Abstract

The aim of the research to analyze the implementation of AviatiaonPolicy involving inter-organization reletionship, characteristics andcapability of implementers, organization resources and environmentcondition. The research was conducted in Jayawijaya Regency. TheMethod used was descriptive quantitative method. The method of ofobtaing the data were questionnire, interview, documentation andobservation. The sample consisted of 52 i.e 60 people. The data wereanalyzed by using frequency table through scale of lickert.Result of research reveal that implementation of aviatian policy inAirport of Wamena does not success well. This is indicated by fourindependent variables i.e. inter-organization relationship(X1) ,characteristics and capability of program implementers (X2),organization resources (X3); environment condition(X4) which is43,33. To obtain the implementation aviatian policy in airportwamena of Jayawijaya Regency optimally, the government shouldtry more communication consistency and quality by improvingknowledge and technicall skill, commitment in porfomming duty, agood control and loyality of target groups and increasing facilitiesand infrastructures.Key Words : Implementatian, Aviatian, Policy

Abstract

The purpose of the study was to analyze the implementation of the Safety Riding program to Reduce Traffic Accidents in Wamena City which was carried out at the Jayawijaya Police Traffic Unit. This type of research is descriptive with qualitative methods. The informants used were 12 people. The implementation of the Safety riding program in Wamena City, Jayawijaya Regency has been carried out by the agency or institution designated to implement and implement the program, but in its implementation it still needs a lot of improvement on several factors. In particular, the most dominant inhibiting factor that affects the implementation of the objectives in this program is Human Resources, both from the side of the program implementers themselves, as well as the quality of human resources from the Wamena City community as users or objectives of this Safety Riding program. Then other factors in terms of supporting facilities such as facilities and infrastructure which are still very lacking. And communication between organizations and implementing activities, this factor is also the most basic in this implementation, such as from the Satlantas and the Transportation Service sometimes there is no synchronization when implementing programs related to this program in the field. Many people in Wamena City feel that information related to Handling Traffic Safety Problems is still unclear so that many people, especially vehicle users, feel that they have been treated unfairly during the implementation of security activities related to this program on the highway.

Abstract

Jayawijaya terkenal akan destinasi wisata dan adat istiadat budayanya yang unik. Namun dibalik itu semua masih tersimpan stigma negatif yaitu sebagai daerah rawan konflik.. Perang suku merupakan wujud dari konflik yang sering terjadi antar OAP. Adapun tujuan dari penelitian ini yaitu (1) Mengidentifikasi bentuk dan pola konflik OAP, (2) Mengidentifikasi penyebab konflik OAP, dan (3) Menganalisis peran kearifan lokal setempat berfungsi sebagai modal sosial dalam usaha penyelesaian konflik OAP di Kabupaten Jayawijaya. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Adapun Jenis penelitian yang digunakan adalah penelitian eksploratif dan deskriptif-analitik. Hasil penelitian menunjukkan bahwa (1) bentuk dan pola konflik OAP yang selama ini terjadi di Jayawijaya dalam bentuk kekerasan massa yang bersifat terbuka dan mengarah pada aksi saling serang hingga berujung terjadinya perang suku. (2) Adapun penyebab konflik di picu oleh 3 hal yaitu : perebutan wilayah adat, masalah perselingkuhan, dan dampak minuman beralkohol. (3) sedangkan peran kearifan lokal yang befungsi sebagai modal sosial dalam penyelesaian konflik OAP yaitu melalui melalui tradisi bakar batu dimana dalam tradisi ini, tecermin bagaimana masyarakat Papua membangun solidaritas pasca-konflik yang terjadi. Melalui tradisi ini, solusi konflik masyarakat lahir dan menjadi landasan kesepahaman untuk memelihara solidaritas dan perdamaian antara masyarakat yang beragam. Kata Kunci: Konflik, OAP, Kearifan Lokal, Modal Sosial.
