Embodiment maritime shaft in economic development based on the citizen’s prosperity in Indonesia whichhas an area of ocean 80% of the land area is a aspired thing. This is one of effort welfare distributions wich is inline with Indonesian manpower development based on Pancasila and UUD 1945 namely through implementationof manpower development based on the principle of integrity through coordination functional cross-sectoral andregional centers as listed in Law No 13 of 2003 about Employment. The success of the maritime developmentmust be felt by coastal communities in the vicinity who mostly work as fishermen and have low education, so itneeds to be a concern efforts to improve the standard of living in coastal areas and overcoming the problem ofunemployment. Therefore, coastal communities will not have limited mind about land because of the publicationRegulation of The Minister of Marine and Fisheries No 1 of 2015 and No2 of 2015 actually two rules are amandate from Law No 31 of 2004. The role of both central and local government are required to handle thisexpansion of employment opportunities, both within and outside the employment relationship especially infacing the challenges of globalization.The method used to solve this problem is the legal research, which meansthat it is intended to examine the rules and principles of law, whereas the approach method is used byemphasizing on normative juridical approach. Based on normative juridical research method, then some stepswill be applied in this study include: First,inventory of legislation relating to the expansion of employmentopportunities;Second, the inventory of the problems that appear, in the implementation on the expansion of theemployment opportunities. The aim of this research is to examine analytical studies on legislation andoperational regulations governing about the expansion of employment opportunities which can be appliedespecially in the coastal areas, so the researcher obtains a conclusion regarding the implementation model on theexpansion of employment opportunities in coastal areas.Keywords :the expansion of employment opportunities, employment relations, maritime shaft

Pengakuan kepada Indonesia sebagai Negara kepulauan secara otomatis memberikan hak dan kewajibanpengelolaan atas segala sumber daya alam hayati terutama perikanan yang ada baik di laut teritorial sampaidengan zona ekonomi ekslusif. Seiring semakin meningkatnya jumlah perkara tindak pidana di bidang perikanandi Kepulauan Riau khususnya di wilayah Tanjung Pinang mendorong pemerintah kemudian menerbitkan KepresNomor 15 Tahun 2010 pembentukan Pengadilan Perikanan di wilayah hukum pengadilan Negeri TanjungPinang Riau. Kebijakan Kementerian Kelautan dan Perikanan yang secara tegas melaksanakanpenenggelaman terhadap kapal asing pelaku Illegal Fishing serta pembentukan satgas Anti Illegal Fishingmerupakan langkah tepat Pemerintahan Presiden Joko Widodo sebagai upaya penegakkan hukum perikanan diIndonesia. Tindakan Tegas penenggelaman terhadap kapal asing pelaku Illegal Fishing berdasarkan ketentuanPasal 69 ayat (1) dan ayat (4) Undang-Undang Perikanan, bertujuan untuk menunjukkan ketegasan dankewibawaan pemerintah Indonesia dalam melindungi kedaulatan wilayah dan hasil alam yang dimilikinya, sertamenimbulkan efek jera kepada pihak asing pelaku Illegal Fishing, juga merupakan tindakan nyataPemerintahan Presiden Joko Widodo untuk menerjemahkan visi Indonesia sebagai Poros maritim dunia.

Miter bending or curved pipe on the canal of penstock in hydropower has a pressure loss (pressure drop). Thishappens because of the curved shape of the miter bending that causes pressure on the outer wall (outter) biggerand blocking off the pace of the fluid. The value of the pressure loss is affected by the angle of the elbow as wellas a large radius of curvature, which causes secondary flow (secondary flow) resulting in large pressure loss sothat required an effort to minimize this pressure loss. Experiment model is miter bending 300 based on the finalbook drawing hydropower. Research numerically using ANSYS 14.5 with ReDh 4.744 reynolds number 107, themeasured variable is the static pressure and streamlined speed.

