KARSA is a peer-reviewed national journal published by Institut Agama Islam Negeri Madura. It has been nationally accredited SINTA 2 since 2017 by Ministry of Research Technology and Higher Education of Republic Indonesia. It is published twice a year (June and December). It publishes articles of research results, applied theory studies, social issues, cultural studies, and Islamic culture issues. The aim of KARSA is to disseminate cutting-edge research that explores the interrelationship between social studies and (including) culture. The journal has scope and seeks to provide a forum for researchers interested in the interaction between social and cultural aspects across several disciplines. The journal publishes quality, original and state-of-the-art articles that may be theoretical or empirical in orientation and that advance our understanding of the intricate relationship between social science and culture. KARSA accepts manuscript with a different kind of languages are Indonesian, English, Arabic, or French.

Hotels sector high income contribution indicates the significant development, so it influences public prosperity. Syari’ah Hotel is one of the hotel models offering certain facilities that matches Islamic values.  Its  development opens promising market chance that must be grounded on non-alcohol, drug-abused free and adultery prohibition concept. It offers tradition of rihlah ‘ilmiyyah that has been established in Pesantren since the 17th century. The aim is to develop and to comprehend Islamic science mastery of Santri (students studying in pondok pesantren) for the sake of Islamic scholarshipness they will experience in the future.     Abuya Busro Karim (Penulis, Bupati Sumenep periode 2010-2015. e-mail: busyrokarim@yahoo.com)     Abstract This simple article reflects the condition of tourism in Madura, particularly in Sumenep region. The fact describes that it has not been easy to  develop tourism place as it demonstratess in Bali. Toursim development must be natural (sunnatullah), however it finds any handicaps that needs wise response. Madurese tourism development must consider the following: Islam as the major religion of Madurese and the human resource. Hence, tourism must protect the local people become the victim of tourism industry. A good tourism industry is not only economic oriented but also it must gives substantial challenge to Islamic and Madures culture to take role in tourism industry. Abstract

The journey to the sacred place is a fairly old tradition. In the history of ancient civilization, the sacred place became a magnet for religious believers to do the pilgrimage and magical rituals.The sacred place has become a tourist object from generation to generation. To visit the sacred place is not always identical with rural communities, communities that often are identified as followers of khurafat. Visiting the sacred place is also a city-educated public interest.Like the form of tourism in general, visiting the sacred place may  be just pure entertainment, education, or indeed release a spiritual thirst for community.

The expressions reveal strong religious values, on the other hand they stand oppositely against those values. The writer comes to a conclusion that the recreation pattern of Madurese exhibits a religious look tourism.  In fact, It is only a reflection of avoidance of eschatological affiction. Abstract

Raya Panglegur Km. 04 Pamekasan)     Abstract The act of begging of beggar appears tradition for generations and it becomes inheritant profession. Social and  economic characteristics of beggar are influenced by several factors---natural and human resources. Places of beggar to do begging, Api Tak Kunjung Padam (eternal flame) and Batu Ampar, are distinctive. The former is the common tourism spot, but the later is the religous tourism place. The factors cause the begging are the natural setting condition that does not support the  beggar to earn sufficient income, the low level of education, inedequate parenting pattern, less religious teaching comprehension, the extinct of abahsment, and instant needs.  Establishing an actual cultural  communication and asking the participation of stake holders---philantropist, academician, public figure, religious scholar, and government, will hopefully decrease the number of beggar. Abstract

  Abstract On the view of potency and opportunity,  Madurese tourism seems an interesting matter.  It posesses a characteristic and exotic natural resources, some has been exploited and some others have not been touched yet. Religious and high work-ethic human resources also characterize the potency and it becomes a promising modality of tourism development. Sampang represents for Madura, since it has been a part of the island that has specific social character. Yet the data show that tourism has not become strategical and inter-sectoral  issue. Nevertheles, inter-sectoral ego is being SKPD interest of policy measurement.  Sampang stakeholders---kyai (Islamic scholar) and public are not invited by the government to discuss the tourism discussion. The formation that combines religious (Islamic) tourism and Madura natural potency   would be the social capital in formulating the tourism development in Sampang. Tourism is not about commercial income but also a matter of social, culture, and religion society. Kata-kata kunci komunitas, budaya, wisata
