi komunikator politik yang cakap. Komunikator politik harus memunyai kreadibilitas yang tinggi, karena kreadibilitas merupakan unsur terpenting guna memeroleh kepercayaan masyarakat. Kreadibilitas disini menyangkut keterpercayaan, keahlian dan daya tarik dari seorang komunikator. Faktor pendukung lainnya adalah keterbukaan, ketenangan, dan kemampuan bersosialisasi serta karisma. Tujuan dalam penulisan ini adalah supaya masyarakat lebih memahami peran sertanya dalam kehidupan berpolitik terutama dalam menyampaikan pendapat. Menyampaikan pendapat dan kritikan terhadap penguasa merupakan bagian dari proses demokrasi. Tetapi pesan yang disampaikan harus sesuai dengan norma dan kaidah yang berlaku di negara kita Indonesia. Kata kunci : komunikasi politik, etika berkomunikasi, peran komunikasi.

Abstract

Dana Desa memberikan kedudukan yang sangat strategis bagi desa. Dengan adanya Dana Desa yang jumlahnya sangat besar, pemerintah desa dituntut untuk mengelolah keuangan desa dengan bijak.. Ketika mulai terjadi pandemi Covid-19 Maret 2020 yang efeknya sampai ke kehidupan desa, maka pimpinan desa juga dihadapkan pada kebijakan yang dilematis, termasuk dalam alokasi Dana Desa. Di satu sisi, alokasi Dana Desa sudah dianggarkan untuk berbagai program yang telah direncanakan sebelumnya, namun di sisi lain juga desa perlu memikirkan penanggulangan pandemi Covid-19. Dilema ini juga dialami Desa Ngarap-Arap, Kecamatan Ngaringan, Kabupaten Grobogan Tahun 2020. Kata Kunci: Dana Desa, Pembangunan Desa, Pandemi Covid-19 Abstract The Dana Desa (Village Fund) provides a very strategic position for the village. With the existence of a very large amount of Village Funds, the village government is required to manage village finances wisely. When the Covid-19 March 2020 pandemic began, which had an effect on village life, village leaders were also faced with a dilemma of policies, including in the allocation of Village Fund. On the one hand, the Village Fund allocation has been budgeted for various pre-planned programs, but on the other hand, the village also needs to think about overcoming the Covid-19 pandemic. Abstract

The Community Activity Restriction Policy (PKM) in Semarang City is a policy issued by the Semarang City government in accelerating the handling of the Covid-19 pandemic in Semarang City. The city of Semarang as the capital of Central Java Province is the area with the highest number of positive cases of Covid-19. The implementer of the Community Activity Restriction (PKM) policy is the Semarang City Covid-19 Task Force. The restrictions on community activities include 4 restrictions, namely the termination of the implementation of activities in schools and/or educational institutions, restrictions on activities in the workplace, restrictions on religious activities, and restrictions in public places. This study aims to describe the implementation process of the Community Activity Restriction Policy (PKM) carried out by the Semarang City Government and to describe the supporting and inhibiting factors of policy implementation. This research is a descriptive qualitative research. The data was collected by observation, document study, interview and online. Data analysis techniques include data reduction, compilation of data and conclusions. Test the validity of the data using triangulation of sources and techniques. The results of this study are the implementation of the Community Activity Restriction (PKM) policy in the city of Semarang showing the implementation of PKM through Perwal, PKM is communicated from the Health Service and the Covid-19 Task Force, facility resources have supported such as hospitals, isolation places, medical, health protocol facilities , psychologists and food assistance, the disposition of the Semarang City government through the Covid-19 Task Force and the Semarang City Health Service have shown their commitment to implementing the Community Activity Restriction (PKM) policy is good but the changes achieved have not been maximized, the bureaucratic structure and SOPs are clear stated in the Decree of the Mayor of Semarang Number 180/278 Year. Supporting factors: communication, support, resources, and bureaucratic structure. Inhibiting factors: the disposition of the government that is committed but the people who tend to violate the rules of Restricting Community Activities (PKM). Abstrak Kebijakan Pembatasan Kegiatan Masyarakat (PKM) di Kota Semarang merupakan kebijakan yang di keluarkan pemerintah Kota Semarang dalam percepatan penangan pandemi Covid-19 di Kota Semarang. Kota Semarang sebagai ibukota Provinsi Jawa Tengah menjadi daerah paling tinggi penemuan kasus terpapar positif Covid-19.Pelaksana dalam kebijakan Pembatasan Kegiatan Masyarakat (PKM) adalah Gugus Tugas Covid-19 Kota Semarang. Adapun Pembatasan Kegiatan Masyarakat meliputi 4 pembatasan yaitu penghentian pelaksanaan kegiatan di sekolahan dan/atau institusi pendidikan, pambatasan kegiatan di tempat kerja, pembatasan kegiatan keagamaan, dan pembatasan di tempat umum. Penelitian ini bertujuan untuk mendeskripsikan proses implementasi Kebijakan Pembatasan Kegiatan Masyarakat (PKM) yang dilakukan oleh Pemerintah Kota Semarang dan untuk mendeskripsikan faktor-faktor pendukung dan penghambat mplementasi kebijakan. Penelitian ini merupakan penelitian kualitatif deskriptif.Pengumpulan data dilakukan dengan observasi, studi dokumen, wawancara dan online. Teknik analisis data meliputi reduksi data, penyusunan data dan kesimpulan .Uji validitas data menggunakan triangulasi sumber dan teknik. Hasil Penelitian ini yaitu implementasi kebijakan Pembatasan Kegiatan Masyarakat (PKM) di Kota Semarang menunjukkan Implementasi PKM melalui Perwal, PKM dikomunikasikan dari Dinas Keshatan dan Gugus Tugas Covid-19,sumber daya fasilitas sudah mendukung seprti Rumah sakit, tempat isolasi , Medis, fasilitas protokol kesehatan, psikolog dan bantuan sembako, Disposisi pemerintah Kota Semarang melalui Gugus Tugas Covid-19 dan Dinas Kesehatan Kota Semarang telah memperlihatkan komitmen yang dimiliki dalam menjalankan kebijakan Pembatasan Kegiatan Masyarakat (PKM) sudah baik namun perubahan yang dicapai belum maksimal, struktur birokrasi dan SOP yang jelas tercantum dalam Keputusan Walikota Semarang Nomor 180/278 Tahun. Faktor yang mendukung: komunikasi, dukungan, sumber daya, dan struktur birokrasi. Faktor yang menghambat: disposisi pemerintah yang komitmen namun masyarakat yang cendrung melanggar aturan Pembatasan Kegiatan Masyarakat (PKM).