Clustering is a technique used to analyze data either in machine learning, data mining, patternrecognition, image analysis and bioinformatics. So as to produce useful information need for ananalysis of data using clustering process because data has a lot of variety and quantity. In thiscase the researchers will use the K-Means method in which these methods into an efficient andeffective algorithms to process data with the variety and number of lots. K-means algorithm hasa problem in determining the best number of clusters. So in this paper the researchers willconduct research to search for the best number of clusters in K-means method. There are manyways to determine this, one of them with methods Elebow. The determination of these methodsseen from the graph SSE (Sum Square Error) of some number of clusters. Indonesia merupakan wilayah dengan kekayaan fauna yang sangat beraneka ragam. Di antara faunayang tersebar di Wilayah Indonesia banyak sekali yang sangat menarik untuk diketahui khususnyahewan reptil dalam hal ini ular. Seiring dengan kemajuan sains dan teknologi, penelitian mengenaihewan ini telah banyak dilakukandan dalam rangka menertibkan pendokumentasian secara terulisatau gambar maka diperlukan suatu media informasi untuk ketertibannya, adapun media informasitersebut dibangun dalam bentuk suatu album elektronik dan melalui suatu kegiatan penelitiandengan metoda kualitatif deskriptif serta pendekatan rekayasa perangkat lunak dengan paradigmawaterfall. Hasil dari penelitian ini akan melahirkan media album elektronik yang bermanfaat untukmembantu memberikan informasi secara komunikatif, adapun proses bisnis album ini akanmemperlihatkan klasifikasi hewan reptil ular yang terbagi atas dua sisi yaitu dilindungi dan tidakdilindungi, yang masing-masing mempunyai dua bagian dalam konteks berbisa (beracun) dantidak berbisa (tidak beracun) sesuatu, media album elektronik akan berbasis web untukmemudahkan pengguna melakukan penelusuran informasi tersebut.Kata Kunci:Manajemen, Informasi, Reptil,Album Elektronik

It takes a long time to process inventory items are done manually using an inventory form before entered on thecomputer database. Using the android-based application on a smartphone as a replacement for an inventory form,then the inventory to be faster because reading or inputting data on a computer database can be done directlythrough the app android by utilizing the Wi-Fi network using client-server concept. Computer as a server thatprovide special services to the client (android application on the smartphone) that store and read the data if requiredby the client. The protocol used in data communication between a server computer with android application is TCPand HTTP protocol with a static IP address. Analysis of data packet transmission is done using Wireshark softwareand parameters measured were the flow of data packets and time delay. The test results on the time delay of the datadelivery show that greater the distance between the access point and client (android), the time delay of datatransmission will be greater with an average value of 14 ms. The time required to complete all inventory processusing android application on the smartphone at 7 minutes 45 seconds. whereas if inventory is done manually takestime for 21 minutes 64 seconds.Keyword : Data packets transmission, time delay, Wi-Fi, android, client-server

Most Batik and Handicraft UMKM experiencing difficulties in marketing their products. The solution given wasto create a website, but to optimize the website also required certain techniques. Unfortunately some batik andhandicraft UMKM do not understand it. Therefore, this study will implement the techniques that batik andhandicraft UMKM website recognized by the search engines. This research will be implemented ContentManagement System (CMS) and Search Engine Optimization (SEO) using On Page techniques. On PageTechniques can be done such as by creating a template that is SEO friendly and fast when accessed, put metatags and keywords. Survey and analysis of keywords on batik and handicraft will be done so that each productcan occupy the top rank in Google search. Results from this study is the website Batik and Handicraft whichimplements SEO On Page in an easy way. The use of Content Management System is expected to help webmanagers of UMKM to promote their products and probably increase sales of UMKM products. Sebagian besarUMKM Batik dan Handicraft mengalami kesulitan dalam memasarkan produknya. Solusi yang diberikan adalahmembuat website, namun untuk mengoptimalkan website juga diperlukan teknik tertentu agar web dikenalorang. Namun sayangnya beberapa UMKM batik dan handicraft tidak memahami hal tersebut. Oleh karena itu,penelitian ini akan mengimplementasikan teknik agar website UMKM batik dan handicraft dikenal oleh mesinpencari. Penelitian ini akan mengimplementasikan website berbasis Content Management System (CMS) danSearch Engine Optimization (SEO) menggunakan teknik On Page. Teknik On Page dapat dilakukan diantaranyadengan membuat template yang SEO friendly dan cepat saat diakses, memasang meta tag dan keyword. Surveydan analisa keyword tentang batik dan handicraft akan dilakukan agar setiap produk dapat menempati rangkingteratas dalam pencarian Google. Hasil dari penelitian ini adalah website UMKM Batik dan Handicraft yangmengimplementasikan SEO On Page dengan cara yang mudah.
