Abstract

Effectiveness of Tax Collection of Building Construction Permission at theCapital Investment And Permission Service Agency in Ngawi Regency.This research aimed to describe the effectiveness of tax collection forbuilding construction permissin at Capital Investment and PermissionService in Ngawi Regency. Case study research method was employed inconducting the research. Primary data sources derived from interviewand obseravation results. On the other hand, secondary data wascollected from the documents, reports, and notes. This research fndingwas described in narrative way. Research result showed that the taxcollection for the permission for building reconstruction was less effective.This due to the low of responsiveness of the employees, since some ofthe oemployees were the contracted employees who were lack inunderstanding the importance of tax for building reconstructionpermission. The low effectiveness was also seriously caused by thedamages and the limited equipments which in turn, to hamper the taxcollection process. On the other hand, however, research result indicatedthat service efficiency, procedures of servce, ordinates and subordinatescoordination were found effective.Key words: responsiveness, tax collection, effiiciency, effectiveness.

Abstract

Implementation of development policies carried out by the facultyCollege of Social Sciences and Political Science Jayawijaya.Implementation of development policies carried out by the facultyCollege of Social Sciences and Political Science JayawijayaWamena is a strategic step in order to achieve quality lecturers. Thepurpose of this study was to analyze: how policy implementationlecturer in education programs formal and non-formal education, identifyand analyze the factors supporting and inhibiting factors in thedevelopment of lecturers, and efforts to improve the effectiveness of theimplementation of development policy lecturer at STISIP-AI YapisWamena. This research is a qualitative descriptive approach. The resultsshowed that there was a lack of clarity contents of the policy, the budgetprovided inadequate, dispositions related to cognition and organizationalstructures associated with coordination. Efforts to improve theeffectiveness of policy implementation by providing opportunities forfaculty to continue their education in order to achieve academicqualifications. Advice given on this research, lecturers developmentprogram in the STISIP A-I Yapis Wamena should be improved.Keywords : Implementation, Policy, Development Lecturer

Abstract

Surakarta development policy has a priority in poverty reduction as theelaboration in Vision Mission Mayor and Deputy Mayor. The poverty rateSurakarta in 2010 amounted to 14.99%. Performance targets set in 2015 by10% with realization amounted to 10.97%. The performance targets set forpoverty reduction RPJMD Surakarta 2016-2021 City at 7.5%. This is theunderlying authors conducted a study analysis of strategic management forpoverty reduction in Surakarta covering (strategy formulation, strategyimplementation and assessment strategies) to describe poverty in Surakarta andwhat might be causing long-term targets are set is not reached.The study authors conducted a qualitative study with research sites in theSecretariat TKPKD Surakarta and Village (Gajahan, Serengan, Pajang, Sumberand Kepatihan Wetan). The poverty problem in Surakarta identified includeissues (health, education, employment, food security and basic welfareinfrastructure).The findings of the study of strategic management for poverty reduction inSurakarta, that : (1) in the formulation of the strategy, there are three factorsthat need attention : a. factor analysis of the external environment in order ofpriority on social issues, population and environment, b. factor internalanalysis in order to focus on CSR's participation in the allocation of resources,c. The annual target-setting by the functional division can be selected as thebasis for their next strategy. (2) in the implementation of the strategy there aretwo factors, that : a. integration of the functional division pattern is not clearlyvisible, is still partial and sectorial, for it needs to develop a correlation with afocus target poor people in the village with the highest poverty pockets, b.providing access to information and education to the poor, the development ofinnovation to be equipped with operational support, and the need to build anintegrated system as well as providing space for public participation. (3) in theassessment of the strategy, there are two factors that : a. need consistency thatthe target of achieving long-term has not translated into the realization of theannual target of a functional division implementing poverty reductionprograms, b. to be reviewed the appropriateness and feasibility beneficiaries ofpoverty alleviation programs associated with the administration of residence,and c. dalah potential competitive advantage and the vocational culture can bedeveloped as a solution to poverty reduction.Keywords : Strategy, Formulation, Implementation, Assessment Strategies andAchieving Performance

Abstract

Land reform is the Agrarian Reform Program launched by the IndonesianGovernment. The program is implemented for the structural arrangement ofdomination and ownership of the land. This is done to ensure the right toagrarian resources through land reform or asset reform and broaderdevelopment efforts which involves multiple participants to ensure that theland assets that have been given can grow productively and sustainably oraccess reform.The purpose of this study was to describe the implementation of agrarianreform policy in the district Jenawi, Karanganyar. The importance ofachieving the goal of this study was that the success of an activity isdetermined by the quality of the process and indicators that have been set.This study was descriptive kualitatf research which combines theimplementation model of Donald S. Van Meter, Carl E. Van Horn, andEdward III. Data collection techniques that used in this study was interviewsand review of document. Determination of informants by using purposivesampling. Informants in this study came from Land Agency Office ofKarangayar, the District Head Jenawi, and the villager of Anggrasmanis.Based on the study results, it was concluded that agrarian reform policieshave been implemented properly in District Jenawi, Karanganyar. Bothimplementers and the target group in these activities have known andunderstand the standards and target activities. Land Agency Office ofKaranganyar still understaffed of gauge in terms of implementation of assetreform. This is because the number of employees of measure is notcomparable with the land area that must be done. Meanwhile, in the termsof implementation of acces reform, human resources which is own isconsidered to be adequate.Mentoring and counseling to the community programs that has beenprepared can be done well and get a positive response from the targetgroup, so it can be formed a good cooperation. A positive attitude shown bythe whole range of implementers, so that a positive response was alsoobtained from the target group. Agrarian reform activities in the district ofJenawi Karanganyar has accordance with Budget ImplementationRegistration Form 2014, the technical instructions, and legislation whichserve as guidelines. The purpose of agrarian reform in the District Jenawiespecially the Village Anggrasmanis has been perceived by society as wellas a positive impact in their lives.Key words: Standards and Objectives Policy, Resonances, Communication,Disposition, Bureaucratic structure.

Abstract

This research aimed to analyse the citizenship behavior, and oforganizational commitment upon work performance of sub districtemployees at Gondangrejo Sub-District, Karanganyar Regency.Quantitative research strategy was used to analyse the mentionedresearch objective. All the employees of the Gondangrejo Sub-Districttotally 27 employees were selected as the respondents The linear multipleregression was employed to test the research hypothesis. Researchresult showed that there are effect of leadership style, work environment,organizational citizenship behavior, and organizatinal commitment,partially upon work performance. Research result also indicated that therewere impact of those four indenpendent variables simultaneously upunthe work performance.Key words: leadership style; work environment; organizational citizenship behavior;organizatinal commitment; work performance.

Abstract

The aim of the research to analyze the implementation of AviatiaonPolicy involving inter-organization reletionship, characteristics andcapability of implementers, organization resources and environmentcondition. The research was conducted in Jayawijaya Regency. TheMethod used was descriptive quantitative method. The method of ofobtaing the data were questionnire, interview, documentation andobservation. The sample consisted of 52 i.e 60 people. The data wereanalyzed by using frequency table through scale of lickert.Result of research reveal that implementation of aviatian policy inAirport of Wamena does not success well. This is indicated by fourindependent variables i.e. inter-organization relationship(X1) ,characteristics and capability of program implementers (X2),organization resources (X3); environment condition(X4) which is43,33. To obtain the implementation aviatian policy in airportwamena of Jayawijaya Regency optimally, the government shouldtry more communication consistency and quality by improvingknowledge and technicall skill, commitment in porfomming duty, agood control and loyality of target groups and increasing facilitiesand infrastructures.Key Words : Implementatian, Aviatian, Policy
